THE State House plans to spend over N500 million on food stuff and catering supplies, according to an estimate in the 2011 budget before the National Assembly.

The State House (residences and offices of the President and Vice-President) is allocated N21,159,867,112.

About N1,570,107,112 is for salaries and wages. Allowances and social contributions will be serviced with N640,386,203.

The proposed recurrent expenditure for the office of the Vice-President is N8,395,543,797. This is broken down into travel and transport (N2,014,658,355); utilities (N263,514,587); materials and supplies (N1,614, 315,741); maintenance services (N2,847,709,086); training (N338,045,242); consult-ancy and professional services (N85,747,680); fuel and lubricants (N197,700,000); miscellaneous (N1,033,853, 106) and loans and advances (N53,830,000).

About N54 million is voted for fuelling of plant/generator.

About N574, 074,750 is to be spent on food stuff and catering materials are to cost N374,074,750; N312,400,000 is for refreshments and meals; N86,422,720 for honorarium and sitting allowances and N383,408,436 is proposed to be spent on welfare packages.

Under the proposed capital vote of the vice president, over N3 billion is set aside for buying fixed assets; N30 million is to be spent on office furniture and fittings; over N428 million is voted for computers; N553,594,442 for canteen/kitchen equipment, N403,594,442 for kitchen and household equipment and N150,000,000 for household equipment and materials (for the Vice-President’s residence).

There are, also, N1,128,640,000 for residential furniture and N21,875,000 for recreational facilities.

More than N4billion is provided for the construction and provision of fixed assets in the State House. Out of this, N1,170,000,000 will be spent on construction/provision of residential buildings; N861,000,000 for electricity (in the State House) N545,000,000 for the construction/provision of infrastructure and N184,000,000 for the construction/provision of recreational facilities
N24 million is proposed for one library scanner for the library.

The purchase of utility and operational vehicles for the office of the VP is to cost N300 million. The furnishing of the VP’s Guest House at Asokoro is proposed to cost N100 million.

About N400 million is proposed to be spent on the acquisition, upgrading and furnishing of the VP’s Guest House at Aguda House.

For the rehabilitation of 10 houses on Ibrahim Taiwo Street for Principal Officers of the President, N101 million is likely to be spent and N48 million is voted for the rehabilitation of presidential/ ministerial chalets at Nnamdi Azikiwe Airport, Abuja.

The rehabilitation of the Banquet Hall dome roof is estimated to cost N81 million and N302,291,157 may be spent on the rehabilitation of the Aso Villa administration building.

Any delegate from his native South-South geo-political zone who votes against President Goodluck Jonathan at the Peoples Democratic Party’s (PDP) presidential primary elections in January will be traced by hand written data on the ballot papers, former chairman of the PDP Board of Trustees Chief Tony Anenih warned in Port Harcourt yesterday.

Anenih issued the dire warning in the presence of President Jonathan at the South-South PDP Delegates and Stakeholders’ Conference which took place at the Banquette Hall of the Government House in Port Harcourt, the Rivers State capital.
He said, “Anybody from the South-South who does not vote for this ticket (Jonathan/Sambo), God will not give him good luck. That day, we have the boxes, Bayelsa, Edo, so when you put your ballot paper inside the box, we will know what you have done. Akwa Ibom box will be counted,Jonathan, Jonathan, Jonathan! We don’t expect to be here, not even by mistake, somebody is saying Atiku. We will identify the handwriting of that person. If it is a finger print, we will trace it. I hope you know I was a Commissioner of Police! We will trace that person who made that terrible mistake!”
He however said that for the fact that Jonathan’s main election rival, former Vice President Atiku Abubakar, had married a woman from the South, they will allow him to get one vote at the primaries.
“Because we belong to one party and Atiku is my in-law, make we givam one vote. If he wants us to come and take our daughter, we will go and take our daughter. There are more beautiful men in South-South to go marry them!”
Yesterday’s statement was Anenih’s second controversial one this month alone. He had said in Benin, Edo State, at a similar Jonathan/Sambo campaign rally that there will be no vacancy in Aso Rock by 2011. He had said the same thing in the build up to the 2003 elections, which were subsequently marred by irregularities.
Director General of the Jonathan/Sambo campaign organisation Dr Dalhatu Sarki Tafida told the delegates that Jonathan’s bid to remain in Aso rock was facing threats from an aspirant from the North-East (clearly referring to Atiku). He even said Atiku may clinch the ticket, although he assured the President of victory.
“Mr. President you are lucky. You are lucky because these people you see here love you. However, there are challenges, challenges in the sense that other zones are competing with you. The north-west is competing with you. The North-East where we think we have an aspirant there is competing with you. Believe you me, the North- East (Atiku) may even beat you in the polling zone, therefore you should be careful! Be careful! (turning towards Jonathan). They are working very hard! They are working very hard. The aspirant from that zone may not get much, that one I can assure you. So keep your work. Make sure what you (delegates) promise is what you do!” Tafida said.
President Jonathan however said at the meeting that he has been assured by governors of securing votes of delegates at the primaries and he trusts in them.
He said, “I am convinced by what my governors have told me about the position of the delegates of the South-South. I am convinced with what the traditional leaders have told me. So I will not campaign again. The Vice President and others have noted some of our strides. I would not want to talk about them because I hear it in the press that I am being challenged by someone for a debate, so I am reserving it for the day the PDP will call us for the debate. Even today I read it in Leadership [newspaper]. I know presidential debates all over the world are in two levels. A president represents a political party and tells the country how he will implement the programmes of that political party. That presupposes that a candidate must emerge first before you can go for a presidential debate. In the event a political party feels it will assess candidates vying for President under that political party, then that political party can arrange an internal discussion with the aspirant. In this case somebody challenges as if it is wrestling game.”
Vice President Namadi Sambo as well as the Governors of Rivers, Bayelsa, Cross River and Akwa Ibom were present at the meeting while representatives of delegates from two other South South states--- Edo and Delta---pledged their votes for the President.

