Edo State Governor, Mr. Godwin Obaseki, has said that Edo people would no longer accept boreholes and toilets as constituency projects from lawmakers elected on the platform of the All Progressives Congress.

Governor Obaseki said he would be allowed duplication of projects as well as projects not worth N500m from National Assembly members.

Obaseki, who spoke at a reception for APC members and supporters to celebrate the success of the party at the general elections in the state.

He said he would hold interactive sessions with the lawmakers in the National Assembly on a monthly basis to review their projects.

Governor assured APC supporters that elected APC legislators would have no reasons not to deliver good governance to Edo people who gave them the mandate to serve.

According to “I will not accept boreholes and VIP toilets as constituency projects any more. Edo people have spoken that they want real change and we must deliver the change to them.

“For the elected members of the House of Assembly, every constituency you represent must have something meaningful in the budget on a yearly basis.

“I will not accept N40 million constituency projects, if you are not able to appropriate between N500 million to N1 billion, then you are not working for your constituency,” the governor said.

House of Representatives member-elect for Akoko Edo Federal Constituency, Hon. Peter Akpatason, thanked the governor for the massive support he gave all candidates of the APC during the elections

Akpatason promised to attract the support of the federal government to the state and said that a better synergy between the state house of assembly, national assembly, state and local governments on project execution will ensure the judicious use of the state’s resources.

The Police Command in Kano State has sent more reinforcement of security personnel to Gama ward of Nasarawa local government to beef up security at the polling units located in the ward.

The Public Relations Officer of the Command, DSP Abdullahi Haruna, disclosed this in an interview with the News Agency of Nigeria (NAN) in Kano.

He said that the deployment of additional security personnel to the areas followed the visit by the Deputy Inspector General of Police (DIG), Anthony Micheal, to the area.

He said that following the report on the security challenges at the area, the DIG visited the ward to assess the security situation there.

According to him, the deployment of additional security personnel was necessary as part of efforts to enhance security as well as ensure the protection of lives and property in the affected areas.
“The DIG has visited Gama ward to assess the situation and had since sent more reinforcement to protect lives and property,” he said, adding that the situation had since been brought under control.

On the alleged arrest of the commissioner for special Duties, Muktar Ishaq, the Police spokesman denied the story, saying “Iam not aware of arrest of any Commissioner”.

The Federal Government and the International Fund for Agricultural Development (IFAD) on Friday commended the implementation of the Value Chain Development Programme (VCDP) in Niger.

Dr. Maimuna Habib, Director, Projects Coordinating Unit, Federal Ministry of Agriculture and Rural Development, who made the remark in Wushishi, described the programme as a huge success.

She stated this during an identification mission of the federal and state governments and IFAD to the VCDP participating farmer groups in Wushishi and Bida areas of the state.

“I am satisfied with the implementation of the VCDP in the past five years from what I have seen on the ground here.

“There is no doubt that the VCDP is doing well here, so today we want to get feedback from our farmers,” she said.

Habib announced that the federal government through the ministry was ready to assist the farmers with farm implements.

“I have directed the State Programme Coordinator to articulate what the farmers want and we will do something to get them implements at a subsidized rate,” she said.

She called for the inclusion of more women in the programme to enable their own businesses and assist their families.

Similarly, Dr. Jonathan Agwe, IFAD Lead Regional Technical Specialist for Rural Finance, Market and Enterprises, said that the programme has succeeded in the state.

He said that arrangements had been concluded to expand and extend the programme beyond the year 2020 when it was supposed to terminate to the next three years.

The next phase of the extension of three years programme is expected to begin in 2023.

“We want more women on board, this is why we will work with the government and beneficiaries to ensure that more women participate,” he said.

Agwe said that the various farmer organizations would be updated on how to sustain the programme when it wound up.

He said that the VCDP has contributed positively to the rural economy of the country.

Earlier, Dr. Matthew Ahmed, the Programme Coordinator in the state said that good performance earned the state the inclusion of three more local government areas on the programme.

Ahmed said that the programme was able to access more funds to extend it for the next three years, adding that three states of Enugu, Nasarawa, and Kogi would be included in the second phase of the Programme starting 2023.

“What we will do in the second phase of the Programme is to look at what has been done well and what we need to improve on,” he said.

He said that the VCDP was working with 16,000 farmers in the state and that out of the figure, 8,000 had been encouraged to go into dry season farming.

