Even the federal government occasionally recognizes only the indigenes of a state when conducting requirements for certain bodies. And does Federal government even care about you people?

3.Notwithstanding the foregoing provisions of this section, the entire property in and control of all minerals, mineral oils and natural gas in under or upon any land in
Nigeria or in, under or upon the territorial waters and the Exclusive Economic Zone
of Nigeria shall vest in the Government of the Federation and shall be managed in
such manner as may be prescribed by the National Assembly.

Any other constitution you have that goes contrary to the provisions of the 1999 constitution of the Federal Republic of Nigeria is useless and of no effect.

all revenues generated in every part of Nigeria are pulled into a central account of the federal government and distributed to all the states of the Federation irrespective of the amount contributed by each state....this means revenue generated in Gusau; Zamfara state will be used to provide infrastructure or for the benefits of Nigerians in Anambra state and revenue generated from Anambra will be used to provide infrastructure and for the benefits of Nigerians in Lagos state.
