Personally, I dont like to call it secession. I call it separation. Ideally in a democracy, there are 3 stages before separation, sensitisation, legislation and referendum. Sensitisation and Mass-mobilisation is when a group of people raise the awareness to the public on the need for a particular area to be independent. If the group is successful in gaining support for its cause within the area it wants separated then it is inevitable that at some point, political leaders or representatives of that area will approach the national assembly of that country to seek referendum and thats when the legislative part of the process begins.

The questions you have raised are what will be answered during the legislative part of the process, not the sensitisation and mobilization part.

Using IPOB as an example, IPOB said they want referendum in the SS/SE area. IPOB was sensitising and mobilising people in those areas before they were banned.

The point Im trying to make is these questions are not relevant at this stage of sensitisation. The separatists must first win the people over over before these questions are answered are the legislative phase
