Another round of tension has gripped the oil industry in the Niger Delta over the renewal of the N48billion oil pipeline surveillance contract awarded to the former leader of the dreaded Movement for the Emancipation of the Niger Delta (MEND), Chief Government Ekpemukpolo, alias Tompolo. Already, the renewal of the contract had pitched Tompolo against his colleagues involved in the struggle in the region, particularly the leader of the defunct Niger Delta Peoples Volunteer Force (NDPVF), Mujahideen Asari-Dokubo; HRM Ateke Tom; Ebikabowei Victor Ben, alias Boyloaf; Chief Bibopere Ajube, alias Shoot-at-Sight, and an ex-warlord in Imo State axis of the region, Commander Nigeria, among others, across the states of the oil-rich belt. The multi-billion naira security job awarded to Tantita Security Services, owned by Tompolo in August 2022, is due for renewal by the end of this month, a development which has triggered intense intrigues and maneuvering by some ex-warlords to wrestle it from the former MEND commander. LEADERSHIP gathered that the ex-militant commanders are strongly opposed to the renewal of the contract as exclusively packaged for Tompolo in 2022. LEADERSHIP recalls that the contract covers surveillance and protection of oil pipelines, which criss-crossed various oil producing communities in Bayelsa, Delta, Imo, Ondo and Rivers States. The award of the job to Tompolo was facilitated by former Deputy President of the Senate, Senator Ovie Omo-Agege, former Minister of State for Petroleum, Chief Timipre Sylva and the Group Managing Director of the Nigerian National Petroleum Company Limited (NNPCL), Mr Mele Kyari, in August 2022. One year later, as Tompolo prepared to approach the management of NNPCL for the renewal of the job, his ex-colleagues were up in arms against him. The protesting ex-militant commanders are agitating for the splitting of the contract to accommodate divergent interests. There are mounting pressures on the Presidency and NNPCL not to re-award the contract solely to Tompolo and his outfit in its present component. They vehemently opposed an omnibus contract to be awarded to Tompolo, which would cover places outside his areas of influence in Gbaramatu axis of Warri South West Local Government Area of Delta State. They insisted that his ambience of operation should be limited to his communities in Delta State, while they are allowed to also operate in their areas. They rejected the template offered by the embattled warlord to sublet parts of the job to them in their different enclaves, insisting that the package being offered by Tompolo was at variance with his earnings from NNPCL, for the job. Instead, LEADERSHIP learnt that they were unanimous that the contract be splitted, with its components awarded separately to individual ex-commanders to man their areas of influence. Already, the aggrieved warlords have protested to the presidency, especially the National Security Adviser, Malam Nuhu Ribadu, and Kyari, apparently to halt the moves to award the contract in bulk to their kinsman. LEADERSHIP learnt that Kyari reportedly advised the protesters to remain calm pending the inauguration of the Minister of State for Petroleum, Senator Heineken Lokpobiri, who is expected to prepare a memo on the festering issue for the attention of President Bola Ahmed Tinubu. It was gathered that Tompolo was also having a running battle with his kinsmen and some close associates of Tinubu, who were bent on punishing him for allegedly not supporting the ruling All Progressives Congress (APC) in the 2023 polls. They accused the ex-militant commander of having supported and heavily funded the main opposition party, Peoples Democratic Party (PDP) within and outside Delta State, in the just concluded elections. Those opposing Tompolo said he didn't reciprocate the visit of Tinubu, in company with Kyari and other top party stalwarts to his enclave on Friday November 25, 2022 and the visit of another team raised by the President and headed by Kyari, with Wale and Seyi Tinubu as members of the team, on the eve of the governorship and houses of assembly election on March 17, 2023, to garner votes and support for the governing However, to starve off any untoward development, Tompolo's men and foot soldiers were reported to have relocated to Abuja to intensify lobby to retain the status quo in the award of the job. LEADERSHIP gathered that they have approached Ribadu, Kyari, Chief of Staff to the President, Mr. Femi Gbajabiamila and other influential members of the inner circles of Tinubu, including members of the president's immediate family, for help. But despite stiff opposition, investigation by this paper revealed that Tompolo's bid to renew the job still enjoyed the backing and support of Sylva, who is apparently relying on the former MEND leader for support in the November 2023 gubernatorial