Urban Africans contend with a great deal of noise day in and out. In a bid to curb noise pollution, authorities in Ghana want Muslims to use WhatsApp rather than loudspeakers for the call to prayer.

Chaotic traffic, speakers blasting music, street vendors and thousands of people going about their business are typical on the streets of most of Africa's big cities.

But in Ghana, mosques and churches are seen to be compounding the problem of excessive noise.

In the capital Accra, authorities are seeking to deal with the racket caused by these places of worship — and mosques in particular.

Mosques are being asked to use mobile text or WhatsApp messages to call the Muslim community to prayer.

Reducing 'noise pollution'

"Why is it that time for prayer cannot be transmitted with text message or WhatsApp? So the imam would send WhatsApp messages to everybody," said environment minister Kwabena Frimpong-Boateng.

"I think that will help to reduce the noise. This may be controversial but it's something that we can think about," he told DW.

The government says it is hopeful such a change could contribute to a reduction in excessive noise.

Muslims reject WhatsApp idea

For many Muslims living in the capital, the idea of a mobile call to prayer is more difficult to embrace.

Fadama community mosque imam, Sheik Usan Ahmed, calls Muslims to prayer five times at prescribed times throughout the day. Although he agrees that the level of noise could be reduced, relying on text and WhatsApp messages could also have economic implications, he told DW. "The imam is not paid monthly. Where would he get the money to be doing that? We try to practice what is possible. So the text message or any other message is not a problem. But I don't think it is necessary," Ahmed said.

Other Muslim residents who spoke to DW also rejected the suggestion. "I don't find anything wrong with Muslims waking up at dawn and using the megaphone to call their people to come worship their god because we have Christian churches who use megaphones as well and they also preach at dawn," said Nora Nsiah.

Another Accra resident, Kevin Pratt, also dismissed Frimpong-Boateng's suggestion: "Not everyone is on social media, and not everyone is as literate as he is." The Muslim call to prayer is traditionally supposed to reach as far as possible, Habiba Ali added.

The government has signaled it ultimately intends to enforce laws in order to quiet things down in Ghana.

Sources close to the APC leader informed Nigerian NewsDirect that several of Tinubu’s associates have advised him to be careful as he leads the campaign machinery of the re-election bid of the president in 2019.

Nigerian NewsDirect gathered that the sharp turnaround by the President on the earlier decision of the National Excutive Committee (NEC) of the party was to placate Tinubu who is seen to have far more electoral value than Oyegun.

“The President knew he cannot afford to lose Tinubu if he wants to win in 2019 and the best way to placate Tinubu is to dissolve the NWC led by Oyegun” a source told Nigerian NewsDirect.

It would be recalled that President Buhari had made a controversial statement that I belong to everybody and I belong to nobody to which many gave several meanings. Some extremists said the statement was aimed at those who sponsored Buhari’s selection including Tinubu, however, the Presidency has denied such claims.

The relationship between the two gladiators have been frosty since Tinubu helped Buhari to achieve his presidential dream but Asiwaju has been left in the lurch.

Nigerian NewsDirect investigation revealed that Ogun State governor, Ibikunle Amosun, Ondo State governor, Rotimi Akeredolu, former Lagos State governor, Raji Fashola, his Ekiti counterpart, Kayode Fayemi and Minister of Communications, Adebayo Shittu had been very close to the President since the administration came on board.

A former House of Representatives member who spoke on condition of anonymity said many of the Tinubu’s aides and associates were not comfortable with overtures being made to him by the President.

“We know it’s because the President wants to contest for second term, we don’t want a situation where the President will use and dump Asiwaju as he did immediately he took over in 2015″ he said.

“Among those the President has been using to embarrass Tinubu, who among them can give the President half a million votes” he asked.

“We don’t want Asiwaju to support the President blindly, there must be agreement and it must be written in blue and black” he said

Founder and Senior Pastor of the Latter Rain Assembly, Lagos, Pastor Tunde Bakare, has reacted to the declaration by President Muhammadu Buhari to contest for Presidency come 2019 election.

President Buhari had announced his intention to go for second term at the National Executive Council meeting of the APC held in Abuja on Monday.

Reacting to the new development, Bakare, speaking to Daily Sun said he would support Buhari’s re-election bid if he (the president) canvassed for his support.