Serious countries have timelines within which any job is performed, failing which people entrusted with such responsibilities resign or are fired-No excuses: serious countries have no time for excuses. It’s either you perform within the allotted time or quit. Not in Nigeria where the same incompetent and fraudulent people are left to continue doing a job they have no solution to and people wait for miracles to happen or as usual call for divine intervention. In serious countries, every worker (senior or junior) has a supervisor that oversees what the worker does on daily basis and the supervisor makes daily, weekly, monthly and annual reports. It will not take 8 years (as Obasanjo wasted) to figure out that a person or group is not doing what they are paid to do.  Tel l me how many people that have being fired in Nigeria for the various security lapses that are evident in Nigeria daily. How many people have being fired for the inability to fix the electricity problems in Nigeria? It is about responsibility. People are employed because they can solve problems. If they fail to solve the problems, the employer looks elsewhere for solutions. How many people have being arrested for pocketing the billions of Naira meant for power projects since 1999. From all indications, Nigeria as a country need to start employing foreigners as workers in Nigeria since an average Nigerian knows only how to defraud government and are largely incompetent. If United States of America with all their sophistication can employ thousands of Nigerians in many sensitive positions, I see no reason why we cannot do same. One thing one has learned in this forum and several other fora is not to open oneself up to endless arguement with people that lack moderate sense of creativity and objectivity in thinking; they write good English but that's where it ends. They are ignorant and are proud of their ignorance. Their reasoning falls below acceptable international standards. Even a primary 5 pupil in any advanced country(countries where people reason well and objectively too) knows that a state house of Assembly, whether they are all of the same party or not, has no business with passing resolutions on the activities of any party. They pass resolutions pertaining to good governance of the state. They think that because Ciroma and his group did it (BTW Ciroma group is not any state house of Assembly. They merely selected a presidential aspirant from the north so as to give their region a fair chance of being the party's candidate. Whether the person they selected is the best remains another issue; if he wins, we still have elections coming up for people to reject or affirm him) that other groups must follow even when it sounds stupid. Do not give up and never be part of this silly movement that is aimed at enthroning a man that has proved his incompetence over and over again. High IQ is not common. NUF SAID

This is a statement Nigerians have been making since 1960. Besides government is a continuum. Many countries that had Independence with Nigeria have long moved on to greater things. Most importantly, As at 1975 (about 15 years after independence), Nigeria was respected in the committee of nations because things were relatively working so how come 50 years after independence, things are getting worse.
A political office holder is doing well simply because he has done better than others before him/her
Wrong. There must be a yardstick and high standards with which to appraise governance and performance. A person who scores 15% in a class where everybody has been scoring less than 15% does not have a passing score. 15% means 15 out of 100. except they mean that it is impossible to get someone that can score at least 70% which should be the minimum acceptable score. Example: We will use Governor A for instance, we will want to know his percentages in terms employment, education, healthcare care provision, housing provision, food availability and affordability, investments, youth development, corruption fight, power, roads, etc. we will then find the average of the averages to see where the governor stands. Constructing roads alone can only fetch Governor A at most 10% (if all roads are perfectly done and there are only 10 areas to consider)

Supporting a candidate for election without any clear and convincing evidence of his plans and achievements

People that have no prior achievements in life are likely to follow same pattern when elected. Those that decide to change must have real plans (not promises). Plans must be broken down into completion by day, week, month, year. The reason is obvious: If you want to achieve an objective in a year, then plan/project must broken down into 365 pieces. This way you can monitor progress on daily basis. One of the reasons nothing works in Nigeria is that there is no daily supervision of anything in Nigeria at any level of governence or administration. This is why people spend 4 years stealing billions without detection after which the EFCC and other agencies start wasting people's time chasing shadows. To be continued,

