The 2019 edition of Abuja cultural carnival will gulp N82.109 million, Minister of Information, Culture and Tourism, Alhaji Lai Mohammed, has said.

The yearly carnival meant to showcase the country’s rich cultural heritage is coordinated by the Ministry of Information, Culture, and Tourism.

The minister said that Cultural Centres established by Nigeria in China and Brazil were good for marketing the image of the country to further make the outside world appreciate Nigeria and Nigerians better.

Mohammed stated these on Tuesday in Abuja while making a presentation on 2019 budget proposals of his Ministry.

Apart from the presentation, the minister also defended the 2019 budget estimates before the Senate Committee on Culture and Tourism.

Chairman of the Committee, Senator Fatimah Raji –Rasaki, had taken on the minister on the N82million proposed for the Abuja Cultural Carnival 2019 when the carnival did not hold last year despite N62 million appropriated for it.

The Minister responded that the N62million appropriated for the carnival in 2018 was not fully cash backed.

He noted that besides, the fund was lumped together with other items on the capital component of the budget which were not adequately funded.

He said: “Money for a cultural carnival of national magnitude ordinarily, should even be more than N82million but because of synergy the ministry is having with the Federal Capital Territory and other sponsors in terms of accommodation for participants from the various states, feeding, transportation, make us make a modest proposal of N82million.”

Mohammed said that the Cultural Centers established by the Federal Government in China and Brazil which had a budgetary allocation of N25million in 2018 and N35million proposal for 2019, were necessary for positive projection of the country’s image abroad.

He said: “Cultural Centres are meant for the foreign image of the country. They promote tourism and even the economy of the owner country

“Though not revenue generating centers, but in the long run, they add value to the economy and citizens of countries that established them.”

The Minister noted the total budgetary proposals for the two arms of the Ministry (Information, Culture, and Tourism) in the 2019 fiscal year, is N5.306billion out which N3.398billion is for personnel cost, N880.507million for overhead and N1.3billion for capital expenditure of both arms.

He said that due to the N200millionthat was removed from the overhead cost of the Ministry in the 2018 budget allocations and N1billion removed from capital votes, the Ministry is highly indebted to many of its service providers particularly electricity.

Senate President, Bukola Saraki, has mandated the Clerk to the National Assembly (CNA), Mohammed Sani-Omolori, to make details of the National Assembly 2019 budget available for passage into law.

The mandate is contained in a letter addressed to the CNA dated 26 March, 2019.

Saraki said that full details of the National Assembly budget with necessary line items should be made ready for passage as part of the National budget.

The letter signed by the Chief of Staff to the Senate President, Dr. Hakeem Baba-Ahmed, is entitled, “Subject: NASS budget details.”

It reads in part, “The President of the Senate has asked me to request you to please ensure that the NASS Budget Details with all the line items are ready for passage along with the National Budget when Senate resumes next week. Thank you.”

Before now, Twitter users have been able to follow up to a 1,000 accounts per day but now, Twitter has cut it down to 400 in a bid to make the platform more secure.

The move is the latest in Twitter's ongoing efforts to rid its platform of misuse. Last July, Twitter implemented a range of new API restrictions to impede the use of bots for artificial tweet engagement, which it ramped up again just recently, cutting off access entirely to a range of well-known third-party apps.

Also, between April and June last year, Twitter says that it shut down more than 143,000 apps for similar usage violations, which the company has sought to eliminate in response to concerns about social media misuse and user manipulation.

Nigerian born rapper CDQ made history as he started a new journey of adding value and giving back to the society through an education empowerment scheme.

The Woss Wobi crooner floated an Education Empowerment Initiative which he named “CDQ EDUCATION EMPOWERMENT INITIATIVE (CEEI)” with a trip to his state of origin (Kwara State) for kickoff being the son of the soil.

The 2days trip was filled with activities in which he paid courtesy visit to Emir of Ilorin during the first day of arrival to further discuss his intentions and plans for the secondary school students within the state. He therefore proceeded the next day to GOVERNMENT SECONDARY SCHOOL ILORIN “GSS” where he graduated from over decade ago.

CDQ and his team were well received by the Principal of the school with warm welcome and special assembly gathering by the students to receive one of their icon. The sensational hip hop act who has been relevant in the music scene with back to back hit song across the continent in his kind gesture, surprised the school with writing materials which includes books and pens with wall clocks meant to reach over a thousand students.

According to CDQ’s publicist, the (CEEI) project is targeted at solving writing materials problems across the state as all the secondary schools in Kwara State will get to benefit from it. CDQ also urges the other notable celebrities to imbibe the culture of adding value to the educational sector of the nation.

The Nigerian Railway Corporation (NRC) on Monday confirmed a passenger train crushed a beggar to death at Muslim area of Lagos.

Mr Jerry Oche, the Lagos District Manager (RDM) of the corporation, made confirmation while addressing newsmen on the incident in Lagos.

The News Agency of Nigeria (NAN) reports that an Ijoko to Iddo bound Mass Transit Train crushed a beggar to death near the Mushin railway station on Monday morning.

NAN reports that the unidentified beggar was one of the six beggars that sat in a row near the railway line at the Mushin Railway corridor.

Oche said life of every Nigerian was important to the corporation, advising people to endeavour to obey the order and signs attached to the rail lines.

According to him, it is against the law to sit or trade besides the railway line, either begging for alms or for any other reason.

Oche, however, warned traders, hawkers, beggars, and passersby to stay away from the rail lines across the state to avoid casualty.

