Go to all the communities with school and check how dull the place is when school is not in session. Any governor building vocational schools as fight against poverty is just doing image laundering and paying lip service to poverty. Browse about Brazil investment in vocational schools and see that it's not for poor government in Nigeria. Our universities has poorly funded labs and workshops and you're building vocational schools with what machines and equipment? Fayose and Rocha's vocational school are they still functional?
Whether you like it or not, Umahi is on the right tracks of development. If you have been to Ebonyi recently, you will even testify that many communities are opening up at a very fast pace .
The only problem Ebonyi people have is their archaic mentality and their stupid quest for communal war.

Depends on the school. Know some that don't require Recommendation letter prior admission. So just check in with your Graduate advisor.

If these are part of the requirements, then yes you have to submit them. If they are not listed as requirements or you are not asked while filling the school's application then they are not needed.

On the other hand, if they are part of requirements and you feel they are not important then there's a problem. It's better you don't turn in your application at all because most schools want to see your past, present and future aspirations through your SOP and they want to get a view of who you are through your letter of recommendation. They want to see your experience through your resume.

The department I am applying for just have few admission requirements but in the school site, you can upload any supporting documents that you like/have.
