ADO-EKITI— The ongoing First Semester Examinations in the University of Ado Ekiti, UNAD, was Wednesday disrupted following a bloody clash between two rival cult groups, leaving 10 students injured.

Vanguard gathered that trouble started after a cult member shot a rival cultist outside the campus at about 7. 50 pm, on Tuesday.

According to Vanguard’s investigation, Eiye Confraternity and the have been fighting for supremacy in the institution for a long time.

It was gathered that other members in the same cult with the one shot, mobilized to the institution shooting sporadically.

Students who were already seated in the examination halls were said to have abandoned their papers and other materials and scampered for safety.

Two members of the University Peace Corps Cadets, who attempted to intervene, received machete cuts and were said to be receiving treatment at an undisclosed hospital in the state capital.

But the State Police Command, Public Relations Officer, PRO, Mohhammed Jimoh said three alleged cultists were arrested with guns.

He said they “are assisting the police in its investigations.”

Worried students of the institution called on the university authorities to postpone the examinations and until normalcy returned, claiming that the injured students and others were not in the right frame of mind to continue with the examinations.

Speaking on behalf of the students, President of the Students’ Union, Mr. Olalekan Shittu, said the authorities “should not make innocent students to suffer unduely. The students are yet to recover from the trauma of the cultists’ clash.”

But the institution’s Registrar, Dr. Omojola Awosusi, said examination would go on as scheduled.

The evolution theory makes no sense at all, because if it is true the trend should continue, Man since his existence should have transformed into another creature, I've also not seen another creature evolving from goats or dogs. The big bang theory is even worse, telling me everything that exists today occurred by accident undecided

One of the main postulates in science is repeatability, if all these theories are not repeatable, then they are not true IMO

Nasir El-Rufai, the former Minister of the Federal Capital Territory (FCT) who was arrested this morning by the State Security Service, is about to become a free man again after the publisher of Thisday newspaper, Nduka Obaigbena intervened on his behalf.
Mr. El Rufai is reportedly being granted bail with Obaigbena, who has a variety of tentacles in the federal government, as surety.  Mr. El Rufai recently joined the governing board of Thisday newspapers.

Earlier, Mr. El Rufai's arrest by the SSS was strongly condemned by presidential candidate of the Congress for Progressive Change (CPC), Muhammad Buhari, in a widely-circulated press release. In addition, the social media networks have been buzzing with discussions of the arrest, with many contributors condemning the Nigerian authorities over El Rufai's arrest.

SaharaReporters has also learned that the government put pressure on Mr. El Rufai to tone down his critical views about the government as a condition for dropping the charges against him.  It was however unknown at the time of this story if the CPC chieftain, who has always held strong views, agreed to tone down his writings his bail paperwork is still being processed.

Mr. El Rufai was arrested today at the Nnamdi Azikiwe International Airport in Abuja upon arrival from the United Kingdom where he had gone to help present the CPC's position at Chatham House, the influential foreign policy institution, in London.
The government has proposed to charge him with sedition and public incitement in connection with an article he published on June 30 questioning the defense spending of the Jonathan government. The federal government is expected to put out a rejoinder to be widely circulated debunking the critical piece.

Saharareporters was told that Mr. El Rufai had been told not to write any follow up articles that might interfere with the rejoinder.  It would be interesting to see how this plays out, as he has only recently become a columnist with Thisday newspapers and frequently syndicates his columns through social media outlets and Nigerian websites.

What we cannot afford, government will borrow on our behalf to pay for its activities. That is why the Federal Government, on behalf of you and I will spend the sum of N4.485 trillion (over N4,000 billion) in 2011.

This is against the backdrop that our entire oil earnings for the year cannot pay the generous salaries and allowances of politicians on the one hand, and the meagre pay cheques of other public sector workers on the other, while infrastructure and unemployment are barely getting attention.