“Anybody who has no business entering the train should not be on the rail corridor, because it is very dangerous.

“It’s like a suicide mission seeing a train approaching and you are still sitting down on the track,” he said. (NAN)

Not less than 20 persons have been reported killed in a fresh attack by unknown gunmen in Angwan Aku village, Kajuru Local government area of Kaduna state.

A source who resides in the community, took place at about 7:00 am on Monday when the attackers allegedly dressed in military uniform and armed with AK47 rifles, machetes and sticks stormed the village shooting sporadically.

The Nation learnt that, several others sustained various degrees of injuries from gunshots.

According to the source, “The attackers stormed the village and started shooting indiscriminately. We all started running to the bush. As we were running, they were also pursuing us as we ran to the bush, some people were killed in the bush.

”Some of them were wearing military uniforms with bulletproof vests and they were speaking in Fulani language. I saw them from where I was hiding” he said.

The source further alleged that, the police arrived the village in eight Hilux vans, but could not go into the bushes to pursue the bandits.

“The police came in eight Hilux vehicles, but instead of pursuing the bandits who ran to the bushes, they just turned back”. He alleged.

According to him, there had been speculations about an impending attack since last week, which the state government was aware of.

“We had thought that the government would have taken the speculations seriously and be proactive, but they didn’t take it seriously and this had led to the killing of more of our people. It is rather very unfortunate”. He said.

A former President of the Adara Development Association (ADA), Danladi Yarima, confirmed the killings in a telephone interview, describing it as unfortunate.

He condemned the killings and accused the state government of bias in handling the crisis.

The incessant killings in Kajuru communities started in February 10, 2019 when Fulani herdsmen allegedly attacked Anguwan Barde, an Adara community in the night and killed eleven people.

The Adara were alleged to have embarked on reprisal attacks, killing many Fulani.

Yarima, a lawyer, had in a recent statement said about 4,000 people have been rendered homeless following the destruction of their homes by bandits.

However, efforts to get the reaction of Yakubu Sabo, spokesman of the Kaduna state police command was unsuccessful as his telephone was not connecting and he did not reply to a message sent to him on the Police/Media WhatsApp platform.

The Nigerian Air Force said more terrorists have been neutrilized through air strikes in their hideouts in northern Borno.

According to its spokesman, Air Commodore Ibikunle Daramola, the strikes were carried out after intelligence reports have indicated the presence of the terrorists in the area.

He said in a statement that structures belonging to the terrorists were also destroyed during the strikes.

Air Commodore Daramola said:”The Air Task Force (ATF) of Operation LAFIYA DOLE has degraded an Islamic State of West Africa Province (ISWAP) Terrorists’ hideout and neutralized some of their fighters at Tumbun Zarami in the Northern part of Borno State.

” This was accomplished through air strikes conducted today, 8 April 2019, as part of the ongoing air campaign of Operation YANCIN TAFKI, which is aimed at flushing out ISWAP elements from islands on the fringes of the Lake Chad.

” A Nigerian Air Force (NAF) Intelligence, Surveillance and Reconnaissance (ISR) platform, on a routine reconnaissance mission, observed significant presence of ISWAP fighters in the settlement, with several structures and equipment spotted beneath the thick vegetation of the area.

” Accordingly, the ATF scrambled 2 NAF Alpha Jets to attack the location, recording successful strikes on the terrorists’ structures and neutralizing several of their fighters.

” The NAF, operating in concert with surface forces, will sustain its operations to completely degrade the terrorists in the Northeast. “

The Nigerian Prisons Service (NPS) says no fewer than 157 prison inmates across the country have embraced formal education.

Mr Ja’afaru Ahmed, Controller-General of the service, disclosed this at the De-radicalisation workshop organised for senior officers of the service on Monday in Abuja.

He said that many of the inmates, who sat for the Western African Examination Council (WAEC) examination passed with impressive grades.

Ahmed was represented by Mrs Husseina Kori, Deputy Controller-General in charge of Health and Social welfare at the service.

The prison boss said that three of the 157 inmates were currently undergoing undergraduate admission process at the National Open University of Nigeria (NOUN).

The News Agency of Nigeria (NAN) reports that the de-radicalisation programme was funded by the European Union (EU).

He said that the inmates who acquired formal education were extremists, adding that the service had recorded a significant breakthrough in changing their mindset.

“It is commonplace to say that violent extremism poses serious threat to social cohesion and economic development of a nation.

“This programme, which started a few years ago, has successfully navigated the teething challenges usually associated with novel projects particularly when it involves rehabilitating extreme deviants, ‘he said.

Ahmed said that the service had assumed the tedious task of leading the de-radicalisation programme considering its mandate of Reforming, Rehabilitating and Reintegrating deviants into the society.

He said the programme had turned out to be a great window of hope in the midst of devastating circumstances ensuring that violent extreme offenders desist from their unpatriotic activities.

Ahmed said that the Federal Government in its commitment to protect lives and property of citizens had deployed numerous strategies to tame the scourge.

“Although the crisis is not over, it is gladdening to see steady progress, especially in de-radicalising violent extremists.”

Ahmed reiterated the service`s commitment to uphold the confidence reposed on the service by the federal government to spearhead this great initiative.

A woman conveying her daughter to school in Ogun State has drowned on Sunday when the private vehicle she was driving skidded off the dual carriage bridge between Ososa and Odogbolu stretch of the Sagamu – Ore expressway and plunged into the river beneath.

