From Constance Ikokwu in Abuja, 11.18.2010 Investigations by the State Security Service (SSS) have led to the recovery of one of the cars that was meant for detonation during the Independence Day celebration. Also, more suspects are likely to be charged to court on the 25th of this month. The car in question was wired with explosives and loaded with 10 bullet proof jackets and camouflage vests. Other items such as military boots, water bottle and camp tents allegedly sent by Charles Okah to one of the suspects for use by militants in the creeks were also seized. SSS spokesman Marilyn Ogar alleged that the vehicle was one of such that was purchased by Henry Okah in Lagos for the Independence Day bombings in October this year. She spoke at a press briefing in Abuja yesterday. The car was abandoned at a hotel in Port Harcourt after it became faulty, forcing the hotel managers to deflate the tyres following their inability to identify its owner. According to Ogar, a nursing mother who is a sister to one of the suspects assisted investigators to piece the puzzle together. She was apparently responsible for that particular car. "Investigations have further revealed that not all of the vehicles wired for the bombings were detonated hence one of such has been recovered at a hotel in Port Harcourt where it was parked and has been towed back to Abuja," said Ogar. The SSS spokesperson stated that "also recovered are military items that were sent by Charles Okah to one of the suspects for onward movement to militants in the creeks. They include military boots, water bottle and camp tents". The items, it was gathered, were sent through a transport company that runs courier services from Lagos to Port Harcourt. The name of the company was not mentioned in order not to jeopardize investigations. The SSS warned firms to be careful with regards to parcels they carry as they could be held responsible for the contents. "In view of these discoveries, the Service seizes this opportunity to warn transport and courier companies to be more circumspect in handling goods for customers, as they would be held responsible for conveying prohibited items. "Equally, car dealers are advised to obtain the full particulars of persons purchasing cars from them to avoid being held liable on grounds of suspicion for the misdeed of others," Ogar warned. She explained that criminal networks are pretty complicated and diverse, the reason why thorough investigations are required to uncover their activities. She went on to state that the SSS would continue to pursue investigations on the matter diligently so that culprits would be apprehended and prosecuted. The car in question is now parked inside the SSS headquarters, behind the office complex. The items for the militants in the creeks were stuffed in a couple of “Ghana-must-go” bags. The culprits had constructed a compartment inside the boot to conceal the military jackets and explosives. As such, the vehicle would have been able to pass through a checkpoint without much suspicion. The battery that was to be used for the detonation was inside the car. The camouflage jackets in the car were laced with cords used for bomb making and detonation. It looked every inch the work of professionals or people quite advanced in that kind of activity. Okah is currently undergoing trial in South Africa on terrorism-related charges. His brother Henry was also picked up in Lagos by the SSS and charged to court in relation to the October 1 bombings. The issue initially broke into a war of words between politicians in support of President Goodluck Jonathan and others opposing his candidacy for the presidential election next year. Jonathan was hugely criticised for making what some described as hasty comments regarding the people behind the bombings. He had claimed they were not militants from the Niger Delta. However, the Federal Government has promised that it will get to the root of the matter. The SSS said investigations are on-going. Please Mr President suspend the so called amnesty, lets smoke out these criminals from the creeks and highways. Nigeria military has the capability to round off these elements. Senate approves life allowances for Gowon, OBJ, IBB, others *Wives, children too Written by Ayodele Adesanmi, Abuja Thursday, November 4, 2010 THE Senate, on Wednesday, approved life allowances for all former presidents, military leaders, Senate presidents and their deputies, Speakers of House of Representatives and their deputies, as well as former chief justices. Also to benefit from the life allowances are the wives and children of late and living former presidents and vice-presidents. The allowances will be incorporated in the annual budget of the Federal Government, which will make provision for their remuneration. This was sequel to the passage of a Bill for Act to provide remuneration for former presidents, heads of federal legislative houses and chief justices of the federation (and other Ancillary Matters) 2010. Consequently, Generals Yakubu Gowon, Muhammadu Buhari, Ibrahim Babangida, Murtala Muhammed, Olusegun Obasanjo, Sani Abacha and Abdulsalami Abubakar, would be beneficiaries, all being ex-military heads of state. All the children and the wives of Alhaji Tafawa