This life is really a small world, though. I know @adejuliet from nnpc recruitment, but we didn't flow. I get to see her from afar (I believe she's the one, though ) during Nigeria Customs Service recruitment as well. In short, I know one of the couples in one way or the other.

Suffice to say nobody on the thread knows the actual figures or range. Maybe they know and have refused to share because this question has constantly been asked since the recruitment started and even in the old thread and a tangible answer has yet to be given. It always just ends at argument and comparison with other agencies whose figures too will hardly be shared. Anyways anybody that is lucky enough to eventually get into the agency will find out for themselves.

The guy did not ask which pays better, he asked HOW MUCH d salary/upfront/any other allowances are. If u have accurate or at least relative figures, state them. we can compare ourselves and know which one pays better. so HOW MUCH BE NCDMB ENTRY LEVEL SALARY AND UPFRONT, IF U KNOW FOR nnpc U CAN ALSO DISH IT OUT.

The Nigeria Police Force in collaboration with the Police Service Commission has finally released names of successful candidates for the long awaited 2020 Police recruitment exercise. 

In a press statement e-signed and released to the National Association of Online Security News Publishers, NAOSNP by the Delta State Command's Spokesperson, DSP Edafe Bright stated that, "Delta State Police Command wishes to inform the general public particularly indigenes of the state that the NPF in collaboration with the Police Service Commission have released names of successful candidates for the 2020 recruitment exercise."

According to Edafe, "Candidates are advised to visit www.policerecruitment.gov.ng and check for their names or alternatively come to the Police Command Headquarters Asaba."

Successful candidates who are indigenes of Delta state are to report at Police Training School Benin (PTS) from 10th -15th January 2022.
Candidates who fail to report on the stated date will not be admitted for the training.
Candidates are to come along with the following;
a. Two (2) pairs of White Round-Neck T-Shirt and Short Nicker,

b. Two (2) Pairs of White Trainer Shoes and White Socks,

c. Two (2) Pairs of White Sports Wear,

LIST OF 100 BUHARI ADMINISTRATION'S ACHIEVEMENTS IN 2021

1. The Armed Forces of Nigeria (AFN) sets up various operations across the country to enhance security. These include the Joint Task Force (JTF) North East, tagged Operation HADIN KAI covering the North East region; the JTF SS, tagged Operation DELTA SAFE covering the South South region; the JTF NW, known as Operation HADARIN DAJI covering the North West region; Operation SAFE HAVEN covering Plateau, parts of Kaduna and Bauchi States; Operation WHIRL STROKE covering Benue, Nasarawa and Taraba States; JTF SW, referred to as Operation AWATSE and covering Lagos and Ogun States; Operation THUNDER STRIKE covering Abuja-Kaduna Highway and Operation WHIRL PUNCH covering parts of Kaduna State.

2. Under Operation HADIN KAI, a combination of kinetic and non-kinetic operations, coupled with a review of strategies, led to the neutralization of over 1000 terrorists, rescue of 2000 civilians and the surrender of over 22,000 terrorists including their families.
Several arms and ammunition were also recovered. This is in addition to destruction of several IED/bomb making factories of the ISWAP/BHT. Under Operation HADARIN DAJI in the North West, the conduct of offensive clearance operations, raids and air operations resulted in the neutralization of about 427 bandits, arrest of 257 bandits, rescue of 897 civilians and recovery of 3,087 livestock. Similarly, Operation WHIRL PUNCH covering parts of Kaduna neutralized about 215 bandits, arrested 133 bandits, rescued 296 civilians and recovered 136 livestock, while Operation THUNDER STRIKE neutralized 36 bandits,
arrested 74, rescued 296 civilians and recovered 136 livestock. In the North Central, raids and clearance operations conducted by Operation SAFE HAVEN neutralized 91 criminal elements, arrested 155 suspects, rescued 159 civilians and recovered 3,259 livestock. For its part, Operation WHIRL STROKE neutralized 158 criminals, arrested 151 suspects and rescued 183 civilians. Operation DELTA SAFE in the South-South destroyed about 1,520 illegal refineries, confiscated 5,315 storage facilities and impounded 617 cotonou boats, amongst other items. Additionally, about 74,297,425 litres of Dual Purpose Kerosene (DPK), 41,971,693 litres of crude oil and 88,350 litres of PMS were recovered. Furthermore, 174 trucks and 13 vessels were impounded while 755 illegal oil bunkerers were arrested and 153 assorted weapons recovered. In the South West, patrols and clearance operations by troops of Operation AWATSE led to the arrest of 46 persons for various forms of criminalities while several vehicles, jerricans, motorcycles and electricity generators used for illegal bunkering were seized..

