Police have arrested three Nigerians over the kidnap and murder of a two-year-old boy at Kasoa Chinese in the Ga South Municipality of the Greater Accra region, Ghana.

The two-year-old boy by name Junior got missing on April 24, 2019. His decomposing body was found hidden under rubble in an area called Tollbooth on Saturday, April 27, after he was allegedly kidnapped by some Nigerians

Father of the deceased, Mr. Sam Abandoh in an interview with Adom News said the boy was kidnapped in front of his house by some Nigerians in a white Toyota saloon car and a black Hyundai.

Mr. Abandoh said the elder brother of the deceased told him that he had heard Junior crying in the house of the Nigerians residing in the same vicinity, but after some hours the crying stopped. He sought the help of some residents to storm the house where the Nigerians live. However, the boy was not found in the house despite a thorough search with the help of about 20 men.

Mother of the boy, unable to bear the news, collapsed and is currently in a coma at the Mallam Junction Polyclinic.

Mr. Abandoh told Adom News, he and his wife collapsed at the same time after seeing the body in a concrete block. He woke up later, but his wife is still in a coma.

The suspects have been transferred to Accra for further investigations as preliminary investigations revealed that one of the suspects is wanted in Nigeria for several kidnappings.

Meanwhile, the body of the deceased has been deposited at the Police Hospital morgue pending further investigations.

Some angry residents of Kasoa have threatened to take the law into their own hands by sacking all Nigerian nationals from the community.

They said they would take such action if the government does not take steps to relocate the Nigerians.

The residents also threatened to go on a house to house tour to chase Nigerian nationals out of the area.

“We will embark on a house to a house tour and sack all Nigerians in the area. This is the only way to prevent our women and children from falling prey to these Nigerians,” an angry resident told Citi News.

According to some angry residents, the presence of some Nigerian nationals in the area is the reason for the high number of criminal activities in the area.

“Their presence here is putting the lives of women and children in danger,” an angry resident lamented.

Some of the residents also pointed accusing fingers at some Ghanaian landlords who give their rooms to Nigerian nationals for rentals adding that when they commit any criminal offense they quickly move from the house because the landlords don’t make any good background checks before giving their rooms out to them.

“We will take the law into our own hands if the government does not act fast,” a resident told Citi News

The Peoples Democratic Party (PDP) yesterday accused the All Progressives Congress (APC) and President Muhammadu Buhari of desperation to cling to power at all costs.

According to the main opposition party, Buhari and his APC desperately want to continue to exploit Nigerians, protect the ruling party’s corrupt leaders, cover their incompetence and conceal the humongous sleaze in the administration.

In a statement by its spokesman, Kola Ologbondiyan, said this is why APC and “the cabal” at the Presidency resorted to violence, intimidation as well as manipulation and alteration of results at the Independent National Electoral Commission (INEC) to rig the presidential election.

The PDP also accused certain APC chieftains and presidential aides of making desperate efforts to distract the Presidential Election Petitions Tribunal and derail the course of justice by making and promoting baseless judicial interpretations and externalising proceedings of the court.

The statement said: “The President Buhari-led APC administration wants to remain in power to prevent investigation into the N14 trillion allegedly stolen under its watch; including the N9 trillion stolen from the Ministry of Petroleum Resources, as detailed in the leaked Nigerian National Petrolum Corporation (NNPC) memo; the over N1.4 trillion alleged oil subsidy sleaze and the N1.1 trillion worth of crude diverted using 18 unregistered companies linked to APC interests.

“This is in addition to the N33billion National Emergency Management Agency (NEMA) fund, and the over N18 billion stolen out of the N48 billion approved by the National Assembly in the 2017 budget for the rehabilitation of Internally Displaced persons in the Northeast, among others.

“Furthermore, the Buhari-led APC administration is desperate to avoid an investigation into its unwholesome borrowings that led to the escalation of our nation’s debt stock from N12.12 trillion in 2015 to an overburdening N24.39 trillion in 2018.

“Within a space of three years, this administration has borrowed a total of N12.27 trillion, yet it cannot point to any significant development project into which the money was invested. This includes the N2.66 trillion borrowed in 2018, ahead of the 2019 general elections.

“These and many more are funds meant for infrastructural development and welfare of Nigerians but which have been cornered by APC leaders”

The opposition party insisted that the Buhari Presidency lacked the competence and integrity to run a creative, transparent and credible administration that can guarantee economic growth, wealth creation and a dependable system.

