Depends on how you define very relevant, that's not even my argument, all I'm saying is that official channel will become supreme and less people will patronize black market, from over 70% patronization to less than 20%. In sane countries black market is virtually non existent but in 9ja it is thriving because of CBN's incompetency. Once CBN and the government at large gets itself together, the value of black market becomes diminished!

I never said it will be higher than black market rather if official channel makes it easy to transact in dollars, no scarcity, no limit restrictions on deposit and withdrawals etc. If these things can be put in place, majority of sane people would prefer to transact using official channel than black market. E.g. You want to pay school fees for a course abroad or buy a car abroad from a dealer? There's no reason you shouldn't be able to do that through your bank!

Ecowas framework is a joke, a fantasy of those dreaming of El Dorado....Let's leave that for now, small wins are needed in order to attract bigger ones. Let the economy open up which attracts investors which leads to more employment and in turn a stronger Naira. Well, I think it's idealistic to believe the govt will have zero influence on the Naira. The problem is we seem to be moving from one extreme to another. From hardcore socialist to hard-core capitalism. But even in capitalism, the CBN still plays a major role in Naira stability as it is given in its enabling laws. So i think the present plan is just to open up the economy to investors with easy catches for quick profits such as free market but at the expense of the disposable income of most Nigerians and their cost of living as well.
It's a conflict between textbook economics and real, practical economics

Notice the word I used....'MOST'......The market should mostly dictate Naira's value with the government stepping in only at the extremes such as high inflation or unemployment. You're right about policies but those policies should not hinder the free market!

Note that any guideline not in tandem with the constitution and Electoral Act is null and void. All guidelines must take there roots from the enabling laws. Just the same way, any law in the Electoral Act that goes against the constitution, is null and void and the constitution takes superiority over it.
That is why it is very clear in the 2022 Electoral Act, how to collate disputed results. It was well spelt out and no way to circumvent the electoral Act. Section 64 (5)(6) is very clear and I will reproduce it here same way I did before.

(5) Subject to subsection (1), a collation officer or returning officer shall use the number of accredited voters recorded and transmitted directly from polling units under section 47 (2) of this Act and the votes or results recorded and transmitted directly from polling units under section 60 (4) of this Act to collate and announce the result of an election if a collated result at his or a lower level of collation is not correct.

It is even mandatory for a collation officer or returning officer to compare the recorded results with transmitted results from the polling units as stated in the above section.

(6) Where during collation of results, there is a dispute regarding a collated result or the result of an election from any polling unit, the collation officer or returning officer shall use the following to determine the correctness of the disputed result –
(a) the original of the disputed collated result for each polling unit where the
election is disputed;
(b) the smart card reader or other technology device used for accreditation of voters in each polling unit where the election is disputed for the purpose of
obtaining accreditation data directly from the smart card reader or technology device;
(c) data of accreditation recorded and transmitted directly from each polling unit where the election is disputed as prescribed under section 47 (2) of this Act; and

In this section, it was made explicit that in case there is a dispute in the collation of results, it is expected for the collation officer or returning officer to rely on data of accreditation recorded and transmitted directly from each polling unit so disputed.

(d) the votes and result of the election recorded and transmitted directly from
each polling unit where the election is disputed, as prescribed under section 60 (4) of this Act.

Anything outside this section is null and void my brother. This section had explained how to collate any disputed results and no shortcuts.

(7) If the disputed result under subsection (6) were otherwise found not to be correct, the collation officer or returning officer shall re-collate and announce a new result
using the information in subsection (6) (a)-(d).

Note these, as stated by the section above "using the information in subsection (6) (a) - (d)".
If anyone use any information outside this section, such has breached electoral Act.
We are talking of disputed results, which has been taken care by the Electoral Act.

Meanwhile, INEC guidelines on clause. 92-94 is talking of missing INEC hard copy results during collation as you can see below:

92. At every level of collation, where the INEC copy of collated results from the
immediate lower level of collation exists, it shall be adopted for collation.
94. Where no hardcopy of collated results is available, the results, where possible, shall be regenerated from the preceding level (Collation or Polling Unit) in accordance with Clause 93 of these Regulations and Guidelines.
93. Where the INEC hardcopy of collated results from the immediate lower level of collation does not exist, the Collation Officer shall use electronically transmitted results or results from the IReV portal to continue collation. Where none of these exist, the Collation Officer shall ask for duplicate hardcopies issued by the Commission to the following bodies in the order below:
(i) The Nigeria Police Force; and
(ii) Agents of Political Parties.

Now, read the clause 93 as I quoted it verbatim which in part is in line with the Electoral Act. Read it slowly this time around and don't rush.

Please stop quoting wrong section of the electoral Act to confuse people. The section of the electoral Act that concerns voting, collation of results and declaration are in section 60, 61, 62, 63, 64 and 65.

The section you're brandishing about is on broadcasting and campaigning.
Read verbatim what section 93 and 94 says and stop confusing those that can make confirmation.

Section 93 Nigeria Electoral Act 2022
Prohibition of use of force or violence during political campaign

(1) A party, candidate, aspirant, or person or group of persons shall not directly or indirectly threaten any person with the use of force or violence during any political campaign in order to compel that person or any other person to support or refrain
from supporting a political party or candidate.


(2) A political party, candidate, aspirant, person or group of persons that contravenes the provisions of this section commits an offence and is liable on conviction –
(a) in the case of a candidate, aspirant, or person or group of persons, to a maximum fine of Nl,000,000 or imprisonment for a term of 12 months; and
(b) in the case of a political party, to a fine of N2,000,000 in the first instance, and N5 00,000 for any subsequent offence.

Section 94 Nigeria Electoral Act 2022
Limitation on political broadcast and campaign by political parties

(1) For the purpose of this Act, the period of campaigning in public by every politicalparty shall commence 150 days before polling day and end 24 hours prior to that
day.


(2) A registered political party which through any person acting on its behalf during the 24 hours before polling day –
(a) advertises on the facilities of any broadcasting undertaking; or
(b) procures for publication or acquiesces in the publication of an advertisement
in a newspaper, for the purpose of promoting or opposing a particular candidate, commits an offence under this Act and is liable on conviction to a maximum fine of N500,000.