Also, Mr. Inuwa Reza, member Bankogi Nassara Gwari Rice Farmer Group in Wushishi, said that the Programme exposed them to good agronomic practices.

According to him, before the intervention of the IFAD-VCDP they were harvesting between 1.5 and two metric tons of rice per hectare of land, but now they get between six and eight metric tons.

Reza appealed for more implements such as power tillers and transplanters for increased yield.

Hajiya Habiba Abubakar, Vice Chairman, Sokodeke Cassava Processing Association located at the Cassava Processing Centre in Wushishi, said that the intervention resulted in increased production of garri, fufu and animal feed.

Abubakar said that the association would soon start the production of starch.

She appealed for more link to off-takers (market) to sell their products and loan facility to enable them to procure more machines.

The Federal Government is implementing a six-year programme for rice and cassava VCDP in Anambra, Benue, Ebonyi, Niger, Ogun, and Taraba states.

While five local government areas of Bida, Wushsishi, Katacha, Kontagora, and Shiroro are participating in the programme in Niger.

The programme prepared in 2010, was approved for an IFAD loan of 74.4 million dollars and grant of 500,000 dollars in April 2012. (NAN)

The Anambra Head of Service, Mr Harry Udu, has reaffirmed the state government’s commitment toward implementing the new minimum wage as promised.

The head of service made the assertion in an interview with the News Agency of Nigeria (NAN) in Awka on Friday.

He said the implementation would help motivate civil servants in the state to performing their duties optimally.

Udu said Gov Willie Obiano had given matching orders to the Internally Generated Revenue agencies to redouble efforts in raising extra N1.4 billion that would ensure that the promise was kept.

He said that Obiano’s pledge in his address to civil servants during the electioneering period to be the first to pay the wage once approved was not a political statement.

“Gov Obiano remains irrevocably committed to fulfilling the promise of being the first governor that will pay the new wage once approved,” he said.

Udu said that the governor had read the riot act to all its revenue agencies and pointed out the importance of maintaining its standards.

“Government is focused on making arrangements to move to the new minimum wage without having challenges in the legacy of the governor.

“Efforts are being made to get additional revenue to sustain the practice of workers receiving salaries on 25th of every month,” Udu said

The head of the service said the directive on the financial implication of the N30,000 minimum wage and other options being considered were being handled, so as to have a seamless transition.

Udu said that since the Nigerian Senate had approved the wage increase, efforts are on top gear to ensure that the promise was actualized, once President Muhammadu Buhari gave assent to the bill.

He said that the Salary and Wages Commission would issue a circular on its implementation indication chart, the grading.

“Once all those processes were done, then the promise will be achieved after due calculations,” he said.

The head of the service disclosed that the government also had a program for the housing scheme for its civil servants adding that the area had been mapped out.

He urged civil servants in the state to be more committed to their work and ensured that they discharged their duties professionally at all times so as to assist in making the state great. (NAN)

The Osun State Governorship Election Tribunal has declared Senator Ademola Adeleke of the Peoples Democratic Party as the duly-elected governor of Osun state.

The tribunal sacked Isiaka Oyetola of the All Progressive Congress, APC.

The tribunal held that the re-run election conducted by the Independent National Electoral Commission, INEC is illegal, null and void.

It urged INEC to withdraw Oyetola’s certificate and issue a certificate of return to Adeleke.

In the ruling read on behalf of a three-member panel of judges by Justice Peter Obi, the tribunal held that the returning officer of the Independent National Electoral Commission (INEC) had no powers to cancel the election in the seven polling units on September 22, 2018 leading to the rerun election on September 27, 2018, adding that he acted “ultra vires his powers.”

Ademola Adeleke of the PDP had 254, 698 votes against Gboyega Oyetola of the APC with 254, 345 votes before the election was declared inconclusive.

Youths under the aegis of Imo Youth Council (IYC) have petitioned the Chief Justice of Nigeria (CJN), Ibrahim Tanko, to wade into the Constitutional crisis brewing in the State over the outcome of the general election.

The Independent National Electoral Commission (INEC) had declared the governorship candidate of the People’s Democratic Party (PDP), Emeka Ihedioha as the governor-elect.

But in a petition signed by the National President and National Speaker of the IYC, Comrade Ikechukwu Obiora and Hon Samuel Godstime Chukwubuikem respectively, the youths urged the CJN to prevail on INEC to observe and respect the provisions of the Nigerian Constitution as it applies to the emergence of a winner in a governorship election.