election in Bayelsa State, Omo-Agege, who was said to have forgiven Tompolo for not supporting his gubernatorial ambition in the 2023 election and the chief executive of NNPCL. They were reportedly touching base with powerful links within and outside the Presidency to ensure that Tompolo triumph, taunting and flaunting widely reported ex-militant and his company's impressive records in the war against crude oil theft and pipeline vandalism in the region, as satisfactory credentials to renew the job. One of our sources disclosed that the trio in their alibi in favour of Tompolo expressed conviction that renewal of Tantita's contract would help in consolidating the gains so far recorded in the war against illicit deals associated with crude oil, in the region. The source said, "The management of NNPCL has been having difficulties in renewing the pipeline surveillance contract given to Chief Tompolo to oversee the security and protection of crude oil pipelines in the Bayelsa, Delta, Imo, Ondo and part of Rivers State in 2022 because his colleagues in the Niger Delta struggle are up in arms against him. They are opposed to an omnibus award of the same contract to him. They are saying that Tompolo cannot protect the pipelines in their areas. Efforts by our correspondent to get reactions from Tompolo and the management of Tantita Security Services, were futile. Tantita's managing director, Chief Keston Pondi and the company's head, Operations/Intelligence, Captain Warredi Enisuoh, ignored persistent calls and messages to their cell phones, for one week, to secure their reactions to the report. But a source in Tantita Security Services, who pleaded with this newspaper not to mention his name because he was not competent to speak neither on behalf of Tompolo nor the company, said Tompolo and his lieutenants were not leaving any stone unturned to put issues in proper perspectives. He said, "Tompolo's men are in Abuja already to put paid to some lies being peddled against their boss, especially as concerned about his roles in the 2023 elections. Most of what is being said about him are tissues of lies. They are making frivolous allegations about him with a view to ensuring that the contract is not renewed. Come to think of it, what does the outcome of the elections have to do with the award and discharge of a legitimate business? This is purely a business and not politics. As Mr. President said recently, the time for politics is over. It's now time for governance. "Tantita has performed excellently in the assignment handed over to it to the admiration of all and sundry. The records of the increase in crude oil production are there in NNPCL and the oil multinationals and we must warn that it would not be in the interest of our economy to sacrifice excellence in favour of mundane arguments. "We are not losing any sleep in Tantita and even our principal, High Chief Government Ekpemukpolo, alias Tompolo, is not bothered about the so-called gang-up. We have done our best in Tantita in taming the hoodlums draining our economy through illicit crude oil deals and our performance chat is there for everyone to check. We have received accolades from within and outside the country for our efforts in salvaging the nation's economy. The President, Asiwaju Bola Ahmed Tinubu, that we know very well will not succumb to undue pressures of blackmailers and enemies of Nigeria. "We have no doubt that the management of NNPCL will take the right steps by renewing the contract to enable us to strengthen and consolidate our efforts in the national interests. Those opposed to us are the oil thieves and their collaborators, whom we have blocked the sources of their ill-gotten wealth," the Tantita source added. It was not immediately clear why President Bola Tinubu approved the detention of Mr Masanawa without first suspending him from office. The State Security Service has arrested Abbas Umar Masanawa, the chief executive officer of Nigeria Incentive-Based Risk Sharing System for Agricultural Lending, NIRSAL, for his alleged role in the ongoing corruption probe of ousted CBN chief Godwin Emefiele, Peoples Gazette can report. Informed SSS insiders said Mr Masanawa was taken into custody three weeks ago and has remained there while their investigation continued. It was not immediately clear whether or not he has hired lawyers to represent him in the case. A spokesman for NIRSAL did not immediately return a request for comments. Mr Masanawa’s arrest stemmed from his role as the managing director of Nigerian Security Printing and Minting Company (NSPMC). He resigned from NSPMC after Peoples Gazette reported that he was seeking a governorship election as a member of the ruling All Progressives Congress while still in office as the nation’s printing and minting boss. The NSPMC is a subsidiary of the Central Bank of Nigeria (CBN) responsible