Antoeni: The family of a Bureau De Change operator, Modibo Usman, has been thrown into mourning after he died from shock following an encounter with two officers of the Lagos State Traffic Management Authority in the Surulere area of Lagos State.
PUNCH Metro gathered that Modibo, who was hypertensive, was being conveyed by his son, Mustapha, to the Foremost Radiology Consultant Hospital on Ogunlana Drive, Surulere, to obtain a test result for his daughter, Ummu, when he had the encounter with the officers.
Mustapha, while speaking to our correspondent on Sunday, said his father also had an appointment with his doctor at the Living Heart Hospital in the Lekki area of the state on the same day.
He said when the two officers stopped him for allegedly disobeying traffic light, his father pleaded that he was on his way for a medical emergency but the officers ignored him.
Mustapha said, “My father and I kept pleading with them but the officers refused. My father was even crying and telling them that he had a medical emergency but they said that is what people usually say.
“The two officers ordered us to go to the back seat and they sat at the front and started driving us to the Foremost Radiology Consultant Hospital. My father continued crying that he was in an emergency; they then demanded N50,000 to release us.
“But when we got to the hospital, we quickly rushed to get the test result to show them so we could continue our journey to see his doctor at Lekki but the officers and the vehicle were nowhere to be found when we returned.
“Instantly, my dad suffered a shock and collapsed. I quickly alerted the nurses where we picked my sister’s result and they rushed to attend to him and confirmed him dead.
“When I rushed to the LASTMA office to inform the officers that what they did had caused my father’s death, they started saying I could take the vehicle but I left it there and called our relative, Mrs Yosi Yaduma, to inform her about what happened.”
Yaduma said she reported the case at the Area C Command in Surulere, adding that the two officers were arrested and the case transferred to the State Criminal Investigation Department, Yaba.
Lamenting that the bereaved family had been clamouring for justice, Yaduma said Modibo, who was the breadwinner of his family, was survived by two wives and 11 children.
She said, “The incident happened on Friday. Alhaji Modibo was a Bureau De Change operator who was hypertensive. He told the officers that he was going to a hospital, even if he had broken the rule, in cases of emergency, rules can be broken.
“He even pleaded with them that he wanted to get the results of his daughter suffering from Down Syndrome, and from there, he would be going to the Living Heart Hospital in Lekki to see his doctor but the officers demanded a bribe of N50,000.
“We are in possession of a video of the violation and where Baba agreed that the officers should drop them at the Foremost Diagnostics. After dropping Baba and his son, the officers told him to instruct his son to follow them so he could know where the vehicle was, but Baba said his son did not know anywhere in Lagos.
“He said they would come later. But while they were at the Foremost Diagnostics, maybe Baba had a crisis and he passed on. Thereafter, the case was reported at Area C, from where it was transferred to the SCID, Yaba.”
LASTMA has been in the eye of the storm over alleged extortion of motorists through traffic lights.
A recent investigation by PUNCH Metro showed some men of the agency worked in connivance with the police.
The agency had promised to probe officers deployed in the Berger-Isheri area, who were implicated in the investigation by our correspondent.
Three weeks after, the outcome of the probe had yet to be revealed.

In this interview with LEKE BAIYEWU, the National Chairman of the South-West Agenda for Asiwaju 2023, Senator Adedayo Adeyeye, says the attack by the Peoples Democratic Party on the All Progressives Congress over its Muslim-Muslim ticket is to divert the attention of Nigerians from the PDP’s breach of its power rotation policy The All Progressives Congress has announced Asiwaju Bola Tinubu and Kashim Shettima as presidential and vice-presidential candidates for the 2023 general elections, while the Peoples Democratic Party has chosen Atiku Abubakar and Ifeanyi Okowa. Are you concerned that the PDP’s strategy of selecting a northerner will undermine the APC’s chances?
On the issue of zoning in Nigerian politics, it has become an unwritten agreement among Nigeria’s political leaders; that power should rotate between the North and the South. The reason for this is very simple — we are in a multi-ethnic and multi-religious society with over 250 ethnic groups, and the administrative division of the country since the amalgamation of 1914 has been between the North and the South.
Therefore, there is this sense that power should be rotated between these two major divides in the country. This was what informed—I believe—the decision of the military leaders in 1999 to compel the political parties (Peoples Democratic Party and Alliance for Democracy) to pick their two candidates from the South, especially from the South-West.