3. The AFN also acquired a number of platforms during the reporting period to raise the level of their operational readiness and efficiency, in addition to boosting their capacities. During the period under review, the Nigerian Army procured 160 MRAPS, 150 trucks and 60 APCs to improve its equipment holding. Various kits were equally provided for troops. This is in addition to the provision of accommodation for troops and the recruitment of over 10,000 personnel into the Army. The Nigerian Navy (NN), for its part, commissioned the
FALCON EYE Maritime Domain Awareness Capability, the third locally-built Seaward Defense Boat, one helicopter, 4 inshore patrol boats and 90 Rigid Hull Inflatable Boats. Over 1,500 personnel were recruited into the Navy during the year. The Nigerian Air Force (NAF) took delivery of 12 Super Tucanos and 3 JF-17 Thunder Fighter Aircraft and other platforms with which it has conducted several Air interdictions, provided close air support to ground troops and destroyed several illegal structures and equipment belonging to
terrorists, bandits and other criminal elements.

4. The AFN has also contributed immensely to International peace and security efforts with its robust participation in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and the regional initiative, the ECOWAS Military Intervention in
Gambia (ECOMIG). The Nigerian military's continued participation in these Missions has ensured their viability and sustenance towards achieving their military and political goals.

5 Passage of Petroleum Industry Act (PIA).
6. Incorporation of nnpc limited under CAMA.
7 Entrenchment of Transparency, Accountability and Performance
Excellence (TAPE) in nnpc.
8 Final Investment Decision on $3.6bn methanol plant in Bayelsa. The
plant, an integrated methanol and gas project in Odioma, Brass Island,
Bayelsa State, which is scheduled to come into operation in 2024, is
expected to produce 10,000tons of methanol daily.
9 US$260m Funding Agreement for ANOH Gas Processing Company Limited
(AGPC). The project will deliver 300 million standard cubic feet of
gas per day and 1,200 megawatts of electricity to the domestic market.
10 Launch of Nigerian Upstream Cost Optimization Programme (NUCOP) to
drive down the cost of crude oil production in the country so as to remain competitive in the global market.
11 Award of $1.5 billion contract for Rehabilitation of Port Harcourt
Refinery to Tecnimont SPA of Italy.

12 Commercialization of OML 143 Gas13 Execution of OML 118 (Bonga)
Agreements between nnpc & Partners.
13 Shareholder Agreement for Brass Petroleum Product Terminal (BPPT).
When completed, the BPPT will help close the infrastructure gap in the
distribution of petroleum products which will consequently stabilize
petroleum product price in the riverine communities of the Niger
Delta.
14 Contract signed to build Maiduguri Emergency Power Project.
15 nnpc Posts N287 billion Profit, the first time it will record such
profit in 44 years.
16 Construction/Rehabilitation of 21 Roads under FG’s Road
Infrastructure Development and Refurbishment Investment Tax Credit
Scheme.
17 Sustained Supply of Petroleum Products.
18 Projects carried out by the Federal Ministry of Works and Housing in 2021
(I) Nnewi-Uduma Road, Sections I and II (26.27km) in

20 Construction and installation of Boeing 737 full motion flight Simulator at NCAT. By that, Nigeria will be saving millions of dollars spent in the retraining of pilots in other countries.
21 Installation of Fully Automated Aircraft Firefighter Training Simulator at NCAT, first of its kind in Africa.
22 Re-fleeting of Trainer Aircraft at NCAT. Six have since arrived.

23 Installation of novel Cat III ILS/DME at Lagos and Abuja airports. The instruments allow the flight to land at low visibility.

37 The Clean Nigeria Campaign has yielded the following results in the last 12 months:
(I) 71 LGAs are now Open Defecation Free. All States of the Federation except one have now flagged off the Clean Nigeria Campaign.
(II) Collaboration with National Orientation Agency (NOA) resulted in the training of community mobilization officers in all 774 LGAs. Sensitization is on-going at ‘grassroots’ level.
(III) To combat the COVID-19 pandemic, the Ministry developed and implemented the National WASH response to COVID-19 projects which include the rehabilitation of 185 Water Supply Projects (5 per State and FCT), construction of 185 solar powered Water Supply Projects (5 per State and FCT), Construction of 370 Public Sanitation Facilities
(10 per State and FCT), Support to State Water Agencies for their operation to ensure uninterrupted Water Supply, Procurement of 370 Contactless Hand washing Facilities with soap and sanitizers (10per State and FCT) and Engagement of 77,400 Youth Volunteers for Hand washing and Open Defecation Campaigns.

38 Twelve Dams were completed in a bid to maximize full utilization of dam infrastructure.

39 Under irrigation, so far 96,000 hectares of irrigation were developed in 2021.

40 The River Basin Development Authorities are being revitalized to deliver their mandate.

41 Creation of a total of 57,261 direct jobs and 11,588 indirect jobs through the various dam, irrigation and water supply projects completed within the reporting period.

42 The commissioning of a pilot cottage poultry processing facility at Dei Dei Livestock market in Abuja.

43 Flag-off of the 4-km Ung Wabai- un Doka Day Secondary School Asphaltic road in Makarfi Local Government Area of Kaduna State.

44 Commissioning of a Communication Center and Administrative Block of
the Agricultural Research Council of Nigeria in Abuja.

