I read an article today that really had a profound effect on me. The story was told of a fifth grader that was once asked to define what it means to be educated. This kid got on her feet, chuckled and defined an educated man as ‘one who never does any work.’ As I ponder over the content of this discourse, I came to realise this kid unconsciously embodied in her answer a stingy blatant truth. The article goes further to explain that the biggest and best part of life lie in supplying yourself the things you need and to be able to earn a living is quite as necessary as getting education. This, in a way, emphasises the need for a curriculum that will embrace earning a living and mental growth and have them move together. It stresses that the best way to learn to be useful is to be useful. To take a young man from life for some four to six years and send him to college in order to educate him for life that he may thereafter be useful is to run a grave risk that you will not get him back into life.

As much as I believe education is so vital to development, I also subscribe to the idea of men earning a living while getting the education because it’s like the reason our colleges are constantly graduating incompetent people is our inability to inculcate doing things with talking and formulating theories about them. In a country like ours that pays so much lip service to education, the situation is even a far cry from what obtains in some other parts of the world.

Our schools and colleges churn out en masse ‘half baked’ or in some cases, ‘unbaked’ graduates year in, year out. These graduates have to compete for the very few available jobs in the market. As a result of the large turnout, employers have to resort to unrealistic standards during recruitment in some cases. Some are eventually recruited by whatever means and a larger percentage then left to roam the streets looking for non-existing jobs. Their obvious flawed education leads to inability to direct their energies into useful channels while feeding their expanding minds in schools thus reducing their chances of taking their destinies into their own hands, for the man who can weld life and education is actually the one that has ‘real education.’

I have always argued that the reason a substantial percentage of the movers and shakers of our world are without college degrees is simply because life, which is greater than college, reviews your theoretical education, quietly ignores it and then tests your requisite ability to apply such knowledge to practical issues. This, I guess, is life’s way of making us to realise that our vicious belief that education is one thing and life is another is null and void. There is nothing wonderful about a college professor except, perhaps, his density in an area of his speciality outside of which he is likely to be very lopsided. This explains why some of these professors are even deemed unfit to hold administrative positions in their respective colleges. Real education entails not just being knowledgeable about specific subjects, but also being able to practically adapt such acquired insights to solving life’s unending puzzles.

The Nigerian situation is such a pathetic case in question. Our education is in shambles. Schools are not conducive to learning. Basic infrastructure, materials and equipment are practically non-existent and when they exist, they are outdated. Our single effort at combining talking, learning and doing things, the Industrial Training Scheme is grossly inadequate and poorly coordinated. Students spend a huge chunk of the period looking for placements into industries that eventually absorb them for maybe three or four months and they end up learning little or nothing at all. Most of these companies, maybe due to the students’ incompetence and/or their trying to cut down on idle time, do not even allow students to handle their equipment long enough to grasp thr operating and maintenance procedures as the case may be. There is, therefore, an urgent need to completely overhaul our system of education. We need to provide infrastructure that will enhance learning, develop curricula that will plug all loopholes in the current ones and then inculcate financial and entrepreneurial/on-the-job training such that our schools will develop men big enough to captain both education and industry. Providing ‘real education’ where schools’ curricula have worked directly in line with education will positively transform our socio-economic national life and consequently place us in an enviable position among the comity of nations.

Ondo State Governor Olusegun Mimiko on Tuesday narrated how and why his former driver used to steal his money to take pay his chidren’s school fees and to meet other domestic obligations.

Mimiko, at the Education Stakeholders Forum organised by the state Ministry of Education, however, did not give the name of driver nor the total amount of money stolen from him.

He said, “I used to have a driver, who used to steal my money sometimes ago. No matter where the money is hidden, he would find out and take it.

“One day, I deliberately put some amount conspicuously in my car and he still took out of it. I called him and told him that he had been stealing my money and he confessed to the act.

“I asked him what informed his action and he said he had three children that he enrolled in a private primary school where he was paying N45,000 as school fees every term apart from other levies and their pocket money.”

The governor said the driver’s actions made him to conceive the idea of a public nursery/primary school for the children of the less privileged, which will be better equipped and funded than the private ones that are charging exorbitant fees.

