I don't know about the payment but why are you writing a PTE exam? if its for immigration or academic purpose, IELTS(most recommended) or TOEFL is the most recognized and acceptable especially by the VOs.

BTW you don't need a Language testing exam to apply for a study permit except you have other backup plan(s).

The business plan is equally appreciated.We need it for my mom who is a certified nurse.Location is viable,some equipment like beds,wheel chairs,oxygen, generator etc are already in place.