Her daughter, a student of Tai Solarin University of Education (TASUED), Ijagun, Ogun state, was however rescued from the water.

The Public Relations Officer, Ogun State Traffic Compliance and Enforcement Corps (TRACE), Babatunde Akinbiyi, told The Nation that the vehicle was coming from Lekki in Lagos and going to Ijebu-Ode when the accident happened.

Akinbiyi added that mother and daughter were the only occupants of the vehicle and that the woman was conveying her daughter, who is a student of TASUED, to school at the time but lost control of the wheel and plunged into the river.

“The woman was taken her daughter back to school. As a result of over speeding, the woman lost control of the vehicle and plunged the vehicle into the river.

He said: “The driver, who is the woman and mother of the lady, lost her life, while the daughter is receiving treatment at the Ijebu-Ode General Hospital.”

According to him, the accident vehicle has been evacuated from the river and moved to the Motor Traffic Division (MTD) of the Nigeria Police, Odogbolu Divisional Police Headquarters, Odogbolu.

A member of the House of Representatives, Hon Garba Datti Mohammad has said that the All Progressives Congress(APC) leadership is right in zoning the leadership of the 9th House.

The ranking member in the Green Chamber representing Sabon Gari federal constituency in Kaduna State on the platform of the APC spoke with The Nation in a chat.

According to the lawmaker, the leader of the House, Femi Gbajabiamiila ordinarily should have been elevated to the position of Speaker without any fuss.

He said: “That is because it is the normal convention in all democracies of the world.

“The majority party will always constitute the leadership and whoever is the head of that party in parliament that has the majority party automatically becomes the presiding officer.

“It happened in recent time. Just last November after the midterm election in US Nancy Pelosky became the Speaker.

“She was the Minority Leader but once they became the majority, she automatically became the Speaker.

“And this is the second term she has emerged as the Speaker; not even through election! It was just automatic.

“There was no election, although we have some slight differences in our constitution.

“To me, the decision of the party leaders is right. These (Gbajabiamila and Lawan) are two leaders that have done a lot for this party, so they deserve to lead.”

On the argument of the North Central lawmakers that they contributed more to the emergence of the President through their number of votes, he said: “Well, anybody can argue whatever he wants to argue but the hard fact is, these are our leaders and we have majority now, so automatically they should take over because they have never been found wanting in their positions.

“They have played very vital roles. Like Femi, he has been in the leadership since 2007 as Minority Whip, Minority Leader to Majority Leader and he has performed wonderfully well.

“Then you can never take away experience in this system; competence, experience, doggedness, everything you are looking for and he has paid his dues, so to me, there is no issue.

Speaking on the position of some PDP lawmakers that Gbajabiamiila can never be their Speaker, he said: “The minority can always have their say; the majority will always have their way!

“You can say whatever, the only thing is to try and unite as a party. Once we unite, PDP has no mouth to talk.

“They cannot decide who becomes the presiding officer. They can decide who becomes the Minority Leader and the Minority Whip but they cannot decide the Speaker; that is we put our house in order. I don’t think there will be many problems,” he said.

On if the party should call some of the aspirants to order because of the sheer numbers, he said: “Yes. I think the party has started doing that.

“I know of a person that even the President himself talked to him. I know of another person who his governor will talk to him either today or tomorrow to step down.

“So, I am sure we will have it right when the chips are down. Some are just flying kites, some are serious and some are not serious. We know that.”

It was a sad day in Aba, the commercial nerve of Abia State as a hilux van belonging to the Nigerian Army allegedly knocked down a yet-to-be identified female pedestrian said to be apparently heading towards her home at Ogbor Hill part of the city.

The incident our reporter gathered, took place at the popular Waterside Bridge along Aba/Ikot-Ekpene Expressway on Friday evening.

Sources at the popular Aba abattoir located within the area stated that the incident happened at about 6PM when the soldiers were driving against traffic as there was gridlock that usually greet the Aba-Ikot Ekpene axis of the expressway especially in the evening, though they alleged that the heavy gridlock was because of the presence of a police team at the end of the bridge, conducting stop and search operation.

According to the sources, the soldiers immediately rushed out of their van to carry the victim into their vehicle to unknown destination.

The sources who could not ascertain whether the soldiers were responding to a distress call said that the woman’s chances of survival were slim because of the impact of the accident on her as she was said to be bleeding when she was taken off the scene by the soldiers.

A source who claimed to have witnessed the accident said that it could have been avoided if only the soldiers were not on a high speed even while they were driving against traffic.

According to the source, the over-speeding patrol van rammed into the woman while she was trying to cross over to the other side of the road.

“This accident could have been avoided if the army van didn’t drive against traffic. They were not only driving against traffic, they were also over- speeding.

“There was a heavy traffic at the bridge as usual every evening. The soldiers decided to ply one-way with heavy speed. I wonder why a good driver who is plying one-way on a double lane road will still be over- speeding?

“I don’t know why soldiers are always in a hurry in the streets of Aba when their vehicles are moving. They always want all of us to disappear whenever they’re passing notwithstanding the circumstances. I don’t know if that woman will survive.”

Adding his voice, another eyewitness who simply gave his name as Lucky said, “Everyone shifted behind when they noticed it was an army van that hit the woman.

“Aba people were getting agitated and the situation almost escalated, but most of us reasonably moved away from the scene as they carried the body into their van.

