The billionaire doesn't directly develop companies. He is an investor. He would probably identify a competent company in Indonesia that will know exactly how to get the contract from Burger King, and he would invest in that company (so they can buy crops, fertilizers, pesticides, machines, labour, corporate costs, etc.).

The essence of that scene is to teach how angel investors, think, spot and identify opportunities.

He must be prepared to take market share from the existing supplier to get returns from his investment.
