National Leader of All Progressives Congress (APC), Sen. Bola Tinubu, has urged Federal Government to make cash payments to households through Bank Verification Numbers (BVN) to cushion the effects of COVID-19 pandemic on Nigerians.

Tinubu, a former governor of Lagos State, gave the advice in a statement issued in Lagos on Wednesday.



He said payments could be made quickly by using the BVN of prospective recipients to make direct deposits into individual bank accounts.

The APC leader said the use of BVN would also be safer and not lead to the types of violence and crime that might follow physical cash transfers.

Tinubu said this would even encourage those without bank accounts to establish such accounts and this process would further bring millions of people into formal banking.

“The money-less family still needs food, water, shelter and, to a lesser degree, utilities. In a compassionate society, they should not be made to do without.

“Most families need relief. If relief is not forthcoming, these families risk hunger and its attendant suffering and woes,” Tinubu said.



He said the palliative measures would blunt hunger, maintain aggregate demand in the domestic economy and help sustain private-sector markets to the extent possible.

Tinubu explained that such payments could be done in either one or in a combination of three ways.

He said: “First, we can designate a stipend for every household. The amount should be enough to pay for the monthly needs of an “average” household for food and other basics.

“While this may somewhat penalise larger families, perfection cannot be had at this time.

“Second, the stipends could be given as a form of emergency unemployment insurance to those who can prove they were relieved of employment due to the crisis.

“This will be more targeted at the actual victims of the crisis but harder to administer. This stipend will also have to be extended to owners of small and medium-sized businesses.

“Third, the government can render some form of payroll support to companies and businesses that seek to retain workers albeit they may not be fully employed.



“The stipend can help companies stay in operation while maintaining workers on their payroll. By maintaining workers, the company can more swiftly return to full operation when normalcy returns.”

Tinubu said payment of these stipends would require hiring additional government workers to augment the existing bureaucracies to implement that programme.

According to him, this administrative requirement will help boost employment and aggregate consumer demand.

He said that activating Trader-moni and other programmes would help many small-scale traders but not the average wage earner who just lost his job.

On agriculture, the APC national leader called for the re-establishment of commodity boards for strategically important crops to maintain adequate supply of food and ensure price stability.

He said that these boards would specify a guaranteed minimum-maximum price range for these crops in order to maintain and stabilize farm incomes as well as consumer prices.

According to Tinubu, the country faces a “trade-off between certain pandemic and possible widespread depravation.

“This situation presents a historic chance to establish more beneficial social contract between government and the governed,” he said.

He also urged government to expand the school feeding programme to many states consistent with applicable public health measures.

“By expanding this programme, we help feed our most vulnerable children while creating extra jobs and bolstering food production and farm incomes,” he said.

On debt relief, Tinubu called on African finance ministers to join a coordinated effort for debt forgiveness, while urging the World Bank and other DFIs to agree to a wholesale debt rollover by reducing the interest rate burden of African nations by at least one half.

He also urged the CBN to lower interest rates to single digits to spur some private sector and lower the charge on government deficit spending. (NAN)

I live in Port Harcourt and know that the city has nice looking areas and ghetto as well.
During the past administration, major road sweeping was at it's best and waste disposal method was excellent, however, the momentum was not sustain by this administration.
Scavengers scatter refuse at will now but you can't try that during the last administration, you must bag your refuse or risk arrest.

My first question I ask is can zombies tell us what the Buhari govt has done well so the Americans can emulate him and learn , the truth is Buhari has done nothing infact pound for pound his performance in this Covid crisis is one of the worst pro rata.

Why does Nigeria actually have lower numbers :

1 : Traveller inflow : in the first two months of 2020 America had already received over 58 million international travellers while Nigeria recieved about 485 thousand passengers , from this statistics you can see America has received over 100 times more people than Nigeria so is more likely to have imported more infected people but when we take the percentage of infect ion per mille we fine out that America has 0.02% per mille while Nigeria has 0.03% per mille which means Nigeria imported more infections per thousand at 155 confirmed cases today and if I go further and use the wild estimations that some 5000 infections might be runnings wild it the brings Nigeria imported infection per mille to over 1% which is a lot

2: Number of test carried out ; another reason why Nigeria seems to be spotting far lower numbers is due to the low number of testing don't compared to America.. America has tested over 135 thousand people while Nigeria as at today has just test slightly over 200 meaning while America is testing over 300 people per a million of it's population Nigeria is test just 2 people per million so Nigeria is likely to see fewer cases .

