Who told you that's how it works? Just because people would be given licences doesn't mean every tom, dick and harry would have it. America has always allowed guns, but theirs is excessive.

Even right now, Amaka the Fulani herdsman, Chinedu the police officer and Tunde the kidnapper are killing defenseless people... So why shouldn't responsible and law abiding people be allowed to carry their own registered licence?
