The question is why would he be given tax breaks/concessions? Simply because the bulk of that money flows right back into three critical places:

1. The consumer economy - remunerations to labor (Dangote's employees) and entrepreneurship (Dangote himself) will result in consumer spending that keeps money in circulation;
2. The banking system - Savings provide money for the banks to lend to small businesses
3. Investment economy - If you and i are given extra money through tax breaks, the likelihood is that we would spend it in the consumer market, whereas the FG knows that if Dangote is given more money through tax breaks, he is most likely going to reinvest it, either expanding his current capacity, or investing in new ventures, with the attendant economic benefits of doing so.

That said, governments don't typically dabble into the mall business. And Shoprite is not exactly cornering the market, they have the most capital to expand, and most times they're only tenants or have minority control of the malls they are in.

Nigeria is trying to protect nascent companies like Dangote. Every country does it. America does it with Apple et al. South Korea with the Chaebol. Japan with Sony, Toshiba et al... The issue is doing it at the detriment of your own citizens.

In the retail space, how many companies in Nigeria can expand like Shoprite did? How many times can you say you patronize convenience stores in petrol stations? They've always been there along with a few mini-malls scattered around. Sure they used to have (and most still) do have high prices, but with the low foot traffic, they've got to break even somehow. They've been there, they weren't patronized, now that Shoprite has managed to make the sector a booming sector, Shoprite is evil.

Dangote wouldn't touch retail with a ten-foot pole. The margins compared to what he gets from cement is minute. And lots of retailers and mini-retailers have popped up on the scene since Shoprite took the risk. There are at least four retailers/mini-retailers (note not your average "provision" store) within walking distance from my place. I admit, I live in a high-income neighborhood, but still.

Having foreign companies is not the issue, the issue is not creating an enabling environment for indigenous companies. And that in the event that they do, they over-stretch and indulge in blatant, detrimental favoritism.