“You know how they behave. If you try to ask questions or even make some moves that may even help them, they could tag you anything and waste your precious life.

“May be they took her to hospital, but I expect them to reach her family as soon as possible and tell them what happened to her because it was an avoidable accident.”

A military who pleaded anonymous debunked the insinuations that the woman was dead, but stated that she was rushed to a private medical facility where she was promptly attended to.

Though the source could not ascertain whether the soldiers were responding to a distress call when probed on why the soldiers were driving against traffic as alleged, it disclosed that the woman who is a sister-in-law to a top officer in a sister security agency was moved to Port Harcourt, Rivers State Saturday morning on the directives of her brother-in-law.

International Society for Civil Liberties and the Rule of Law (Intersociety), an NGO, has tasked Imo Governor-elect, Chief Emeka Ihedioha, on payment of outstanding salaries and pensions owed workers and retirees in the state.

The Chairman of the group, Mr Emeka Umeagbalasi, who disclosed this in a statement on Saturday in Enugu, said the arrears runs into months and years.

He said that the immediate payment of the outstanding salaries and pension arrears were of utmost importance to mitigate the hardship faced by all levels of workers and their retired colleagues in the state.

According to him, Imo people, especially the state’s workers and pensioners, voted for change and somebody that will answer their prayers of paying them their entitlements.

“The new government should know the amount of unpaid arrears of salaries and other remunerations belonging to serving workforce of the government of Imo and those in its 27 local government areas between May 29, 2011 and May 29, 2019.

“Those owed by previous administrations in the state before May 29, 2011.

“Unpaid pensions, gratuities and retirement benefits belonging to retired workforce of the government of Imo and its 27 local government areas between May 29, 2011 and May 29, 2019.

“And those owed by previous administrations in the state before May 29, 2011; while it should take holistic approach in settling these debts in the benefit of the people,’’ he said.

Umeagbalasi also urged Ihedioha to set up Verification Panel of Auditors to investigate and verify the mess in the finances of the outgoing government of the state.

“This is to ascertain the true state of finance of the state and what is left in the state coffers, if any,’’ he said.

He said that the panel must find out total amount of foreign loans or unpaid debts by the outgoing government between May 29, 2011 and May 29, 2019 and those borrowed by the previous administrations in the state.

“The panel should verify amount of local loans or unpaid local debts borrowed from commercial banks by the outgoing government between May 29, 2011 and May 29, 2019 and those borrowed by the previous administrations in the state’’.

A man has killed his fiancé in Austria after she mocked him for having a small penis.

According to Mirror UK, the man named Daban K. from Iraq, killed the woman after she had sheltered him from the Austrian authorities for several years.

The woman hid Daban in her flat when he ignored a deportation order to be sent back to Iraq from Austria.

After he was arrested for murder, the 40-year-old blamed the attack, which saw him stab his partner at least four times in the neck, on her for mocking his masculinity and being unfaithful.

Daban K., whose full name has not been released due to Austrian privacy laws, said in a conversation with court psychiatrist, Sigrun Rossmanith, that: “She was a very good woman to me, but she repeatedly insulted me.

“She cheated on me three times with other men and did not want to have sex with me anymore. One day she told me that my penis was too small.”

The Economic and Financial Crimes Commission (EFCC) on Sunday said it has not raised teams to probe or interrogate some of the outgoing governors.

It said it does not go after anybody, including ex-governors on speculative ground.

The EFCC, which made the clarifications in a statement by its Acting Head of Media and Publicity, Mr. Tony Orilade, said it used to only act after the investigators have done a thorough job on any individual or firm involved in corruption-related cases.

The statement said: “The attention of the Economic and Financial Crimes Commission( EFCC) has been drawn to a lead story of a newspaper of March 31, 2019, titled: “EFCC raises teams to quiz Amosun, Okocha, Yari as immunity ends.

“The newspaper had claimed that ahead of May 29, 2019, handover date to newly elected states helmsmen, the Commission has set up teams to probe some governors accused of perpetuating acts of corruption.

“It is instructive to note that the reporter did not give the composition and terms of reference of the purported teams set up by the EFCC.

“The report is a figment of the imagination of the reporter as everything about the setting of the teams ended with the first paragraph without details of such teams being set up.

“Again, the story is not true, as the EFCC does not go after anybody, including ex-governors on speculative ground.

“For the avoidance of doubt, the Commission only act after the investigators have done a thorough job on any individual or firm involved in corruption-related cases.

“The Commission wants to advise our stakeholders, including our friends in the media to be circumspect and verify their stories before going to press.

“Members of the public are therefore advised to disregard the story as no team has been set up against any former governor.”

The Federal Government says it plans to set up cashew processing plants in four states of the country to add value to the product and create employment, wealth in the country.

Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, said this in an interview with the News Agency of Nigeria (NAN) in Abuja.

Ogbeh said the move would also reduce the waste of cashew fruits and delay in the export of raw nuts out of the country.

According to him, we are currently wasting an estimated 8 million tonnes of cashew fruits annually.
He said the long term solution to the delay in export and stocking of cashew nuts at the ports is for Nigeria to be an exporter of finished products and not raw materials.

Ogbeh listed the states where the plants would be set up to include Enugu, Benue, Kogi, and Oyo.

“The challenge is usually access to credit because a good processing cashew line will cost you about two million dollars to do something like 10 to 20 tonnes a day. We are targeting that to set up at least one plant each in

Enugu and Benue, two plants each in Kogi and Oyo state, these are the leading cashew producers now.
“We want to assure the cashew stakeholders that in our next level activities, we intend to stop the export of raw nuts and to process all our cashews here and we hope by the grace of God, to have one or two plants ready before next year.