Somebody should also tell Mr Jonathan that in his country, the cost of using GSM is the highest in the world. Only in Nigeria do people spend more than the so called minimum wage on recharge cards-the biggest GSM fraud in the world. Mr Jonathan does not care about these despite his meaningless speeches during declaration and on facebook (it makes sense though to the small minded and ignorant among us) FEC has been turned into a jamboree, inflated contract awarding cult. Nigerians will never know any better. The first sign of a man's competence is his ability to make sense when he talks as well as his ability to be creative. So far I have not seen any creativity in Jega, neither have I seen him articulate and convincing when speaking. Professor Humphrey Nwosu excelled in these areas. That's why he succeeded despite working under a criminal Babangida regime. Being a radical does not make one effective, efficient and competent. It is only in Nigeria that we use irrelevant factors to qualify people. Having integrity has no relationship with being efficient or as the poster put it, having organisational ability. The Jega I have observed, lack this despite the billions that have been provided for him.

We are rebuilding the team yet we have the same players that performed woefully in South Africa and continue to perform badly. This is where Nigeria should have taken action. This country should take this matter up with FIFA to sanction all those that are bent on destroying Nigeria at all cost. You are blessed. I have followed your posts and have found you as one that has sound mind, great intellect and logic. You are highly analytical, creative. You are principled and pesuasive in your arguements. You are progressive minded and above all God fearing. These are qualities that 99% of Nigerians lack. That is  why Nigeria is a castrated nation. I do share your frustrations with the kind of feeble arguments put forward against Mikel by so many hateful people here. I have learned with time that most Nigerians' level of intelligence is well below average (again the reason we continue to let thieves continue to steal our common wealth) and that 99% of Nigerians are always dead wrong on any arguements/ discussion they enter into due to their shallow level of comprehension and articulation. I have always prayed that Nigerians living in Nigeria will always continue to find ways of surviving the severe and unbearable hardship in Nigeria. After reading people's comments on this forum, my mind just can not help but wonder the manner of mentality Nigerians have. Totally disgusting and hopeless. Everybody in life (not just Politicians) face allegations. It is left for the individual involved to dispell such allegations and take appropriate actions. Fashola has so far not done that to redeem his image. He instead chose to attempt to stop litigation. Any where in the world when weighty (very very weighty as in this case) allegations are raised, it is usually investigated irrespective of whether the official involved is an assumed angel. Civilized governance (that is what is obtained in civilized countries) is a system of governance where every dime budgeted is spent on what it is meant for. Any body who is suggesting or continuing to suggest that should be allowed to inflate or steal (even 1 naira) because he is doing a good work is being criminal ( no apologies). It is this type of thinking and reasoning that has kept us as a castrated nation. Just because Fashola is doing better than those before him does not make him a good governor or above the law. Nigeria has since independence been cursed with criminal leaders that anybody that constructs few kilometers of roads and does few other things that do not improve the social wellbeing of the people (the primary purpose of governance), will always be regarded as extra-ordinary. Let me remind people of the saying that 'he that settles for lowered standars, celebrates mediocrity'. My last visit to Lagos made me ask the question :"I thought they say that Fashola is doing wonders in Lagos" for the Lagos I saw looked like a glorified town.

My Overall Observations about our coaches, players and fans during the 2010 edition of the nations cup.

Technical crew: It is apparent (especially after the 3rd place team) that the super Eagles coaches are still uncertain about which players are good for each position in the team. It does appear that the team needs a reliable physical trainer to fish out players that are not fit for games. Psychologists are also needed in the team to help boost the morale of the players during crucial games as the one they needlessly lost to Ghana. Perhaps, they need a player motivator or ginger them in the field of play. At the end of the third place game, it is important and fair to say that Shuibu Amodu and his team have done their best. Whether their best was good enough (especially for the ever insatiable Nigerian fans) remains another issue. Qualification for the world cup and bronze medal at the nations cup cannot by any standard be said to be a bad result for a severely insulted and abused fellow local Nigerian coach.
It does appear to me that with the aforementioned confusion about who gets invited/selected, who plays what and where,  and so on, Nigeria needs a solid technical (Nigerian or expatriate) who must do better than Amodu. To do better than Amodu, the person must understand everything about Nigeria and her players before employment and must understand our mentality (of not doing the right things at the right time). We can not just get rid of Amodu for the sake of it or just because some irrational and illogical fans ( Nigerian fans have become the most vicious, unreasonably too demanding of their team and in the process become too insulting and abusive) have been asking for it. We must be thorough to avoid the mistakes of the past. (2002 world cup comes to mind)
FANS: Just like I said above, it is important that we differentiate between genuine supporters of the National team and those who take the slightest opportunity (mostly using forums like Kick off and nairaland to insult National team players and their coaches. Forums like these have always done poor job of regulating contributions).I will postpone further comments on this.

