there was an annual sin offering done by the high priest on behalf of the whole nation of Israel yearly.
The new Born usual was not a beneficiary to this yearly sin offering since the child was not born yet into the world.
so, when the new born comes into the world it was necessary to do a child specific sin offering for the new born children to keep the nation clean from the inherited Adamic sin that the new born came with into the world so that Yahweh can still keep relating to the whole nation without considering the Adamic sin for that year.
By the next year, the new born will benefit from the general sin offering from the whole nation of Israel...