When you walk into a government office to request a basic service, the member of staff you meet may not even bother to reply to your greeting and barely has time to listen to you; the policeman that should protect you on the road block, stops you and demands for bribes and has no qualms shooting dead any motorist that refuses to give him N20; the customs officer at the border who is supposed to stop smuggling takes a bribe and actually connives with the smugglers to bring in banned products into the Nigerian market, while harassing the traveller entering Nigeria with two new pairs of shoes; the hospital staff member that, contrary to every professional oath, refuses to attend to dying patients because they are on strike; the soldiers who get so bored that they occasionally go on a rampage, using policemen for target practice.

With live ammunition, of course; the politician who rigs himself into office then proceeds to loot the treasury: these are all the people whose standard of living we are spending nearly 75 per cent of the 2011 budget to pay for - and borrowing some after spending all our collections from oil and taxes!


It will cost nearly N2.5 million this year on average to pay for the salary and upkeep of each of Nigeria’s nearly one million federal public sector workers – in the police, civil service, military and para-military services and teachers in government schools and institutions.

Whether this amount justifies the service that is rendered is left for Nigerians to decide. In all, the 49 line ministries, departments and agencies (MDAs) specifically mentioned in the 2011 Appropriations Act will each cost an average of N49.49 billion to run.

We elect a total of 360 members to the House of Representatives and 109 senators to make laws and enhance good governance by checking and balancing the excesses of the executive arm of government.

For this privilege, the 469 members of the federal legislature and their support staff at the National Assembly will spend N150 billion this year.

It is worth noting that the National Assembly only passed eight bills as at the end of May 2011. So assuming that they manage to pass another seven bills before the end of this year, it would cost the Nigerian citizen an average of N10 billion to pass a single bill! This implies that to pass the 2011 budget (which allocates N150 billion to the National Assembly), Nigerians paid N10 billion.

An even more interesting statistic is the cost of maintaining every legislator every year. It works out to princely N320 million per legislator per annum. At this rate, every four-year stint at the National Assembly works out at N1.28 billion per legislator. No wonder machetes, guns and thugs are used at will to "win" primaries and the elections.

How many new businesses can achieve a turnover of N1.28 billion within four years with a net tax-free profit in excess of 50 per cent? Is this social justice?

For the National Assembly, even the amount of N150 billion above is just what we can see easily but is not broken down for further analysis or accountability.

There is a bit more hidden all over the Appropriation Act - another N1.595 billion was tucked away for "In-lieu of accommodation for the Seventh Session of National Assembly" and another N200 million for "Funding of House Resolution Mandates." What these two provisions mean is best explained by those that legislated them and the executive that will release the sums! What is clear is that none of these will ever be accounted for or audited!, [/b]

Reading this piece confirms my belief El-rufai is far better than the eediiots we have in Aso Rock. In his entire political career, GEJ has not made a quarter of the impact El-rufai made as FCT minister.

Let them crucify him for telling the obvious truth. They will only end up making him a hero, making him more popular and a voice that people want to listen to.
Choosing GEJ based on sentiments  (a man with no significant achievement and knowing fully well that he is clueless and visionless) is a grave mistake and Nigeria will pay the price for the next four years.

ABUJA—FORMER Attorney General of the Federation and Minister of Justice, Mr. Mohammed Adoke, yesterday, explained that the majority of corruption cases filed against high profile Nigerians lacked substance.

Adoke who spoke at his ministerial screening at the Senate made the assertions against the background of claims that he facilitated the withdrawal of many of the high profile corruption cases investigated by the Economic and Financial Crimes Commission, EFCC, and other investigative agencies of the Federal Government.

The assertions against Adoke nonetheless, he was confirmed by the Senate alongside six other ministerial nominees that appeared before the Senate. Yesterday’s confirmation hearing was the second day of the confirmation hearings of the 34 ministerial nominees presented by President Goodluck Jonathan last Tuesday.

