Although i'm not vast in legal procedures but from a layman's view I feel that particular part of the marriage vow is as important as signing the marriage cert, I say so because it is the only part were u a question is asked and you are meant to provide an answer in the presence of the congregation (witnesses). The signing of the cert is done in the presence of few witnesses, so someone can say he/she was compelled to sign the cert but it will be difficult to believe that u were compelled to say "I Do" on the altar in the presence of the congregation. that's my point.
