The Cash Collections Organization resumes ownership of the company’s trade receivables. About Evidence Action and the Nigeria Program Consultant position


Evidence Action’s mission is to fill the gap between what is effective in global health and development and what is implemented at scale. One of our flagship programs is the Deworm the World Initiative, which envisions a world where all at-risk children have improved health, increased access to education and better livelihoods potential as a result of being free of intestinal worms. Worm infections interfere with nutrient uptake; can lead to anemia, malnourishment and impaired mental and physical development; and pose a serious threat to children’s health, education, and productivity later in life. Infected children are often too sick or tired to concentrate at school, or to attend at all. Parasitic worms exact an enormous toll on human capital, hindering schooling and economic development in parts of the world that can least afford it. The Deworm the World Initiative provides technical assistance to governments around the world to develop and implement large-scale school-based deworming programs.

In 2016, Evidence Action will begin supporting the government of Cross River State, Nigeria to launch a school-based deworming program for STH and schistosomiasis as a part of the state’s integrated NTD control program. Concurrently, a partnering INGO with in-country presence will support complementary community-based activities for NTD control (LF, STH, schistosomiasis, and onchocerciasis) as an implementing partner of USAID’s ENVISION program. Evidence Action and the INGO partner will work closely to coordinate efforts, leverage comparative advantages, and achieve maximum impact.
Evidence Action seeks an in-country program consultant to provide focused support to Cross River state in planning, launching, and sustaining Cross River state’s new school-based deworming program. Objectives and key activities of the consultancy are described below.


Objective

The Nigeria Program Consultant will drive high-quality technical support for school-based mass drug administration (MDA) for STH and schistosomiasis in Cross River state.
The consultant will provide technical expertise and manage day-to-day collaboration with the INGO partner and Cross River state government entities in Calabar, as well as government entities at the Federal or LGA level as necessary.
Knowledge, Skills, and Attributes

Bachelor’s degree with 5+ years’ experience in global health and project management. Advanced degree preferred.
Ability to work with minimal supervision and to productively interface with remote team members
Knowledge of NTDs preferred

Northern Nigeria has high-youth unemployment, insecurity and limited economic opportunities. This reality can lead to extremism and instability. Marginalised groups, such as adolescent women and the Almajirai are particularly hard-hit.
MAFITA aims to lead 68,000 marginalised young people – with a particular emphasis on adolescent girls and Almajirai – to gainful employment. By 2021, the program will create a net total of 43,300 full-time equivalent jobs and assisting 23,500 micro and small enterprises (MSEs). The project will tackle the supply and demand side of the labour market, focussing on the delivery of skills essential for employment, as well as the absorptive capacity of the labour market.
MAFITA will partner with public and private stakeholders to improve access to relevant and quality training, mentorship, work experience, business development, and financial services for marginalised youths and women. The programme will also support local market systems to enable the absorption of MAFITA’s target beneficiaries into sustainable income-generating activities.
Position Overview

The MSE (Micro & Small Enterprise) Support Manager will have overall responsibility for the MSE component of the programme, which aims at supporting transformative MSEs to create growth and employment opportunities for Mafita- supported youth.
The MSE Support Manager will be responsible for facilitating the establishment of Micro and Small Enterprise (MSE) Support Centres that will form an integral part of the COSDEC and Apprenticeship interventions.
The component includes the formulation and implementation of state policies and strategies for MSE support and job creation, and provision of relevant, quality business development services and access to finance to Mafita’s beneficiaries.

Key Areas of Responsibility

Support state governments in formulation of MSE support and job creation policies and strategies
Establish an effective broker system at selected trade associations for provision of BDS and financial services to members and new start-ups
Support the establishment of BDS and financial services at COSDEC support centres
Coordinate the development and implementation of a sustainable job creation strategy for Mafita
Develop and implement effective business development services for MSEs and new start-up entrepreneurs
Develop and implement effective and affordable financial services for MSEs and new entrepreneurs
Duration and Location

This is a full time position, commencing on the 4th January 2016 with anticipated 440 days of input until 4th January 2018. The consultant will be based in the Kano project office with some travel to the focal states; Kaduna and Katsina, with Jigawa in the long-run.