The others screened and confirmed by the Senate were Dr. Shamsudeen Usman, Kano; Arc. Mohammed Musa Sada, Katsina; Mr. Labaran Maku, Nasarawa; Alhaji Yusuf Suleiman, Sokoto; Hajia Zainab Maina, Adamawa; and Mrs. Stella Odia Ogiemwonyi, Anambra.

Also yesterday, the House of Representatives demanded an explanation from President Goodluck Jonathan over his bid to appoint twenty special advisers without making a request to the House.

Asked on his assessment of the corruption cases raised against some politically exposed persons, Adoke explained that a number of the cases raised against the individuals were built on sentiments and lacked substance. He said the pursuit of the cases were sometimes diversionary and costly in both time and resources. shocked

Adoke said that he did not pursue the prosecution of former military leaders allegedly indicted in the infamous Halliburton bribery scandal as canvassed by many Nigerians because “there was no sufficient evidence” that would have warranted a successful prosecution of the leaders in court. shocked

Former Ogun  State Governor Gbenga Daniel yesterday defended his administration’s decision to concession the three Gateway Hotels, Olumo Rock, Remo Plantation, among others. He said it was done in the “best interest of the state.”

Daniel said all Governor Ibikunle Amosun told the people in his ‘state of the state account’ were “lies and concoctions of an overwhelmed governor.”
He said: “Amosun should concentrate on the real task of governance after one month of heat without motion.” Daniel spoke in a statement by ex-Commissioner of Information Sina Kawonise.

The former governor said the concession was carried “in line with the best practices under Private Public Partnership (PPP).” Kawonise said until the concessioning of the public assets under PPP, they existed as drain pipes unable to fulfil the objectives for which they were established by the state’s founding fathers.

He accused Amosun of “playing to the gallery and blaming his predecessor for what is now clearly his cluelessness in handling the affairs of the state.
“In the case of the Gateway Hotels, they could not meet the objectives for which they were set up and there was a need to reconsider government funding.
“To achieve this, the OGD administration opted to involve private investors in the management and/or ownership of the hotels.
“Due diligence and process were followed in all  the transactions.
“The move was intended to, among other objectives, ensure efficient management of the ventures and generate  higher returns and employment ,” Kawonise said.

The ex-commissioner cited the divestment of the Federal Government from its ownership of NICON NOGA Hotel, the Lagos local airport concession and the Lekki Expressway as examples. But Daniel remained silent on the allegation that his administration short-changed the state of N22billion  through the Bureau of Lands and Survey.

Amosun had in his address said the Bureau remitted less than what was possibly accruable from land sales and ratification in the eight years of the Daniel administration. His words: “The Land Use Act makes it mandatory for every state to have a Land Use Allocation Committee.
“But in the case of Ogun, due diligence and processes were not followed.
“There was a breach of the extant laws and an unacceptable abuse of official position.
“The revenue that ought to accrue to the state from the huge land allocations was at least N33.8 billion, if we use the Bureau rates.       
“In eight years, the last administration posted a meagre N10.9 billion for land allocation and N577 million for land ratification.”

it's exactly as it was reported, it could be fun but it's not safe at all. The venue is under the overhead bridge between Ecumenical centre and National mosque and the time is 5 pm every Sunday.

The first time I saw them was early last year, I was driving along that line and I was surprised to see people gathered (I even thought it was an accident at first) so I parked to check, only to see the Nigerian James Bonds and Van Dammes displaying their skills shocked

They boys come with new cars (mostly bmw and benz) and drive at about 120-150 k/h within a very short distance, apply the brake suddenly and try to turn the car around. It was fun to be sincere  cheesy

I stopped going there when one of the boys lost control and hit the wall of the bridge and was seriously injured

Ogun State Independent Electoral Commission (OGSIEC) has dragged Governor Ibikunle Amosun to an Abeokuta High Court over his alleged illegal and wrongful dissolution of the electoral body.

