The Joint Admissions and Matriculation Board (JAMB) has said the 2013 Unified Tertiary MatriculationExamination (UTME) will hold as scheduledon April 27, 2013. JAMB’s statement came on the heels of the endorsement given by the House of Representatives to the federal government for its decision to cancel UTME, scrap the National Examinations Council (NECO) and National Poverty Eradication Programme (NAPEP), among other agencies, in a move aimed at streamlining the public sector and reducing the cost of governance. A source in the presidency had explained on Tuesday that the overhaul of the public sector was in line with the recommendations of the Presidential Committee on the Rationalisation and Restructuring of Federal Government Parastatals and Commissions led by former Head of the Civil Service of the Federation, Mr. SteveOronsaye. The committee, which was set up to reducethe size of the public sector, had in the executive summary of the 110-page document, recommended the scrapping of 38 agencies, the mergerof 52 and reversal of14 to departments in existing ministries. The presidency source had explainedthat President Goodluck Jonathan took the decision to shut down NECO and NAPEP, among other agencies, after consideration of the White Paper on the Oronsaye report. In the case of UTME, the federal government decided to decentralise the conduct of entrance examinations to universities and other tertiary institutions through the planned reorganisation of JAMB. Meanwhile, JAMB saidits clarification was necessary in the lightof newspaper reports that the federal government had scrapped the board (JAMB), alongside NECO and other agencies. JAMB, in a statement issued by its Public Relations Officer, Mr. Fabian Benjamin, saidarrangements had been concluded for the 2013 examinations which would hold in designated centres across the 36 states and the FCT. “Consequently, candidates are informed that the board’s 2013 UTME slated for April 27 willtake place as scheduled. And the dates for the Computer Based Test(CBT) will also be communicated to candidates’ soon,” he said. The statement read further: “The board wishes to state that as a responsible andresponsive organisation it is not averred (sic) to innovation, changes and government policies skewed to improve the lot of the sector, but reiterates that it has not changed the date of 2013 UTME.” However, the House of Representatives yesterday threw its weight behind the scrapping and merger of some federal government agencies considered to have similar responsibilities and are a drain on public resources. It has, nonetheless, faulted the procedureand advised the government to take urgent steps to legalise its action by sending appropriate bills to the National Assembly to amend or repeal the relevant laws that established the relevant agencies. Chairman, House Committee on Public Service Matters, Hon.Andrew Uchendu, gave this view Wednesday while reacting to the scrapping of NECO and NAPEP, as well as the cancellation ofUTME. Uchendu said while it was important for the government to review the performance and relevance of its agencies periodically,such action must be done in accordance with the law. “It is not enough to simply give approval to scrap some agencies or merge existing institutions. The government should ensure that the relevant Acts that established these agencies are amended or else it will be seen as an illegality. “There are definitelysome agencies whosefunctions overlap with the functions of other agencies. These are duplications that should be addressedbut it should be donewithin the confines ofthe law. “In the present case,the federal government has taken action without consulting the National Assembly. Some of these agencies were established by Acts of the parliament andany alteration to their status should be done through the National Assembly,” Uchendu said. On the other recommendations of the Oronsaye report that have not been implemented, Uchenduurged the federal government to endeavour to sustainthe efforts and ensure that all necessary actions are taken to reform the public service in the country. The erstwhile Chairman, House of Representatives Committee on Education, Hon. Farouk Lawan, also endorsed the scrapping of NECO, NAPEP and cancellation of UTME by the government. Lawan said for several years, Nigerian students had been subjected to too many examinations but the country had not achieved much from these examinations in terms of quality education. Indications emerged last night that the Federal Government may have resolved to scrap some ofits agencies in line with the recommendations of the Steve Oronsaye-led Presidential Committee on the Rationalization and Restructuring of Federal Government Parastatals, Commissionsand Agencies following the completion of study of its White Paper Committee report. Amongthose scrapped are Unified Tertiary Matriculation Examination (UMTE), National Examination Council (NECO), Public Complaints Commission, National Poverty Eradication Programme (NAPEP) and the Fiscal Mobilization and Allocation Commission among others. The Oronsaye committee had recommended the abolition of 38 agencies, the