If you want to expand your economy you must borrow. Borrowing for investment doesn't mean that you are broke. Obi talked about meeting revenue target and still borrowing. A deficit budget means that your expected revenue is lower than your expected expenditure. The difference is deficit. The deficit is financed through borrowing. So if I have met my budgeted revenue target, it doesn't mean that I have covered my deficit.

Sometimes when Obi talks I don't know what to call it. That's why in Anambra he said that he saved money but he had debt and no development. That's village economics. In contrast Lagos floated bonds invested and developed and today is the fifth largest economy in Africa.