On his assumption in office, Amosun dissolved OGSIEC among other statutory commissions and boards, including Ogun State Civil Service Commission, Judicial Service Commission, Teaching Service Commission (TESCOM), Local Government Service Commission and House of Assembly Service Commission and Universal Basic Education Board (SUBEB).

Seven members of the electoral body as well as its Chairman, Mr. Kayode Adeleye, Tuesday filed a suit at the court challenging the May 31 dissolution of the commission by the governor.

SPECIAL Assistant to the President on Niger Delta Affairs, Kingsley Kuku, yesterday said 26,358 former militants who accepted the Federal Government’s amnesty programme were given official recognition under the ongoing rehabilitation scheme.

Kuku made the announcement in Abuja at an orientation course for 176 former militants who are to proceed for training on pipeline welding and marine engineering at Seina Marine in South Africa.

He said the ongoing disarmament exercise in the Niger Delta was illegal and had nothing to do with the presidential proclamation being handled by the Amnesty Office.

Kuku declared that as far as the Federal Government was concerned, the disarmament programme conducted by the presidential committee on amnesty had been concluded on May 25.

He urged the Joint Task Force (JTF) to stop the purported disarmament exercise currently going on in the region in order to avoid disruption of the amnesty programme.

His words: “When amnesty was proclaimed on June 25, 2009 only 20,192 persons complied with the presidential directive. An additional list of 6,166 beneficiaries was registered later.

“For me, amnesty has ended in the Niger Delta. Only 26,358 persons accepted the amnesty and they are they ones recognised by the Federal Government.”

I don't care whether you like or hate buhari; whether he is a coup plotter or not; or whether he's a man of integrity or not.

The point is that he is absolutely right.

Thieving elites are even worse than mend and boko haram combined. Corruption is the major problem in the country and until that is solved we cannot move an inch forward.

To assist President Goodluck Jonathan in carrying out his functions, the Senate yesterday approved twenty Special Advisers for him.
The President had requested in a letter to the Senate for the approval of the Special Advisers in line with Section 151 (2) of the 1999 Constitution.

The Senate’s approval did not come easily yesterday as many senators sought to cut in the number of Special Advisers from 20 to 10.
They believed that if the Senate could cut its running cost by 40 percent, the Executive should start taking steps to reduce the cost of governance.
Speaking on the matter yesterday, Senator Enyinnaya Abaribe said: “As we are cutting down our running cost by 40 percent, may be the President should also consider reducing the cost of running government by the executive by 40 percent.”

Senator Umar Dahiru said: “Bringing twenty special advisers will be over burdening the governance. The 20 Special Advisers added to the about 36 ministers is a large number. Since we believe that we should cut the government running costs, we should cut the number.”
“Let us set up a committee to look at the appropriate number to be engaged by the President.”
Senator Chris Ngige maintained that twenty special advisers for the President is mind-boggling.

“The President should start with a number that we think will reflect the mood of the nation. Let him start with ten special advisers.”
But Senators Ahmed Sani Rufai, Heneiken Lokpobiri and Odion Ugbesia disagreed with their colleagues by stating that twenty special advisers is not too much for a president of any country.
Senator Odion Ugbesia said: “I am surprised we are going through this argument. Twenty special advisers, I think is too small for president of a country.”

“Governors have many special advisers and nobody is questioning that.” He noted   
But before putting question on the matter yesterday, the Senate President David Mark paving way for the request to be approved said: “How much is the salary of 10 special advisers? We can look at other ways to cut waste.”
The voice votes yesterday supported the approval of the twenty special advisers for President Jonathan.

APPARENTLY disturbed by the concerns raised by Nigerians about the cost of running the National Assembly, Speaker of the House of Representatives has pledged to adopt what he calls ‘fiscal conservatism’ regarding all public funds spent for the purpose of paying salaries as well as other allowances.

This, according to the Speaker, is to ensure that distinction is sufficiently made between what a legislator earns and what is spent to run and implement legislative business and committee activities.