for printing and minting the nation’s currency notes, coins and high-level security documents. “He was conspiring with Godwin Emefiele to loot the printing and minting agency,” a source familiar with the arrest said. “We are still tracing billions they stole.” It was not immediately clear why President Bola Tinubu approved the detention of Mr Masanawa without first suspending him from office, especially since his detention for the past three weeks has crippled NIRSAL’s ability to operate. A presidential spokesman declined comments. Mr Emefiele was fired as CBN governor on June 9 and was arrested the next day by the SSS, which has kept him in custody ever since, in defiance of federal court orders. A spokesperson for the SSS declined to speak on Mr Masanawa’s detention, which stood at 22 days as of Friday morning. “No comment,” Peter Afunaya said in a message to The Gazette Friday morning. Mr Masanawa’s arrest came Mr Tinubu appointed an anti-graft expert, Jim Obazee, to uncover fraud at the CBN and other federal agencies. A former deputy general manager at Zenith Bank, Mr Masanawa served as special adviser to Mr Emefiele and steadily moved up the rung to become the executive director at the NSPMC. Former President Muhammadu Buhari appointed him as the organisation’s managing director in September 2018. In May 2022, Mr Mansanawa declared his intention to contest the governorship election in Katsina without stepping down from office. He promptly resigned from his position following The Gazette’s story on his misconduct. After he failed to clinch the ticket, Mr Emefiele appointed him as the new head of NIRSAL, following the removal of the agency’s former boss Aliyu Abdulhameed amid corruption allegations. Islamic Movement of Nigeria leader, Sheikh Ibraheem El-Zakzaky, has cautioned that actions by the U.S. and France might spur tensions between Nigeria and the Republic of Niger. El-Zakzaky believes that these Western nations might orchestrate attacks in a way to pin the blame on the neighbouring countries, creating further strife between them. After the July 26 coup, the U.S. and France have shown varying positions. France advocates for the return of ousted President Mohamed Bazoum to power and leans towards military intervention, a stance shared by some African countries including Nigeria and Côte d’Ivoire. El-Zakzaky, while addressing students from Hauza (Islamic Seminary) at his Abuja residence, said: “How many times has there been a coup here (in Nigeria)? Did anybody ever come and force us to revert to civilian rule? I have never heard of such a thing. How could you just pick up arms, saying you have to wage war (on a country) in the name of ‘Democracy’? “And it is clear that this is not our war; it is a war between America and France. Although Niger has closed its airspace, France aircraft still pass through. And they also have ‘terrorist’ camps, some of whom they’d bailed out after they were captured. The notion that Tinubu is a master political strategist can be confirmed by how he played former Kaduna State governor, Nasir El-Rufai. Some see Tinubu’s relationship with El-Rufai as manipulating for his political gain. But is it? Finding people to play vital roles in achieving a goal without knowing the larger scheme is not uncommon in politics. The technique can be seen as Machiavellian, a calculated move to use others as tools for personal or political advantage without regard for their autonomy or awareness. Tinubu saw it necessary to recruit El-Rufai for his campaign even though he was pained for not being considered the vice presidential candidate and dared to leave the country immediately after his tenure. Therefore, El-Rufai’s lukewarm attitude during the campaign made them choose him as the perfect prey to play the political script. Also, APC was desperate for support in the North and could not afford an in-house conflict in the party like with PDP. During the campaign, Tinubu courted El-Rufai the way he would court the attention of the most beautiful lady in town. He lined up like a suitor to dance and catch his attention at all costs. The way Tinubu courted El-Rufai, standing out from the crowd, mirrors the special treatment a gentleman might give to the most admired lady in the room, ensuring she feels distinguished and treasured. Tinubu showed El-Rufai the respect he craved throughout their courtship. He even brought him into the spotlight at Chatham House when no one expected. He visited Kaduna and begged him to change his mind and work with him. For El-Rufai, he felt empowered to go after anyone that worked against his newfound love. He was so confident to the point of assuring people that he would be Tinubu’s goalkeeper—Chief of Staff—once they won the presidency. At some point, he overcompensated his confidence by quickly turning it into arrogance. He denigrated the