According to him, Buhari has every constitutional right to seek re-election.

Bakare said “I would support Buhari If he canvasses for my support.

“It was the President’s prerogative to seek re-election, nothing forbade the President constitutionally from seeking re-election.”

Bakare, speaking on whether he would cast his vote for the President during the election, said “It is a secret vote, for that it remains my secret.”

Bakare further warned Nigerian to be careful, even as the 2019 election drew near.

He urged Nigerians not to confuse ‘electrocacy’ with ‘democracy.’

Recall that Bakare had recently flayed President Buhari over his attitude towards the kidnap of students of Government Girls’ Science and Technical College, Dapchi, Yobe State.

Miffed by the President’s presence at the wedding of Idris Ajimobi, son of Governor Abiola Ajimobi of Oyo State, and Fatima Umar Ganduje, daughter of Governor Abdullahi Ganduje, in Kano, pastor Bakare, while speaking during a Sunday service, in Lagos, said he could not comprehend what President Buhari and other governors were doing at the wedding when other peoples’ daughters were in captivity.

IJAW Youth Council, IYC, has angrily criticise the recent ban of Indigenous People of Biafra, by the South-East governors, saying it's unthinkable.

In a statement released by the Council, they declared the ban as “unconstitutional as it is targeted to silence right to freedom of peaceful assembly and association” when “herdsmen that have massacred thousands of unarmed Nigerians across the country have not been declared terrorists.”


The statement further said: “The government should also jettison its plan to re-arrest Nnamdi Kanu. The only solution is to engage him in dialogue.”

The statement by Mr. Roland Pereotubo, President of the Youth body, angrily said the governors' action to ban IPOB was “more of cowardice as it cannot stop the agitation in the region.


“Their (South-East governors) rash and brazen action is even at variance with international treaties empowering indigenous people to pursue self-determination through non-violence.

“IPOB members are only fighting for their rights through non-violence means. They felt marginalised, segregated and dejected. Oppression and injustice are the reasons why they are fighting for their freedom.

“The non-violence approach they took is within the ambit of international treaties, especially the United Nations Universal Declaration of Human Rights and the African Charter on Human and Peoples Rights, which have empowered indigenous people in any of the member countries, who feel oppressed, to seek for freedom. These treaties are being codified in our domestic laws.

“The solution to IPOB, MASSOB and BIM’s separatists struggle in the South-East as well as the militants’ agitations in the Niger Delta region is through dialogue as no amount of proscription of these armless associations will cow the people into submitting their agitations to the oppressors.”

IYC voiced out to the South-East governors to stand up to their responsibilities and meet with the President to address issues of marginalization and one-sided appointments in the Southeast.

He said that the recent happenings in Abia between soldiers and members of the public had underscored the urgency to reconsiders the necessity of Operation Python Dance 2.Eluwa said that the Army wouldlose its meaning, value and worth in the minds of the society if the soldiers in Abia were not withdrawn and redeployed.Eluwa stressed that the Umuahia branch of NBA would not support any enterprise that would violate the fundamental human rights of Abia people“It is our position that there is no security threat in Umuahia and its environs to warrant the deployment of soldiers to intimidate and molest innocent Nigerians who are going about their lawful business“We condemn in strong terms the unfortunate attack on journalists in Umuahia and raiding of Nigeria Union of Journalists (NUJ) secretariat by officers of Nigerian Army on Sept. 12.

“The attack on members of the NUJ by the Army to say the least is an attack on the peopleof Abia,” he said.Eluwa said there was no need for massive deployment of soldiers in the South-East as the area is peaceful.

A statement signed by the Deputy Minority Leader and Leader South-East Caucus, House of Representatives, Rt. Hon. Chukwuka Onyema on Wednesday called for caution in Abia State and the entire south east zone.The legislators however expressed their support to a Seven -man Committee by the South East Governors to investigate the causes of the current conflict in Abia State.

The statement read in full:
“The attention of the South East Caucus of the House of Representatives hasbeen drawn to the reported fallout from the ongoing military show of force in the South East, code named Operation Python Dance II.“Though without convincing explanations, we were informed that a few days ago, some civilians were shot and wounded as they clashed with soldiers at Afaraukwu Village in Umuahia, yet again we have received report of a military invasion of the Umuahia NUJ Office where journalists were molested and their equipment destroyed.“As a result of the escalating tension, Abia State Governor had to impose a dust to dawn curfew in thecommercial town of Aba.