“The negative effect is the further dipping of our economy, as investor’s confidence, which shored up at the expressed resolve by Nigerians to elect Atiku Abubakar as their next President, slumped with the rigging of the presidential election”, the PDP added.

The party urged Nigerians not to despair but to continue to be steadfast in the aspiration for the recovery of the “stolen” presidential mandate at the tribunal.

According to the PDP, that is the only way to return the nation to the path of peace, national unity and a vibrant economy.

Suspected robbers last Friday stabbed to death, the spokesman for the National Association of Nigerian Students’ (NANS) Joint Campus Committee (JCC), Comrade Oshin Aderigbigbe.

He was stabbed with a knife around 11:30am at Okokomaiko by a gang of three men, who allegedly snatched his phone and laptop.

A statement by the police yesterday alleged that Bashiru Ahmed, 21, alias Kawu, of Okoko, the son of a popular monarch in the area, was among those who committed the crime.

The statement, signed Bala Elkana, a Deputy Superintendent of Police (DSP), said Aderigbigbe had gone to hospital that day with blood gushing out of his body to report the crime.

“He eventually died. The leader of the hoodlums who attacked him, Ahmed, was arrested. He confessed to have committed the crime with two of his friends now at large. Ahmed, the son of a popular traditional ruler in Okoko, is a notorious criminal, who has been charged to court on several occasions by the police.

“He returned from the prison six months ago and has been on the watch list of the police. Police Commissioner Zubairu Muazu has ordered the transfer of the case to the State Criminal Investigation and Intelligence Department (SCIID), Panti, Yaba, Lagos for investigation.

“Detectives are trailing the remaining two suspects,” Elkana said.

The police on Saturday arrested Sunday Isaiah, 42, for allegedly stabbing Bukola Oluwaseun, 37, to death at a beer parlour in Agege.

Elkana said the incident occurred around 2:45pm at Ogunbambi Street, Agege.

He said the police received a distress call.

Elkana said policemen from Dopemu were drafted to the scene to restore order, adding that it was discovered that the victim was stabbed in the neck with a broken bottle during a fight.

“The victim died on the way to the hospital and his body was deposited at the mortuary for post mortem. The suspect has been arrested by the police. Investigation is on and the suspect will be charged to court,” he said.

Sri Lanka has banned all kinds of clothing that cover the face and prevent identification, such as niqabs and burqas, officials said on Sunday, a week after the Easter bombings that left over 250 people dead.

The ban does not directly refer to Muslim female garb, burqa, and niqab, but was seen as a clear reference to the type of dress.

A statement from the office of the president said the ban was being introduced from Monday under new regulations brought under a state of emergency in response to the Easter bombings in the capital, Colombo.

Sri Lanka’s Justice Ministry had already been considering introducing laws preventing wearing of Burqa and Niqab, but has expedited the ban.

On Sunday, a group of Muslim leaders had called on community members to refrain from wearing clothing in a manner that obstructs the identification of persons.

Most of those killed in the Easter Sunday attacks were Sri Lankans.

The dead also included 40 foreigners, including British, U.S., Australian, Turkish, Indian, Chinese, Danish, Dutch and Portuguese nationals.

More than 100 people, including foreigners from Syria and Egypt, have been detained for questioning over the Easter attacks.

The Sri Lankan military said at least 15 people were killed during a fierce gun battle with militants on the east coast on Friday, including six children.

Sri Lanka’s 22 million population is majority Buddhist and includes minority Christians, Muslims, and Hindus.

Residents in the Federal Capital Territory (FCT) have decried the increasing rate of ‘one chance’ criminal activities in the city centres.

Some of the victims, who spoke to News Agency of Nigeria (NAN) on Sunday, said that those who enter commercial vehicles along the Kubwa express, Life Camp junction and Berger are more prone to such activities.

One chance is a type of robbery in which the victim is robbed while on board a moving commercial vehicle; mostly unpainted taxis.

Precious Neji, one of the victims, told NAN that she was robbed on Feb.16 the day election was cancelled around Katampe Hillside in Dawaki.

She said that she boarded a taxi on her way to church with three men and a lady at Katampe and the driver started asking them for their Permanent Voter Cards and suddenly went into a bush path.