“We are talking with the Brazilians now. We want to bring in machines from Brazil to process the cashew fruits into juice which has a high content of vitamin c.

“It is very good for the health because we are currently wasting an estimated eight million tonnes of cashew fruits annually, throwing them away,” he said.

Ogbeh added: “That is what the Cashew Association of West Africa told me, in Nigeria alone, that we waste eight million tonnes.

“This is our concern, we are very troubled with this development but later in the year, I will have meeting with the cashew producers and farmers association to sit down with the CBN and get some help.’’

The minister, who lamented that the country has been major importers of goods and services, said government is determined to changing the trend.

“The challenge facing Nigeria is that we have been an importer nation which has destroyed our economy.

“We want to change now and become a nation of exporters.

“We have to find unorthodox ways of finding capital for those who want to grow these industries because on their own, it is impossible for them to meet the conditions of banks and financial institutions.

“It is impossible for them to raise the necessary capital which is why the CBN initiatives are very important to us and we have been working with them and we are achieving results.

“The treasury of Nigeria including the CBN has to find a way to bypass the obstacles, the mountains, the rivers, blocking our way to industrial growth.

“If not, we will remain perpetually poor and we will remain permanently incapable of creating wealth and creating jobs for our people,’’ he said. (NAN)

The Senate Committee on Navy has called for more funding for the Nigeria Air Force (NAF), to assist it in its critical role of safeguarding the country’ territorial integrity.

The Chairman of the Committee, Sen. Duro Faseyi made the call at the NAF’s budget defence exercise on Thursday in Abuja.

While decrying that the 2018 Budget had capital release of less than 50 per cent, Faseyi said more was needed to be done in terms of releases to the NAF.

He noted that, “The problem is under-funding, because the Air Force is saddled with so much responsibility like surveillance and many more.

“The 2018 budget did not even have up 50 per cent capital release. We had to roll it over to this year.

“Their job is enormous yet the funding is poor. They are the ones that would spot attacks and areas that should be on red attack before those on land go ahead to attack.

“Besides, they are useful in other areas like lifting of electoral materials, particularly in the last elections.

“Everything about air is expensive including fueling. The jet A One, for instance, is very expensive. So, how do we expect them to carry out their mandate effectively with poor funding?”

The chairman while appreciating efforts made by President Muhammadu Buhari in coming to their aid when necessary, however, said beyond that, the NAF’s budgetary allocation should be increased.

He said the committee on its part would approach Committee on Appropriation and the Minister of Budget and National Planning to make a special case for increment.

“Budgeting process is crucial and it is as important as other functions of the Parliament.

“The desire of the 8th National Assembly for thoroughness and transparency in this year’s exercise, informed its decision to suspend plenary and other legislative engagements so that this year’s appropriation exercise gets the required attention.

“There is no gain saying the fact budgeting is important for planning.

“One is not unaware that the Air Force is a very expensive force. None of us is oblivious of the fact that our Armed Forces have had a long history of persistent under-funding.

“However, the realities of the times we live in, compels us to be more prudent and set our priorities in such a way that they are in tandem with our collective desire to ensure judicious and equitable allocation of our scarce resources,” he said.

He commended the Chief of Air Staff, Air Marshall Sadique Abubakar for his effort to reposition the NAF.

Presenting the budget, The Chief of Air Staff, Air Marshall Sadique Abubakar said the NAF had made tremendous process in carrying out its core mandate.

He said the NAF was constitutionally vested with protecting the territorial integrity of the nation and assisting civil authority when called upon.

“The Air Force has been actively engaged in combating several security challenges bedeviling the nation which include act of terrorism, kidnapping, armed banditry and militancy among others.

“The NAF is involved in several operations. Some of which include Operations Lafiya Dole in the North East, Diran Mikiya in the North West and Yanchin Tafki in the Lake Chad Basin to mention a few.

“With your support, this administration has increased the serviceability status of NAF aircraft from about 40 per cent to an average of 80 per cent today.

“The improved serviceability status enabled us carry out over 43, 000 sorties of about 57,000 flying hours between June 15 and Feb. 18 for various operations.

“These include 20,140 flying hours for Intelligence and Surveillance that enabled the NAF to get real time information to assist surface forces and NAF aircraft carry out precise attacks if necessary.

“The NAF has also substantially increased its aircraft fleet by inducting 22 new aircraft into its fleet and reactivated erstwhile unserviceable ones, while eight others are currently being overhauled,’’ he said.

The Chief of Air Staff noted that NAF would soon take delivery of “qty 2 Augusta 109 Power helicopters which were appropriated by the committee and another MI-35M gunship helicopter.”

He noted that NAF would take delivery of “a C-130H aircraft in a few weeks after an in-country Periodic Depot Maintenance.

“The NAF has also created new commands and units all over the country. We have created the Special Operations Command, Air Training Command and Ground Training Command in Enugu.

“Some of the new units created have enjoyed NAF presence in Nguroje, Shari, Bauchi, Daria, Domain and Gusau.”

He said in the area of enlistment and recruitment “the administration has a total of 669 Officers and recruited 7, 693 Airmen and Airwomen.

“Presently 206 Officers are in training while the NAF plans to recruit about 2000 airmen and airwomen this year.