During that time, the contest was between Chief Olu Falae and Chief Olusegun Obasanjo, the eventual winner of the election.
In 2007, President Obasanjo made sure that despite the fact that we had very strong candidates from the South; the ticket of the PDP was given to the late President Umaru Yar’Adua.
However, for Yar’Adua’s untimely death, he would have at least been in office for eight years (two terms) before power would rotate back to the South.
By that accident of history—his death—the reign of power was taken over by President Goodluck Jonathan (the then Vice-President). By the time President Jonathan wanted to go for a second term (in 2015), there was a feeling in this country that power had resided for too long in the South, and this feeling was even from all sections of the country to the extent that President Jonathan lost that election.
This is what I was expecting the two (biggest) political parties (APC and PDP) to do. I believe that is what prompted President Muhammadu Buhari to insist that power be transferred to the South (in 2023), and I believe that is also what prompted APC governors, particularly those from the North, to decide at the last minute that power be transferred to the South.
Some of those who had the ambition of contesting withdrew because they thought it was better to maintain the political balance of the country; that the presidency should now come from the South, with power having resided for eight years in the North.
I think that was highly patriotic. That was a great demonstration of nationalism and patriotism by the APC governors and President Muhammadu Buhari. Their insistence that power should go to the South should be commended by everybody because they wanted to maintain the unity, peace, and progress of the country.
Do you think the PDP would have an easy ride winning should the party field a southern candidate?
We expected that the PDP should have done the same thing. Before the PDP held their convention, giving the general belief among politicians that power was coming to the South, the PDP zoned its chairmanship to the North in anticipation of the fact that the president would emerge from the South.
The PDP National Chairman, Senator Iyorchia Ayu is from the North, and deliberately its party chairmanship was zoned to the North because there was a general anticipation that the president would come from the South.
Otherwise, you cannot or it is not usual in this country to have a president and the chairman of the (ruling) political party come from the same region. It has never happened since 1999.
The PDP is the first to do it now, and it is a complete violation of the gentleman’s agreement that Nigerians have that we must maintain balance in the polity.
In the PDP’s constitution, I know too well that it is there that power will rotate between the North and the South. It is embedded in the PDP’s constitution, so they went against their own constitution, against the expectation of their members and against the feeling of the vast majority of Nigerians that power should go to the South.
They went ahead and zoned the presidency again to the North, concentrating power completely now in the North: the presidential candidate from the North, the chairman of the party from the North.
I think that is the issue that will decide the next election. I think this is what is paramount, not the issue of religion; Muslim-Muslim or Christian-Christian (ticket). That is not the issue.
The PDP’s failure to shift the presidency to the South or the APC’s mono-religious ticket, which is the decisive issue Nigerians will ponder on?
The issue is that there are people in this country who feel that after eight years of power in a particular region of the country, power should go to another region. Some people do not believe that. They think that a particular region of the country should have the monopoly of power irrespective of the feelings of the vast majority of Nigerians.
I think they are wrong because history teaches us that periodically, history repeats itself. That is a teaching of history; it repeats itself. And I believe history is going to repeat itself in 2023 because that would be exactly 30 years after the 1993 election that produced MKO Abiola.
Like I have said before, MKO Abiola, one of the factors that contributed to his victory was the fact that he was from the South and people were not even ready to look at the religion of the ticket—the fact that it was a Muslim-Muslim ticket.
The paramount issue for most Nigerians was that it was about time that power should rotate to the South, and the sense of fairness that is shared by all Nigerians was what propelled Abiola to victory.
I believe history will repeat itself. Go and mark it down.
In 2023, even in Adamawa State, if (PDP’s presidential candidate) former Vice-President Atiku Abubakar is not careful, he will lose his ward because Nigeria is at a crossroad and expects a statesman like Atiku to put the national interest above his personal ambition and allow his party to pick its candidate from the South, so that we will have a scenario like in 1999 where the two candidates came from the South. That would have been better for the country.
What is the choice of a northern candidate for electoral reasons?
Tensions would have been reduced and it would have engendered the peace and unity of the country even better, but I think he is putting personal ambition above the national interest
The APC has done the right thing by picking its candidate from the South while the PDP has done the wrong thing, and Nigerians will show them at the polls, why they are not the party that can be entrusted with power.
My belief is that the party that will win the next election is the party that Nigerians can trust to keep faith with its promises; the party that Nigerians can expect to promote the unity and peace of the country. That will be the deciding factor in the next election; not a party that makes a promise and then breaks it; not a party that dashes the hopes and expectations of its own members who believe the next president will come from the South.
