Like I did a project for city in Canada years and years ago. Before the mayor signs a cheque so many things have to take place via technology systems aka using database, so many people need to approve on various levels via technology aka using databases...and everything is auditable just by a simply query...and the logs cannot be deleted so anytime you can audit and see if things are out of place or not by an auditor that comes in unannounced every year.

now fast forward to my trip to government house in my state here in Nigeria... I sit down for chair there and see where governor they give order to his ADC to give Mr. A $5000 and ADC go go inside room come back with that money and give the person... Mind you there are so many people dem they do this to everyday...because it's all cash and cannot be tracked...with a simple policy of every spend must be a cheque or wire transfer (a database involved...no cash and it will be hard for people to steal...and even though they steal they can't hide once it's audited)

Now back to police matter ... What do you think police will do if you go to them with facts say governor or civil servant a or c stole millions of naira and you give them facts to support your accusation even video proof of the governor stealing the money?

Where are they standing up database in igp office or datacenter or cloud?...who maintains database?...what information is going to be in database? Who gets access to database to use? Who disconnects access to database?.....whats the cyber security plan and cost to keep database safe year in year out?
.. is excel document a database?....what is the training plan to use database?...will there be budget from the Nigerian police force for the rest of its entirety to maintain database?... What are the plans and cost of gadgets to use database including maintenance and upgrades?...What are the privacy plan for database? How would a policeman on the road access database when not sitting in front of a computer? Etc etc etc and remember you need nepa to run database and disaster recovery plans and high availability...basically a database that is not 99.9% available is not reliable

Lastly you can't build a database system without a plan and design... Show me plan and design interaction model of the personas that will use database then we can then maybe start talking.....in other words before even Nigerian police make this announcement they should have done the preliminary ground work to capture and document what I mentioned above first before anything.