He explained that the three mega public primary schools, which were about to be completed in Akure, Okitipupa and Ikare, would take off in September.

“The mega primary schools which would accommodate 1,000 pupils of the less privileged each, is not only mega in structure, but also mega in equipment,” Mimiko added.

He noted with concern that many children of the poor were not having access to quality education because successive administrations in the state had neglected the sector.

“Before 1980, the standard and quality of education in the state was very high. Performance of our students at public examinations was excellent and the state was classified as one of the educationally advantaged states by the federal government,” he said.

Akolade Arowolo, the man, who allegedly stabbed his 29-year-old banker wife, Titilayo, to death on June 24, 2011, may have used two knives and a hammer to carry out the dastardly act.

Titilayo’s family lawyer, Mr. Nelson Ekoh, who made the claim, told PUNCH METRO, that the deceased was stabbed more than 20 times in the head and face. Ekeh added that the killing had a ritual undertone as one of Titilayo’s internal organs was found at the scene of the crime.

The lawyer, who is also the spokesman for the family of the late banker, described the murder as a crime carried out by a depraved mind.

He said, “Although we cannot say what transpired between the couple exactly, I suspect that Akolade wanted to use Titilayo for a ritual purpose. At their home at 8, Dr. Akindehinde Street, Isolo, Lagos, an internal organ was found on the floor, her eyes almost gouged out and there are so many stab wounds on her body. There are about 20 stab wounds in her head and face alone while there are several other stab wounds on other parts of her body.

“Akolade used two knives and a hammer to kill Titilayo. One knife broke in her neck, while the other one was left near her corpse. I believe he pinned her down to the floor and stabbed her to death after which he took out some of her internal organs.”

Meanwhile, the murder of the banker has continued to puzzle family, friends and members of the public.

Our correspondent, who visited the Ifako home of the deceased’s family on Saturday, observed that sympathisers came in droves to visit and pay condolence to Titilayo’s family.

The slain banker’s father, Mr. George Oyakhire, who is a senior employee of the Nigerian Customs Service, has left his duty post in Kano upon hearing the murder of his daughter. He, however, declined comment but directed our correspondent to the family’s spokesman.

PUNCH METRO gathered that the family was yet to make funeral arrangements as the autopsy report had not yet been released.

A close relative of Titilayo, who craved anonymity, told PUNCH METRO that Titilayo had a bright future ahead of her but regretted that with her murder, the family would never be the same again.

She said, “Titilayo graduated from Ambrose Alli University, Ekpoma, Edo State, with a good grade in History and International Relations around 2006. She just turned 29 on April 19 and her life was on the track.

“Thankfully, on the day she was murdered, her daughter was here with us and she will remain here with us. We will continue to take care of her.”

When asked if the family was aware of any domestic abuse, the relative said on many occasions, Titilayo had come to report to them that Akolade was abusing her and just a few weeks ago, they helped them to settle a fight.

“Some weeks ago, after he had beaten her, Titilayo came to our house and my father warned her not to go back. But after Akolade’s family came to plead on his behalf, she went back to him, against our father’s advice,” she said.

PUNCH METRO gathered that although Akolade had been arrested by the police, the family was dissatisfied with the manner in which the Aswani Police Station handled the case.

Ekoh, who doubles as the family’s lawyer and spokesman, faulted the preliminary investigation by the police.

He said, “I’m very happy with the manner in which the State Criminal Investigation Department, Homicide Section, Panti, is handling the case. However, the Aswani Police Station did a poor job.

“The murder occurred between 12noon and 1pm. Akolade was said to have been driving against traffic when the traffic officials on duty stopped him. He alighted from his car and attempted to run but was knocked down by a vehicle.

“The officers on duty then radioed the police station when he suddenly got up, flagged down a bike and fled the scene, leaving his car. However this cannot be correct because when I saw the suspect days later, he did not look like someone that had been hit by a car.

“When I visited the police station on Sunday evening, I was prevented from taking pictures of the car but the officers on duty told me that Akolade was still at large. On Monday, I was told that he had been arrested and taken to Panti.

