Past Imo governors refused to develop permanent infrastructures in the present IMSU campus becos the govs realized that it was unsuitable and unjust to have IMSU and tens of thousands of its students be in Owerri. Owerri is not a low income small town like you just wrote. Maybe you have not been there. It has decent housing and expensive cars in bulk. All of central Igbo area is quite rich in terms of individuals. It is however impossible to compare Owerri with Port Harcourt but its future is very bright as a potential Las Vegas.
