The Rivers State Governor, Nyesom Wike on Monday preeent d the 2019 budget proposal of the state to the State House of Assembly.

The budget which sums up to NN480billion is christened “Budget of Sustainable Growth and Development.”

The governor used the opportunity to X-ray the achievements of his administration based on the 2018 budget and that of his government generally from inception.

The budget proposal speech obtained by Suanu's Blog is presented below:


Mr. Speaker, Honourable Members, distinguished guests, ladies and gentlemen.

2. I thank God for the opportunity, once again, to present this budget address as the Governor of our State. I am most grateful to the people of Rivers State for the honour and privilege of piloting the affairs of the State for the last three and half years.

3. Mr. Speaker, this is the last budget statement of our administration before the end of our first term in office. Permit me therefore to take a few moments to reflect on our performance.

4. Never for a moment did we betray this trust; neither did we take the interest of our people for granted. We’ve remained faithful, truthful and just to their aspirations and even those who never gave us a chance when we started now admit that we’ve done well and believe strongly that things can only get better for our State under our watch.

5. When we came in three and half years ago, we met a State that was literarily on its knees: physically battered, economically raped and psychologically traumatized.

6. But we came in with a clear vision and mission: a vision to repair and renew the promise of our State; a mission to pull our people from the cesspool of despair and restore our hopes for brighter future.

7. Three and half years after, we have substantially achieved our commitments on all directions of human advancement.

8. Under our watch, Rivers State has emerged from the brink of economic disaster to an era of fiscal sustainability.

9. Today, our Gross Domestic product has increased and our economy is growing at a rate above the national average and attracting new investments even when the national economy continues to be weak, wobbly and troubling.

10. Under our guardianship, we have invested at record levels to provide critical social and economic infrastructure across the State; especially roads, schools, and health facilities.

11. In the process, we created hundreds of thousands of jobs across the construction value chain.

12. We supported small businesses with interest free loans, tax moratoriums and other tangible investment incentives. Today, Rivers State has become economically competitive and businesses, including new start-ups, are responding positively to the improved investment conditions in the State.

13. We prioritized the construction and expansion of road infrastructure and today, we have successfully delivered over 1600 kilometers of roads across the State.

14. Three and half years ago, we could hardly find any tarred street without deep cracks and potholes across the State. Today, that has become a thing of the past.

15. There is no Local Government Area we have not reached; no State or Federal Constituency we have not touched; and no Senatorial District we have not positively affected with our development policies, programmes and projects.

16. In the areas of urban renewal and rural development, we have constructed and reconstructed several roads in Port Harcourt city, Obio/Akpor Local Government Area, Omoku, Elele, Isiokpo, Okochiri, Ogbunabali, and Amadi Ama communities.

17. The numerous roads and other social amenities, including water, electricity, jetties, land reclamation we have provided are boosting socio-economic activities and improving the wellbeing of our people in several of our rustic and hitherto neglected communities across the State.

18. It is a thing of joy and profound sense of fulfillment that for the first time in history the people of Opobo can now access other parts of the State on a tarred road as a result of our efforts to fulfill our promise.

19. As critical components of human capital development education and healthcare delivery also received appreciable attention in the last three and half years of our administration.

20. We have comprehensively rehabilitated, furnished and equipped over 180 basic education schools through the State’s Universal Basic Education Board.

21. Also, several secondary schools have been rebuilt and expanded while a lot more are presently undergoing total reconstruction and rehabilitation.

22. In 2018 we trained over 1000 teachers on 21st century education skills to improve the quality of teaching and delivery of lesson notes in our basic education schools. More teachers will be trained in the course of 2019.

23. Furthermore, we have expanded access and improved quality in all our tertiary institutions. New faculties buildings, have been built and equipped for the Rivers State University; the Ignatius Ajuru University of Education and also in the two State-owned Polytechnics.

24. We also provided grants to all the tertiary institutions to upgrade their facilities, upwardly adjusted the salary structure of both teaching and non-teaching staff of our universities and ensured the regular payment of staff salaries.

25. Furthermore, the School of Midwifery has been comprehensively rehabilitated while the College of Nursing and that of Health Technology have been listed for reconstruction in the next fiscal year.

26. With respect to healthcare, we are gradually getting closer to actualizing our commitment to providing an affordable, effective and efficient healthcare delivery system for our people.

27. To this end, the 13 general hospitals and the mother and child hospital we have comprehensively rehabilitated and or constructed will soon be equipped and put to effective use.

28. We are transforming and equipping the Braithwaite Memorial Hospital with the most advanced diagnostic and other equipment for the treatment of hearth, liver and kidney diseases.

29. We are also going on with the construction of the regional referral hospitals we inherited from the previous administration to bring access to tertiary healthcare closer to our people.

30. Finally, we also fought and reduced the monstrous heights of insecurity and our State is today reckoned as one of the most peaceful, safe and secure States in the country.

31. Mr. Speaker, these are just highlights of some of the development strides we recorded in the last three and half years of our administration to lay, strengthen and consolidate the foundations for the future of our State.

32. Collectively, we are all focused and committed to building a State where no one or section is left out from the benefits of progress; a society where everyone has a fair chance to pursue set goals and realize their potential; a society where everyone is educated, economically empowered and physically secured enough to live a peaceful, fulfilling, healthy, and meaningful life.