“On Tuesday morning, we went to the crime scene where we took photographs. At the scene, we saw an internal organ on the floor. From there we went to the police station to inspect the car which is a blue Honda Accord 2001 model with registration number, Lagos RK129-KJA

“On inspecting the car, we observed blood smear on the dash board, steering wheel, driver’s arm rest, passenger seat, and a blood-soaked N100 note, as well as a Bible.

“When I asked the IPO, Mr. Cletus, how the car was retrieved and if there was a report on how the car was recovered, he and his colleagues said we should not bother about the investigation since Akolade had been arrested.

“I then told them that their testimonies would be needed in order to strengthen the prosecution’s case, only for them to now change their initial statement that the car was abandoned somewhere and a radio message came in.

“Also, the report of Akolade’s arrest is flawed. Akolade was not arrested at home because the neighbours and even the security guard claimed not to have seen him since the incident occurred. This is another question the police need to answer.”

In a petition addressed to the Commissioner of Police, Lagos State Command, Mr. Yakubu Alkali, titled “Material concealment in the whereabouts of a murder suspect immediately the act was committed,” dated June 28, 2011; the family demanded an immediate seizure of the entry evidencing recovery of the Akolade’s car from the IPO.

They also demanded information surrounding the recovery of the suspect’s car with the aim of ascertaining the role played by the traffic officers who allowed Akolade to escape on a bike after being hit by an oncoming vehicle; and the whereabouts of Akolade between the period of 1pm on Friday, June 24, 2011 till Monday, June 27, 2011 when he was arrested.

Ekoh added that it was imperative that the police provided adequate information as neighbours of the deceased were reluctant to testify in court.

The Independent Corrupt Practices and Other Related Offences Commission has uncovered massive fraud valued at over N16.85bn in federal ministries, departments and agencies following a systemic review in their activities, SUNDAY PUNCH findings have shown.

The commission noted that while it exposed N1.85bn in MDAs, an additional N15bn fraud was allegedly uncovered in the Nigeria Customs and Excise alone.

A copy of the report exclusively obtained by our correspondent on Saturday showed that the MDAs’ evaluation, which harped on capital project verification, was prepared this June by the ICPC.

The examination, meant to encourage probity and adherence to due process, the anti-graft agency added, revealed large-scale financial inconsistencies and questionable deals in the MDAs.

Among MDAs indicted in the six-page report are the Federal Ministry of Transport, Nigeria Ports Authority, Power Holding Company of Nigeria, Federal Ministry of Science and Technology, Petroleum Equalisation Fund, Federal Capital Territory, Federal Medical Centres in Ebute Meta, Lagos, Asaba and Owo; National Human Rights Commission and the Energy Commission.

For instance, the investigation into the affairs of the PHCN showed that many approved projects, which were paid for by the organisation, could not be found for verification.

The report added that money paid for various abandoned projects, as well as duplicated projects could not be accounted for.

PHCN: Funds not accounted for

Part of the ICPC report reads, “The PHCN blames the inability of the Central Bank of Nigeria to speedily guarantee the safety of the funds of the foreign firms involved in the projects as well as the problems of delays in clearance at the ports by the Customs and the Standard Organisation of Nigeria.

“We found the same contract in one location awarded to two different companies, such as the procurement and installation of power transformer at Plot 14, Phase 1 Layout. The contract for the 500KVA transformer was awarded to Jianem Eng. Company Ltd. and Danmarke Trading Company Ltd. at N7,716,127.25 each.

“The committee also discovered an abandoned pilot scheme for geographical information system in Benin, Edo State, where out of an appropriation of N100m for the project, N99,780,388 had been paid. Similar projects are also sited in Ibadan and Lagos and are said to have been completed, but there is no guarantee and therefore requires verification,” the report noted.

Again, the ICPC said its investigation revealed that there had been provision for the procurement of pre-payment and billing programme meters for PHCN transmission offices in Enugu, Ibadan, Kaduna, Kano, Port Harcourt, Lagos, Yola and Benin, valued at N1.5bn; but “reports have it that these pre-meters are not readily available in these areas.”

