The verse you claimed is meant to punish rapist is even worse because if the woman is raped in the city and then discovered, she'll be stoned if nobody hears her crying for help. Which means, if the rapist subdues her and prevents her from screaming and then they're discovered, the woman would be stoned for not being able to cry out even though she was actually raped.