“We have also enhanced our Force Projection and Force Protection through the training of about 4000 Regiment Personnel and over 1000 Special Forces personnel locally and abroad.

“The NAF was only recently called upon to assist the Independent National Electoral Commission (INEC) to airlift about 692 tons of electoral materials to 31 different locations in the country.” (NAN)

Acting Inspector General of Police, Mohammed Adamu has explained why the Police are not efficient as they should be.

Adamu spoke before the House Committee on Police Affairs yesterday while defending the Force’s 2019 Budget proposal, as well as reflecting on the performance and challenges experienced with the implementation of the 2018 Appropriation.

According to him, as the lead agency of government responsible for protection of life and property, “at every turn, I am confronted with the issue of inadequate funding.”

The Police boss said: “The Nigeria Police Force which I command today, is a pivotal organ of government and the lead agency in internal security with a strength of 301,737 personnel (made up of Police, Traffic Wardens and Civilian Staff) as at 15th January 2019.

“It is stationed across the Federation (the Force Headquarters, 12 Zones, 37 States including the FCT, 224 Area Commands, 1,401 Divisions, 1,759 Police Stations and 3,846 Police Posts).

“This strength and spread are not static but continue to grow side by side with overall national growth and development. Unfortunately, these growth and development have over the years, not received commensurate funding.”

He said the Police are expected to live up to the billing to ensure internal security which will attract investments, promote trade, industry and commerce for socio-economic development and growth.

According to him Nigeria is a large country with a huge population and policing a nation as large and diverse as Nigeria requires enormous funding.

He also told the lawmakers that for the force to maintain neutrality and avoid compromises in the performance of its statutory duties, it should obtain its funding requirements from constitutionally recognied sources.

“Presently, the Police depends on the government for the provision of funds for its day to day operations. However, the annual budgetary allocation to the Force especially with regards to capital and overhead costs do not reflect the enormous size, scope of responsibility and actual needs of the Force.

“Arising from the limitations of funding occasioned by the budgetary constraint, most of the requirements that would enable the Force perform are never met.

“For instance, as against a capital budget estimate Of N342.9billion proposed for the 2018_ fiscal year, the Force was given an appropriation of N25.2bn.”

Adamu said despite the increasing security challenges it has to contend with, the funds given the Force are grossly inadequate.

The National and State Houses of Assembly Election Petition Tribunal sitting in Lafia has received 12 petitions from different candidates in Nasarawa State.

Mr. Bello Mukhtar, Secretary of the tribunal, made the disclosure to newsmen in Lafia on Tuesday.

He said the candidates of the Peoples Democratic Party (PDP) filed five petitions, All Progressives Congress (APC) filed two petitions and the Peoples Democratic Movement (PDM) filed three petitions.

He said the Zenith Labour Party (ZLP) and the All Progressive Grand Alliance (APGA) each filed one petition.

Mukhtar stated that the tribunal was still expecting petition from the re-run elections that were conducted on March 23.

News Agency of Nigeria (NAN) reports that PDP is challenging the three senatorial seats, Lafia/Obi and Awe/Doma/Keana Federal Constituencies, while APC was challenging Akwanga/Nassarawa-Eggon/Wamba Federal Constituencies.

PDM is challenging Nasarawa South and Northern Senatorial seats, Akwanga/Nasarawa-Eggon/Wamba Federal Constituencies.

ZLP and APGA are challenging Awe/Doma/Keana Federal Constituencies and Nasarawa West Senatorial seats respectively.

All Progressives Congress (APC) leaders yesterday moved to prevent the “hijack” of the new National Assembly leadership. They met with would-be lawmakers.

President Muhammadu Buhari dined with serving APC senators and senators-elect at the New Banquet Hall of the State House.

The meeting came on the heels of a similar parley between APC National Chairman Adams Oshiomhole and House of Representatives members-elect at the Shehu Yar’Adua Centre in Abuja.

At the President’s meeting with the lawmakers were APC leaders, including Lagos, Plateau, Kogi, Kaduna, Jigawa, Kebbi, Zamfara and Osun governors.

Oshiomhole and the Secretary to the Government of the Federation (SGF), Boss Mustapha, were also present.

Although, details of the meeting were unknown, it is believed to be connected with zoning and selection of the leadership of the Ninth National Assembly.

Unlike in 2015 when the leadership was hijacked by senators, against the wish of the APC leadership, the ruling party is determined to ensure that its wishes prevail now.

The dinner, which started around 8pm, was still in progress at the time of filing this report.

Senators Ahmed Lawan, Ali Ndume and Danjuma Goje have indicated interest in Senate President.

Also yesterday, Oshiomhole ruled out the possibility of the ruling party sharing legislative powers with the opposition Peoples Democratic Party (PDP).

Giving an insight into what to expect from the Ninth National Assembly, the party chair insisted that the mistakes of 2015 would not recur.

The leadership of the National Assembly was constituted on June 8, 2015 against the directive of the party. Those listed for principal offices were meeting at the State House when the lawmakers elected Dr. Bukola Saraki as Senate President and Ike Ekweremadu of the PDP Deputy Senate President.

Addressing the Representatives-elect, Oshiomhole said the APC was not prepared to share principal offices and headship of critical committees with the PDP, except for positions reserved for minority members.

Oshiomhole told the lawmakers that Nigerians have reposed confidence in the APC, giving it overwhelming majority in the House and will use the numerical strength to its advantage.

