I hardly comment here. I'm just angry with the nonsense "forgive him" talks I am seeing here. If you take decisions based on emotions, then you are too weak to be a leader. Did he wrong you? No. Did he offend you personally? No. He went against the company policy and as his manager, it's your responsibility to deal with it according to your code of conduct/policy or what have you. Any other way, it means you are also culpable, or you don't have what it takes to be a leader.

And know that others are looking at you, how you will handle this. And they will not hesitate to use it against you tomorrow. I'm even worried that as a leader in your company, you are here asking us what to do to a surbodinate that stole. What if he was your superior? Is this how we will change the country?
