Can someone give me an overview of this water bill. I need to understand what it entails.

Basically, the (fulani) govt of Nigeria wants to take over all waterways in the country and also 10km from the banks of such waterways.

In essence, the waterways Bill is just a smokescreen for the fulani govt to achieve ruga which had been vigorously resisted by those it concerned.