They posited that the declaration of the PDP candidate as the governor-elect is a clear violation of the Constitution and should be reversed before it escalates into full-blown Constitutional crisis.

According to the youths, INEC as an institution should not operate outside the provisions of the Constitution or laws establishing it, adding that no person or institution is above the Constitution.

The petition read in part, “We the youths of Imo state and other well-meaning Imolites have observed with grave concern, the flagrant disregard of the Nigerian Constitution by the Independent National Electoral Commission (INEC) in the governorship election of Imo State.

“INEC returned the governorship candidate of the People’s Democratic Party (PDP), Emeka Ihedioha as governor-elect in a reckless violation of Section 179 of the Constitution of the Federal Republic of Nigeria, which stipulates that a candidate for an election to the office of the Governor of a State shall be deemed to have been duly elected where, there being two or more candidates; he has the highest number of votes cast at the election, and he has not less than one-quarter of all the votes cast in each of at least two-thirds of all the Local Government Areas in the State.

“The statistics of the result of the governorship election showed that the PDP candidate did not score the percentage of vote required to be declared as governor-elect. We are therefore as Concerned Youths of Imo State soliciting your intervention to prevail on INEC to withdraw the purported declaration and order a fresh election to avoid impending Constitutional crisis”.

“We are therefore demanding that a date be fixed for a fresh election in the state and if a winner emerges in accordance with the provisions of the Constitution, we shall gladly accept the verdict as the collective will of the people of the state, but we will employ all legitimate means to ensure that the illegality foisted on the people of the state by INEC does not stand”.

Meanwhile, twenty political parties have also called on INEC not to issue Certificate of Return to the PDP candidate because according to them, no winner has emerged yet in the March 9 governorship election.

The candidates described the declaration by the State Returning Officer for the governorship election, Prof. Francis Otunta as shocking and an aberration, adding that, “as a Professor of mathematics, he should have known what 25% of 2-3rd votes cast in the 27 Local Government Areas”.

They strongly contended that the declaration not in tandem with the provisions of Constitution.

At a press conference in Owerri, the state capital, the governorship candidate of Masses Movement of Nigeria (MMN), Jerry Iheanacho, who spoke on behalf of others, said that they had individually decided to challenge the outcome of the governorship election at the Election Petitions Tribunal.

Iheanacho noted that the declaration of Ihedioha as the winner of the election was “a rape of our Constitution”.

The governorship candidate said, “it is not about Ihedioha but it is about what the Constitution says from the results as announced by INEC, the PDP candidate didn’t meet the constitutional requirement to have been declared the governor-elect”.

Kano state Commissioner of Police, Mohammed Wakili has apologized to the Nigerian Bar Association (NBA) over molestation and unlawful arrest of its members by policemen.

The apology came barely 24 hours to the expiration of a 48-hour ultimatum by the Kano NBA to Wakili.

The Nation reports the NBA in a statement on Wednesday said armed policemen had molested and arrested its members working at an election petition secretariat.

The association also accused Wakili of being partisan in the discharge of his duty.

However, on receiving the information about the ultimatum, the commissioner appeared at the NBA secretariat on Thursday to tender an unreserved apology.

Speaking to newsmen after the visit, Wakili said he decided to come by himself to say sorry after he investigated the incident that led to the arrest and detention of two lawyers.

“After receiving the complaint and even heard it through the media, I launched an investigation and found that they were unlawfully arrested.

“Therefore, I deemed it fit to go there myself and tender my apology. I am a Policeman who discharges his duty within the concept of law,” he said.

The CP also urged the association and other people to challenge him whenever he goes contrary to law.

The state secretary of the association, Mujtaba Adamu-Ameen, commended the CP for the gesture, describing him as a professional and ethical cop.

“As you can see, the CP abided by our ultimatum. He came here and apologized. This show that he is a professional and disciplined Corp,” he said.

The Bayelsa State Government has said it would complete repayment of the N50bn bond facility obtained by the former administration of Chief Timipre Sylva by June this year.

The Commissioner for Information and Orientation, Mr. Daniel Iworiso-Markson, said in Yenagoa that it was part of the major resolutions reached the State Executive Council meeting.