“They started punching my eyes and face, they also collected my bag, phone, ATM card, I gave them the real password of my phone and the pin of my ATM.

“They took the N11,000 in my bag after which they dropped me in a bush,” she said.

Similarly, another female victim, Aminat Ahmed, said she and her friend were robbed in a taxi along Dutse market on March 18 at about 3:30 p.m. at News Engineering bus stop in Dawaki.

“After few minutes in the vehicle, the driver wind up the glasses which happen to be tinted and the guy in front ordered us to bend down.

“He requested for our bags and took all our valuable which include three phones, cash close to N15,000 and my friend’s ATM.

“They instantly tried to transfer the money using a POS machine in the vehicle but it was not successful so they later withdrew the money at Jaiz Bank ATM close to Wuse market.

“After turning around the express like four times, they dropped us behind News Engineering with our bags and zoomed off,” she explained.

Speaking on the matter, ASP Danjuma Taminu, Deputy Police Public Relation Officer (PPRO), assured FCT residents that the police is doing everything possible to curb one chance within the territory.

He said that some officers had been positioned at strategic places such as the parks, under the bridges, lonely roads, highways and other suspicious places in order to curb the trend.

Tanimu disclosed that an Anti One Chance Squad was established in 2018 when one chance criminal activities was rampant in the FCT.

“It was established in 2018 by Commissioner of Police (CP) Bala Ciroma, the office was at Asokoro Police Station under Asokoro Police Division.

“Currently, with less cases of one chance within the FCT, the CP saw the need to narrow it down to CID division of the police.

“Most officers of the squad have been sent to other States to help reduce one chance as they have done in FCT,” he said.

Tanimu, however, called on transport organizations and those working in parks to partner with the police in curbing the few cases of one chance criminal activities.

“Our Rapid Rescue Squad are out there together with the Anti-one chance squad, carrying out stop and search and respond to reports of suspected people around.

“In order to avoid being victims of one chance, one has the right to check the boot and if there is anything suspicious inside the car, one is supposed to alert the police and not to enter.

“The police is currently working on knowing their hideout so we can apprehend them.”

The Nigerian Prisons Service, Cross River State Command, has disclosed the Awaiting Trial Female (ATF) inmate of the Afokang Prison in Calabar (name withheld), who was delivered of twin on April 17, has died.

A statement by the Public Relations Officer of the Command, ASP Effanga Etim, said she gave birth through Caesarean section to a boy and a girl but died on April 19 due to complications.

The Command debunked reports that she gave birth inside the prison, insisting she delivered at the General Hospital in Calabar, where she had been receiving regular ante-natal care.

The statement reads: “The Nigeria Prisons Service, Cross River State Command has received with dismay media reports insinuating that an Awaiting Trial Female (ATF) inmate of Calabar Prison was delivered of twins inside the prison facility.

“The report is not true as the said inmate was remanded by a High Court in Calabar on 5th November, 2018 with six (6) month-old pregnancy for the offense of child stealing.

“While in prison, she had been under regular ante-natal care at the General Hospital, Calabar.

‘’On the 17th of April, 2019 by 1:30pm when her labour began, she was admitted in the same hospital and a caesarean section was carried out on her.

“With the intervention of the Cross River state Commissioner of Health, and the efforts of the Prison authority to provide the funds needed for the caesarean section, the said inmate was delivered of twins: a boy and a girl.

‘’However, due to complications arising from the caesarean section, she was referred to the University of Calabar Teaching Hospital (UCTH) for further management, where she died on 19th April, 2019.

“The Command wishes to state emphatically that for the past four (4) years, there has not been any delivery in the Calabar prison infirmary.

“Albeit, the infirmary is well equipped to handle health emergencies that may arise with nine (9) medical experts comprising of a medical doctor, registered nurses/midwives, and community health workers as well as back-up medical personnel stationed in the State Prison Headquarters, any emergency beyond the infirmary is referred to government hospitals outside the prison.

“The Nigerian Prisons Service, Cross River state command, is pained over the loss of the said inmate after a combined effort by the prison authority, the Cross River state government and medical personnel in the General Hospital, Calabar. I assure the public that the health and welfare of prisoners.”

Etim said the babies are in the care of the state government at the moment.