“While we appreciate the right to discharge core duties of the Nigeria armed forces as spelt out under section 217 of the 1999 Constitution(as amended), there is no gain saying that internal military operations can only be conducted without doing violence to the constitutionally guaranteed fundamental human rights of citizens.
“To conduct operations that frighten,maim or lead to loss of lives of citizens and property, are clearly unjustifiable and an offence to our democracy and the rule of law.
“We therefore call for a de-escalation of “internal military operations” in Abia State and the South East as a whole, while urging our brothers and sisters at home to remain civil and law abiding.“We wish to express our support to the reported setting up of a Seven -man Committee by the South East Governors to investigate the causes of the current conflict in Abia State.”

Fiery Lagos-based lawyer, Femi Falana, has come hard against the Nigerian Army saying the Federal Government flouted the stipulations of the constitution with the action.Falana said the security operatives carried out illegality in allegedly invading the home of Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB).

He listed seven grounds of argument to back his allegation.The Senior Advocate of Nigeria (SAN) noted that the government had the responsibility to protect law and order, but added that such should not be carried out with disregard to the constitution.“No doubt, the Federal Government of Nigeria has the duty to maintain law and order in the country. But it is the duty which cannot be carried out outside the ambit of the law of the land.

Last weekend, armed troops invaded Abia state to deal with the alleged threat of Mr Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB) to destabilise the country.“It was reported yesterday that the troops have taken over the family house of Mr Kanu and put him under house arrest,”he said.The seven grounds on which Falana based his argument include:

1. By virtue of section 215 (3) of the Constitution the Nigeria Police Force has been conferred with the exclusive power to maintain law and order and secure public safety and public order in the country.

2. Having filed an application in the Federal High Court for the re-arrest and detention of Mr Kanu for allegedly breaching the conditions attached to hisbail the federal government ought not tohave presented the trial judge with afait accompli by resorting to self-help in the circumstance.

3. Although the President is empoweredby virtue of section 217(2) of the Constitution to deploy the armed forces for the “suppression of insurrection and acting in aid of civil authorities to restore law order” he cannot exercise the power until there is an insurrection or civil disturbance which cannot be contained by the police.


4. Since there was no insurrection in Aba state which the Nigeria Police Force could not contain the deployment of armed troops by the President and Commander-in-Chief of the armed forces cannot be justified in law.

5. However, if the federal government has evidence of other criminal offences recently committed by Mr. Kanu the Police should have been directed to arrest him and charge him to court without any delay.


6. Neither the constitution nor the Armed Forces Act Cap A20 Laws of the Federation of Nigeria, 2004 has empowered the Nigeria Army to arrest any citizen who is not subject to service law.

7. In the case of Yussuf v Obasanjo (2005) 18 NWLR (Pt 956) 96 the Court of Appeal held that:“It is up to the police to protect our nascent democracy and not the military, otherwise the democracy might be wittingly or unwittingly militarised. This is not what the citizenry bargained for in wrestling power from the military in 1999. Conscious step or steps should be taken to civilianise the polity to ensure the survival and sustenance of democracy.”

He wondered why armed soldiers have constantly taken the responsibilities of the police while state governments have allowed armed soldiers to remain members of the police anti-robbery squads despite the fact that the country is in democracy.
He warned that the soldiers should be ordered back to the barracks while the police should be allowed to maintain law and order in Abia state.

AN avalanche of reaction, yesterday, trailed soldiers clash with members of the Indigenous People of Biafra, IPOB, at the Umuahia country home of its leader, Nnamdi Kanu, which left many people injured as well the Army’s deployment of troops to the South-East for Operation Python Dance 11 (Egwu-Eke)