Contract inflation, duplication

On the Federal Capital Territory too, the report said there was gross inflation of contracts for the Millennium Development Goals projects in the nation’s capital.

It noted that the contract for an eight-bedroom storey building was awarded in different locations in the FCT at different contract prices of N27.3m, N29.4m, N30m, N32m and N47.6m .

The ICPC added that the FCT could not account for the N47,710,960.50 budgeted for the construction of 16 cluster classrooms with drainage and landscaping; and another N7,308,450 for the construction of a fence and gate house.

Curiously, the ICPC said, there was no evidence the money was returned to the treasury.

FCT: Insider ‘trading’

The anti-graft agency noted that the issue of insider trading was still a source of concern in the affairs of the FCT.

The report added, “Two or three companies were discovered to be the beneficiaries of almost all the contracts of the FCT in 2009.

“For example, Aco Furniture Ltd alone was, in 2009, awarded various contracts for the construction of an eight-bedroom storey building; and supply of three sets of teachers’ furniture to Junior Secondary School, Rubochi.

“The company also won four other contracts for the supply of eight sets of classroom chairs and other contracts for the supply of 10 sets of primary school classroom furniture.

“The second contractor, M/S Simag Nig Ltd, was awarded six different contracts for the supply of 40 and 60 leaves exercise books; six sets of classroom furniture; provision of books for FCT secondary schools, construction of central store/exam processing/teachers’ development office and construction of zonal education office at Kwali.”

Transport Ministry: Fund diversion

At the Federal Ministry of Transport, the ICPC said its verification of capital projects revealed “the payment of a whopping sum of N26m to some members of staff of the ministry for monitoring and evaluation of the contract of National Transport Survey and projection, out of a total contract sum of N174.81m.”

The ICPC also said it discovered at the ministry that 46 contractors who had executed various contracts between 2008 and 2009 were yet-to-be paid. The commission, however, said the procurement officer had written and undertaken to pay them in June 2011.

The report noted that it was strange that the ministry had not yet paid, even when provision for it was made in the 2008/2009 budget.

“It is possible that the money had been diverted since some of the contracts were from overhead,” the report stated.

NPA: Payment for unapproved projects

At the Nigerian Ports Authority, the ICPC discovered the payment of mobilisation fees for projects that were yet-to-be approved because of variation.

They are payment of 15 per cent mobilisation or N12,014,100 for the supply of four Mercedes Benz fire water tankers, out of the contract sum of N80,094,000.

The report noted that the request for variation was still awaiting approval.

The same goes for the supply of two Mercedes Benz fire-fighting trucks at N189m. Mobilisation of N28.3m had been paid.

“We note the payment of 15 per cent mobilisation fee of N3,540,000 for the supply of 200 chemical protection suits, out of the total contract sum of N25.5m for the supply of the equipment that was yet to be ascertained.”

PEF: Excess expenditure

The ICPC said it was highly suspicious of insider trading at the Petroleum Equalisation Fund, where only two companies, Oma Hosting Ltd and JMG Ltd were the only two beneficiaries of all the contract awards in 2009 for the supply of all generators to depots nationwide.

“Clarification is yet to be established as to the source of N25m excess expenditure, where N30m was budgeted to the National Emergency Management Agency for the supply of RIV, but N55m was actually expended,” the ICPC said.

ICPC spokesman, Mr. Folu Olamiti, said the review of the agencies was a system of checks and balances to ensure that the appropriate measures were taken in government transactions.

He said the objective of review was to ensure probity through control and check on abuse of the process and excesses in government agencies.

Olamiti said the aim of the system review was to check corruption, by putting the ministries and agencies on their toes.

Meanwhile, some of the indicted agencies have declined comments on the investigation, while those who spoke said they were not aware that the ICPC had carried out an investigation into their activities.

For example, spokespersons of the Energy Commission and the Ministry of Transport said they were not aware of any investigation or review by the ICPC or the release of any report on the investigation.

Also, the PHCN Public Relations Officer, Mrs. Efurun Igbo, said she was not aware that the ICPC had carried out any investigation.