So, I want Nigerians to know that this is the issue before us, not any other. The issue is that the PDP has been making efforts in the last few days to distract Nigerians with the so-called religious ticket from its violation of its promise to Nigerians to pick its candidate from the South.
As far as we are concerned, the religious issue is merely a distraction. It is a complete distraction. The leader Of INRI Evangelical Spiritual Church, Primate Elijah Ayodele has warned men of God against supporting the All Progressives Congress, APC, Muslim-Muslim ticket ahead of the presidential election in 2023. Presidential Candidate of the ruling All Progressives Congress APC, Asiwaju Bola Ahmed Tinubu has taken his counterpart in the opposition Peoples Democratic Party PDP and former vice president, Atiku Abubakar to the cleaners, saying the opposition candidate is a desperate liar who should never be entrusted with the presidency. Tinubu was reacting to an Arise Television interview aired on Friday in which Mr Abubakar addressed a lot of issues including a claim that he fell out with Tinubu in 2007 because he (Atiku) was opposed to a Muslim-Muslim presidential ticket. In response to a question on his thoughts on the Muslim-Muslim Presidential ticket of the APC, Atiku said: “My fundamental disagreement with Asiwaju since 2007 was on the issue of Muslim-Muslim ticket. That was my fundamental disagreement and departure from Asiwaju. “Together with Asiwaju, we formed ACN and I was given a ticket in Lagos and he insisted to be my running mate and I said no, I am not going to have a Muslim-Muslim ticket and because of that he switched his support to the late Umaru Yar`Adua and that was the departing point and of course, it is also a fact that when Buhari emerged in Lagos in 2015 that I also opposed a Muslim-Muslim ticket. “I opposed it and my opposition actually reinforced the decision of President Buhari to pick a Christian running mate. So, I have all along opposed that. I don’t believe in that. I don’t believe it is right for a country like Nigeria that is multi-ethnic, multi religious that there should be balancing of interests, whether religious or otherwise.” Asked whether the choice of Senator Kashim Shettima as Tinubu’s running mate would not damage his (Atiku’s) chances in the Northeast, the PDP candidate said, “Certainly, prospects are much higher. If you know the composition of the Northeast, you have Borno and Yobe; these are essentially two Kanuri states, then you have the other states which are essentially Hausa-Fulani. So, even if people are going to vote on that basis, I think I have a more favourable (support) from the Northeast.” However, speaking through his campaign organization on Saturday in a statement, Tinubu faulted most of the claims made by the former vice president, noting that the APC was extremely shocked by the many lies and ignorance displayed by the PDP presidential candidate. “In the interview, Alhaji Atiku exposed himself as a man who is not prepared for the job he is applying for and a man who can not be entrusted with our commonwealth. He was flippant in his response to important questions about his record of service and how he made money while serving in Customs. He muddled up facts and exhibited befudling absence of mind”, Tinubu said through the Director, Media and Communication of his campaign organization, Mr Bayo Onanuga. Stating that the PDP candidate bungled the interview, Tinubu also described him as a lawbreaker. He said; “PDP candidate is a law breaker: It was most shocking Atiku admitted that he cheated the system for decades and engaged in gross misconduct as a government worker. As a customs officer at the Idi-Iroko border, Atiku revealed that he ran a commercial taxi service, claiming ‘there is no law stopping public officers from doing business in Nigeria”. He punched harder, claiming there is no conflict of interest in doing so. “We found this to be untrue. Every officer in the civil service is expected to comply with a code of conduct and service rules which bar civil and public servants from engaging in private business while in government employment to the detriment of the service he/she is employed to render to the public. The 1999 constitution further codifies this in Part I, Fifth Schedule, Section of 2 (b). “It says a public officer shall not, except where he is not employed on full-time basis engage or participate in the management or running of any private business, profession or trade. The rules however allow a public officer to engage in farming. “We wonder which rule or which law Atiku was relying upon for his gross misconduct as a public officer. It is our considered view that Atiku gamed the system all through his career in public service, culminating in his founding of the Intel Logistics along with Late Shehu Yar’Adua and some Italians, even while he was still in the employment of the Nigeria Customs Service”. He said Atiku also has a poor knowledge of key sectors of the economy, adding; “We also found it surprising that the PDP presidential candidate does not know the contribution of oil and gas industry to Nigeria’s GDP. He claimed the