33. But as you know, social transformation is like a journey; it takes time to fully manifest and benefit the entire populace.

34. Yes, we have made significant progress in the last three and half years of our administration. But there is still a lot to be done to get to where we want our State to be.

2018 BUDGET PERFORMANCE REVIEW

35. Mr. Speaker, Honourable Members, and distinguished guests. In the 2018 fiscal year, the projected revenue for the State was 510,000,000,000.00 (Five Hundred and Ten Billion Naira) only.

36. Out of this sum 152,000,000,000.00 (One hundred and fifty-two billion was projected from internal generated revenue, (IGR) while statutory allocation (FAAC) was estimated at N210, 000,000.000.00 (Two Hundred and Ten Billion naira) only. Therefore aggregate projected revenue from IGR and FAAC was N362, 000,000,000.00 only.

37. We also projected to source the sum of N148, 000,000,000.00 from other sources, including internal and external loans.

38. As at November 2018 total revenue receipts from all sources (except internal and external loans) stood at 288,721,423,336. This represents about 79 per cent performance on the revenue side with respect to the totally projected IGR and FAAC receipts for 2018.

39. It is worthy of note that while internally generated revenue for 2018 improved marginally over that of 2017, what was realized was about 32 per cent less than the total amount projected for the fiscal year 2018.

40. This means that we still have serious challenges in meeting our IGR targets, a situation we must collectively find ways to overcome if we must deliver on our development targets to the people.

41. On our part, we shall continue with our efforts to stimulate economic growth, diversify the economy and attract more investments to shore up the State’s revenue base.

42. It is also worthy of note that the 2018 budget was financed principally from proceeds from IGR, FAAC, Paris Club Refund and dividends from the State’s stock portfolio. We literally refused to borrow in order to encourage us to live within our means as well as achieve appreciable levels of fiscal sustainability.

43. On the expenditure side, we prudently managed and applied the available resources to deliver on the mandates of the 2018 budget.

44. For instance, in spite of the shortfall in aggregate revenue, we substantially funded our recurrent expenditure, including the regular payment of salaries, pensions and the release of overheads to ministries, departments and extra-ministerial agencies (MDAs).

45. Also, aggregate capital releases to MDAs as at November stood at over 65 per cent of the total capital expenditure. As you may have noticed, we completed and delivered over 30 capital projects in 2018 during the 3rd anniversary of our administration, including:

· Slaughter – Trans Amadi – Garrison road;

· Abuloma – Woji – Elelenwo – Akpajo

· Obiri ikwerre – Airport road;

· Elele Alimini internal roads;

· Omoku internal roads;

· Cardinal Jim Rex-Lawson Cultural Centre;

· Amadi Ama internal roads;

· Dr. Peter Odili Doctors’ Quarters (BMSH);

· Chief Emmanuel Aguma House;

· Dame Patience Jonathan road (former creek road);

· Bishop Johnson Street;

· Captain Amangala Street;

· Tourist Beach road;

· Birabi Memorial Grammar School, Bori;

· General Sanni Abacha Road;

· Mbuoshimi Community Health Centre;

· Mgboshimini Community Primary School;

· P.G. Warmate House (Former Waterlines Building);

· Ozuaha – Ipo – Omademe road;

· Traditional Council Secretariat;

· National Industrial Court Building;

· Court of Appeal Building;

· Okochiri Internal roads;

· Isiokpo internal roads (phase 1);

· 24 nos 3 Bedroom flats for civil servants;

· Government Girls Secondary School, Rumuokuta;

· Nyemoni Grammar School, Abonnema;

· Government Secondary School, Onne;

· Faculty of Sciences and Technical Education building, Rivers State University;

· Faculty of Management Sciences building, Rivers State University;

· Faculty of Medical Sciences Building, Rivers State University;

· SUBEB Head Office complex, Port Harcourt; and

· Ogbunabali internal roads

46. From all assessments the policy objectives of the 2018 budget circle on expenditure targeting, spending prioritization and effective implementation were substantially achieved.

ECONOMIC AND FISCAL OUTLOOK FOR 2019

47. Mr. Speaker, few days ago, Mr. President told a nation in distraught that the national economy is in real bad shape.

48. Mr. President’s frank but hopeless assessment of the national economy was predicated on the continuous decline in national revenue, which has created uncertainty in the country’s fiscal conditions.

49. Ordinarily, we should all be worried over the gloomy picture of the national economy because the health of our economy is tied substantially to the strength of the national economy.

50. However, we have taken adequate measures to guarantee the medium and long-term sustainability of our economy and reduce the State’s exposure to the shocks and volatilities of the national economy, except if it goes on a free fall.

51. Against this background, I wish to assure us that no matter what happens to the economy at the national level, the growth outlook for our State’s economy remains positive in the short to medium term.

52. We shall continue to reset our economy by maintaining expansionary fiscal approach, prioritizing investments in critical socio-economic infrastructure and taking appropriate measures to boost revenue generation to meet our development objectives, priorities and targets.

