No, it is not for the parents do decide. The child has rights. Parents do not own the child. If they parents are unfit or unwilling to care for the child, the Government should step in. Just because someone gave birth to a child doesn't mean they are fit to be parents. If they are willing to give up a 9 year old to be a play thing for a grown man, they are either extremely ignorant or clearly unfit parents. The government MUST step in and protect these children.