In a statement by the Special Adviser to the State Governor on Media Relations, Mr. Fidelis Soriwei, the Commissioner noted that, when completed, funds currently being used to service the bond would be channeled towards finishing key ongoing projects in the state.

Iworiso-Markson, who listed the priority projects to include the Sagbama-Ekeremor Road, Yenagoa-Oporoma Road, and Ayama/Ogbia-Okodi Road, said the government had already worked out funding modalities in its bid to expedite work on the projects.

According to the commissioner, the council reaffirmed the present administration’s resolve to bequeath legacies for successive governments to build on, for sustainable development of the state.

He said: “We are determined as a government to finish well and strong. Going by the resolutions reached in Council, it is clear that this government will leave no stone unturned to ensure that we deliver optimally to Bayelsans.

“Our resolve is that Bayelsans at the end of the day will judge this government by the footprint we’ve been able to establish. Everything we’ve done from day one to this moment is a testament to our resolve to leave a lasting legacy that even successive governments will follow.”

Expatiating on the funding modalities, the Commissioner for Finance, Mr. Maxwell Ebibai, noted the state government was expanding the “Contractor Infrastructure Development Finance Scheme,” a model which was used in financing other critical infrastructural projects in the state.

Under the scheme, he said contractors were empowered to borrow funds from financial institutions to execute projects and present their certificates of work done for government to pay.

Ebibai pointed out the model helped to check the issue of slow pace or outright abandonment in the execution of government projects.

He said: “The Contractor Infrastructure Development Scheme is essentially to ensure that contractors have unhindered access to funds. Under the scheme, the state does not borrow but the contractors may borrow to execute government jobs so that the projects will not slow down or stop.

“The state government only guarantees for payment for jobs already done.

“It is some kind of public-private partnership arrangement between the state, contractors, and banks. In this scheme, we are considering projects that we cannot manage from our monthly cash flow.”

The boy Jubril was recently expelled from the university because of his unwanted attitude by challenging the school authority. Jubril received ovations from his colleagues as he was sent packing his luggage away from the school.

Nigerians blast Nigerian Army on its Facebook Page over anti-Rivers Press Release. They reacted over the Anti-Rivers Press Release by the Nigerian Army, lambasting the army for allowing themselves to be degraded and reduced from the revered respect formerly accorded by society.

The Headquarters of the 6 Division of the Nigerian Army in a press release through the Deputy Director Army Public Relations, Colonel Aminu Iliyasu had observed with dismay and sense of betrayal in the statement made by the Independent National Electoral Commission (INEC) signed by its National Commissioner and Chairman Information and Voter Education Committee Festus Okoye Esq on 15 March 2019, regarding the Commissions Fact-Finding Committee report that assessed the situation in Rivers State.

Yartomizan Amades noted that the army have reduced themselves to Isakkaba Boys and have lost great confidence of the people following their activities in Akuku-Toru during the Presidential election and Governorship election in the state.

“Following the true picture of what happened in Akuku-Toru during the Presidential election and also what happened in the past election, it is in regret that I will say our soldiers have been reduced to Isakkaba Boys and have lost great confidence of the people ” he asserted.

Chijioke Christian Woke lambasted the 6 Division for contradicting earlier claims that the injured soldiers are their officers when the Chief of Army Staff has publicly stated that the army that humiliated Rivers people are political thugs on military uniform.

“By the way, how come the injured soldiers have now become your officers? You previously said the men on military uniform that humiliated and killed Rivers people were thugs” he queried.

Ebychukx Uche mocked the army for contradicting itself after denying involvement of its officers in the Rivers Governorship election and sort to know what the Army Captain claimed to have been shot by security aides was during at the Obio/Akpor Local Government Area collation centre.

“The Nigerian Army is contradicting itself. Firstly, the army denied involvement in Rivers Governorship election and declared that politicians bought army uniform for thugs. Now you said that the Governor came to Obio/Akpor with thugs who shot an Army Captain.

My question is simply, what was the Army Captain doing at Obio/Akpor before the Governor arrived? Have the Nigerian Army agreed that the soldiers where there officers” he questioned.

Obioha Iyke Anyanwu described as shameful that the Nigerians Army have allowed themselves to be turned into local vigilantes by politicians. “The Nigerian Army has turned to local vigilantes because of politicians. So shameful,” he said.

Amos Glad slammed the 6 Division of the Nigerian Army for deliberately covering its role in the election in the press release, describing it as unbalanced. “This is not a balanced press release. You failed to mention your role in the melee” he noted.