No fewer than 5,000 per one million population require heart-related surgeries in Sokoto, Kebbi and Zamfara states, Acting Chief Medical Director of Usmanu Danfodiyo University Teaching Hospital, Sokoto, Dr Nasir Muhammed, has disclosed.

He said this was discovered at the commencement of heart surgery by the Usmanu Danfodiyo University Teaching Hospital, Sokoto in collaboration with VI University Teaching Hospiyal, Morocco.

The collaboration is part of a Memorandum of Understanding (MoU) that would further benefit other specialisations within the health system.

Muhammed said the disease was a common problem all over the world and anything that affect the heart could lead to untimely death.

Though he said heart surgery was capital-intensive, the CMD declared the hospital will charge at least N2million depending on the severity of the problem.

He explained: “These peoples are mostly poor who could not afford such treatment as before now, the only closest hospital where such operation is available is Nizamiyya hospital in Abuja and the least they can charge as much as N5million or one has to travel over sea where he can pay double,” he said

Mohammed however, appealed to governments, corporate organisations and wealthy individuals to support the programme for sustainability.

He stressed that the hospital alone cannot sustain it without getting their support.

“Open heart surgery is very expensive because of the kind of material used which majority of our people cannot afford.

“So we need the support of the government, Corporate organizations and wealthy individuals to sustain the programme,” he pointed out.

On the MoU, he said: “We made a lot of investment on the programme. We trained our staff doctors and nurses and equipped the centre with state- of- the art equipment in addition of signing a MoU with King Muhammad VI University Teaching Hospital, Morocco,” he explained.

Dr Abubakar Umar, a cardiothoracic surgeon with UDUS, said he had operated on five patients since the commencement of the programme on Sunday free of charge.

He disclosed three of the patients had their heart valve replaced, some born with abnormality in their hearts were also operated upon.

Dr. Umar said they were targeting a maximum of 10 patients for the current exercise disclosing that plans were underway to lunch a foundation to get support for people who need heart surgery as funding was their serious challenge.

Leader of the Morocco’s team and a Cardiovascular Surgeon, Professor Boumzevra Drissi, said heart disease was one of the major causes of death in the world, urging people to avoid smoking and excess eating which were part of causes of heart diseases.

Professor Drissi stressed the importance of funding for the sustenance of the programme.

Guardiola, however, refused to use that form guide as a reason for confidence, although he accepted a trip to Old Trafford was not as daunting as in previous years.

“I don’t make theories about what happened in the past for what is going to happen in the future,” Guardiola told reporters on Tuesday.

“Every game is completely different. The reason why is the fact this club in the last decade grew a lot and it is not scary to go there.

“Before it was maybe more difficult. The players Manchester City had in the last decade made this game a little bit more equal.”

President Muhammadu Buhari has identified smuggling as a threat to domestic agricultural production and processing and promised to continue to fight the menace with all means available to the government.

Buhari, therefore, assured hardworking farmers in the country of his attention to ensuring that they are respected in the country.

He spoke on Tuesday in Abuja during an audience with members of the United Kingdom-based Foundation for Good Governance for Development in Nigeria at the State House.

In a statement signed by Garba Shehu, Senior Special Assistant to the President (Media & Publicity) the President said it is in this regard that he directed the Ministry of Agriculture and the Central Bank of Nigeria to bypass the knotty issue of collateral which he described as “a terrible colonial legacy,” so that farmers will get easy access to capital.

The statement reads in part: President Buhari also identified smuggling as a threat to domestic agricultural production and processing and promised to continue to fight the menace with all means available to the government.

“The President assured that in addition to the focus of his administration on security, economy and the war against corruption, the new administration in his second term will pay greater attention to education and health.

“I understand our problems. I am acutely aware of my duty to my God and country. I will continue to do my best,” he told the support group.

Earlier, the leader of the group, which is mostly made up of scholars and professionals, Dr. Arabo Ibrahim Bayo, said they came together on the basis of a shared passion for the country’s development, and in the firm belief that President Buhari represents the best in terms of leadership that Nigeria can offer.

He commended the achievements of the administration in the last four years in implementing its three cardinal objectives of providing security, improving the economy and the war against corruption, and suggested the declaration of an emergency to tackle challenges in education and health sectors.

The group further pledged support to the President for a formidable and enduring legacy.

The Nigerian Copyright Commission (NCC) Tuesday vowed to prosecute institutions and schools that use pirated books.