northern elders with all sorts of names. When the campaign got tougher, he even took Buhari to court at the expense of his newfound love—Tinubu. In the end, when Tinubu knew El-Rufai had served his full purpose, he made efforts to make the separation amicable. Of course, some will feel it was tough, but in hindsight, Tinubu has limited options, and using El-Rufai seems the best choice. A few pockets of people view the non-confirmation El-Rufai as a humiliation to him. But is it? How many people did El-Rufai humiliate since he joined politics? In the words of my law mentor, those who live by the sword will die by the sword, implying that the way he treated others is eventually coming back to him. The question of whether this constitutes humiliation, or is merely the result of playing a political game, is a complex one. Tinubu knew El-Rufai was dispensable because there were so many petitions against him. A standing order from the Senate Committee of Senator Sodangi from Nasarawa State indicted him for misappropriating public funds in 2008 and recommended that he be banned from holding any public office. It was also a kind of revenge for Tinubu because they had some back and forth. His unguarded utterances are well-documented too. In his book ‘The Accidental Civil Servant’, El-Rufai wrote a 4-page story about how Atiku prevented Tinubu from scamming the federal government. In May 2019, during his war of words with Tinubu, there were newspaper reports of him saying he would never agree to be a vice president to a drug baron or corrupt politician. In the same month, he suggested that Lagos’s godfatherism could be ended as he did in Kaduna and even said he is unapologetic to those who feel offended. Some would say his behaviour is just politics, and I hope they will agree what Tinubu did to El-Rufai is politics too. The argument about competence is a non-issue because the president cannot be compelled to work with those he does not like. And by listening to his Senate presentation objectively, it was clear he was not the right fit to be the Minister of Energy. He clearly failed to demonstrate a track record of education or experience in the energy sector. He said he had degrees in quantity survey and law, a diploma in computing, and master’s degrees in business and public administration. His experience was in construction consultancy before joining the public service as the DG BPE, minister and governor. If this was a job interview, he did not articulate his competence. The well-orchestrated plan also dragged a useful opposition party member, Senator Khalid Ibrahim, from the PDP. He was played like El-Rufai too. He was the one that stood up to commend El-Rufai for his good work in Kaduna and even asked the Senate members for him to bow and go. The story behind Khalid’s emergence as a senator is an emotional one. His constituents voted for him in protest against El-Rufai’s government. His local government, Soba, is one of the most bandit-ravaged areas in Kaduna. Of course, the non-confirmation has debunked his false praises about El-Rufai. If he were wiser, he would have kept quiet instead of saying what is untrue, but this is how they select useful political tools. Following El-Rufai’s non-confirmation, he went on the radio to say no one could ever mentor him before leaving the country. Obviously, everyone knows it is just another gimmick. He will come running whenever Tinubu decides to be benevolent. Former Kaduna State Governor, Nasir El-Rufai, has sparked reactions with a new photo confirming his current location. This comes barely a week after the All Progressives Congress (APC) chieftain reportedly withdrew his ministerial appointment, named a placement and travelled out of the country. Recall that El-Rufai’s ministerial confirmation was suspended following a security report by the Department of State Security (DSS) and the National Security Adviser (NSA), Nuhu Ribadu. Naija News reports that the former Governor took to his social media page to share a new photo and revealed his location. While reiterating their support for the president, the elders, however, called on the Bola Tinubu-led Federal Government to put in place more pragmatic, practical and visible ways of easing the pains and general hardship which Nigerians are, at present, contending with. These were part of resolutions of the group at its National Executive Council Emergency meeting held in Ibadan, made available to journalists, Tuesday, by its Secretary-General, Chief Oladipo Oyewole. The communiqué read: “Rising from an Emergency Meeting on August 10, 2023, the Yoruba Council of Elders (YCE) affirms its total support for President Bola Ahmed Tinubu. “However, the Council observes that the suffering in Nigeria at this time is getting sharper and hardship is getting deeper among the masses. The cost of petrol has increased, the