merger of 52 and the reversion of 14 to departments in the ministries from which they were carved out, a move the committee argued would save the government more than N862 billion between 2012 and 2015 should its proposal be adopted. A reliable governmentsource confirmed that President Goodluck Jonathan, Vice President Namadi Sambo and selected senior aides of the president met twice and eventually took decisions, which included the scrapping ofsome agencies and merging of others. Another source revealed that the with the scrapping of the UTME, individual universities in the country would conduct their own admission examinations and admit students while the Joint Matriculation and Examination Board will set and ensure compliance to standards as it acts as the clearing house. The source said JAMB would be modeled along the line of Universities and Colleges Admission Service (UCAS), the central organization through which applications are processed for entry to higher education in the United Kingdom. According to the source,"individual university will do their own examination and admission. If you want to applyto a university, you do so but in order not to have a situation where one person gets multiple admission, JAMB acts as a clearing house to free up spaces. All the universities are free now to admit students." Even though details were still being worked out, it was learnt that government's decision, was informed by the need to promote merit in admission intothe nation's universities because "the idea is to ensurethat the best students go to the best universities." The source further disclosed that the president had also approved that the West African Examination Council (WAEC) is now expected to take over the functions and vast infrastructure of NECO, which now ceases to exist. The sources confirmed that WAEC would now conduct two external examinations in a year, January and November. The Public Complaints Commission is to be merged with the Human Rights Commission, just as NAPEP would also be scrapped and replaced National Agency for Job Creation and Empowerment. The Oronsaye-led PresidentialCommittee on the Rationalisation made far-reaching recommendations,which, it explained, were aimedat helping the government to effect a drastic reduction in the size of its bloated bureaucracy, eliminating duplication of functions and bringing down the cost of governance. The Federal Government has launched an offensive against a little known terror group, Jama’atu Ansarul Muslimina fi Biladis Sudan, which roughly translates as Vanguards for the Aid of Muslims in Black Africa. Saturday PUNCH’s investigations showed that security agents had intensified their investigation of the brains behind the new group. It was learnt that security agents were banking on detained members of Boko Haram and JAMBS to unmask the people behind the new sect. JAMBS is said to be in its embryonic stage, though deadly like any other terror group. Security sources told our correspondent that intelligence reports indicated that JAMBS is an offshoot of Boko Haram – the result of the fragmentation of the deadly sect. It was learnt that JAMBS was created by Boko Haram commanders who were disenchanted with the leadership style of the extremist group’s spiritual leader, Mohammed Shekau. The new sect, which had claimed responsibility for various acts of hostage-taking and the November 26, 2012 attack on the Special Anti- robbery Squad detention centre in Abuja, has been under security watch, findings by Saturday PUNCH have shown. The group, which is believed to be affiliated to the Al-Qaeda in the Maghreb, said it was behind the recent kidnap of a French engineer, Francis Colump, in Katsina, citing France’s push for military intervention in Mali as justification. The sect stressed in a statement that it would continue to launch attacks on the French government and its citizens as long as the government maintained its alleged hostile stance against veiled women in France as well as the European country’s support for military intervention in Mali. It was gathered that the new group is engaged in low level insurgence against security agencies and the civil populace in parts of the country, but security operatives would not want to give it publicity by acknowledging its existence and capability. “We are not closing our eyes to the activities of the new sect; in fact, they have been under our radar for sometime, but we don’t want to give them legitimacy by acknowledging them. That is why it seems as if security agencies are ignorant of their antics, but that is far from the truth,” a security source stated. Findings indicated that while security agencies were seriously focused on rooting out Boko Haram, the new sect was not seen as a major problem because it is believed to be “a mere branch of the Boko Haram tree and once the tree is felled, the branches will wither,” a source said. When contacted, Deputy Force Public Relations Officer, Frank Mba, said the police were determined to tackle terror groups and sundry criminals in the country. “Our mission is to fight crime and fight it effectively; our approach is a holistic one and I think its high