The Speaker, Aminu Waziri Tambuwal, gave the pledge at plenary yesterday while unfolding the chamber’s legislative agenda for the next four years with a strong commitment to honour the trust reposed in it by the Nigerian people.

“The Seventh session of the House of Representatives recognises the concerns raised by Nigerians about the cost of running the National Assembly. The House will be more transparent regarding all public funds spent for the purpose of paying salaries and allowances of legislators and ensure that distinction is sufficiently made between what is spent to run and implement legislative business and committee activities”.

Tambuwal who spoke after the members held over two hours Executive meeting behind closed doors in the chamber assured that the House would in the next four years emphasise compliance with the provisions of the Fiscal Responsibility Act (FRA) as well as the principles of global best practices.

Consequently, the Speaker specifically disclosed that henceforth, the Executive arm of government must seek input from the National Assembly in the preparation of the Medium Term Expenditure Framework [MTEF].

He explained that the MTEF would be the basis for the preparation of the estimates of the annual national budget laid before the National Assembly among others.

Tambuwal said that the “constitutional provisions affecting the budgetary process and impacting on the application and implementation of the budget, including the provisions of Section 81 [1] of the Constitution of the Federal Republic of Nigeria, that allows the President to lay the budget at anytime during the year, will be considered and proposed as part of constitution amendment process”.

The amendment, the Speaker said, is necessary to achieve the internationally recognised best practice of laying the budget before the parliament at least three months before the end of a fiscal year.

He explained that the House would also work to amend the provisions of Section 82 of the Constitution that authorises the President to incur expenditure up to six months after the budget is supposed to have been passed.

“With the amendment, expenditure will be limited to not more than three months of the beginning of the financial year.

The needs of the people will be an important factor in budget consideration and approval. The budget will be outcome driven and will adopt performance based budgeting system”, he said.

On reforms, Tambuwal said that the Seventh House of Representatives would continue the efforts at constitution reforms already begun by the Sixth National Assembly, adding that the technical collaboration with their Senate counterpart which, he said led to the first amendment to the 1999 Constitution in a civilian setting, would be adopted and fine tuned to achieve results.

He disclosed that the House would set up a Constitution Review Committee to immediately begin work on issues affecting the concerns of Nigerians particularly in the areas of land as well as electoral reforms, budgetary processes, fiscal federalism, local government and states creation requests among others.

“Citizenship and indigene issues that have been responsible for conflict in several communities across Nigeria will also be addressed in order to meet the yearnings and aspirations of the people”, he said.

Tambuwal whose speech was greeted with a standing ovation from members earlier assured that the House was set to surpass the expectations of the Nigerian people to represent their best interests.

He said the agenda of the House in the next four years was aimed at reviving and diversifying the economy, generating employment, strengthening the country’s national security, curbing corruption, tackling the electricity crisis, health and educational sectors and general infrastructural decay that confront Nigerians in order to achieve the Millennium Development Goals (MDGs).]

ABUJA—THE United States and European Union, yesterday, condemned the spate of bombings and assassinations particularly by Islamic sect, Boko Haram in Maiduguri, Borno State capital which have killed more than 150 people so far this year and tasked President Goodluck Jonathan to fish out the perpetrators.

The US and EU missions in a joint statement said: “The Heads of Mission of the European Union and the United States of America in Nigeria express deep concern over the bombings and attacks in Borno State. The latest of these on Sunday 26 June, reportedly resulted in at least 25 deaths. We condemn such acts, which are an affront to the rule of law and democratic principles.


There is no place in society for these horrific acts of violence and there should be no impunity for the perpetrators. Our thoughts and deepest sympathies are with the families and friends of those killed.”

In its reaction, Amnesty International in a statement said: “Boko Haram must stop its reign of terror in the country. No cause can justify the deliberate targeting of civilians. The Nigerian government can only ensure safety by investing heavily in reforming the criminal justice system, so that the perpetrators of these attacks and other human rights abuses can be properly investigated, arrested and prosecuted in fair trials without recourse to the death penalty.”