Balewa, Nigeria's first Prime Minister and Dr Nnamdi Azikiwe, first Governor-General and the late military leaders, Generals Murtala Muhammed and Sani Abacha were included in the life-long benefit. Also included are former Senate presidents, Anyim Pius Anyim, Adolphus Wabara, Ken Nnamani, current president, David Mark and their deputies. Past and present heads of the House of Representatives and their deputies are also part of the benefitting public office holders. In the former amendment to Section 84 (5) of the Bill by the Senate, payment of remunerations and allowances were restricted to only elected former presidents and the vice-presidents. According to the Senate, all the beneficiaries are to be "paid up-keep allowances from time to time by the Revenue Mobilisation Allocation and Fiscal Commission and shall be approved by the National Assembly. "They are also entitled to the perquisites of office as recommended from time to time by RMAFC and approved by National Assembly." The bill stipulated that members of the families of the deceased former presidents and their deputy presidents shall be entitled to annual payments as shall be recommended by RMAFC and approved by the National Assembly and in a manner prescribed by the National Assembly. It added that "the allowances specified shall be applied for the upkeep of the spouses and education of the children of the deceased former presidents and deceased former vice-presidents up to the university graduate level or its equivalent." However, sub-section 3 of the bill states that the allowance specified shall cease upon the death of the last spouse of a former public office holder. The bill scaled the crucial second reading on Wednesday, May 27, 2009 and was then referred to the Committee on National Planning, Economic Affairs and Poverty Alleviation, chaired by Senator Zainab Kure, for further legislative action. In this way, it believes it would be in a better position to monitor the activities of law enforcement agents during the polls. In a communiqué after its two-day national sensitization workshop on security challenges of election management in Nigeria which ended in Abuja, the commission also hinted that if given the approval it would deploy the armed forces in some difficult terrains in the country for the distribution of election materials. Meanwhile, the Senate has undertaken the third reading of the second amendment to the Constitution and raised a six-man team for conference with the House of Representatives so that the bill could be transmitted to the state Houses of Assembly. The six senators in the conference team are Victor Ndoma Egba (chairman), Umaru Dahiru, Ikechukwu Obiora, Shola Akinyede, Abubakar Sodangi and Idris Umar. Also, the House of Representatives has constituted a six-member Conference Committee to work in synergy with the Senate to harmonise the amended constitution passed by both chambers of the National Assembly last Wednesday. The members of the Committee announced by the Chamber yesterday at its plenary session presided by Speaker Dimeji Bankole are Aminu Tambuwal, John Kalipa, Nkiruka Onyejeocha, Ahmed Mustapha, Razak Adewusi and Sadiq Abubakar. Addressing reporters in Abuja after yesterday’s plenary session, the Chairman, House Committee on Media, Eseme Eyibo said that the onus now lies with the Independent National Electoral Commission (INEC) to conduct a free and fair election in 2011. INEC’s National Commissioner responsible for the monitoring of political parties, Mrs. Amina Bala Zakari, who read the communiqué also stressed the need for inter-agency collaboration on security challenges at all levels as a matter of urgency to avoid incidences of conflicting statements as a result of duplication of efforts in the course of the conduct and monitoring of the election. According to the communiqué, “INEC as the electoral umpire must own and manage the activities of all security agencies working under it throughout the elections and needs to sensitize relevant government agencies to this imperative as a matter of priority,” she said. The workshop, with the theme, “Security challenges of election management: Towards the 2011 Elections” drew about 50 participants from the academia, security services, civil society organizations, the media, private security firms and election management bodies from Lesotho, Kenya, Togo, Senegal and a member of parliament from Ghana. Other recommendations made by the participants included the need for INEC to develop special Electoral Security Strategy & Plans (ESSP) which will delineate roles for different agencies based on their competence profile and capacity as well as allocating resources to match assigned responsibilities in a transparent and accountable manner. INEC should design and deploy appropriate training and sensitization measures to guide security personnel and agencies to be deployed for electoral purposes INEC should enlist the military for logistics support and tactical internal security awareness. INEC should determine and deploy appropriate technologies and systems to support security operations for election management. In conclusion, the workshop noted that emphasis on good governance would minimize security threats experienced during elections.
