It's normal in a democracy for a president to give his nod to appointment of judges in a democracy just that in a heavily r etarded nation like Nigeria the whole thing is usually bastardized.
Take for example this ethnocentric government will want to favour it's people in choosing judges just like they did in choosing almost all the security chiefs from their tribe, and looking at those names up there some don't sound like their people so they tossed the list aside, just like when it took them ages to appoint onnoghen .