45 Rollout of the distribution of free agricultural Inputs to 7,500 Women Farmers in FCT and the North Central States.

TEXT OF THE PRESS CONFERENCE ADDRESSED BY THE HONOURABLE MINISTER OF INFORMATION AND CULTURE, ALHAJI LAI MOHAMMED, IN LAGOS ON THURSDAY, 30 DEC, 2021 TO SHOWCASE THE ACHIEVEMENTS OF THE BUHARI ADMINISTRATION DURING THE OUTGOING YEAR 2021

1. Gentlemen, Good Morning, and thanks for honouring our invitation to this press conference which, in line with our tradition, we have called to brief you on the achievements of the Buhari Administration in 2021. In view of the long list of achievements and time constraints, we will go straight into the highlights and then provide you with a fuller list.

2. Let me admit straightaway that the year has not been devoid of challenges. For the outgoing year in particular, the major challenge has been that of insecurity. In spite of this and the usual economic challenges, especially the dwindling resources available to the government, the Administration has availed itself creditably, as we will be demonstrating shortly.

3. As I said in my introductory remarks, our biggest challenge in the outgoing year is in the area of security. Despite the enormity of the challenge, our military has continued to live up to their billing. We owe them a debt of gratitude for their patriotism and sacrifice. We just can't appreciate them enough, as you will soon see when I break down their achievements in the year under review.

4. FIGHT AGAINST INSECURITY

To keep our country safe, the Armed Forces of Nigeria (AFN) has set up various operations across the country. These include the Joint Task Force (JTF) North East, tagged Operation HADIN KAI covering the North East region; the JTF SS, tagged Operation DELTA SAFE covering the South South region; the JTF NW, known as Operation HADARIN DAJI covering the North West region; Operation SAFE HAVEN covering Plateau, parts of Kaduna and Bauchi States; Operation WHIRL STROKE covering Benue, Nasarawa and Taraba States; JTF SW, referred to as Operation AWATSE and covering Lagos and Ogun States; Operation THUNDER STRIKE covering Abuja-Kaduna Highway and Operation WHIRL PUNCH covering parts of Kaduna State.

5. Gentlemen, in the North East Zone under Operation HADIN KAI, a combination of kinetic and non-kinetic operations, coupled with a review of strategies, led to the neutralization of over 1000 terrorists, rescue of 2000 civilians and the surrender of over 22,000 terrorists including their families. Many arms and ammunition were also recovered. This is in addition to destruction of several IED/bomb making factories of the ISWAP/BHT. Under Operation HADARIN DAJI in the North West, the conduct of offensive clearance operations, raids and air operations resulted in the neutralization of about 427 bandits, arrest of 257 bandits, rescue of 897 civilians and recovery of 3,087 livestock.

Similarly, Operation WHIRL PUNCH covering parts of Kaduna neutralized about 215 bandits, arrested 133 bandits, rescued 296 civilians and recovered 136 livestock, while Operation THUNDER STRIKE neutralized 36 bandits, arrested 74, rescued 296 civilians and recovered 136 livestock. In the North Central, raids and clearance operations conducted by Operation SAFE HAVEN neutralized 91 criminal elements, arrested 155 suspects, rescued 159 civilians and recovered 3,259 livestock. For its part, Operation WHIRL STROKE neutralized 158 criminals, arrested 151 suspects and rescued 183 civilians. Operation DELTA SAFE in the South-South destroyed about 1,520 illegal refineries, confiscated 5,315 storage facilities and impounded 617 boats, amongst other items. Additionally, about 74,297,425 litres of Dual Purpose Kerosene (DPK), 41,971,693 litres of crude oil and 88,350 litres of PMS were recovered. Furthermore, 174 trucks and 13 vessels were impounded while 755 illegal oil bunkerers were arrested and 153 assorted weapons recovered. In the South West, patrols and clearance operations by troops of Operation AWATSE led to the arrest of 46 persons for various forms of criminalities while several vehicles, jerricans, motorcycles and electricity generators used for illegal bunkering were seized.

6. The effectiveness of the military was enhanced by the leadership provided by President Muhammadu Buhari and the unwavering commitment of the armed forces and its leadership. The procurement of modern platforms for the armed forces has also gone a long way in raising the level of their operational readiness and efficiency, in addition to boosting their capabilities. During the period under review, the Nigerian Army procured 160 MRAPS, 150 trucks and 60 APCs to improve its equipment holding. Various kits were equally provided for troops. This is in addition to the provision of accommodation for troops and the recruitment of over 10,000 personnel into the Army. The Nigerian Navy (NN), for its part, commissioned the FALCON EYE Maritime Domain Awareness Capability, the third locally-built Seaward Defense Boat, one helicopter, 4 inshore patrol boats and 90 Rigid Hull Inflatable Boats. Over 1,500 personnel were recruited into the Navy during the year. The Nigerian Air Force (NAF) took delivery of 12 Super Tucanos and 3 JF-17 Thunder Fighter Aircraft and other platforms with which it has conducted several Air interdictions, provided close air support to ground troops and destroyed several illegal structures and equipment belonging to terrorists, bandits and other criminal elements.

