PTDF BUILDS TRAINING INSTITUTE IN THE GREATER PORT HARCOURT CITY
Unemployed youths in Rivers State will soon heave a sigh of relief as the Petroleum Technology Development Fund (PTDF) commences construction of a Training Institute in Greater Port Harcourt.
Over 500 youths who are willing to acquire relevant skills in the oil and gas sector will benefit from the establishment of Skills Acquisition Centre. PTDF will train young people in pipe repairs, offshore diving, tool pushers, technicians, welding, offshore catering services, etc.
About 5.34 hectares of land has been allocated to the Petroleum Technology Development Fund in the New City. The handover ceremony was done by officials of Greater Port Harcourt City Development Authority.
Authority Secretary, Dr. Silva Opusunju representing the Administrator, Mrs. Aleruchi Cookey-Gam and accompanied by Mr. Kenneth Anga and Arch. Edmund Altraide, said Greater Port Harcourt was proud to have the interventionist PTDF set up shop in the New City.
PTDF Head of Division, Projects and Technical Services, Mr. Jide Adebulehin said N8 billion contract has been awarded to Megastar and other subcontractors and bush clearing will commence within a few days; adding that 65 percent of the contractors are from the state and environs.

GPH PARTNERS AFRICAN DEVELOPMENT BANK
Officials of the African Development Bank (AFDB) provided information of instruments to the management of Greater Port Harcourt City Development Authority today.
The Development Bank executives said the Greater Port Harcourt City Development project was laudable venture and would improve the living standards of the Rivers people, and thus be willing to support it with capacity building as well as provide technical assistance if all necessary documentation and criteria are met.
The bank team was led by Mr. John Litse, its Regional Director in West Africa. The members of the team were John Kofi Baffoe, Chief Country Economist and acting Resident Representative. Others are Banda Ngenge, Principal Procurement Coordinator in the Nigerian field office of the bank and Francis Ntatnu, a private sector expert of the African Development Bank.
The GPH Administrator, Dame Aleruchi Cookey-Gam, revealed that “amidst other landmark achievements, the Rivers State government has incurred no external debt in its infrastructure development”.
By its prudent management, the state could apply for low interest loans, it was revealed, adding that all three windows were available to fund aspects of the development. One is the ADB non-concessional window, the others, the ADB concessional window which is geared toward social and economic infrastructure such as water development and the NTF (Nigerian Trust Fund). Whereas the NTF could be accessed by states, the Authority could have access to the ADF concessional window with a provision of up to $30.0 million.
The bank officials advised the Authority to provide Preliminary Evaluation Notes (PEN), a Business Case Outline (BCO), Gazetted Legal Framework as well as high level projections for the next five years. This will trigger the process for Funds African Private Sector Assistance (FAPA) grant. This grant has a cap of $1.0 million.

RIVERS STATE SET TO BUILD GAS STORAGE TANK
Rivers State is now set to own its own storage facilities for Liquefied Petroleum Gas (LPG) for domestic consumption within the state.This follows the signing of a Memorandum of Understanding (MOU) today between the State and TSL Holdings for the construction of an LPG Gas storage facility in Rivers State.Governor Amaechi, who signed on behalf of Rivers State, also signed another MOU for construction of a Mini Oil Refinery in the State, with Omega Butler International Holdings.

Speaking at the signing ceremony in Port Harcourt today, the State Governor Rt. Hon. Chibuike Rotimi Amaechi said a situation where domestic gas produced in the state is transported wholesale to Lagos and later resold to gas distributors in the state does not augur well for the overall interest of the people. Governor Amaechi, who disclosed that his attention was drawn to the ugly trend, said his administration decided to do something to get a storage facility in the state, and advised the operating company TSL Logistics Nigeria Limited, to abide by the terms of the agreement in the overall interest of both parties.





He explained that the presence of members of the Economic Advisory Council and the State Energy Company was to work in collaboration with the partners to confirm their seriousness in the businesses, noting that a firm which intended to engage in the refinery project started to use Rivers State Government name for other purposes rather than the initial intention.

Also speaking, a representative of the State Attorney General and Commissioner for Justice, Mrs Marcellina Wakama, who is the Director of Legal Drafting Unit in the Ministry, said the MOU between Rivers State Government and TSL Logistics Limited was for the construction of Liquefied Petroleum Gas storage facility, the supply and distribution of LPG within the state, South-South and South Eastern states. Mrs Wakama said the agreement between the state and Omega Refineries Limited covers design, construction, finance, operation and management of a Mini Oil Refinery in Port Harcourt, pointing out the Ministry have confirmed that the procedures have been complied with for the necessary signature.


Earlier, Mr Ditan Oyekan, representative of TSL Logistics, said the company would develop platform facilities for the storage, distribution of end to end supply chain management, of Liquefied Petroleum Gas, noting that they have identified Rivers State as a focal point for the initiative to the South-South and South East.He hinted that Nigeria presently has 17,000 metric tonnes of LPG storage bulk, located in the western part of the country while only 1,000 metric tonnes is available in Calabar, Cross River State, while Rivers State which is the hub of oil and gas production has none.

On his part, the Chairman of Omega Refineries Limited, Mr Lawrence Thomas, said his company is a technical refinery builder, operator and manager with two refineries under their care in Russia as well as managing two refineries in Poland. He explained that the refinery project will employ local people outside the technical team that would start the job, assuring that the refinery would be environment friendly, as there would be zero emission, while sludge collection from other refineries would be processed to create bitumen for roads and building materials and lauded the state government for the foresight.

Amaechi said in a Thisday interview last week that he cant give a completion date as the project is currently facing a cash crunch.

Amaechi is doing great in Rivers State and that is what we expect from an elected government. The schools and hospitals are scattered all round the state but we would need some of these mega projects like flyovers sited in other potential cities like Bori, Omuku, Degema, etc.