THE 2019 BUDGET ESTIMATES

53. Mr. Speaker, Honourable Members; the projected revenue for Rivers State for the 2019 Fiscal Year is N480, 000,000,000.00 (Four Hundred and Eighty Billion Naira) only.

54. The budget is based on the following assumptions:

(i) an oil price bench mark of 55 United States Dollars per barrel, which is 5 dollars lower than that of the Federal Government; and

(ii) an oil production rate 2,000,000 barrels per day, as against the Federal Government’s 2,300,000.000 barrels per day; and

(iii) an inflation rate of 10.9 per cent as against the Federal Government’s 9.9 per cent.

55. The strategic thrust for the 2019 budget is to promote economic growth and diversification, create jobs and reduce unemployment; take as many of our people out of poverty and improve the standard of living of Rivers State.

56. To this end, we shall be doing the following specific things:

(i) prioritize investments in agriculture and encourage, train and support our youths to go into commercial farming;


(ii) support small and medium businesses to invest in the State and create jobs;

(iii) continue to prioritize and invest in human capital development and guarantee robust access to basic social services such as, education, healthcare, social housing, water and sanitation;

(iv) continue to keep Rivers State peaceful, safe and secure;

(v) continue to prioritized investments in the provision and expansion of transport infrastructure, including roads, bridges and jetties.

57. Against this background, the 2019 Budget is aptly christened: “Budget of Sustainable Growth and Development.”

58. Mr. Speaker, Honourable Members, distinguished guests, ladies and gentlemen, funding for the 2019 budget will be from the following sources:

59. At about 28.39 per cent of total revenue, Oil Mineral funds is the largest contributor to the budget and what is proposed in the 2019 budget represents a significant increase from that of 2018 as we expect the Federal Government to implement the recent judgment on the upward review of our entitlements under the relevant Production Sharing Agreements.

60. The IGR is the second highest contributor to the budget as the sum proposed represents about 25 per cent of the total budget.

61. We decided to be as realistic as possible with our IGR projections because over the years we have been unable to match our revenue potential with actuality.

62. Nevertheless, we are encouraged by the constant improvements we have recorded year in, year out to continue with our drive to generate more revenue from alternative internal sources to fund substantial parts of our budget.

63. While we may not introduce new taxes and levies in 2019, I have directed the State’s Internal Revenue Service to plug all existing tax loopholes, crack down on tax defaulters and ensure full implementation of our revenue laws to shore up our IGR collections.

64. Furthermore, in addition to balancing the fairness of the tax system to enhance compliance, we will also continue with our efforts to increase the efficiency of revenue collection from both existing and other potential sources.

65. The third most viable contributor to our budget is statutory allocation. Here, our projection is over 28 billion more than that of 2018 based on the assumptions of the Federal Government. However, we are mindful of the fact that this is a revenue item we have no control whatsoever over what can accrue to the State.

66. Finally, we have substantially reduced our intention to fund the 2019 budget with borrowed funds in line with our policy of balancing our budget and reducing deficits to sustain the impetus towards fiscal responsibility.

PROPOSED EXPENDITURE

67. Mr. Speaker, the proposed revenue for 2019 fiscal year will be spent as follows:

69. A substantial part of the recurrent budget proposed for 2019 is for the payment of staff salaries and overheads to ministries, departments and agencies to enable them effectively discharge their responsibilities to the people.



70. The personnel cost of N79, 585,058,808.60 alone constitutes about 50 per cent of the entire recurrent expenditure. The increase in the figure for 2019 is as a result of the need to provide for the anticipated increase in the minimum wage for civil servants.



71. With this, the State Government will be in a position to pay the minimum wage whenever the National Assembly approves it. We also made provisions for staff promotion arrears and new recruitments into the State’s civil service.



72. The sum of 33,000,000,000.00 is proposed for the settlement of pension liabilities. The challenge about the plight of pensioners has lingered for too long and we are determined to tackle it this time around. Certainly, our senior citizens deserve better treatment than what they are presently getting.

Suanu's Blog gathered that the dreaded murderer and kidnaper was killed alongside his hitman by another suspected rival cult group on Thursday.

School Boy and his gang have been reportedly terrorising the entire Ilwerre Local Government Area particularly the Ubima- Omuanwa- Ipo- Omarelu- Owerri road axis and its environs.

While security agencies have declared him and his gang wanted for years, it has been difficult to get him and his gang member as they reportedly enjoyed protection from certain high profile politicians in the area who used them to intimidate, maim and kill political opponents.

Suanu's Blog recalls that School Boy's death is the second after an earlier death of another dreaded mass murderer, Don Wanni by soldiers who had ambushed him in Enugu State.

A governorship aspirant under the platform of the All Progressives Congress, APC, in Rivers State, Chief Barr.Dumo Lulu-Briggs has defected from the party and joined the Accord Party.

His defection follows his grievances with the way the congresses and governorship primaries of the APC were conducted in Rivers State.

Barr.Lulu-Briggs who had in 2014 contested for the PDP governorship ticket alongside the likes of Nyesom Wike, now Rivers State Governor, had last April joined the APC. However, after boycotting the governorship primary election of the party over his grievances with the process, Suanu's Blog gathered that oil and gas business tycoon is targeting to emerge as the substituted governorship candidate of his new party, the Accord Party in Rivers State.