cost of transportation and cost of foodstuffs have gone up. “While associating fully with the management abilities and capabilities of the present Federal Government administration, it is of concern to YCE that the Federal Government of Nigeria should put in place more pragmatic, practical and visible ways of easing the pains and general hardship which Nigerians are presently contending with. The elders, also expressed worry over the Emir of Ilorin and others’ publications on the Isese worship in Kwara State, lamenting that the rights of the Yoruba people of the state are being contained and infringed upon. The elders said: “The Council also observes that the socio-cultural right of Yoruba people in Kwara State is being contained, marginalised and unduly infringed upon. The Newspaper publication of the Emir of Ilorin and his emissaries has caused worries for the Yoruba Council of Elders.” The group stated that every Nigerian should continue to enjoy the freedom of Religious Worship as enshrined in the 1999 Constitution of the Federal Republic of Nigeria. The Peoples Democratic Party, PDP on Tuesday said Nigerians, who voted for President Bola Ahmed Tinubu, are now regretting wasting their votes. The chairman of party in Ondo state, Fatai Adams, disclosed this in a statement signed by the party’s Publicity Secretary, Kennedy Peretei in Akure. According to him, the few months of the president has brought untold hardship to Nigerians. Adams was reacting to the Ondo state chairman of the ruling All Progressives Congress, APC in the state, Ade Adetimehin, who said that the PDP has gone into extinction. The police boss stated this at Press Centre, Farm Centre, Kano, on Monday, while reeling out his achievements in the last 100 days during a Special Press Conference organized by the leadership of Correspondents’ Chapel, Nigeria Union of Journalists (NUJ), Kano. According to him, within 100 days of his stay as Commissioner of Police in Kano state, “over 1000 suspects were investigated with most of them still behind the bars awaiting trial for offences ranging from armed robbery, kidnapping, cattle rustling, culpable homicide, thuggery, having deadly weapons, drugs trafficking, sales and consumption of dried leaves suspected Indian hemp and alike.” He said the suspects include 117 armed robbery suspects, 25 suspected kidnappers, six uspected cattle rustlers, 17 human trafficking suspects, 34 suspected drug dealers, 18 motor vehicle thieves, 27 tricycle thieves, 16 motorcycle thieves, 58 suspected thieves, 19 suspected fraudsters, 636 suspected thugs (Yan Daba). He further named items recovered to include one barretta pistol, one anti-riot gunner, two double barrel guns, pne makarov pistol and one other pistol, 13 locally made guns and five toy guns, 33 live ammunition and 16 cartridges, 11 motor vehicles, seven tricycles and nine motorcycles, 82 mobile phones, four POS machines and eight laptop computers. Others include 15 cattles and 25 sheep, 68 bags, 659 parcels, 1063 wraps of dried leaves suspected to be Indian Hemp, 243 bottles of suspected Codeine Syrup, 90 sachets, 406 suspected Diazepam Drug, six packets, 17 sachets, and 878 suspected Exol Tablets, 1005 sachets of suspected Tramadol tablets, 371 pieces of rubber solutions, 1117 sharp knives, 46 cutlasses and 36 other sharp irons, 117 ATM cards. A 40-year old man, Peter Chukwuka, has been arrested by men of Oyo State Police Command for cunningly harvesting his day-old granddaughter in Oyo State, and took her on a journey of more than 500 kilometres to Abia State, where he sold her for N700,000. The suspect said he used the money to rent a shop in Oyo town of Oyo State, and also used part of the money to stock the shop with goods, so that he would no longer be engaged in the hard work of digging foundation for new building and septic tanks. The Commissioner of Police in the state, Dr. Adebola Hamzat, had paraded Peter Chukwuka and his five suspected accomplices before journalists at Eleyele, Ibadan on Saturday, along with other 35 armed robbery, kidnapping, cultism, and financial fraud suspects. According to the police boss in the state, “On 10th July, 2023, an actionable intelligence report was received by a team of Police Operatives attached to the Command Monitoring, Oyo State about the ‘’harvesting of a day-old baby girl’’ from her teenage mother identified as Sarah Chukwuka in Oyo town, and sale of the girl child to a criminal cartel that operates a baby factory in Abia State. “Sequel to this credible intelligence report, the police operatives immediately swung into action and after a discreet investigation, the chief mastermind of the heinous crime, who identified himself as Peter Chukwuka was later arrested in his hideout at Ibafo area of Ogun State. “Upon intelligence led interview, the suspect, who identified himself as the biological