Soldiers attached to the Forward Operation Base, FOB, Umuahia, had clashed with the IPOB at Afara Ukwu community, Umuahia. The reactions ranged from outright condemnation to expression of concern and call on the government to ensure that the crisis did not degenerate. South-East governors said the clash at Kanu’s home and Operation Python Dance do not speak well of the unity of the Nigeria. Igbo socio-cultural association, Ohanaeze Ndigbo said what is happening in the South-East is ‘’a show of military brigandage and sheer prostitution of power without authority.’’
Also, elder statesman and Chairman of The Patriots, Professor Ben Nwabueze, SAN, said the issues are matters of grave concern and urged the government to take actions that will stop the crisis from escalating. Other people and groups, who spoke on the issues, yesterday, include traditional rulers of Umuahia North Local Council, where Kanu hails from; former National Publicity Secretary of the Peoples Democratic Party, PDP, Chief Olisa Metuh; Movement for the Sovereign State of Biafra, MASSOB; Eastern Consultative Assembly, ECA and Igbo Leaders of Thought, ILT. Others are Igbo Youths Movement, IYM; Igbo Students Union, ISU; South-East Christian Assembly, SECN; Igbo Women Assembly, IWA and Igbo National Council, INC.

However, South East Governors expressed worries over the incident, stating their determination to ensure peace, political stability and economic prosperity in the zone.

Speaking on phone with Vanguard, the Director of Information, South East Governor’s Forum Secretariat, Mr. Mike Udah said the invasion of Nnamdi Kanu’s home by security operatives doesn’t speak well of the unity of the nation.
He pointed out that efforts were being made by the South East Governors to meet over the development and find ways to nip it in the board. His words: “The South East Governors had held meetings to ensure the agitations by Pro-Biafra groups do not escalate. The recent invasion of the home of Nnamdi Kanu does not speak well of the unity of the nation. It is indeed worrisome. The governors are trying to nip such development in the bud.”

In like manner, Ohanaeze, in a statement issued in Abakaliki, by its National Publicity Secretary, Prince Uche Achi-Okpaga, decried the invasion of Kanu’s home. Achi-Okpaga said: “The invasion of Nnamdi Kanu’s home is brazen show of military brigandage and sheer prostitution of power without authority. It baffles me that soldiers are unleashed on a person that is peaceful and devoid of violence, while the gun-trotting herdsmen are still on rampage in virtually every nook and cranny of Nigeria. It is a pity that the tenets of democracy are being battered with reckless impunity in Nigeria.


The Operation Python Dance is a deliberate ploy to gag the South-East like a conquered territory. There is no doubt any longer about the disposition of the APC-led Federal Government on the Igbo. The recent NNPC appointments strongly attest to our assertions and these consequential events dramatise them beyond doubt. “Today, Boko Haram is still killing and herdsmen pulverising villages but it is in the South-East that is even peaceful that soldiers are deployed at close points. Expectedly, the soldiers now unleash economic mayhem on motorists and deal brutally with those who refuses to bring the “white.” I think what we have is choreographic democracy.”


Govt must stop crisis from escalating – Ben Nwabueze


Professor Ben Nwabueze, in a statement said: ‘’The report of the attack on Nnamdi Kanu’s Umuahia home by soldiers, during which some people were reportedly killed or injured is a matter of grave concern, because it occurred at a time the country is facing destabilising crisis and threat to its peaceful co-existence and at a time the South East governors are making valiant efforts to contain the danger of the repercussions of the crisis by interventions with Mazi Nnamdi Kanu and the IPOB. ”The situation in the country calls for great restraint on the part of all, and for the Federal Government to stop actions capable of escalating all crisis, such as the reported attack on the Nnamdi Kanu’s home.’’