Akanimo Sam also sorted to know the role of the military at collation centres as showed on video footages. “What role was the military to play at the collation centre? Video footage showed soldiers trying to invade the collation centre” he queried.

The People’s Democratic Party (PDP) and its candidate in the February 23, 2019 presidential election, Atiku Abubakar on Monday said they have filed their petition at the tribunal, challenging the validity of the election in which President Muhammadu Buhari of the All Progressives Congress (APC) was returned for a second term.

PDP’s National Legal Adviser, Emmanuel Enoidem and Senior Advocate of Nigeria (SAN), Mike Ozekhome said the party and Atiku filed a joint petition on Monday evening at the secretarial of the Presidential Election Petition Tribunal in Abuja.

Enoidem and Ozekhome spoke while exiting the tribunal’s secretariat situated at the Abuja division of the Court of Appeal on Monday evening.

Both lawyers gave hints about the content of the petition and their expectations at the tribunal.

Enoidem said: “We are here to present our joint petition for our party, the PDP and candidate our candidate. The last day for the petition is actually tomorrow, but we decided to file today.

“We asked that our candidate, who won the election massively across the country, be declared the winner of that election.

“In the alternative, we also asked that the election be set aside on the grounds of irregularities, which were very apparent across the country.

“We have a pool of 20 Senior Advocates of Nigeria (SANs), who are tested in election petition matters and other senior lawyers, who are also working with them.

“So we are very ready for the petition. The petition is well packaged. The depositions are well put together.

“More than 400 witnesses are going to testify in this petition. Nigerians are at home with what happened on February 23 in this country in relation to the sham they called election.

“Of course, we are going to re-present the facts to Nigerians, as the facts are already in the domain of Nigerians. We are not going to manufacture facts.

Ozekhome, who came out of the tribunal’s secretariat later, said he is a member of the petitioners’ legal team and that the petit on is “strong, solid and unassailable.”

He noted that, with only one day to the deadline for filing of the petition, the late filing was because the Independent National Electoral Commission failed to cooperate in terms of providing easy access to the electoral materials.

Ozekhome added: “We have up to tomorrow (Tuesday), to file but we have been having some challenges from the INEC itself in terms of assessing materials used during the elections. But I believe we will get there.

“Our petition is quite solid, strong unassailable and we believe that by the grace of God, the true keeper and owner of the mandate will have his mandate given to him.”

Ten students have been killed and several others injured in a cult war at the Federal Polytechnic, Nekede, Imo State.

The killings by rival cults on vengeance mission have been on in the last one week.

Victims were either shot or clubbed to death before being decapitated by the cultists.

It was gathered that the clash between two rival cults, the Ayes and Baggers confraternities, had lasted over two weeks.

Residents have fled their homes for fear of being attacked.

Academic activities have been grounded at the Polytechnic. Students have deserted their hostels.

The management of the institution, The Nation learned, had restricted movement in and out of the school after 6pm.

One of the students, who preferred anonymity, said: “We are under attack by cultists. Please help us to inform the police because our lives are in danger. Since 10 days now, there have been clashes between two rival cults. They said it is a supremacy war. No fewer than 10 persons have been shot dead.”

The visibly scared student added: “Since I gained admission into this polytechnic, I have never witnessed this kind of violence. The gunshots are frightening. Please don’t mention my name.”

An indigene of one of the host communities, who also does not want his name in print, said since the deadly cult clash started, they had been locking themselves inside their rooms.

Police spokesman Orlando Ikeokwu said officers had been deployed in the polytechnic and other troubled areas, adding that suspects had been arrested.

The Rector, Martin Aligbe, in a phone chat said: “We have not confirmed any of the victims to be our student. The cult clashes are happening in the villages, they are not occurring on our campus. But we are worried because some of our students live in these villages. We have reached out to the police to tighten security.”

A lot of time, we pay attention to the beginning of a thing but less attention is paid to the maintenance structure of such a thing. This is a pointer and a reawakening call to all government officials, all private institution owners cut across the country Nigeria to wake up from their slumber and do the needful.

Maintenance is the process of ensuring that buildings and other assets retain a good appearance and operate at optimum efficiency. Inadequate maintenance can result in decay, degradation, and reduced performance and can affect health and threaten the safety of users, occupants, and others in the vicinity.