father of the teenage girl, who gave birth to the day-old baby girl, confessed to the crime and explained in detail how he surreptitiously took the baby from her mother (his biological daughter) as soon as she gave birth under the pretext of handing over the baby to someone who would take good care of her. “The suspect further explained in details, how he moved the day old baby to Abia State, where he sold her to the owner of a baby factory, located at Obehi, Okwa West in Abia State at the rate of N700, 000 only. “Investigation activity was extended to Abia State and in the process of a coordinated raid on the baby factory, a female suspect identified as Popoola Nwamaka Bunmi, 47, and four other accomplices, whose names are Chinwedu Peter, 25, (female); Chidinma Blessing, 25, (female); Chukwu Christopher, 49, (male); and Favour Ogadinma, 28, (female), were all apprehended in connection with the criminal activity. “A bundle of new birth certificates and some equipments being used for baby deliveries were equally recovered from the factory. The suspects, as at the time of apprehension, were unable to give any satisfactory explanation about the parentage of the babies recovered from the factory. Investigation is ongoing, developments will be communicated accordingly, please.” The grandfather, Peter Chukwuka, who sold his granddaughter for N700,000, told journalists that her won biological daughter, Sarah, got pregnant by mistake, and he also made a mistake by selling her daughter’s baby. His words: “I am in the police net because of my daughter’s baby. My daughter got pregnant by mistake. She gave birth to the baby. But the situation of Nigeria has impoverished my family. I could not take care of the baby and my daughter too could not take care of the baby. This is why I took the baby to Abia State to sell. I sold her for N700,000. My wife is sick and she is aware of this. This is my first time of doing this.” Asked about how he got connection to where he sold the baby, he responded: “My younger sister (Favour Chukwu), was working as a house girl to the woman that bought the baby. So, I got the connection through my sister. The baby does not have father. “Now that I have been arrested, I know that I made a mistake. It is only God that will help me. Also, I want the government to help me because I did not do it intentionally. The money that I collected, I have used it to rent a shop, and I bought goods into the shop. I want to start selling something.” The mother of the sold baby, Sarah Chukwu, also said: “I am 15 years old. I was pregnant. My mom said that I should remove it, and I said no, I would give birth to the baby. I gave birth to the baby on July 10, 2023. My daddy came on the second day, which was July 11th. He said he has one mommy that would help me train the baby, and that after two years, they would return the baby to me. So, I agreed because I planned to go back to school. I did not know that my daddy wanted to sell the baby. I am in primary six.” Asked about the person that impregnated her, she said: “I know him. He lives in Shagam. He used to smoke. I met him when I went to Shagam with my friend. My daddy’s brother lives there with his family. My daddy knows the person that impregnated me. And I told my boyfriend when I was pregnant, he said he would accept it and take care of me.” However, the younger sister of the prime suspect, Favour Chukwu, who connected her brother with the woman that bought the baby, also said: “It is true that I bought the baby for my madam. I work as house help for the woman. I was involved because my brother and my cousin said they could not take care of the baby. This is the first time I would do something like this. “There is a couple that has been looking for baby for long. I bought the baby for the couple. The woman gave me the N700,000. My share from the money is N50,000. Naija News reports that Senate President, Godswill Akpabio, made news headlines on Wednesday after he mistakenly exposed on live television that the lawmakers would be getting a takeaway for their recess. Akpabio revealed that a token had been sent to the lawmakers to enjoy their holiday, a comment that raised eyebrows at the Senate plenary. A 15-year-old girl has been left with traumatic genital injury after she was repeatedly raped by four men in Imo State. LIB reported that an Owerri Magistrate's Court on Thursday, August 3, 2023, remanded the four suspects, Amarachi Nwodo, 39, David Ajuka, 22, Chima Uwandu, 43, and Osinachi Okoro, 22, to a correctional centre. A journalist, Chidiebube Okeoma, who confirmed the latest development, said her private parts are badly damaged and already decaying. According to him, the minor was admitted to Umuguma Specialist General Hospital in Owerri and has been booked for more examinations, laboratory tests and will see surgeons on Monday, August 7.