It said it would work with the Nigerian Publishers Association (NPA) to explore ways of creating safe corridors for the distribution of legitimate books.

NCC Director-General Mr. John Asein, in a statement to mark the World Book and Copyright Day, held every April 23, said the fight against book piracy will be intensified.

According to him, the Commission would continue to develop policies and strategies to facilitate a culture of respect for authorship and copyright works.

“We will step up our enforcement and prosecutorial activities to stem the tide of copyright infringements both off and online.

“We will also reinvigorate our compliance checks in schools and other institutions of learning to sensitize them on the need to patronize only genuine copies of books through legitimate channels of distribution.

“Henceforth, proprietors, heads of schools and authorities in charge will be held vicariously responsible for any pirated books distributed to pupils and students through their schools.

“We shall also be taking appropriate steps under the law to sanction institutions found involved in mindless and unconscionable use and promotion of pirated books,” NCC said.

The Commission has embraced developments in the international copyright community to create a more inclusive culture of access to published works for blind and visually impaired persons.

It noted that Nigeria, in October 2017, ratified the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.

“We have also gone ahead to make provision for the domestication of the treaty in the new Copyright Bill which was recently approved by the Federal Executive Council.

“On a more practical note, the Commission, with help from the World Intellectual Property Organisation (WIPO) and its Accessible Book Consortium, is collaborating with the Nigeria Association of the Blind (NAB), the NPA, the Reproduction Rights Society of Nigeria (REPRONIG), and other key stakeholders to provide more books in accessible formats for blind and visually impaired persons in Nigeria,” Asein said.

According to him, a pilot project on capacity building assistance, provision of accessible books and assistive technologies to students in that category is ongoing.

This, he said, is another demonstration of the Federal Government’s policy on inclusiveness, equal access and non-discrimination against persons living with disabilities.

He urged stakeholders in the creative industry to support the government’s efforts to revamp the sector and build a copyright system that will help to maximize its potentials to national economic development.

The theme of this year’s celebration is: “Discover the World through Reading”!

The statement added: “The United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1995 declared April 23 as a special day to focus on the wonderful world of books and the enduring role of copyright in promoting and protecting the rights of authors and other stakeholders.

“The day is also an occasion to celebrate the contribution of books and authors to our global culture as well as highlight the connection between copyright, creativity, and books to the propagation of our common values as humanity.

“For us at the NCC, it is an opportunity to again underscore the importance of creativity to our collective development aspirations as a nation, with particular emphasis on respect for copyright and the effective protection of the rights of our authors. “As we join the world to celebrate the book as an enduring legacy, it is saddening to note the decline in our reading culture. This has become a major national concern in Nigeria for its youth population.

“The essence of reading, particularly for leisure and personal enjoyment, cannot be overemphasized.

“Reading is to the mind what physical exercise is to the body; it is food for the soul, the chisel that helps shape who we become in today’s knowledge-driven world.

“Books develop the personality and stimulate imagination, taking us to faraway lands that we may never visit physically. Reading unlocks the potentials in us and fires our creative talents to innovate and build our society.

“Incidentally, the book remains the most resilient and prevalent copyright work today. It has helped grow a human civilization and over the centuries has contributed to the development of virtually all fields of human endeavor, including education, religion, research, and entertainment.

Minister of Information and Culture, Lai Mohammed has said it would be unfair for Nigerians to measure the current administration's achievements in the fight against corruption by the number of convictions it has secured.

The minister spoke on Easter Monday when he featured on a live TVC where he listed the achievements of the administration, Mohammed said: “Under this administration, we insisted and have succeeded in ensuring that all payments and revenues are paid into the TSA. “Before we came in, the Federal government had over 2,000 different accounts in various banks, which resulted in paying several billions of naira in charges.

“The government then also never had an idea of how much it had as revenue but today over N9.3 trillion has gone into the TSA and that is why it is possible for us to invest, especially in the area of infrastructure and social investment programmes."

On the fight against corruption, he said: “When we say the fight against corruption is successful, it is because we have laid the foundation that would make it difficult for people to engage in the evil act. For us, the success of the fight against corruption is the fact that we have driven corruption under the table and made it unattractive as it was before. Those who are corrupt are doing so with the fear of the law. It will be progressive, become more and more difficult in Nigeria for corruption to be attractive."