S-East groups speak

In its reaction, the Eastern Consultative Assembly, ECA, said it was worrisome that only a section of the country was being allowed to to go on “with the historic culture of enslaving others, to totally control the military, defence, intelligence and security architecture of a multi-ethnic and heterogeneous country.” Rev. Fr. John Odey, the Publicity Secretary of the ECA in a statement lamented that “isolating a whole region as five percent losers, deliberating excluding same region from the entire security organs of the country, and now provoking them with a military invasion is the height of insensitivity and insult. “Driving towards the gate of the most popular leader in the zone (a man who controls electrifying adoration of over 99% of the masses of the zone) to blare sirens, shoot into the air and display armoured tanks, is clearly a deliberate and fully rehearsed plot to provoke mayhem.” He added that “the Army and the government continuously make it difficult for the people to respect the government. Leader of the IWA, Chief Mrs. Maria Okwor, said: “The idea of invading Mazi Nnamdi Kanu’s residence on Sunday evening to “Show force” is appalling and very provocative. “The army cannot show force in Sambisa, in Plateau State where hundreds of villagers were slaughtered by herdsmen, in Ikorodu, Lagos where badoo cult has forced residents to relocate. “The show of force five metres from Kanu’s house shows that the Federal Government wants to provoke warfare in the East.’’ On his part, Evang. Elliot Ugochukwu-Uko of the ILT and IYM maintained that “the story by the army that some kids threw stones at the military convoy is hollow and uninspiring. Why would the army choose Kanu’s residence to perform their ‘show of force’ on Sunday evening only to claim that unknown children pelted them with stones, in order to justify their use of live bullets on a residential compound. “The Army is only confirming the suspicion that it is a sectional army determined to wage war against the people of Eastern Nigeria, in a bid to sustain Nigeria’s unjust unitary structure, and to resist the restructuring of Nigeria. Injustice will not prevail over justice. Niger Delta militants have warned the Federal Government of the dangers the country would face, if the Leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, is re-arrested by security agents.

The militants also gave government a two-week ultimatum to release two members of IPOB, Chidiebere Onwudiwe and Bright Chimezie, who had been in detention, threatening to commence attack after the expiration.

The militants, consisting of members of Niger Delta People Democratic Front (NDPDF), Concerned Militant Leaders (CML) and Rainbow Marabas (RM), gave the warning yesterday in Port Harcourt, Rivers State, after their crucial meeting.

Leaders of the groups identified as General Iyoyo Playboy (NDPDF), General Ben (CML) and General Billy Anaeja, warned that re-arrest of Kanu would cause spontaneous attacks in major states in the country.

The group further accused the Federal Government of playing politics with the lives of Nigerians, particularly people from South East and South-South geo-political zones. A statement jointly issued by Iyoyo, Ben and Anaeja, through their tweet handle, flayed the Federal Government for exhibiting hatred on the regions and individuals that expressed dissatisfaction with the All Progressives Congress (APC) style of administration.

They stated: “Federal Government has shown, through its moves to re-arrest Nnamdi Kanu, that it does not value lives of Nigerians. Government wants to use the attempt to re-arrest the IPOB Leader to escalate the crisis in the country. “If government is serious, it should go ahead to arrest and wait for the result. We will back IPOB and give the group support in any form, even without them expecting it.”

“We learnt that Federal Government has deployed more security to the South-South and South-East geo-political zones because of Nnamdi Kanu. We dare them to go ahead and execute”, they warned.

They wondered why the Federal Government had remained silent over the activities of Northern youths against the Igbo and killings by Fulani herdsmen.

“What has Federal Government done about arresting Arewa youths, who hate the Igbo people with passion? What has Federal Government done with the Fulani herdsmen? How many of them have been arrested. Why is it silent, but is worried about a non-violent IPOB?


“We are reiterating our stand that we, the Niger Delta agitators, will resist any attempt to re-arrest the IPOB leader. We will resist FG and face the consequences. We are not begging those ruling not to go ahead and execute their plot”, the militants stressed.

The group ’s publicity secretary , Yinka Odumakin , said Kanu ’s re -arrest would overheat the polity , stressing that the government should rather engage in dialogue with IPOB members instead of going after them .

He noted that the government failed to arrest the Arewa youths, who issued a quit notice to the Igbo, but wanted to re - arrest Kanu , describing such as double standard.

Odumakin said , “The idea of re -arresting Kanu will overheat the polity , more so when youths in the north that issued a notice to quit were not arrested . Even after the Kaduna State Governor and the Vice President ordered their arrest , the police did nothing .

“The Minister of Internal Affairs said the youths were not arrested because they claimed they were misquoted , but a few days ago , the youths in the presence of some governors withdrew the order. ”
Afenifere admonished the FG to evenly apply the law equally in all situations, regardless of the status or origins of those involved .

The group said , “The government is giving the impression that what is red line for someone from a particular region is green line for someone in another part of the country ; I think it is better the government engaged to bring down the tension rather than strong - arm tactics that would overheat the polity .”

“There is a clear double standard and that is not good for inclusiveness . What the government should do is ensure even application of the law and engage more youths more rather indulge in sabre-rattling ,” Afenifere said .