The lawyer and renowned philanthropist who blamed the situation prompting his exit on the leadership style and actions of the Minister of Transportation, Chibuike Rotimi Amaechi, described Mr.Amaechi as a "Feudal Lord" who has turned the Rivers State APC into a personal property.

TAKING LEAVE OF A FAMILY

Beloved brothers and sisters of the All Progressives Congress, Rivers State, I greet you with mixed feelings, as I write these lines to accordingly Express a hard decision.

Yes, hard decision because I formally joined you in April last year and you received me with warmth and love. You made me feel at home, and we worked hard as a family to reposition the party and stabilize our leader, Rt. Hon. Chibuike Rotimi Amaechi, who was then under tremendous pressure. We quickly rolled up our sleeves and labored behind our leader and with you.

Inspired by the leader's claim to equity, justice, and fair-play we inconvenienced ourselves to ensure success and our beloved All Progressives Congress became bigger and stronger. The claim by the leader that Rivers State should be governed at this time by someone of riverine extraction was believed to be a sincere and patriotic position. Hence we encouraged the membership to follow wholeheartedly.

For those who know Dumo Lulu Briggs intimately, I am an unrepentant team player who puts group interest over self. We didn't walk the streets because we were idle, we were not insulted because we were hated; instead, we did because sacrifices were required to liberate our state.

Our loyalty to the leader and party was total as is necessary for Party Democracy to thrive. As you all know, the principles of loyalty and fidelity demand justice for all. "To lead and we follow" must always bear the supposition of truth, equity, and justice.

We need to create a Rivers State of expanding opportunities and citizen responsibility. A State growing in diversity and in the bonds of love and ONENESS. Therefore, nothing must be allowed to threaten our sense of a common future.

The facts are known, we took steps to protect the party from sliding into a personal estate, if the PDP in Rivers State is owned by a strong man and our leader in the APC by default becomes a feudal lord, then our state is doomed. I have nothing personal to lose or gain, but we have all to lose if in a democracy we allow the aberration of overlords, hence my decision. While we were together I enjoyed your comradeship and so find it hard to leave, yet, men of conscience would when necessary overlook personal sentiments and emotions.

I am 100% Rivers just as you and so I trust that we shall keep our friendship and possibly realign if and when we feel the need. I bear no grudge or malice and I implore that you take none toward me, what is obvious is that I have to continue my quest to help liberate our state by advancing my vision on another platform.

I take from the experience valuable lessons, and from you, I took warm memories. I pray that God keeps us healthy and able to rescue Rivers State and elect a governor who will give Rivers people quality leadership and service.

Once again, I reiterate that it is about Rivers people and my doors are open, praying that we find ourselves in ONE ACCORD.

Men of the Nigeria Army on Thursday stormed the training camp of about 3000 people who were undergoing trainings for the Rivers State Neighbourhood Watch Agency, which is a local security intervention in the state.

The Army reportedly stormed the NYSC Orientation Camp in Nonwa, Tai Local Government Area where the para-military training was going on.

Suanu's Blog recalls that the idea of setting up the Agency by the Wike administration has been greeted with lots of controversies with many people alleging that Gov.Nyesom Wike intends to use the security outfit as his local militia group during the 2019 elections.

Meanwhile, the DG of the agency, Dr.Uche Chukwuma has condemned the attack by the soldiers insisting that they wont be intimidated or deterred. This is coming as the military described the training of the recruits of the Rivers State Neighbourhood Watch Agency as an illegal militia group training.

The Presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, has described the ruling All Progressives Congress (APC) has a group whose mission is to defraud Nigerians. The former vice president stated this while speaking at a town hall meeting with residents of Jimeta in Adamawa state.
He lamented over the sufferings Nigerians had been subjected to in the last three and half years, from a party he played a role in bringing to power.
Atiku said he regretted being a part of those who formed the APC and begged for forgiveness from Nigerians. According to Him, the apology had become necessary because of the pains the APC Government has caused Nigerians.
“I regretted being a part of the party which never deemed it fit to fulfill all of the promises it made to Nigerians.
“If I had known that the APC would be such a colossal failure and disgrace, I would never had joined the party.
“The APC has failed to fulfill even one of the promises it made to Nigerians. The APC is simply an assembly meant to defraud Nigerians,” Mr.Atiku said.
Suanu’s Blog recalls that Alhaji Atiku had joined forces with other eminent Nigerians to form the APC ahead of the 2015 General Elections. He had decamped at the last minute after he lost the APC ticket to an aide of Gov.Elrufai.

In a tweet on Thursday, the embattled Senator wrote:
"Let not power go back to those who destroyed your country nor to those who are destroying it".

The Senator representing Rivers South-East Senatorial district, Magnus Abe has dared the National Working Committee of the ruling All Progressives Congress, APC over his political ambition.

Suanu's Blog recalls that the APC had few days ago set up a seven man reconciliation committee in six geo-political zones of Nigeria while calling on its aggrieved members to withdraw all court cases against the party from courts or be sanctioned.

However, Senator Abe, who is a factional Governorship Candidate of the APC in Rivers State has vowed to continue with his case in court so as to fully restore mandate.