7. The Armed Forces of Nigeria has also contributed immensely to International peace and security efforts with its robust participation in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and the regional initiative, the ECOWAS Military Intervention in Gambia (ECOMIG). The Nigerian military's continued participation in these Missions has ensured their viability and sustenance towards achieving their military and political goals. Overall, the good news is that the military, in spite of its achievements, is not resting on its oars. The Military has assured that it is also poised, in fulfillment of its constitutional duties, to address the myriad of evolving contemporary threats, particularly as the 2023 elections draw nearer.

8. Still on the fight against insecurity, the implementation of the community policing initiative of the current administration has led to the training of 25,000 constabularies in several police colleges across the country. The successful officers who were trained on basic police duties, modern intelligence gathering techniques, rule of law, etc. were deployed to their Local Governments of Origin to aid in intelligence gathering and improve police visibility in their communities. Also, in an effort to improve the police/citizens ratio, 418 Cadet officers of regular course 3 were successfully graduated in June 2021 and deployed into the operational asset of the Nigeria Police Force. Through the Police Trust Fund, 200 Buffalo branded vehicles, bulletproof vest, protective helmets, drugs, and medical equipment as well as arms and ammunition, riot control equipment, and combat equipment were procured for the Police Special Weapon and Tactical Squad (SWAT). The Ministry of Police Affairs has also entered into a contract agreement for the supply of police Anti Riot Equipment with Poly Technology of China through a Government-to-Government arrangement at a cost of 44 million U.S. Dollars. These equipment will go a long way in boosting the capacity of the police to control civil unrest in the most efficient and civil manner.

9. ECONOMY

The recovery of the economy remained on a steady path throughout the year 2021. As you are aware, gentlemen, many countries around the world face unprecedented challenges, starting from 2020, as a result of the COVID-19 pandemic and Nigeria is no exception. The Nigerian economy was hit by the pandemic in mid- 2020, and the economic disruptions led to a recession. The poor performance of the economy during the COVID-19 era affected output growth, trade, household welfare and livelihood. However, this led to a quick response by the federal government with the rolling out of effective fiscal and monetary policies as well as health-related policies intended to curb the spread of the pandemic and mitigate the negative impact of the pandemic on the economy. This has yielded considerable results. For example, the country’s domestic growth in the first three quarters of 2021 was positive, recording real GDP of 0.51 percent in Q1, 5.01 percent in Q2 and 4.03 percent in Q3 2021, This was an improvement from a declining performance in the first three quarters of 2020 (which led to economic recession) put at 1.87 percent in Q1, -6.10 percent in Q2 and -3.62 percent in Q3 2020. Nevertheless, the fourth quarter 2020 recorded a slight improvement of 0.11 percent, ushering in positive growth rates in the three quarters of 2021. This economic performance in 2021 shows a steady improvement in growth over the last three quarters of 2020, and this can be attributed to government policies and strategies such as the Economic Sustainability Plan; the N500 billion COVID 19 Crisis Intervention Fund etc.

10. In the oil sector, real growth shows poorer performance in 2021, recording 2.21% (year-on-year) in Q1 2021, -12.65% in Q2 2021 and –10.73% in Q3 2021, from stronger growth of 5.06% in Q1 2020, -6.63% in Q2 2020, and -13.89% in Q3 2020. However, oil production in million barrel per day continued to decline in 2021, from 2.07mbpd in Q1 2020,1.81mbpd in Q2 2020, 1.67mbpd in Q3 2020 to 1.72mbpd in Q1 2021, 1.61mbpd in Q2 2021 and 1.57mbpd in Q3 2021. Non-oil sector indicated better performance of 0.79% in Q1 2021, 6.74% in Q2 2021 and 5.44% in Q3 2021, compared to 1.55% in Q1 2020, -6.05% in Q2 2020, and -2.51% in Q3 2020. In Foreign Trade, Nigeria witnessed dwindling performance in 2020, arising from trade restrictions on accounts of COVID-19 pandemic. Disruptions of trading activities driven by the pandemic further weakened the balance of trade witnessed in Q4 2019 in the subsequent quarters. Consequently, total imports in the first three quarters of 2021 rose by 57.13%, from N13.97 in the corresponding quarters of 2020 to N21.95 trillion. Similarly, total exports grew by 40.62%, which was N13.12 trillion in the first three quarters of 2021, compared to N9.33trillion in the corresponding period, an indication of improved trading activities although with a deficit position. Over the same period crude oil export improved considerably at N10.03 trillion, compared to N6.92 trillion, showing a growth rate of 44.93%, while Non-oil exports grew by 21.17% - from N1.19trillion to N1.44trillion over the same period. Inflation rate has continued to decline on a year-on-year basis since April 2021 when 18.12% was recorded. Looking at the trend, a declining rate was recorded from 17.93% in May to 17.01% in August, 15.99% in October and 15.40% November 2021. It is projected that proper implementation of the proposed 2022 project of N17.13trillion, and Medium-Term Expenditure Framework & Fiscal Strategy Paper 2022-2024 are likely to improve the performance of the economy.. Also, judicious implementation of the Petroleum Industry Act will likely improve oil production/sales stability; relatively high oil prices will enhance revenue performance and budget implementation, while strengthening security will improve output growth of the economy.

