It's only little kids that attach so much importance to their English speaking ability because their sole understanding of being smart is being to able to speak English language (archaic mind set ). no one is saying smartness or intelligence can be measured by the English you speak, all we ask is for people to be able to adequately express themselves in spoken and written English so they can be understood by others. After 15+ years of study in a language, that is not too much to expect. It is not a measure of intelligence, but if you've been learning something for 15 years and still cannot do it properly, there is a grave problem there that needs to be addressed. speaking English properly is by no means an end all be all, but it is an essential tool if your latent intelligence will even be considered - let me give an example:

you are the most qualified architect to design a new building, but giving a presentation to your prospective clients, all they hear is atrocious English and they cannot make head or tail of your talk, do you think such a person will get the job?

A smart person would ignore a person without stating that they are ignoring them else what exactly is the point?