In a post by the Director General of His Governorship Campaign Office, Worgu Boms, Abe insists that his "movement" is not affected by any threat from the APC.

"Whatever is happening in our party, whether at the state, or national level, the ones that happened yesterday, that happened today and will happen tomorrow, have nothing to do with the determination or even sooner determination of the agitation to ensure that no one man, no matter the emotional arguments, handpicks electoral candidates for us when the Law says all of us shall decide the matter. In particular, the Magnus Movement to become governor is in no way affected by these. If anything, it is being unwittingly strengthened. When it is over you will know just as am sure you know it is NOT over now." Mr.Boms wrote.

Lashing the APC, He compared the party to a military government Who uses "ouster" style to remove perceived or known enemies and jettison the existence of the law and courts of jurisdiction.

According to Him, "What makes military governments unpopular and ultimately cripples them to their peril, is the culture of "ouster clauses" in their legislation in which they decree that no one can challenge their actions in a court of law and that no court should entertain such recourse.
It is curious that a political party in a Constitutional Democracy will introduce ouster clause in its dealings with its faithful to the point of threatening expulsions to those who are in court and do not shun the court in favour of a certain Committee for Peace whose mandate excludes deliberations on the very issue that made the people resort to court in the first place."

Mr.Boms who is a former Commissioner of Justice and Attorney- General under the Amaechi administration in Rivers State recalled how the current Minister of Transportation, Chibuike Rotimi Amaechi and former governor of Edo State who is now the National Chairman of APC, Adams Oshiomhole all benefited at various times from the courts.

He said:
"Rotimi Amaechi, my former boss, now Hon. Minister of Transportation, became speaker of the Rivers State House of Assembly by resort to Court.
National Chairman of the Party governed Edo by resort to Court which vindicated his right.
The Minister also became the Governor of Rivers State by resort to Court.
Beneficiaries of the Court are now threatening to punish people for going to court and you entertain the remotest thought it will work? Time shall tell.
It is neither the course of wisdom nor is it sagacious to start learning geology on the morning of earthquake. The study should have been earlier for obvious reasons.
In all History, no one or group, not even the military, has succeeded with ouster clauses. This won't be an exception. Please take this as a promise from me. Arrogant PDP tried it with my former Boss Amaechi and they failed spectacularly".

He accused the APC of masterminded the latest intimidation plot against Senator Abe which he boasts will fail, describing it as illegal, self-serving and against the will of God.

"This latest device to intimidate Senator Abe to abandon his civilised pursuit of his ambition to pave way for Tonye Patrick Dele Cole, will not work. It won't because it is, itself, not only unconstitutional but self serving and ungodly", he said.

Suanu's Blog recalls that an unending political battle between Mr.Amaechi and Senator Abe over the soul of APC in Rivers State is pushing the party to a situation where many fear that the party will be excluded from fielding candidates for the general elections in 2019.

Barely three months to the 2019 General Elections, the Rivers State Governor, Chief Nyesom Wike has commenced screening exercise for the recruitment of interested applicants into the controversial state security outfit, Rivers State Neighbourhood Watch.

Suanu's Blog gathered that the recruitment exercise started on Monday at the state capital.

The bid of the governor to establish the security outfit had received widespread criticisms with the main opposition APC accusing him of plans to use the security outfit to rig the 2019 polls in his favour.

Similarly, the State Police Command had condemned the setting up of the security outfit describing it as "illegal". This is despite the legal backing the outfit enjoys through an act of parliament.

However, Governor Wike had insisted that the security outfit has no political mandate but to assist other security agencies to ensure improved security in Rivers State.

With the volatile security situation in Rivers State and the previous criticisms that had trailed initial moves to establish the local security outfit, there are underlining fears that the existence of the Rivers State Neighbourhood Watch few months to crucial state and National elections may just heighten the insecurity being witnessed in the state.

The renowned legal icon whose marriage to Miss Rosemary Ijeoma went viral in 2017 died in August 2018 after a brief illness.

Yet to be identified gunmen who kidnapped a chieftain of the All Progressives Congress, APC in Rivers State, Mr. Samuel Wanjoku have killed him.

The maggot-infested and bullet-ridden corpse of Mr.Samuel Wanjoku was discovered by security agents inside the forest between Omuanwa and Ubima, Ikwerre LGA of the state.

Suanu's Blog gathered that the deceased was kidnapped along Ubima/Omuanwa Road in Ikwerre Local Government Area. But no contact was established with his family until his corpse was discovered yesterday. This aligns with the assertions by his friends and family members that the killing was politically motivated and not a mere kidnap incident.

It may interest you to note that He was a younger brother to Hon.Chikere Byke Wanjoku who currently represents Ikwerre State Constituency in the Rivers State House of Assembly under the platform of the APC.

Until his untimely death, Mr.Samuel Wanjoku was the Organizing Secretary of APC in Ikwerre Local Government Area of Rivers State.

He left behind a wife and three children.

Meanwhile, the whereabouts of one Moses Ogu who the late Wanjoku was kidnapped alongside is still unknown.

Prostitutes in Kaduna State under the auspices of the Association of Commercial sex workers has commended the State Governor, Nasir El-Rufai for lifting a curfew imposed in the state following the crisis that rocked the state recently.