PLAYERS: Despite the public outcry from mostly uninformed fans, most of the players that participated in the Nations cup 2010 (maybe 60%) should still be in our world cup teams. I will dwell more on few controversial ones and few who should not be there but have constantly been criticized by fans (These analysis are being done after watching each game played by the eagles more than twice)
Vincent Enyeama: I had my doubt about Vincent after the Egypt game. I believed that he was not organizing his defense well(the same reason Vogts dropped him for Ejide). He also conceded two goals against Kenya (five goals in two matches). He however improved as the games progressed, climaxing with the game Vs Zambia. Should be in the team
Defence:
Taye Taiwo: It beats my imagination that the technical crew thought it wise to field Echiejile in place of Taiwo just because some people felt that “Taiwo overlaps too much”. One of the basics of soccer is that when a defender overlaps, another player covers for him. He is stronger and has some bullets packed in his legs and most importantly features regularly for his club. Should be in Nigeria’s world cup team.
Danny Shittu: Strong (land and air) But must sharpen his skills
Apam: Fights well and uses his brains
Yusuf Mohammed: High work rate. Needs to work on his skill level
Ordia: Skillful. Age not on his side. Did well against Algeria
Mikel: Arguably the best player in the team; Very strong on the ball but must work to add more urgency to his game. Unnecessarily slows down game. Must be in any country’s national team
Kanu: The most intelligent player in the team. Age not on his side but his experience can not be replaced yet in the team. Deft touches and killer passes. Needed at the world cup.
Obasi: Plays Nigeria style of game: fast and intelligent: proved himself in Holland 05, Olympics 08 and showed great guts during AFCON 2010. World cup bound
Martins: Currently best striker. Biggest problem: Inconsistency (did it against Ghana. Had avalanche of chances to nail the Ghanaians but missed all. Needs to be more consistent. World cup bound
Nsofor: There is no person that works as hard as Nsofor on the pitch any day. Must work on his shots. Shoots wide too often. World cup bound
Osaze: Has been described as the best player in the team due to his work rate. Needs to be more consistent. Gets tired easily. Makes some average decisions in the field: World cup bound
Yakubu: Very Intelligent but to heavy to attack. Does not mark well and fails to challende ball. Wastefull in front of goal. Doubt for world cup
Olofinjana: Intelligent but sluggish
Kaita: Works hard, sluggish
Yusuf Ayila: Works hard, sluggish. Age not on his side
Kalu Uche: Intelligent but sluggish on the ball
Those that must be tried for world cup:
Ramos Azeez: Under 17 left back:Intelligent, pacy, nice shots
Fortune Chukwudi: Under 17: Intelligent defender
Stanley Okoro: Pacy, skillful, nice shots
Sani Emmanuel: Goal scoring instinct
Lukman Haruna: Must be in the world cup bound team, intelligent. Good shots
Emmanuel Ekpo: Though playing in the US, good to try him. He looks good for our midfield
Others Solomon Okoronkwo. King Osanga, Kingsley Udoh, Rabiu Ibrahim

I have always refrained from commenting in forums like this ever since I discovered that it is a place where every Tom, Dick and Harry congregate to cast aspersion, insult and abuse our National team players. I do totally understand your frustration and agree with your submissions because they are not  misplaced. It is right time a coordinated effort  was put in place to halt this disturbing and ugly trend. I will advise all moderators and editors of forums like this to remove such negative, destructive and evil threads on our players henceforth. It does not do us any good. As we fight to qualify for South Africa 2010, all energies should be channelled towards supporting every member of our national team. The Mikel issue has indeed helped to expose so many poisonous and evil men among foforumnit esn every forum who are bent on killing the Mike Obis of this world. As human beings we must not continue to reason like animals: We must criticize coconstructivelynd objectively. Foolish and ununintelligentriticism has become the norm. If we had invested half of the energy used in castigating legitimate earners like Mikel  in dealing with the political and public thieves that continue to rape Nigeria and Nigerians, that God forsaken country would have been paradise. Let's stop reasoning like black monkeys!!!!

The federal government should not stop at that. They should proceed to arrest those that prepared the budget. It is very clear that these heartless criminals were out to further fleece the country of her hard earned resouces by budgetting a whopping and unbelievable 17billion for tv coverage alone. NTA and LOC members must be made to tell Nigerians how they arrived at these figures. Correction: The amount BUDGETED was N34 billion which is about $300 million and not $30 million