11. OIL AND GAS SECTOR

Undoubtedly one of the greatest achievements of the Administration in 2021, and indeed in the past several decades, was recorded in the oil and gas sector, a sector very critical to the nation's economic well-being. The passage and signing into law of the Petroleum Industry Act (PIA) is a landmark achievement. Many have described it as the most profound event in the Nigerian oil and gas space in the last 20 years. The PIA is envisaged to foster investment in the industry and delineate responsibilities to the various institutions. Its key objectives are:- to establish a commercialized National Oil Company (nnpc Ltd.) - to entrench accountability and good governance- to promote the exploration and exploitation of the petroleum resources in Nigeria for the benefit of all Nigerians as well as foster the sustainable development of the host communities.

12. Overall, the PIA serves to ensure the efficient and effective technical and operational regulation of the upstream, midstream and downstream sectors of the oil industry through the formation of the Nigerian Upstream Regulatory Commission and the Nigerian Midstream and Downstream Regulatory Authority, among others.

13. Also worthy of note is the transformation of the Nigerian National Petroleum Corporation (nnpc). The nation’s national oil entity has witnessed many changes and transformation through the decades. From its take-off on 1st April 1977 as a merger of the Nigerian National Oil Corporation (NNOC) and the Federal Ministry of Petroleum and Energy Resources, the nnpc - now re-christened nnpc Limited - has been undergoing the kind of transformation designed to re-invent the entity for greater efficiency and value creation. Yet, the changes and the unprecedented deluge of reformations in 2021 eclipse previous attempts to restructure the oil company. The tempo created with the passage and eventual presidential assent of the PIA was sustained with the quick activation of Part V of the new law which requires the incorporation of a commercial and profit-focused National Oil Company (NOC) within six (6) months of the passage into law. Thus, the nnpc Management – on behalf of the Federal Government - incorporated the Nigerian National Petroleum Corporation (nnpc) Limited under the Companies and Allied Matters Act. Under the new arrangement, nnpc Ltd will, on behalf of the Federation, take over assets, interests and liabilities of the Nigerian National Petroleum Corporation (nnpc).

14. Another major achievement in the sector is the posting of a N287 billion profit, after tax, by the nnpc. It was the first time in 44 years that the Corporation has recorded such profit, which the nnpc attributed to aggressive cost cutting measures, cost savings through renegotiation of contracts by up to 30%, improved efficiency through business automation, emphasis on commercially-focused investment and non-interference in the management of the corporation’s affairs, among other factors. The construction/rehabilitation of 21 Roads under the Federal Government's Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme is also a major achievement. Recall, gentlemen, that the Federal Executive Council (FEC) approved N621.2 billion for the nnpc to take over the reconstruction of 21 federal roads across the six geopolitical zones of the country. The construction and rehabilitation of the selected roads are meant as strategic intervention under the Federal Government Road Infrastructure and Refreshment Tax Credit Scheme.

15. INFRASTRUCTURE - WORKS AND HOUSING

Without question, an area in which the present Administration has distinguished itself is in the provision of key infrastructures, which is important to the growth and development of any economy. In its efforts to provide basic infrastructure, especially roads and housing, the Federal Ministry of Works and Housing carried out the following projects in 2021. (I) Nnewi-Uduma Road, Sections I and II (26.27km) in Enugu and Ebonyi States (II) Kano-Maiduguri Road Section II (100.08KM), (Shuwarin-Azare) in Jigawa and Bauchi States (III) Kano-Maiduguri Road Section III (Azare-Potiskum) 106.34km in Bauchi and Yobe States (IV) Vandeikya-Obudu Cattle Ranch Road Phase I and II (24km) in Benue and Cross River States (V) Sokoto-Tambuwal-Jega-Kontagora-Makera Road (304km)

16. Also, various highway and bridge projects at various stages of completion are ongoing across the six-geopolitical zones of the country. The bridges include the much-talked-about 2nd Niger Bridge, which is currently at 78% completion and is expected to be ready by November 2022. Ongoing work on the bridge consists of the construction of a 1.59km long bridge and 10.3km length of approach roads. The total length of the Main Work is 11.90km. The bridge and approach roads are 2x3 lane expressways. Other ancillary works include the construction of two secondary bridges at Oko Amakun (21.70m) and Atani Road (21.70m). Also to be constructed is a new cloverleaf interchange at Onitsha-Owerri Road. Several culverts and drainage structures will also be constructed. There is also the 360-meter bridge at Ikom in Cross River State, which was completed in 2021 and awaiting commissioning; the 400-meter border bridge between Nigeria and Cameroon at Mfum and Ekok, which was also completed in 2021 and is now awaiting commissioning.