One of the problems we face in Nigeria is the inability to maintain structures that have been built in the past and are been built currently. The mindset that nothing can happen to a structure in as much there is no sign of repair visible to the eyes. This mindset should have been expressed in words earlier to the parents, family, and well-wishers who lost their loved ones in a tragic building collapse in Lagos State on the 13th of March, 2019. Maybe, they wouldn't have admitted their wards to such a school that lacks maintenance structure.

A report revealed that the building, located at the end of the street is over 20 years old and among its occupants is the nursery and primary school, which children within the neighborhood attend. The question we are left to ask is; when last was the building of such magnitude visited for maintenance service.

The House of Representatives member-elect for Ohaozara, Onicha and Ivo Federal Constituency, Ebonyi State, Engr. Livinus Makwe has commended the Independent National Electoral Commission, INEC, for the smooth conduct of elections in Ebonyi state.

Makwe who has issued the Certificate of Return for the election by the electoral body on Thursday in Abuja said the electoral body was fair to all political parties in the state during the election.

Makwe had defeated candidates of other parties to emerge victorious during last months Presidential and National Assembly elections.

The incoming Lawmaker also congratulated the State Governor, David Umahi on his victory during the Governorship and State House of Assembly elections in the state.

He said the governor’s election was not surprising as the governor has performed beyond expectation by carrying out monumental developmental projects in all the 13 local government areas in the state.

“There is no part of the state that has not felt the impact of the governor in one form or the other. The governor’s infrastructural Transformation in the areas of road construction, education, health, agriculture, electricity, human empowerment, and capacity building, etc is second to none in the country today”.

“The governor’s achievement is more remarkable when one considers the fact that the state receives one of the least allocations from the federal treasury. So, Ebonyi people had no choice but to use their votes to tell him to continue the transformation of the state”, he said.

He noted that the total victory recorded by the PDP in Ebonyi state, by winning all the National and State House of Assembly seats is a testament to the governor’s political sagacity and prowess and the acceptance of PDP as the only relevant political party in the state

The House of Representative Member-elect also promised to cooperate fully with the governor in moving the state forward.

Mr. Makwe was full of thanks to his constituents for electing him with landslide votes and promised not to disappoint them.

“I promised during the campaign to attract more federal presence to the area and that I will pursue with doggedness once I am sworn in”.

The African Civil Society for the Information Society (ACSIS), a Non-Governmental Organisation (NGO), has urged President Muhammadu Buhari to give presidential assent to the Digital Rights and Freedom Bill.

Mr Peter Akinyemi, ACSIS West Africa Regional Coordinator, made the appeal in an interview with the News Agency of Nigeria (NAN) in Abuja on Friday.

NAN reports that the bill was transmitted to the president on Feb. 5, by the National Assembly.

Akinyemi said timely assent to the bill would protect rights of every Nigerian on the internet and strengthen the security within the nation’s cyberspace.

According to him, this digital rights and freedom bill will effectively protect the rights of Nigerians on the internet and in the digital environment.

“It will also attract investments when the investors see that the environment is safe.

“The bill will provide a comprehensive framework for the advancement, protection and enjoyment of human rights on the internet.

“This is very necessary in consistence with Nigeria’s regional and international obligations under various international human rights instruments,’’ he said.

Akinyemi also called on the Federal Government “to priotise ICT, come up with workable and inclusive framework and policies and strive for more PPP engagements.”

According to the regional coordinator, this will create enabling environment for the technology sector and ensure that government services are driven in a digital economy.

He said ACSIS, which was established in 2003 as a Pan-African civil society organisation, has membership of over 500 around the world.

The Minister of Transportation, Rotimi Amaechi on Friday apologized to Nigerians over the suspension of the Iju-Abeokuta free train ride during the 2019 general elections.

Amaechi tendered the apology during the monthly rail inspection of the Lagos-Ibadan modernisation project in Ibadan.

He said that the China Civil Engineering Construction Corporation (CCECC) suspended the three months free train ride due to security and safety of passengers.

“It was suspended by the Chinese and the excuse they gave me was that they cannot allow it run because of safety, since they have not completed the second line but they are almost through with it.

“It is almost completed from Iju to Abeokuta. I want to apologise to Nigerians that they suspended it when they left the country, which I didn’t envisage, they will go back soon,” Amechi said.

