Get yourself a dollar debit card from your bank or a virtual dollar card (chipper is reliable)

Bank will still tell you to go bring physical dollar to fund it and u can only get that from black market OR is there another way to fund the dollar card given to you by bank? If so Which bank offers to load the card for u at bank rate?