She said, “The fact that they have not arrested anybody shows that there is nothing wrong here. If it’s the ICPC that I know and we read about in the papers, if they suspect something, they will investigate.”

Chief Press Secretary to the FCT, Mohammed Sule, who requested details of the report in order to comment, also refused to respond to further enquiries after he was provided with specific details.

In a related development, the review came a week after operatives of the commission had grilled five officials of the Nigeria Customs and Excise for the theft of 10 containers from the Lagos ports.

The containers had equipment for power projects valued at N15bn.

The containers, which had been lying at the ports for many months, were diverted to the Ikorodu terminal and finally evacuated with the aid of forged documents.

It was learnt that the five Customs officers, led by an assistant comptroller (names withheld), moved the containers, which they thought had been abandoned, out of the Ikorodu terminal with forged papers.

SUNDAY PUNCH learnt the fraud was exposed when an internal investigative panel was set up by the Customs to investigate the disappearance of the containers from the ports.

Our correspondent further gathered that the Presidency had directed that the case be transferred to the ICPC for investigation.

Olamiti also confirmed that five Customs officers had been grilled by the anti-graft agency over the matter.

There was definitely no way Dapo Olumuyiwa could turn down the offer to travel to Abuja. The company he worked promised to elevate him to the executive level after he must have finished the seven-month Industrial Relations course in the Federal Capital Territory.

“Man must survive,” is a popular saying and makes much sense. He thought about his beloved wife, Caroline; and his lovely kid and knew he would surely miss them. It was a touching and painful emotion that eventful day Dapo parted with his family and flew to Abuja. The couple had been married for about five years and were together, come rain or shine. There was no reason for separation at all.

Then the count down began. One week gone, two weeks and gradually, one month rolled by. They kept in touch through phone calls on regular basis. Surprisingly, the weakness of the flesh sets in and Caroline was feeling really Hot. Exactly three months later, Caroline met an old school mate of hers, Banji, who was a widower. And one thing led to another; before one could say ‘Carol’ she was pregnant for Banji.

Caroline decided to abort the pregnancy quickly. She reasoned that she must terminate the pregnancy in a hospital far from their neighbourhood, just to be on the safe side.

She finally located Springs Hospital and made up her mind to do the abortion there. Unfortunately, it happened that the doctor she met at Springs Hospital was the best man during her wedding ceremony many years back and a friend to her husband. Confused, forlorn, worried and deeply agitated, she confessed to the doctor and begged him in tears not to tell her husband the sordid secret. She went on her knees, with painful tears streaming down her face and pleaded that the devil actually took her for a ride, hence she found herself in this mess. She swore that she’d commit suicide if her husband should get to know. Doctor Donald promised not to divulge the secret but told her he wouldn’t do the abortion. Caroline had to do the abortion elsewhere at a great risk to her life. Till this day, the memory of her betrayal haunted her like a fearful ghost, as she couldn’t conceive again since her womb had been destroyed.

There was a friend of mine that ask for an advice

he said her wife do steal his money.

but he dont know r to confront the wife.

On several Occasion he noticed that whenever he kept 6k in is purse, he later discover it turn to 4k. and he live with the wife alone. no kid or any visitor that live with them.

The problem is r to confront the wife and ask her that did u steal my money.to avoid embarrasement

The Ijebu Ode Customary Court Grade II has dissolved 79 marriages in the last two years.

The court’s President, Mrs. C.A Odeneyi, explained this to the News Agency of Nigeria in Ijebu Ode on Tuesday.

Odeniyi noted with concern the increasing rate of divorce in the ancient town saying that over 134 divorce cases were filed during the period under review.

The court president said the situation had become worrisome as more couples were still seeking divorce in the court.

Odeniyi said the rate at which couples sought divorce showed that they no longer had respect for marriage as an institution.

She identified immaturity and lack of love as some of the factors responsible for the breakdown of many marriages, saying that most couples rush into marriage without knowing what it entails.

Odeniyi added that most of the couples who came to court for divorce did not have their parents’ consent before going into such marriages.

“When a marriage is dissolved, children from such a union will not have access to proper parental care because their upbringing will be left for one of the parties and which is not good.”