Speaking on his passion for the project, Amaechi said that the responsibility was given to him by President Muhammadu Buhari, which must be delivered to create jobs and boost the economy.

“I know you will say I’m stressed up but as a minister, I have a responsibility passed to me by Mr President and I must deliver on it.

“Also, the economy of Nigeria can be driven most importantly, if we can link the seaport to hinterland because when cargoes come, they must go.

“The more you are able to move goods and services to hinterland, the more you will create jobs and the more you create jobs, the more growth that you will have and that is my drive,” he said.

The minister, however, said that he was always passionate about his job, stating that if a new minister would takeover, his was sure that the person would have the passion to complete the project.

“You see, me and passion, if you watched me as the governor of Rivers, that same passion was there. I was restless at delivering my responsibility.

“I pray that whoever will be the Minister of Transportation should have the same passion and focus on that responsibility.

“You can never tell, that passion is everywhere,” he said.(NAN)

A building collapsed in Ibadan, the Oyo State capital on Friday leaving some people injured and some others trapped.

The structure, which three-storey building under construction suddenly collapsed and threw residents of Shogoye Bus Stop area, Bode community in the city into a panic.

The building was said to have collapsed around 5:54 pm while bricklayers and other artisans on site were rounding off for the day’s work.

Nobody was confirmed dead as at press time but rescue efforts were ongoing.

Four of those who were trapped in the rubble were already rescued by men of the state fire service and volunteer rescuers.

The Nation learnt that some of trapped victims were making telephone distress calls from under the rubble. But when calls were made to one of the numbers few minutes after, an eyewitness said there was no response.

The incident led to traffic gridlock in the area as motorists from Idi Arere and Oja ‘ba and those from Molete end of the city could not move freely.

As usual, crowd of sympathizers swarmed the scene, blocking the road.

Among those rescued are 42-year-old Olalekan Dauda, Tunde, Toheeb Gbadamosi and Rilwan Oladepo. Dauda said he was working with other artisans on the third floor when the building collapsed. He said he just heard a sudden blast and later found that he and others in the building were trapped in the rubble.

Gbadamosi, 19, said: “Today is my first time of working at this place. I just came around in order to raise some money for my upkeep because things were difficult. I thank God that I came out of the rubble alive”.

One of the firefighters who spoke in confidence, said: “We responded promptly to the emergency as we got to the scene about 35 minutes after the alert.

“We are trying our best to rescue the victims but the challenge we are facing is getting the right equipment to lift the concrete wreckage. Another challenge is the time of the day; it will soon get dark but that will not deter us from doing our best.”

The Secretary to the Government of the Federation, Boss Mustapha, Chairman of the All Progressive Congress, Adams Oshiomhole and other top government functionaries have commenced preparations for the inauguration of President Muhammadu Buhari for a second term by May 29.

The inter-ministerial Presidential Inauguration Committee was inaugurated on Thursday, after which they began sitting immediately at the SGF conference room.

Inaugurating the committee in Abuja, the SGF recalled that about four years ago, “the Buhari Administration came on board with the promise of Change built on economy, security and anti-corruption.

He said the government has since 2015 committed itself to working hard to achieve sustainable economic growth, as well as a secure and corruption free nation.

He said “preparatory to the inauguration of the new Administration, Mr. President approved the constitution of this Presidential Inter-Ministerial Inauguration Committee (PIC-2019) to plan, organize and execute all approved programmes for the series of activities that would be undertaken”.

While the SGF would serve as chairman of the committee, other members of the committee includes, Chief of Staff to the President, Head of Civil Service of the Federation, Minister of Budget and National Planning, Minister of Finance, Minister of Power, Works & Housing, Attorney General & Minister of Justice, Minister of Industry, Trade and Investment, Minister of Transportation, Minister of Agriculture & Rural Development, Minister of Water Resources, Governor, Central Bank of Nigeria, National Security Adviser, Permanent Secretary, Cabinet Affairs Office and Deputy Chief of Staff to the President who will serve as secretary, respectively.

The Terms of Reference of the committee includes “to plan, organize and execute all approved activities for the 2019 Presidential Inauguration; Co-opt any organization(s)/person(s) relevant towards the successful execution of the programme; document for posterity, all planned activities for the Inauguration; and, carry out any other assignment as may be required towards the successful implementation of the programme.

“Distinguished Members of the Presidential Inauguration Committee, in the course of the implementation of this assignment, several sub-committees to be headed by Ministers will be constituted.