Chairman of the Association, Justina Emmanuel, while speaking to newsmen on saturday said the imposition of the curfew affected their businesses because they usually receive their customers from 8:30 pm to 12 am every day.

According to her: “For the period of the curfew, our members across the metropolis suffered financial losses because of low patronage. Busy spots like Rabah Road, Nagogo road Barnawa shopping complex, Waff road, Narayi pipeline, and Independence way were deserted.

“We thank the governor for restoring peace back to the crocodile city and we call on all residents to live in peace and harmony for every business to survive.

“We have also resolved to cast our votes for El Rufai for his vision of making Kaduna State a peaceful place for all and sundry.”

A report reaching Suanu's Blog indicates that the Chairman of the All Progressives Congress, APC, in Cross River State, Dr.Matthew Achigbe is dead.

This was confirmed in as statement by a chieftain of the APC in the State, Joseph Odok PhD Esq.

"I regret to announce the passing away of the APC CRS Chairman Dr. Matthew Achigbe. He died on his way to a party function in a gashly accident along Calabar/Obubra Road. Rest in Peace my leader and chairman, we lost you when your services were needed most. I am terribly hurt and in tears", the statement read.

Suanu's Blog recalls that Dr.Achigbe was sworn in as the new chairman of the Party in Cross River State in August 28, 2018 by APC National Chairman, Comrade Adams Oshiomhole.

A psychiatrist, Dr Maymunah Kadiri on Saturday advised married women to have regular sex with their spouses in order to prevent depression and gain happiness.

Kadiri, the Medical Director of Pinnacle Medical Services gave the advice in an interview with the News Agency of Nigeria (NAN) in Lagos.

Pinnacle is a health and wellness centre for psychological, behavioral, and mental health related issues.

According to her, sex is not just to nourish a woman’s body, but it is also beneficial to her mental health.

“As women, there is need for us to make our spouses our best friends if we want to be mentally healthy.

“Studies have shown that women who have more active sex and in long term relationships were less likely to be depressed than women who went without sex.

“So, more sex is important and essential. It is a remedy to curing women from having persistent headache.

“Low sexual drive, which leads to depression, should be looked into. A woman can be depressed when that sexual drive that she used to have is no more there.

“Frequent active sex can play good roles toward women’s sense of well being and quality of life,’’ Kadiri said.

She explained that sex was not just for procreation and to have children, adding that it could create bonding, good companionship and sound sleep.

Kadiri, popularly called ‘celebrity shrink’, urged women dealing with depression to frequently indulge in sex, while boosting their self-esteem.

She also advised women who are over-weight to also involve in active sex, saying doing so will boost endorphins which are happy hormones.

“The happy hormones will make them lose some calories as well as sleep better.

”Orgasms trigger the release of endorphins which are happy hormones secreted by the brain that act as effective painkillers,’’ she said.

The Governorship Candidate of the Social Democratic Party, SDP, in Rivers State, Chief Precious Alekima, has confessed to have spearheaded election rigging and writing of election results in his house previously when he was a member of the Peoples Democratic Party, PDP.

The governorship hopeful stated this on a radio programme in Portharcourt, the Rivers State capital that was monitored by Suanu's Blog.

"Let me confess that election results have been written in my house before. We all write results before but I am sure this will stop if President Buhari signs the amended electoral law or is overridden by the legislators".

We go as far as buying over electoral officers; they bring the result sheets and we write the results and they submit it and that's how we have been doing elections before. I contributed immensely to this current government led by Wike, But I left when I knew I wasn't needed and could cope woth their style and approach to governance", he said.

He accused Governor Nyesom Wike of dining, supporting and abetting criminals and owed to bring an end to such activities, address the issue of insecurity in Rivers State and ensure accountability in government.

As the strike declared by the Academic Staff Union of Universities, ASUU, continues, the Rivers State University, RSU, has pulled out of compliance with the industrial action and is set to begin lectures next week.

Suanu's Blog recalls that the earlier resumption date which had caught up with the commencement of the strike was shifted including postgraduate exams and other academic activities in the school getting suspended. However, a statement issued by the Registrar of the University, Mrs.V.T Jamabo indicates that lectures for the 2018/19 academic session will commence on Monday 19th November 2018.

The ruling All Progressives Congress, APC, has described the endorsement of the presidential candidate of the Peoples Democratic Party, PDP, Alhaji Atiku Abubakar by some Igbo Leaders as shameful.

In a statement on Thursday by APC spokesperson , Lanre Issa- Onilu, the Party said the desperate move of Atiku and his co-travellers showed that they have no sense of shame. Alhaji Issa- Onilu added that the purported endorsement was an affront on the Into People who according to the APC were "victims of the 16 years of the PDP misrule".

The APC therefore wonders what the PDP will rely on in campaigning in the South- East considering the "massive infrastructure and the thousands of common people who are benefiting from the retroression that characterised PDP's 16 years' rule.

The Benue State Governor, Samuel Ortom has boasted that the All Progressives Congress, APC will suffer total defeat in next year's presidential election.

Ortom, who had defected from the APC to PDP stated this on Monday in Makurdi when a former governorship aspirant on the platform of the PDP, Mr Dave Iorhemba visited him.