But do not forget dangote refinery is a private owned company. And the oil is from the South South Geopolitical Region.

GEJ should have done something about how more Northerners were getting employed into the nnpc, but the weakening did nothing about it.

1) The federal government played a huge role in this project from the Jonathan era to this day. The CNB was ordered to funnel large amount of cash into this project as incentives since it was seen as a national asset that needs to be protected. To that extent, it's expected that a reasonable amount of national interest should be satisfied in such areas as job recruitment, product distribution and siting of secondary plants..

2) There is nothing like The South". What we have at independence was The West and The East. It's you and Tinubu that invented The South as a political terminology to hyjack all that should accrue to both the East and west just for South Western Nigeria.

3) The biggest oil deposits inland in the socalled South South comes from Igbo communities like Obigbo and co. Don't know whether you have been properly educated on this. So your "South South" outburst does not hold water here. It's the oil from the East. So it's only natural that the greater percentage of job opportunities should go to the owners of the resource. Otherwise, Dangote should use Lagos and Bauchi oil to run his "private" refinery.

The Whistle Blower Policy introduced in 2016 by the Federal Ministry of Finance to encourage a confidential culture through which corruption in the public sector could be easily detected, exposed, addressed and punished, died on arrival because the interest of majority of Nigerians was the mouth-watering monetary reward aspect which promised whistle blowers 2.5 - 5% of illicit funds or of recovered concealed assets!

The Policy which was not an Act of Parliament heightened the craze for quick money which confidants of treasury looters seized to expose their malfeasant principals in order to acquire their shares of the fraud and simultaneously opened floodgates to unscrupulous law enforcers who recovered the funds to covet large portions of every successful raid!


EFCC, WHISTLE BLOWERS AND DEFENCE LAWYERS QUARREL OVER NGN 850 BILLION REWARD!

In November 2017, Whistle Blowers, defence lawyers and some unscrupulous officials of the Economic Financial Crimes Commission (EFCC), fought dirty over the N850million naira reward for the recovery of USD$43.4million, NGN23.3milliom and 27,800 Euros, concealed in one apartment of the Osborne Towers situated in Ikoyi, Lagos Island on 22nd April, 2017!

Defence Lawyer to three friends who disclosed the hidden Ikoyi loot to EFCC threatened to take legal action before the matter was resolved and a sum of NGN421million was paid to one on 13th December 2017, to Stephen Sunday, the lead whistle blower by the Federal Ministry of Finance, and it was reported that he flew out of the country for safety!

Whereas, amounts paid to the other two friends of Stephen could not be ascertained!
Alleged malfeasant EFCC operatives tried fruitlessly to outsmart the three bona-fide squealers who exposed the Osborne loot linked to DG National Intelligence Agency (NIA), Mr. Ayo Oke, whose where about remains a mystery till date!

There was a controversy over the authentic whistle blower in respect of the cache of monies recovered from the flat at Osborne Towers, Ikoyi, Lagos State in April 2017, and the last Nigerians heard about the whistle blower reward was in December of the same year when the much-traumatised authentic principal whistle blower Stephen Sunday got certain amount of money not up to 2.5% of the recovered sum because of insincerity on the part of covetous EFCC operatives and Federal Ministry of Finance!

Stephen’s lawyer who had earlier threatened court litigation against the anti-graft agency, claimed that EFCC officials subjected his client to emotional trauma through the administration of psychotic drugs at the Yaba Psychiatric Hospital, Lagos, which they claimed cost NGN 250,000 naira “to cure him of an assumed madness” believed to have been caused by the sudden windfall of tremendous riches!

Apart from Stephen’s lawyer, another legal firm which also claimed to represent Stephen and his two co-whistle blowers, Abdulmumin Musa and Bala Usman with whom he informed EFCC about the discovery, also petitioned the Minister of Justice and Attorney General of the Federation, to compel EFCC to pay the reward to the THREE MEN!

It is very pertinent for the new EFCC Administration under Abdulrasheed Bawa to re-open the OSBORNE CASE and fish out culpable officers who would likely damage his reputation if urgent measures were delayed!


WHISTLE BLOWER POLICY WAS BUHARI’S BABY!

Although the Whistle Blowers and Witness Protection Policy was President Buhari’s innovation, his ambitious manifesto to crush corruption from its very root in the polity, his six-year occupation of Aso Rock Villa has debuted the worst kind of the infectious disease in two decades of the nation’s new democratic dispensation!

However the 9th Senate reintroduced the old Policy as one of 11 Bills read for the first time at plenary in November 2019, to seek protection for whistle blowers and witnesses with provision for financial rewards to encourage citizens who expose corruption and protection against victimisation or loss of jobs!

The reason for NASS reintroduction could not be far-fetched because President Buhari’s determination’s to stamp out the evil crime of corruption backfired and festered the malaise beyond imaginable proportion instead of reducing it!