time Nigerians appreciated that our strategies are working. Our determination to fight crime headlong is unshakeable and we will continue to record success against crime and criminality in this year,” Mba said. Meanwhile, the Christian Association of Nigeria has described the emergence of JAMBS as “the same finger of a leprous hand.” According to the association, the change in name from Boko Haram to another group is to elicit attention and pave way for negotiation. The Public Relations Officer of the 19 Northern States of CAN and Abuja, Mr. Sunny Oibe, said in an interview with Saturday PUNCH on Friday that the Federal Government should not enter into dialogue with them because they are “criminals.” He said, “Whether you call them a new Islamic group or Boko Haram, it is the same finger of a leprous hand; all of them are the same and their agenda is one. The Islamisation of this country and intimidation of Christians so that there won’t be Christianity in the Northern part of the country is part of their agenda. It is just changing from Boko Haram to another group for them to get attention. “The emergence of the new group is to get attention and our position is that there should be no dialogue with criminals. You cannot use your left hand to point fingers in your father’s eyes and such intimidation is not acceptable.” |

The phenomenon was said to have taken place on Saturday evening and have attracted hundreds of Muslims and non-Muslims to the spot. The said inscription, which is about six centimetres long, is by the roadside after Idumota Under Bridge. People at the scene said no one could say categorically how the inscription got to the spot but many Islamic faithful at the scene believed it was an act of God. A visitor at the scene simply identified as Femi, said the phenomenon is a first of his kind and will continue to attract hundreds of people to the spot. A Muslim resident in the area who did not want his name in print, said since the inscription miraculously appeared on Saturday, hundreds of people have visited the scene. Well, apart from the fact that yes indeed he needs to get a full refund from Idris “I-am-not-even-a-real-star-yet” Elba, I have seven reasons why you might want to think again… 1. Did you see the crowds?!?!? No seriously. This fact is obscured by all the giddily negative chatter, but what people forget is that thousands of Nigerians stood up to support this man D’banj who many claimed had lost his touch with Nigerians. Oh no he hasn’t. Nigerians showed the young man one fact on Friday – and that is the fact that he’s still got much love. Now it’s up to him to keep the fire burning or to lose his magic. 2. Eko Atlantic as a concert venue was a bold decision – flipping the middle finger to the exorbitant and unnecessary Eko Hotel venue – and he gets props for blazing a trail I am almost certain many will soon follow. D’banj has always been a big – make that huge – risk-taker. No matter what anyone says about the venue (you can’t blame him please biko – it’s not as if he hid the venue, it was right the on the promos), after the trek was done, it was an excellent choice for a concert. Now, Lagos State government, can you please do your work and make it easier to get there? 3. If you had any doubts that D’banj is now surely an international star – well, there he was pulling around town in an Aston Martin – with Big Sean and exchanging high-fives with the rest. This wasn’t a Nigerian act being called upon to perform at a random concert with foreign acts – this was a Nigerian superstar able, on his own, to get international acts to pall around with him at his own concert, as his own friends, on his own terms. 4. Now those who know these things, know that the managing director of GTBank (the event’s sponsor) loves D’banj like his own son. But still, the man’s sitting down there in the crowd singing along to D’banj’s legendarily nonsensical beats, alongside other corporate executives in finance, oil and gas and everywhere else. D’banj has built an attractive brand that cuts across all segments of society. This concert confirmed that. 5. Sadly, this fact was lost again – but this is the first time a concert in Nigeria has been live-streamed with the quality witnessed via Ndani. Clear and uninterrupted broadcast where the audience on television felt as close to the action as the people who sat down in the crowd. It was another first – and Daniel Anderson did it first. 6. Let’s take a minute and pause on what the fact that D’banj trended on Twitter like a multiple orgasm means… Yeah, at least by sheer talk ability, I am sure we are all reminded that Dapo Oyebanjo is officially Nigeria’s most important artiste, at this time, as I write. That’s the Koko. 7. No Psquare, no Wizkid (not on stage at least), no Mavin, no Asa, no packing the entire Nigerian entertainment industry into one venue like Rhythm Unplugged, and for good measure no Chris Brown, and yet in terms of everything there is – performances, crowds, media, social network buzz, celebrity attendance, high profile – thus was by the far the biggest concert Nigerian has seen this year, and it was by a Nigerian below the age of 30.