According to Ortom: “PDP will not only win in Benue but will win majority of the elective positions during the 2019 general elections. The party will also win the presidential election.

Ahead of the 2019 General Elections, the Governorship Candidate of the All Progressives Congress, APC in Imo State, Senator Hope Uzodinma has been arrested by the Special Presidential Investigation Panel For Recovery of Public Property.

Suanu's Blog gathered that Senator Uzodinma was picked up at the Nnamdi Azikiwe International Airport in Abuja for the failure of his company to execute a contract of $12m for the dredging of Calabar channel awarded by Nigerian Ports Authority.

Chairman of the panel, Okoi Obono-Obla said Uzodinma had been evading arrest for about a year but was arrested at about 8.20pm at the Abuja airport.

“This evening, at about 8.20pm, operatives of the Special Presidential Investigation Panel For Recovery of Public Property at the Nnamdi Azikiwe International Airport arrested the APC governorship candidate in Imo State, Hope Uzodinma, after disembarking from an Air Peace P47324 flight from Lagos.

“The panel is investigating economic sabotage against Senator Uzodinma arising out of the failure of his company to execute a contract of $12m for the dredging of Calabar channel awarded by the NPA,” Obla said in a statement.

It may interest you to note that Senator Uzodinma and Governor Okorocha are at each other's throat over the soul of APC in Imo State and the Governorship ticket of the party. It is however unclear if the arrest of Senator Uzodinma has anything to do with his battles with Mr.Okorocha.

The name of Sokoto State Governor, Rt.Hon.Aminu Waziri Tambuwal is missing on INEC released list of governorship candidates for the state, Suanu's Blog reports.

A check by our source at the INEC office in Sokoto State revealed that instead of Governor Tambuwal's name, it's the name of his anointed candidate, Alhaji Manir Dan’Iya that is on the INEC list.

Suanu's Blog recalls that Gov.Tambuwal had purchased the presidential nomination form of the PDP but was defeated by former Vice President Atiku Abubakar at the Port-Harcourt Special National Convention of the party.

There were speculations however that the Sokoto State Governor had also secretly bought the governorship form as an Option B. However, with the name of Tambuwal missing on the 49 Candidates list of INEC for the Sokoto Governorship Poll, more intrigues seem just to lie ahead.

Meanwhile, the name of Sokoto State Deputy Governor and anointed candidate of Senator Wamakko, Alhaji Ahmed Aliyu Sokoto is on the INEC list as the candidate of the APC.

It may however, not be over for Gov. Tambuwal as according to Sokoto State INEC Head of Voter Education, Alhaji Mohammed Musa, all the political parties still have between now up till 1st of December 2018 to either substitute or make necessary arrangement in their party’s candidature.

Today marks exactly twenty three (23) years after renowned Writer, Environmentalist, and Human Rights Activist, Ken Saro Wiwa alongside eight of his comrades where killed by the Nigerian military government led by General Sani Abacha.

Wiwa, and his friends who were fighting for the environmental injustice melted in his People of Ogoni by the duo of Shell Petroleum Company and the Nigerian Government were tried by a kangaroo military tribunal and executed by hanging against international outcry and condemnation.

Today, almost all of the issues championed by Mr.Wiwa have been confirmed as truths and have increased many calls for justice even through violent means despite the peaceful disposition advocated by Wiwa.

Like He said, those who plotted his execution along side his comrades ended up killing the messengers but the message has remained and echoes even mightily.

Such spills of innocent blood by the Nigerian state is one of the many issues dragging the soul of Nigeria and loudly crying out for justice.

As the world celebrates the unfortunate and avoidable murder of the Ogoni Heroes today, there is a greater need for the Nigerian Government to review and quash those mobbed up charges against Mr.Wiwa and his friends, declare their innocence, apologise to the Ogoni People for the genocide declared on the helpless people, sincerely facilitate the process of ensuring environmental, economic and political justice/freedom for the Ogoni People and see to the overall development of Ogoni land after over 50 years of oil exploration and huge environmental devastation. If this isn't done, the soul of Nigeria will continue to suffer. A surer way to peace is correcting several ills bedeviling the country and ensuring justice for.

Politics / Gov.wike, TUC National President Lay Foundation For State Secretariat In Rivers by Upritman(m): 7:12pm On Nov 09, 2018
The Rivers State Governor, Nyesom Wike and the National President of the Trade Union Secretariat (TUC), Comrade Boboye Bala Kaidama have laid the foundation of the TUC Secretariat in Rivers State.

This is part of the Labour House project of Gov.Wike which is aimed at fostering a healthy Labour union which will in turn lead to better welfare for workers.

Speaking during the event the State Chairman of TUC Comr. Austin Jonah said the Labour movement will continue to work with Governor Wike as he is the father of workers in the State.

Governor Wike in his speech explained that he sees organised labour as partners in progress said there is no need for Labour and Government to be at logger heads but should rather work together for the betterment of the state.

Suanu's Blog gathered that the secretariat will be the operational base of the TUC and its 27 affiliate unions of senior staff in the public and private sector and is expected to be completed in four months.