ICPC CHAIRMAN IS NEW WHISTLE BLOWER WHO CANNOT BE GAGGED!

The Independent Corrupt Practices and related Offences Commission (ICPC), Chairman Prof. Bolaji Owasanoye, has confirmed that there was gross abuse of personnel budget as duplication of projects by some Federal Ministries Department and Agencies (MDAs), amounting to NGN20,138 billion!
He disclosed that a review by his anti-graft agency revealed that duplication and padding occurred in the implementation of the 2021 Budget which involved about 257 projects adding that ICPC was investigating Ministry of Labour for corrupt employment/ issuance of fake letters of employment and fraudulently enrolling them on the Integrated Payroll and Personnel Information System (IPPIS) and posting them to unsuspecting MDAs to work! Also on the ICPC searchlight are the University College Hospital, Ibadan and corrupt staff members of MDAs suspected of massive illegal recruitment!

In his privileged position as an academic and head of such an anti-corruption government institution, Professor Owasanoye’s claims which include but not limited to; massive budgetary scams, unilateral increase in wages, indiscriminate travels resulting in high inflation of personnel budget among other financial improprieties reflecting huge wage bills up to about 70% of annual budget can neither be faulted, wished away nor dismissed!

He also disclosed that ICPC was prosecuting one of the leaders of the syndicate from whose custody several fake letters of recommendation purportedly signed by the Chief of Staff to the President, Honourable Ministers, Federal Civil Service Commission and other high-ranking Nigerians!

ICPC RECOVERS 300 HOUSES FROM TWO CIVIL SERVANTS IN ABUJA!

In the October, 2021, the ICPC Chairman disclosed at a Public Hearing on Real Estate, organised by the HOR Ad Hoc Committee on Investigation of Operations of Real Estate Developers in the FCT, that the anti-graft agency recovered over 300 Houses from two civil servants in Abuja, the Federal Capital Territory (FTC)!

He expressed dismay that public officers were using real estate developers as conduits for illicit financial flows!

It is therefore gratifying that the House of Representatives (HOR), has already moved to confirm all recent findings of the ICPC boss which were contained in his welcome address at the 3rd National Summit on Diminishing Corrupting in the Public Service and Presentation of Public Service Integrity Award held at the State House Conference Hall, Presidential Villa, Abuja, on Tuesday 30th November 2021.


OFFICIAL PROTECTION FOR WHISTLE BLOWERS!

Although the Whistle Blowers and Protection of Witness Act sought to (1) Encourage, (2) Facilitate disclosure of malfeasance by public officers/bodies and (3) Protect such disclosures under the law, two major Clauses: 34 and 45 of the were categorical on gains and stringent punishment of not less than five years or a fine of NGN10 million for false alarms by whistle blowers!

Whistle Blowers are protected from defamation, civil and criminal liability. They also enjoy preclusion/immunity from contractual or other remedies that could be enforced against a whistle blower while monetary incentive of 2.5% of the recovered monies (after all tax deduction), is provided in the Act by Federal Government as reward for genuine disclosures that lead to successful raids!

FEDERAL HIGH COURT SAYS EX-nnpc GMD HAS CASE TO ANSWER!

Another exposed illicit money by a whistle blower also led to the arrest and prosecution of a an ex-Group Managing Director of the Nigerian National Petroleum Company (nnpc), Mr. Andrew Yakubu who served between 2012-2014, by the EFCC in February 2017, for allegedly concealing foreign currencies in the sums of USD$9.7 million and 74,000 British Pounds sterling in his Kaduna State Guest House!
As at the time of his arrest the Federal Government law against non-declaration of assets and money laundering/Whistle Blower and Witness Protection Act of December 2016, was in operation!

Also known as very close to; almost. It's not unusual to hear a friend, family member, or neighbor use the phrase "I nearly...." Whenever they recall an experience.

For some, it's positive, while others are negative.

What are your "Nearly Moments" where you felt a missed opportunity would have changed your life?

I'll go first: I nearly got into Unilag in 2010 after making a jamb score of 270 & a Putme of 65 to study Economics. That didn't happen, and I feel I would have moved faster in life and be at some top places if I had that admission. Unfortunately, age caught up with me as I managed to graduate at 26, round up service at 27 and those GT jobs were far and scarce to come by, as either I was late (age wise) or I hadn't enough experience.

Also, when I got admission into Yabatech for my OND, I got a notification for an admission application I applied through PFL a year earlier at Abuja. It was a program (Economics) at Sunderland University in the UK, but funds was the challenge and I quickly got over it.

I also nearly got into nnpc during the previous GT recruitment but didn't make it. For me, it was like the Eureka moment. I felt fate had finally smiled upon me. I was hopeful and upbeat that I would make it. Wrote the exam in Lagos, and was shortlisted for the interview in Abuja. Had a very confident interview session and was hopeful that I would be among the successful applicants.

It never happened. My hope dashed once again. Well, I've moved on, trying to make out of what life holds.