sector represents 20% of our national GDP whereas it is below 10 percent and it is still falling owing to the growth of non-oil sector under the current All Progressives Congress led administration of President Muhammadu Buhari. “False Data from Egypt: Atiku Abubakar wanted to impress his audience with his supposed knowledge of international affairs. He ended up embarrassing himself with false data he cited from Egypt. We found his claim that Egypt has 2 million police officers on the streets to be untrue. Various sources put the number at about 500,000 for a population of 104 million and not 80 million as falsely claimed by Atiku”. On the issue of Rotational Presidency, Tinubu said Atiku should be more focused on the issue and not a Muslim-Muslim ticket. “Asked to justify why the PDP jettisoned Section 3c of its own constitution which enshrines power rotation between the North and South, Atiku tried to fudge his answer by focusing on Governor Nyesom Wike and his effort to reconcile with him after he, a northerner snatched the presidential ticket that ought to have been taken by a southerner. While Atiku was playing to the gallery on APC’s Muslim-Muslim presidential ticket, he didn’t see seeking to be President after 8years of a President from his part of Nigeria as politics of exclusion. “Probed further, Atiku provided several contradictory answers. In one breath, he said power rotation is not in the constitution. In another breath, he said the PDP has never ‘micro zoned any position’. Then he admitted that the party has always rotated power between the North and the South. Atiku’s justification as to why he became PDP’s presidential candidate, instead of a southerner is a perfect example in ellipsis: ‘In politics’, he said, ‘we negotiate power through negotiations(sic)’. Terrorists have abducted fifty people from Kuchi, in the Munya Local Government Area of Niger State.
According to the Co-convener of Concerned Shiroro Youths Of Niger State, Sani Kokki, who made this known in a statement made available to our correspondent, the abduction was said to have occurred while it rained at 2am on Friday.
“Confirmed reports emanating indicate that terrorists in their large numbers invaded the town in the midnight which resulted in mass abduction of people,” Kokki said.
He said the terrorists went from house to house picking their victims while it rained.
“They stormed the town around 2am while it was raining, instantly launched house to house operation and assembled their victims for onward movement to their enclave” the statement read.
He further stated that there were no deaths recorded, giving the number of those abducted as 50.
“Though at the moment, there is no report of any casualty, the estimated number of people kidnapped is put at about 50” Kokki said.
Kokki also stated that the terrorists and their victims had been trapped by an overflowing river as a result of the heavy downpour.
“However, the rampaging terrorists alongside their captives are reported to have been trapped without access to proceed with their journey as a result of a nearby Dangunu River that has overflown its banks rising from heavy downpour.”
When contacted, the state Commissioner for Internal Security and Humanitarian Affairs, Emmanuel Umar, confirmed the abduction, adding that security operatives have responded.
“Security operatives have responded since around 5am and we are waiting for the report,” he said.
When asked the number of persons abducted, Umar stated that the number couldn’t be ascertained as many of the residents escaped to safety.

adenigga: Muslim Rights Concern (MURIC) said clerics that attended the unveiling of Bola Tinubu’s running mate, Kashim Shettima are not fake.
MURIC Director, Professor Ishaq Akintola issued a statement on Friday in reaction to the dissociation by the Christian Association of Nigeria (CAN).
Akintola said despite the brouhaha over the Muslim-Muslim ticket, “many bishops and pastors” attended the event.
MURIC accused the Christian leadership of shying away from reality and living in self-denial.
“Going by the findings, it is now very clear that leaders of CAN have distanced themselves from reality,” it said.
“How low can a religious body descend? What does CAN stand to gain by deceiving its followers?
MURIC also listed some of those it maintained are genuine clergymen that graced the APC event.
Akintola said Bishop Kamoru is “a real cleric from Peace Chapel, Mararaba”, in Nasarawa State.
“A picture has emerged where he was seen conducting a wedding in the church. Some members have come up to say that they knew him personally.
“Reverend Father Hyacinth Alia, of Gboko Catholic Diocese, Benue State, is also the APC Governorship candidate.
“Pastor Prince Ugokwe, also confirmed that he is a real pastor and not fake”, the Islamic group added.
MURIC noted that CAN “is not to be trusted” for CAN disowning “but knowledgeable bishops and pastors”.
“This shows that a caucus within the leadership of CAN has unleashed tyranny of the oligarchy on Christendom in Nigeria”, the statement added.
Ugo Ugokwe, an APC member and one of the clerics, responded to critics in a Facebook post on Wednesday.
