POSITION : Senior Maternal Health Advisor

Job Description


The Senior Maternal Health (MH) Technical Advisor will be responsible for providing leadership in capacity building and in the technical area of maternal health for the USAID funded MCSP award in Nigeria.
This five-year award. supports the United States Agency for International Development (USAID) Nigeria’s Strategic Objective 13, which calls for improved quality-of social sector services; a strengthened enabling environment; and expanded demand for and increased access to services, commodities, and materials to be implemented in two targeted states: Ebonyi and Kogi.

Responsibilities

Provide overall technical vision and guidance in the area of maternal health care
As a member of the project’s Core Team, provide leadership in MH for the design of annual work plans, monitoring of program activities and ongoing assessment of technical assistance needs
Manage/support subcontractors, subnational institutions, networks, relevant NGOs and professional associations, collaborating organizations, and federal and state governments in Nigeria
Advise on national and global “best practice” examples and their potential replicability, as well as opportunities for knowledge exchange among country-based institutions and/or individuals.
Assess technical capacity of pre-service institutions and practicum sites as appropriate and provide technical support for strengthening the institutions.
Collaborate with the State Ministries, Departments and Agencies as well as sub”grantee professional associations to ensure joint planning and coordination where appropriate
Perform technical reviews of subcontractor scopes of work.
Work with sub-grantee professional associations to implement maternal and perinatal death review and surveillance (MPDSR) in the project states]
Collaborate with other project staff to implement operations research projects related to the project
Support the State Maternal Health officers to implement all project activities in a timely manner, including the biannual MNCH weeks,
Work with the NPHCDA and SPHCDAt0 implement the SOGON led Volunteer Obstetric Scheme (VOS) to provide mentorship to medical officers and nurse/midwives in project supported health facilities

Duties and Responsibilities
Under the administrative supervision of the Resident Representative in the DRC, and the technical supervision of the Division Manager of the Energy Sector covering Central Africa (ONEC.1) at Headquarters, the energy expert will carry out the following duties:

Conduct analytical work on the energy sector situation to determine the country’s priorities and advise Management on measures enabling sustainable quality results for projects/programmes financed by the Bank;
Collect, analyse and submit to the Resident Representative and to Headquarters, all the relevant data and documents on the energy sector;
Contribute to the preparation of Country Strategy Papers (in keeping with national policies and the Bank’s strategy for the energy sector), paying particular attention to the development of the sector;

Review bid analysis reports, and evaluate bidders’ technical and financial proposals for the projects/programmes contracts to be implemented in the energy sector;
Represent the Bank at conferences, seminars and national workshops, participate in events and meetings on the energy sector, and provide regular reports to the Resident Representative and the Sector Division Manager;
Contribute to the strengthening of coordination and dialogue with other donors on activities related to energy projects and programmes, and participate in sector thematic groups;

Possess a minimum of 15 years post professional qualification experience, acquired either in the public or private Sector, at least 10 years of which must be in auditing;
Have held a position of not less than that of a Director in the Public Sector or its equivalent in the Private Sector in an Auditing environment for a period not less than three years; and
Must be a Nigerian citizen not above 50 years of age if coming from the Private Sector or have a minimum of two years to retirement if serving in the Public Sectors

Salary and Conditions of Service

The Remuneration and other Conditions of Service are as applicable to the post of the Auditor-General for the Federation and as may be determined from time to time by the Federal Government of Nigeria.
In accordance with the provisions of the Civil Service Rules and Regulations, the successful candidate shall hold Office up to the compulsory retirement age of 60 years, subject to good conduct.