Sometimes, I look back and think of what could have been.

Just like the concluded nnpc recruitment that nobody heard anything about.
Wrote the CBT, passed, was called for the interview on Abuja. On the day of the interview, stayed till 9pm before it got to my turn. Interviewed by a 3-man team. Was happy that I did well.. waited for months for APL to no avail.
APL was rumoured to be out and yet I no hear or see anybody wey don get. Only one I heard was a guy on Poland who was given APL.. I come dey reason when e come back 9ja write CBT or did interview?
As God will have it, the Saturday (15th Feb 2020) I heard APL was out was the day I was already traveling to resume my current job. I am not where I want but am better than where I was. Once area level well come soft as I want na to Japa... This country isn't worth it with our current crop of stup*d and useless leaders

So many speculations here and there.
That's why I decide to keep quite even when I was asked.. What's the update, you said *Printed* and still no shows.

Initially they had plans to cancel all the process and starts afresh, looking at the fact the recruitment was long over due, some people might have gain another opportunity, age, sick, died,travel etc. but the senate stands for it, so that's why only few were selected from the first list and majority from the second list, but still more officers are need.

Just try to apply for the new recruitment process.

We share Similar stories. nnpc shattered my hopes that FEB 14, but thank God NCS came in. Indeed when it'syour time , no one can stop you.

2019 was a big year, a year of hope. nnpc, NCS, immigration and prison service advertised for vacancies.
I applied for all.
NB: I never believed in seeking jobs through connection ever since I got scammed.,I once made attempt at NCS in 2016. I was scammed 10,600 naira processing fee (CHINDO I. UBA, A/C NO 1130537304, SKYE BANK, whoeer you are, wherever you are. E no go better for you)

Going forward, I got no feedback from immigration an prison service. Buh nnpc did invite me for CBT and interview. Went through the whole process. February 14, 2020, Valentine's day, nnpc dropped success mail to the lucky ones. I got nothing. I was downcasted. I can still remembered how I came back from work, feeling weak inside, I took my bath, dressed my bed. And slept till the next day. Morning came still no mail from almighty nnpc. I decided to move on.
I was left with only NCS as the last hope. Mind you we've sat for CBT buh no response from them thereafter.
The COVID struck, then came lockdown and economic downturn.
There was rumour of the recruitment being suspended. Lockdown was lifted, August through to December, still no news.
I gave up, I assumed it was over. I decided to focus on the job I was doing with it's meagre pay.
New year 2021 came knocking. I was cleaning my room one morning in preparation to usher in the new year. I came across my application slips. I wanted to tear it and throw it off. Buh something just struck my heart to hold unto it.

Fast forward to mid February 2021. I had issue with my new boss at my place of work. She was attacking me at the slightest opportunity.
One Friday like that around 1p.m or thereabout, a brother and friend called me "Alaye, congratulations. Customs shortlist you o". I was the only one I the office. My other colleagues have gone for jumaat prayer. I shouted for joy. Asked the friend to forward me the list.
I checked. It was indeed my name.
Buh then, 3,500 names were shortlisted. Meaning surely people would be dropped. Fear struck me again buh I put myself together.
I asked my boss to grant me leave from work for 5 working days, that I wanted to attend a conference. She reluctantly granted me, hammering on It that my duties will be left unattended to for one whole week. She even gave me 1k.
Off to Gwagwalada..... With my full chest full of hope.
The whole process was encouraging. Result verification was fine. Other physical test. Endurance race..... I ran like my life depends on it....
The officials congrats us. Ask us to prepare for camp cos we will be summoned soon. I was happy and believed i had landed the Job.
March went bye, April, May, June, July..... We were told soon, 5 months isn't something to describe as soon. My high hopes was becoming thin. Call came in from a fellow applicant that we've connected immediately after the 1st screening. Customs don drop list.... Waited for the PDF to circulate but it took time. Left work to get the news paper.
All the names in it were strange. My name was not found. Again I said it's over. Then NCS explained "it was a supplementary list. Hope came alive again, but with more competition.
Fast forward to the present day. After so many predictions, counter predictions and speculations, November 1, my guy man called again as he did in July, padi, Final List don drop o. I ask him "you see ur name" his reply, the screenshot circulating is not clear, and some people are already lamenting". Omo, that message is not encouraging, but with what he said I wasn't afraid or anxious.
I checked the WhatsApp group I was on over 100 messages.
Read the message through, just a few said they saw their names.... And there was the PDF staring at me. I downloaded, scroll through, and there was my name, against my application number. It was me.
It seems like I was dreaming. I closed my eye and opened it again. It was definitely my name. You have to imagine how I did that CR7 jump of celebration in my room. Fulfillment came, on the first day of a new month.

I had always believed I would get a government job without connection, and I did got it.
14/Feb/2020.... I missed nnpc job. A year later 12/Feb/2021 NCS came calling.... And it here in full. I got the job, my guy man got in too.

Truly, good things come to those who wait.