The Political woes of the governor of Akwa Ibom State, Udom Emmanuel might just have increased as his father Inlaw, over twenty members of his family and many other chieftains of the Peoples Democratic Party, PDP today defected to the All Progressives Congress, APC.

The event which was a solidarity rally for President Muhammadu Buhari held at Ini Local Government Area in Akwa Ibom.

Imminent persons at the rally included Senator Godswil Akpabio, S.S.A to President Buhari, Senator Ita Enang, APC Governorship Candidate, Obong Nsima Ekere among others.

Senator Akpabio said he dumped the PDP because of the integrity of President Muhammadu Buhari and the transformation agenda that the president is championing in Nigeria.

He vowed to deliver 98% of votes in Akwa Ibom State to the APC and President Buhari in 2019.

As the rains are still here with us, one disadvantage of using motorcycle, popularly called Okada, as a means of transportation is the usual possibility of getting drenched.

However, some Okada Riders in Akwa Ibom State have devised a new way of overcoming the challenges the rainy season poses to their business by attaching a big umbrella to their motorcycles.

Politics / Nkpolu Floods: One Dead As Soldiers Clash With Protesters In Rivers State by Upritman(m): 7:51am On Nov 06, 2018

A protest by angry residents and indigenes of Nkpolu community in Obio/Akpor Local Government Area of Rivers State has left one Aleruchi Woko dead as a group of soldiers clashed with the protesters.

Suanu's Blog gathered that the incident happened on Monday and caused a gridlock on the Choba-Rumuokoro axis of the East-West Road, leaving many commuters stranded for several hours, as the angry youths blocked the Nkpolu end of the road.

Problem reportedly started when military men came with their vehicle and began to remove the barricade used to block the road. A stiff resistance from the angry youths prompted soldiers to open fire which eventually led to the dead of the victim.

The protest, Suanu's Blog further gathered was due to the dissatisfaction of the youths with the alleged neglect by government at all levels since flood began to ravage their community.

An eyewitness simply identified as Bernard while speaking on the incident said, “Today, the community asked everybody to come out for a peaceful protest to see how we can draw the attention of government to the situation. We spent some time before the local government chairman came.

“He (chairman) was addressing us when we heard gunshots. A military vehicle got to the protesting youths and the soldiers tried to open the road by force, but the youth did not leave the road. The next thing they did was to open fire. It is indeed painful.”

However, the spokesman for the 6 Division of the Nigerian Army, Port Harcourt, Col. Aminu Iliyasu, dismissed the claim that anybody was killed by soldiers.

Meanwhile, the state Police Public Relations Officer, Mr Nnamdi Omoni, confirmed the clash between the soldiers and the youth, but could not confirm if anybody was killed. He also revealed that 15 suspects has been arrested in connection with the breach of peace in the area and were helping the police in their investigation.

Several persons were reportedly injured in the incident with many property including vehicles and shops destroyed by the youths.

Suanu's Blog recalls that the rampaging flood in Nkpolu has taken over the entire community and the East-West Road leaving the place completely uninhabitable for 6 months without any government intervention.

The Founder of Living Faith Church worldwide, Bishop David Oyedepo, has warned that the day any attempt is made to finally Islamise Nigeria that is the day that the country will finally divide.

Oyedepo gave this warning in a satellite telecast of the church’s prayer session for the nation monitored by NAN on Sunday.

The Bishop, while urging politicians to repent and have value for the lives of citizens, said if they do not repent after this warning, they would fall down for the sake of the nation.

“Politicians be warned, whether in power or not in power. There is no day Nigeria will become an Islamic nation and this nation will remain one nation,” he said.

“Allow the Christians to go to church, allow the Muslims go to their mosque and let the traditional worshippers do their thing.

“God is giving Nigeria peace by all means, the peace of those promoting this wickedness, God is taking away, if they refuse to repent. Their supplies shall dry up because Nigeria shall not see war.”

He said every leader is just a caretaker and God remains the creator and owner of every Nation including Nigeria.

“When a caretaker starts behaving like a landlord he will be removed. God is the permanent landlord of the earth,” Oyedepo said.

“The God of heaven has given you authority and power. He has given you might and glory. Pride makes us think that we do not need God. Pride separates us from God. Nebuchadnezzar did not give credit to God, and God had enough.

“God had warned Nebuchadnezzar and had been very patient with him. But finally, the prophecy came true. All of the things that he was so proud of were taken away.

“Nebuchadnezzar had to eat grass just like the goats and cows! He was used to living in a grand palace, but now he had no shelter over his head; For 7 years, the great King Nebuchadnezzar lived out there in the wilderness like an animal.

“He lost his mind; he became crazy without God, he was helpless because he refused to listen to the warning from the Lord.

“Politicians are not extraordinary people, they only have grace, if they don’t harken to this warning of the Lord they will suffer disgrace.

“Too many arrogant foes, who pose to own this nation, be warned because the day of God’s judgement is here. God enthrones kings and removes kings.”

Oyedepo cursed the killers of Maiwada Galadima, Agom Adara, a Kaduna traditional ruler who was kidnapped and later found dead.

He described those behind the cruel act as enemies of humanity and the Almighty God.

“All those involved in the killing of Galadima and his aides! Their generation will be forgotten. Everyone of the perpetrators they will end up in shame,” he said.
