1. Since when did it become right to admit one into the army without SSCE?

a. Was he admitted based on quota system or
b. Based on recommendations from his principal (which are both not good enough reason not to demand for his SSCE)?
3. If option b holds sway in this case, don't you think the Nigerian army should have at least made his SSCE primary and recommendations secondary in admitting him rather than making recommendations the all important qualification for "Muhammadu Buhari" only?