According to him, Nigerians have punished 15 out of the 16 senators who defected the APC by not re-electing them.

He urged the members to collaborate with the government on the implementation of the party’s programmes.

He said: “The first is the challenge of ensuring that this time around we ensure that we have a leadership of the National Assembly that shares the vision of the executive. Although we speak to separation of power, but there is only one government and unless the various arms pursue the same agenda, it is difficult for the executive to realise its purpose because legislative backing is often required for the executive actions.

“So, I will expect that you bear in mind that we are one family joined together as shown in our broom, with a share commitment to bail Nigeria out of the condition in which we found it in 2015.

“And that you have the numbers and we will use those numbers to ensure that we have a leadership that commands the trust and the respect of all the members of the House of Representatives.

“There will be contestation; that is why we are in democracy, but after the contestation and debate, we have to agree, and once you have agreed, you move forward.

“We have the numbers to produce the Speaker and we will produce the Speaker who must be a member of the APC. We have the numbers to produce the Deputy Speaker and we will use the numbers to produce the Deputy Speaker, who must be a member of the APC. We have the number and we must use the number to elect a House Leader who must be a member of APC.

“We have the numbers and we will use the numbers to produce a Chief Whip and a Deputy Whip who must be members of the APC. I think the only position that we are not interested in is the Minority Leader. Let it remain minor in the hands of the minors in the opposition.

“We will not share power in the House of the Representatives and the leadership must ensure that critical committees that drive government are chaired only by APC members. If the Nigeria people wanted them to be chairmen of committees they would have voted for them.

“So, all the chairmen of committees, except the one that is statutorily reserved for opposition, which is Public Account, they can have that. So, we would not do the kind of thing that happened the last time in which some APC members as members of the leading party became distance spectators in the management of committees, when PDP had majority of the strategic committees in the House, that will not happen in the next Assembly.

“We are aware that they believe they can use the divide and rule by sponsoring many people within our ranks to contest for which of the position so that they then become the king maker and in return the person will offer them some chairmanship seats.

“Honourable members and comrades, I’m sure you are not going to do business with them. We will see them as partners in progress but in democracy, the rule is, and it is a universal rule, majority must have their way but minorities must be allowed to have their say.

“So, the PDP and other minority can have their say, but working together APC must have its way in legislative agenda, in the leadership of the National Assembly and the leadership of the committees in the National Assembly. I thought we should make this thing clear so that those who may not understand what is happening don’t fall into the trap.”

Calling on the would-be lawmakers not to allow anybody to divide them, Oshiomhole said his leadership will consult with President Muhammadu Buhari and all the leaders of the APC.

“We will work out a sensible zoning formula that seeks to carry everybody along and give people chances to demonstrate their capacities and their capabilities. We are working on that,” he said, adding:

“Somebody told me the opposition party people are already doing something, raising money to bribe people and I said, ‘no, we are anti-corruption, we cannot be corrupted’.

“If they bring N1 billion to each member, a PDP person will not be Speaker, a PDP person will not be Deputy Speaker, a PDP person will not be Whip, a PDP person will not be Leader and a PDP person will not take any of the committees that are meant for the ruling party. We are determined to achieve that and be rest assured that the party will stand by you.”

Congratulating the in-coming lawmakers on the electoral victory, the party chairman said: “We are proud that Nigerians in your various constituencies have reposed confidence in the APC.

“I was looking at the number this morning and I realised that at the level of the House of Representatives, the Nigerian people gave the APC a resounding vote of confidence.

“Before the election, we had about 190 members. The Nigerian people elected and re-elected 223 members of the House of Representatives on the platform of the APC. This has given us overwhelming majority, almost two-third that we need even if we want to amend the constitution.

“I like to, on your behalf, thank the Nigerian people for reposing confidence in our party. I would like to say that by the same token, the Nigerian people has reposed less confidence in the major opposition who went into the election with more members and returned with 111 members.

“It is easy the first time to ask people to give you the benefit of the doubt. But when you have occupied an office for four years, and the people choose to favour your party to the extent to which they have favoured the APC, it is a thing of joy. We are grateful to the Nigerian people for giving us the number we need to carry through our legislative agenda.”

Alluding to party supremacy, Oshiomhole said: “For us to be able to enjoy our numerical strength in the House of Representatives, we must recognise that we were elected on a party platform.

“Over the last couple of weeks, I have been invited by INEC to forward names rising from court decisions to the effect that APC has won in a certain constituency even when there is dispute about who is the candidate.

“I am sure that when you went to vote, you did not see the portrait of any candidate, but the logo of the APC, which is the broom. Something unique about the broom is that when you pick a stick of broom, you can easily break it. But when it is together, as it is in our logo, it will be difficult to break.

“The essence of that broom is to remind us that when you are together, we share ideas together, make decisions on the basis of inclusion and we carry everybody along, we encourage debate, contestations and agree that at the end of the day, agreement reached are binding on all, then we will be as strong as the broom in our logo.

“We have called this meeting to remind us that we have a huge task ahead of us. Nigerians have voted the way they did and they expect new vigour and have injected new blood into the House of Representatives and I am sure that you have all come determined to make a difference in the way the National Assembly is run.

“As people who are active, you are very familiar with the issues that bogged down the National Assembly between 2015 and 2019, arising from a unique concussion and I pray that this time around, we have all learnt a lesson from our immediate past and allow the positive lessons of our immediate past to shape our future.