3 : Low Transmission and lethality ; Another reason why the rates are low in Nigeria is that for some reason the virus has a slower or weaker rate of transmission and lethality in Nigeria and this might be due to a lot of factors like weather , humidity , genetic make up , diet and most probable to me the absence of any active 5g signal above 24Ghz ( this is for smarter folks so average folks can stand down please )

4 Lack of adequate data base requisite for contact tracing : many contacts have not been traced due to poor address systems and inadequate data base of contact thereby making the issue of contact tracing more difficult and making the numbers of confirmed cases lower .

5 : Self Medication : Nigeria is well known for self medication and data seems to suggest that many patients with similar symptoms as COVID has chosen to knock it off as common flu and self medicated their way out of it with the support of their youthful immunity ( twitter is filled with such stories )

6: Youthful population : Nigeria due it's high ratio of youthful population with Youthful immunity might be acting as a stumbling block to the person to person transmission rate in the country as most youth have the capacity ward off COVID infections without even throwing symptoms .

7: The Grace of Almighty God : Finally like our people say "Cow wey no get tail na God dey help am pursue fly" the only other plausible explanation for the low numbers is that the Grace of Almighty God is with NIGERIANS as even God knows our Govt is not prepared and doesn't have the capacity to handle a full blown COVID pandemic


Gentlemen with these few points I hope you can see that there is nothing special the government of Buhari is doing to stem this crisis instead the the Buhari govt has contributed more to escalating it to where it is today in Nigeria with their reckless behaviour of late travel restrictions till their kids got back home and Federal govt aide even going as far as importing infections and spreading it within govt circle ...I must not fail to commend the stellar leadership in this crisis of the Lagos State govt because they set parameters and template for tackling this which other state Govts have quickly mirrored and which has greatly help but as for the Buhari govt I don't see a single special standout thing they did infact they where late to to the table and only came after Lagos had taken the initiative to bear the index case at it's own risk and initiative
You forgot to remind them that, no better pointer to their unpreparedness than sending Abba Kyari to Lagos for treatment.
If not for Lagos Nigeria would have recorded more than 500 cases. Is it the length of time it took to convince Buhari of the need to take lead

In this piece, Lagos State Ministry of Information and Strategy highlights the air of camaraderie that pervaded the business of governance through teleconferecing last Monday.

“Can you see me?” Am I connected?” “Yeah, I’m here”.

Suddenly, at about 11.05am, the Chairman enters and announces his presence by calling the house to order. All is quiet.

It was an exciting moment this morning at the Lagos State Executive Council (EXCO) meeting – the first-ever virtual meeting in the history of governance in the State. Nigeria? Well, not clear.

The Chairman is no other person than Governor Babajide Olusola Sanwo-Olu. The Deputy Chair is Dr. Kadri Obafemi Hamzat, the Deputy Governor.

Commissioner for Information and Strategy, Gbenga Omotoso said the meeting was held via Zoom, a free HD meeting application with video and screen sharing for up to 100 people.

It was all in compliance with the directive against gatherings as part of the anti-Coronavirus battle-plan.

“The meeting was slated for 10.45am but almost all EXCO members had hooked up to the system by 10.00am, awaiting the arrival of Mr. Governor to kickstart deliberations for the day,” Omotoso said.

Governor Sanwo-Olu came online at about 11.05am. On top of the agenda was the review of the management of COVID-19, especially the provision of additional isolation centres; the fumigation of the State against the spread of the virus, and the package for the less-privileged and daily income earners, the indigent.

“The Commissioner for Agriculture, Mr. Gbolahan Lawal briefed members on the distribution of the relief packages to local governments and local council development areas. Members reviewed areas where teething problems occurred and proffered ideas to solve identified problems,” he added.

There were comments by some members. As the debates and clarifications went on, the Chairman announced that those eager to speak should spend a minute each

While acknowledging the excitement of members for being part of the first virtual meeting of the Lagos State Executive Council, the Commissioner said the feat affirmed that governance in Lagos will proceed seamlessly despite the 14-day restriction announced by President Muhammadu Buhari.

Lagos and Ogun states as well as the Federal Capital Territory, Abuja are on a 14-day lockdown.

“Members were in high spirits. Some of us were in our offices; others attended the online meeting from the comfort of their homes. With this historic achievement, residents are assured that governance in Lagos State will continue, irrespective of the situation around us,” Omotoso asserted.

The idea of the online meeting was mooted by Governor Sanwo-Olu, who directed the Ministry of Science and Technology to facilitate it. The Special Adviser (Innovation and Technology), Mr. Olatunbosun Alake, moderated the meeting, reading out the dos and don’ts of the session which Science and Technology Commissioner, Hakeem Fahm described as “historic”.

“We should let our people know about this,” Waterfront Infrastructure Development Commissioner, Kabiru Ahmed said excitedly after the meeting.