Mohammed disagreed with the allegation that the government’s anti-corruption fight is against perceived enemies and the opposition, saying it's all a misconception. “We had 16 years of unbroken rule by the PDP so the likely people who will be accused of misuse of resources should be the people who were in charge," he said. "We also have some former governors who decamped to APC who have also been convicted."

Ahead of the inauguration of President Muhammadu Buhari for a second term in office, the race for cabinet appointments has begun.

A former Military Administrator, three outgoing governors and 15 ministers are jostling for cabinet seats.

There were indications last night that the Office of the Secretary to the Government of the Federation (SGF) may be zoned to the North-Central in favour of a Christian candidate.


Besides, there is pressure on the President to revert to a 42-man cabinet structure as part of his pledge of inclusiveness.

The new structure will include the constitutionally recommended 36 ministers from each state of the federation and six others representing each of the nation’s geopolitical zones — if Buhari embraces the idea.

The President is yet to give a commitment on the 42-man structure, The Nation has learnt.

Lobbyists, including governors and ministers, have been mounting pressure on influential citizens to put in a word for them.

Women are said to be demanding more ministerial jobs, including “strategic ministries”.

The pressure is said to have accounted for the recommendation of a 42-man cabinet.

A source, who spoke in confidence, said: “Some of those seeking to be ministers include a former Military Administrator, three of the outgoing governors and no fewer than 15 of the over 30 ministers who will complete their tenure on May 22.

“As for the three outgoing governors, two may represent their geopolitical zones, depending on the outcome of consultations between the President and leaders from their zones.”

“No fewer than 15 ministers are said to be seeking a second chance because “some of them who faltered in office are claiming that they have learnt their lessons”.

“All these ministerial aspirants have been mounting pressure on the members of the Kitchen Cabinet of the President in order to be picked.”

Concerning the ex-MILAD, another source said: “Some forces within the first family are lobbying that the ex-Military Administrator should be made the Chief of Staff but the President seems to have confidence in the present holder, Mallam Abba Kyari. When the lobbying was stuck, they made a case for the Secretary to the Government of the Federation for the former MILAD. Now, the game has changed to a desire for a ministerial appointment.

“The only thing which can make the Office of the Chief of Staff to be vacant is if Kyari is given a choice ministerial appointment.

“Although the ex-MILAD will add value to the government, the only hurdle facing him is how he allegedly abandoned Buhari in the defunct Congress for Progressives Change ( CPC) in 2011 for the Peoples Democratic Party( PDP) without deferring to him. Some Buhari supporters do not want him to appoint the ex-MILAD as a minister.”

There were indications that the Office of the Secretary to the Government of the Federation (SGF) might be zoned to the North-Central in favour of a Christian candidate.

But some party leaders have been making a strong case for the Southeast to produce the SGF despite the zone’s rejection of Buhari at the poll.

A government source said: “Definitely, the SGF post will shift from the Northeast to another zone because the Northeast has enjoyed the slot in the last four years, with Engr. Babachir Lawal and Boss Mustapha occupying the office.

“The Northcentral looks more favoured with a Christian candidate for the slot.”

Some All Progressives Congress ( APC) leader prefer that the Southeast should produce the SGF, despite the zone’s hostility to Buhari during the just-concluded general elections, the source added.

Pushing for a return to the 42-man cabinet structure, it was learnt, are some of the President’s “strategists” and some governors.

In 2015, Buhari opted for the constitutionally recommended cabinet weight to save cost.

A source in the Presidency said: “The need for inclusiveness in governance has led to the suggestion that we should have 42 ministers.”

Section 147(1-3) directs the President to appoint at least 36 ministers.

The section reads: “There shall be such offices of Ministers of the Government of the Federation as may be established by the President.

“Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.

“Any appointment under subsection (2) of this section by the President shall be in conformity with the provisions of Section 14(3) of this Constitution:

“Provided that in giving effect to the Provisions aforesaid the President shall appoint at least one Minister from each state, who shall be an indigene of such state.”

Senate President Bukola Saraki has charged the national leader of the All Progressives Congress (APC) Asiwaju Bola Tinubu to dwell on facts in his criticism of the leadership of thae Senate.

Tinubu had, in a statement on Monday, defended his role in aligning with the APC in the choice of preferred candidates for the leadership of the two chambers of the federal legislature in the emerging Ninth Assembly.

