Practically every state in Nigeria collapsed with hopes dashed during IBB/Abacha years. Those were the years of "brain drain" and "Andrew checking out" long before today's "japa". Lagos was the only realistic alternative for those who couldn't check out. Those who lived in then serene places like Festac Town, 1004 axis of Victoria Island, outer mainland & other parts of Lagos from Surulere spread outwards witnessed rapid deterioration and desecration of city master plan.