“For inclusiveness however, other members would be drawn from, not just the MDAs, but also from the All Progress Congress (our Party), the Presidential Campaign Council, the Buhari Support Organisation as well as Women and Youth Campaign Council. The mandate of these sub-committees will be clearly spelt out to reflect the purpose for which they have been constituted. Ahead of such constitution, I wish to underscore the need for collaboration and synergy amongst sub-committees while planning and executing the approved programmes.

“Finally, let me remind all members of the importance of this assignment and that no stone should be left unturned to ensure that this 2019 Presidential Inauguration Committee delivers on its mandate. We must therefore deploy our wealth of experience and show unwavering commitment to this exercise”, the SGF stated.

The All Progressives Congress ( APC ) has asked the various regulatory bodies in the building and construction industry to do everything possible to prevent building collapse by ensuring that the required standard is met before approval.

In a statement made available to newsmen in Abuja and signed by the National Publicity Secretary, Mallam Lanre Issa Onilu, the party described Wednesday building collapse in Lagos as avoidable

The statement reads: “The All Progressives Congress (APC) is shocked and deeply saddened by Wednesday’s collapse of a building housing a school and residential units in Itafaaji area of Lagos State which led to several deaths and injuries, particularly among children.

“When we lose our loved ones, it is never easy, particularly when they are children lost to such horrific and avoidable building collapse.

“We sympathize with the families of the dead victims and pray for the speedy and full recovery of the injured. We also pray for the safe rescue of those still reportedly trapped in the collapsed building rubble.

“While we commiserate with the government and people of Lagos state over the sad incident, the party is worried that the frequency of this building collapse and its attendant human casualties has become abnormal. Relevant regulatory authorities across the country must do all that is necessary to prevent a reoccurrence of these avoidable building collapses.”

The Independent National Electoral Commission (INEC) has made good it’s word by not recognizing the election of Rochas Okorocha into the Senate.

Imo state governor’s name was missing among the Senate-elect who received their certificate of returns at the International Conference Centre Thursday.

Okorocha was said to have won one of the senatorial seats in Imo state.

Consequently, INEC placed an embargo on his victory at the poll.

The Independent National Electoral Commission ( INEC ) has urged Senators-elect to commence and conclude work on the review of the electoral legal framework early, ahead of the 2023 General Elections.

INEC chairman, Prof. Mahmood Yakubu, made the call on Thursday at a ceremony for the Issuance of Certificate of Return to Senators-elect at the International Conference Centre, Abuja.

Yakubu said that late conclusion of the review of the electoral law would affect the commission’s implementation of the framework.

He said that as a matter of urgency, the commission would begin work on post 2019 elections review and road map to 2023.

“There is a lot of work but very little time available. As a process governed by law, the success of election in Nigeria depends to a large extent on the electoral legal framework and most importantly, in ensuring adherence to the law.

“I want to assure you that we will continue to work with the National Assembly to review and strengthen our Electoral Law.

“But I want to appeal to the Senators-elect to please start work early and conclude work on the electoral framework in good time well ahead of the 2023 general elections.

“The tendency to delay electoral reform, particularly the review of the electoral framework, until it is too close to the elections, leaves the commission with little time to develop processes including regulations and guidelines, make required consultation with stakeholders, embark on effective voter education including sensitisation, train staff and organise deployment for the elections.

“I am glad that among the senators-elect are senators that we have worked very closely with and some of them have taken initiative or even sponsoring private member bills to advance the cause of electoral reform,” he said.

The chairman said that the commission looked forward to working very closely with the senators-elect in deepening the country’s electoral process.

He congratulated the lawmakers for their election victory to serve the nation.

Among those issued the certificate of return are: Sen. Ike Ekweremadu, Enugu West (PDP); Mohammed Sabo, Jigawa South West (APC); Philip Aduda, FCT(PDP) and Sen. Dino Malaiye Kogi West (PDP).

Others are Baba Kaita, Kastina North (APC); Omo-Agege Ovie Delta Central(APC); Ibrahim Gandam, Yobe North (APC); Abdul’Aziz Yari Zamfara North (APC); Kaura Yahaya, Zamfara West(APC) and Ifeanyi Uba, Anambra South (YPP).

The issuance of Certificate of return to the members of the House of Representatives will commence at 2 p.m