The APC chieftain also knocked the leadership of the Senate for working at cross purposes with President Muhammadu Buhari on key government policies, particularly, the processing of the annual budget.

But Saraki, in a statement Abuja by his media adviser, Yusuph Oloniyonu, decried what he described as Tinubu’s “quarterly attacks” on the President the Senate.

Saraki said the APC leader’s statement contained untruth, fallacies and misrepresentations, adding that it was another effort to sell a concocted narrative about the Eighth National Assembly and its leadership.

The statement said: “First, he alleged that national budgets were delayed, distorted, padded, new projects introduced, funds for projects reduced, “to halt progress of government”.

“It is unfortunate that a man like Tinubu who had been in the Senate (though for 22 months and under a military regime) should not have a better understanding of how the legislature works.

“The passage of budgets is definitely not the exclusive responsibility of the leadership of the Senate.

“Most of the work is done by the various committees. These committees are headed by Senators representing different parties.

“It is the level of co-operation between the committees and the MDAs in the timely defence of the budget proposals and the ability of the two chambers of the National Assembly to reconcile their figures that usually determine how soon the budget is passed.

“To put the blame of budget delay on the Senate President or Speaker can only be mischief, or at best, playing to the gallery.

“It is also a known fact that any so-called delay in the passage of budgets under the Eighth National Assembly is traceable to the refusal of heads of MDAs to defend the budget proposals for their agencies on time.

“Last year, the President himself had to direct the Secretary to Federal Government to compel heads of MDAs to appear before the National Assembly committees following the report made to him by Dr. Saraki and Speaker Yakubu Dogara.

So, if a man like Tinubu is spreading this falsehood about budget passage and delay being deliberately orchestrated by the National Assembly leadership, one wonders whether he tries to even understand what happens in the federal legislature at all or is that the only thing that is of interest to him is ‘jockeying and maneuvering for influence’, as he puts it.

“To further make the points here clear, we invite Tinubu to look at the records of the time of submission of budgets and their passage since 2010 and he will see that with the exception of the 2013 budget which was passed on December 20, 2012, all the budgets have been passed between March and May of the same fiscal year.

“This should give him a better understanding of the fact that the date the Appropriations Bill is submitted to parliament and the readiness of the MDAs to defend the proposals submitted, as well as timely agreement on the figures by both chambers of the National Assembly, are the main determining factors in when the budget is eventually passed. So, Tinubu should see that the facts cannot support his spins and fake narrative”.

Saraki challenged Tinubu to cite specific instances where the Senate President and the leadership of the legislature sought to pad the budget with pet projects, as alleged.

Taking the APC leader to task about the allegation, Saraki charged Tinubu to be graceful enough to substantiate this allegation, insisting it was careless, irresponsible and callous.

Demanding that Tinubu withdraw the said statement, Saraki said it’s the constitutional responsibility of the National Assembly to review the proposals sent by the executive and where it deems necessary, it is within the power of the legislature to make changes.

Tragedy struck at St. Mary’s Catholic Church, Avurugo in Iglamela/Odolu Local Government Area of Kogi state on Palm Sunday when a chieftain of the People’s Democratic Party (PDP), Kizito Amen, collapsed and died in the church during the service.

The deceased, a retired civil servant, who hailed from Nokwa, was until his death, the PDP vice chairman, Avurugo Ward in Iglamela/Odolu LGA.

An eyewitness said the late Ameh was hale and hearty as he danced throughout the praise and worship session that preceded the preaching of the day by the Revd Father Cornelius Ameh.

The day’s preaching said the source, centered on death, with the clergy urging the congregation to be ever prepared to meet their creator at any time.

It was when the sermon was on that Ameh reportedly slumped and died before help could reach him.

The body of the late Ameh was said to have been taken to a nearby hospital in the village where Dr Joseph Iduh, a staff of Federal Medical Centre (FMC) Lokoja, who is from the village and holidaying at home, was said to have pronounced him dead.

The body of the deceased was later taken to the Bishop Shanaham Hospital, Nsukka in nearby Anambra State, for autopsy.

The Catholic Bishop of Idah Diocese, John Adaji described the death as shocking and prayed that such should not be witnessed again in the community or anywhere else.

Efforts to confirm the incident from the Kogi State Police Command proved abortive.

Calls to the mobile phone of the Police Public Relations Officer (PPRO), Mr. William Aya, went unanswered.