“You have been elected at a very challenging time to provide legislative backing for APC agenda and manifesto. Our President, who has been reelected, reminded us that the three critical issues on which we canvassed for votes in 2015 are still valid even now in 2019.

“The President is doing everything possible to turn the economy around and to ensure that we work and create job led growth and not jobless growth where we celebrate abstract statistics that does not reflect the quality of life of the Nigerian people.

“We must work hard to rebuild the economy, strengthen the private sector, create job, make the business environment friendly, and expand the capacity of our current investors.

“If Nigerians consume what we produce, our economy will grow in double digits and that growth will reflect on the quality of lives of our people. What has been missing has been leadership and that President Buhari has brought.

“We need to sustain and deepen these policies and I sure that some aspects of it will require legislative intervention. We will need to reinvent the manufacturing sector. If we have sensible and sustainable industrial policy in place with appropriate legislative backing to give people the confidence of policy stability, even to cloth half of our population will generate more than ten million jobs in the textile sector alone.

“There is no reason while Michelin should not return to Nigeria, especially if we have sensible industrial and trade policy that discourages the importation of these items which we were producing before. All these need a collaborative National Assembly.

“We need to pursue sensible monetary policies and should not price the funds out of the reach of the ordinary person. There must be coherence in all our policies so that we can witness sustainable growth and get our young people busy.

“President Buhari has a rare opportunity to now think of what legacies to leave behind for Nigerians. He has spoken about corruption and we all know that it is one factor that has destroyed the country.

“What we owe the Nigerian people is to create an environment for people to work and earn a living and for investors to have decent results for their investment and this also requires legislative action.”

The Bauchi state gubernatorial candidate of the Peoples’ Democratic Party (PDP), Sen. Bala Mohammed has won the governorship election in the State.

Mohammed defeated incumbent Governor Muhammed Abubakar of the All Progressive Congress, (APC).

The pending result of Tafawa Balewa was regenerated, collated and announced at the INEC headquarters on Monday night.

Announcing the result, the new collation officer of Tafawa Balewa Local government area, Dr Musa Dahiru of the Federal University Kashere, said that PDP polled 39,225 votes as against 30, 055 votes scored by the All Progressive Congress, APC and incumbent Governor Muhammed Abubakar.

Total registered voters at Tafawa Balewa LGA was 139,240 accredited voters 74,181, total votes cast was 73,779, total valid votes, 73041, rejected votes 738

The Police Command in Anambra on Monday paraded one Monday Onyikwa from Umuefi Village, Nteje in Oyi Local Council Area for allegedly selling a six-year-old girl for ritual purposes.

CP Rabiu Ladodo, who briefed newsmen in Awka, said the suspect was arrested in the bush with the victim, Chisom Egbunu.

Ladodo said Onyikwa confessed that he was taking the child to one Nnamdi, a native doctor in Nando Village, Anambra Council Area who was also arrested.

He said the man also confessed that he was paid N100,000 for the trafficking business, adding that the matter was still under investigation.

The CP also paraded the masterminds of the viral video of a nude woman, Ogochukwu Okafor, who allegedly visited her Facebook friend, Ifeanyi Azotani and was humiliated by his wife and her friend.

Azotani, his wife Toochukwu and her friend Nwankwo posted the nude video on the internet after the victim refused to pay them the sum of N60, 000 they demanded from her to kill the video.

The command said it recovered seven cars including one black Toyota Venza, three Toyota Corolla, two Lexus-350 Jeep and a Toyota Rav 4 Jeep from an Asaba based robbery syndicate led by one Paul Chukwuezugo and an accomplice Michael Obinna.

The commissioner said the syndicate had earlier robbed one Chinyere Onwuzulike of her Lexus Jeep in Orumba North council area.

Items recovered from them include one Barreta pistol, three IPhone and a Samsung phone.

He said the suspects have voluntarily confessed to the crime.

Ladodo said a total of 113 suspected cultists were arrested with 45 of them already charged to court and 33 under investigation.

According to him 35 of the cultists were screened out. (NAN)

Electorate on Saturday lined up to cast their votes water tight security during the supplementary elections in Dass and Bogoro local government areas of Bauchi State.

A NAN correspondent, who monitored the elections in Kadama and Malar poling units of Dass and Bogoro, gathered that in spite of the heavy security presence, voters said they were comfortable and appreciated the security.

The elections commenced at 8: 00 a.m; and voters had turned up for the exercise as early as 7: 00 a.m.

Mr Salihu Hassan, an Independent National Electoral Commission (INEC) Domestic Observer, told NAN that the exercise so far, had been peaceful.

“I want to appreciate the security for their conduct, see their large number; yet voting is going on peacefully.

“You can also see that many people have cast their votes and are patiently waiting for counting to begin, while others are still voting,’’ Hassan said.

At Kadama, a voter, Mrs Hannatu Usman, told NAN that she was satisfied with the voting process at the polling unit.

“We came out early to vote for our candidates, we are only waiting for the counting of votes and we are optimistic that with the heavy presence of security, no hooligan will snatch a box here,’’ Usman said.

Also at the Malar Polling Unit, Mr Monday Yusuf, said the election was peaceful and orderly as the voters and security personnel were conducting themselves in an orderly manner.

“The election is peaceful; there is a large turnout of women and youths.

“With the heavy security in all corners of the polling units, there is unlikely to be any attempt to disrupt the election process,’’ Yusuf said.

NAN reports that as at 2:30 p.m., there were no reports of ballot box snatching or violence, as experienced during the main elections.
