2. The reason it seems he is jailed on violation charges FIRST is due to differences in jurisdiction. You CANNOT be tried in another state for an offence you committed in one other state. So how he is tried on his multiple counts depends on which prosecuting state is ready to go with presenting evidence first.

Dumb  . . . there is something called STATES RIGHTS . . . while each state is REQUIRED to uphold the constitution, each state reserves the right to determine its own laws.