Super Eagles Coach Gernot Rohr says two months to the Nations Cup in Egypt is too short a time to experiment with new players.

Rohr who has dismissed insinuations in some quarters that he is under pressure to win a laurel with the team he inherited from former international Sunday Oliseh in 2016, maintained that the devil you know is better than the Angel you know nothing about.

Some analysts had opined that though the Eagles did well in qualifying for the Nations cup without the usual migraine before qualification, the team needs to be given a close look with a view to effecting some changes especially in the goalkeeping area considered a bit shaky.

But in a swift reaction, Rohr told whoever cares to listen that he has decided on the trio of Francis Uzoho, Daniel Akpeyi, and Ikechukwu Ezenwa.

“We have a little challenge because our young goalkeeper Uzoho has not really played at his club this season,” Rohr told BBC Sport.

“Uzoho made one mistake in the last qualifier [against Seychelles] but we gave him a chance with the youth under-23 and it was good for his confidence.

“Daniel Akpeyi is playing now for a big team in South Africa and doing very well. Our third goalkeeper Ikechukwu Ezenwa to is good so we can work harder with them.

“We have a good spirit as a team since the World Cup, so there’s no time to bring in new players,” he submitted

Luckily Eagles who got what has been described as soft draw will face two debutants of the Nations cup Burundi and Madagascar with only Guinea expected to pose a bit of a challenge has been to the Nations cup 11 times and posting their best performance in 1976 in Ethiopia where they ended up as runners up to eventual winners Morocco.

The Syli Nationale has also made it to the quarterfinals four times, the latest being at the 2015 edition in Equatorial Guinea.

Former Vice President and PDP Presidential candidate in the February 23rd presidential election, Atiku Abubakar, has denied claims made by the APC that he is not a citizen of Nigeria.

In a petition filed at the presidetial election tribunal, the APC had alleged that Atiku is not a Nigerian by birth. In their petition, the APC stated that Atiku was born in Cameroon and so is a Cameroonian by birth and as such, is not eligible to run for president.

Responding to APC's claim, Atiku in statement himself and his party jointly filed before the Presidential Election Petitions Tribunal, denied the claim. The former Vice President said he was born on November 25, 1946, in Jada, Adamawa State, therefore he was a Nigerian.

He said while his father, Garba Atiku Abdulkadir, hailed from Wumo in the present-day Sokoto State, his mother, Aisha Kande, hailed from Dutse, now Jigawa State. The response in part reads

“Contrary to the allegations contained in paragraphs 1, 2, 3, 4, 5 and 6 of the 3rd respondent’s (APC’s) reply, the petitioners state that the 1st petitioner (Atiku) is a citizen of Nigeria by birth and thus qualified to vote and be voted for and returned in the election to the office of the President of the Federal Republic of Nigeria, held on Saturday February 23, 2019 going by the relevant provisions of the 1999 Constitution (as amended).

“The 1st petitioner was born on November 25, 1946, in Jada, Adamawa State, by Nigerian parents and he is, therefore, a citizen of Nigeria by birth. The 1st petitioner’s father, Garba Atiku Abdulkadir, was a Nigerian by birth who hailed from Wumo in the present-day Sokoto State, while the mother, Aisha Kande, was also a Nigerian who hailed from Dutse in the present-day Jigawa State.

“The parents of the 1st Petitioner are both Fulani, a community/tribe indigenous to Nigeria.

“The birth of the 1st petitioner in Jada, in the present-day Adamawa State of Nigeria, was occasioned by the movement of his paternal grandfather called Atiku, who was an itinerant trader, from Wumo in the present-day Sokoto State to Jada in company with his friend, Ardo Usman. That in Jada, Atiku, the grandfather of the 1st petitioner, gave birth to Garba who in tum gave birth to the 1st petitioner and named him after his father, Atiku.

“The 1st petitioner’s mother, Aisha Kande, was the grand-daughter of Inuwa Dutse who came to Jada as an itinerant trader too from Dutse in the present-day Jigawa State. All averments concerning Germany, British Cameroons, League of Nations and Plebiscite are false and misleading in relation to the 1st petitioner and therefore completely irrelevant more so that the 1st petitioner is a Nigerian by birth within the contemplation of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

“The averments in the aforesaid paragraphs are indeed fabricated, contrived, made in bad faith and designed to embarrass the 1st petitioner'' he said
