We laughed at it, made jest of it, but truth is, he had very good ideas about Owerri. One of his major achievements is creation of new roads in areas you won't ever believe a road could be created.

For that, he deserves a big kudos.

If you are conversant with UNN, u'll know about the road from Opi to Enugu town constructed by Chime (I think). That road passed through an area no one expected, was well tarred and cut your journey to Enugu. It was a better alternative to passing the federal government road which was in a state of disarray.

Rochas is the only governor I know that have replicated such, although I wish he took the idea out of Owerri to other areas

The road is through. I've posted the pics before. But.....

this is the factory road end of it. I meant Eziukwu where it is joined by cameroun adjacent to railway. The place use to be very water logged and unpassable.

Do you mean the water logged area at Eziukwu? If yes, the entire area was excavated from the beginning to the end. The previous earth was excavated as the soil there was extremely waterlogged. It was then sand filled (the whole road actually). Then the constructed covered concrete drainage on both sides. They then layed concrete from the beginning to the end before applying tar on it.

According to the recently released figures from National Bureau of Statistics, Anambra is the only state in the southeast with her poverty index within the 0-20% bracket. It has the least poverty index in the southeast.

Imo and Abia follows in the poverty index ranging within 21-40% bracket.

Enugu State surprisingly crashed and is above the 40% poverty index. Theirs is even inching towards 60%!

Ebonyi State Poverty remains the highest and one of the highest in Nigeria with an index inching towards 80%. This is disturbing.

Generally, our geo-political zone ranks third out of the six zones, tailing after South west and South south geopolitical zone.

Please, I plead with igbos all over the country to THINK HOME. Stop aiding in the development Lagos, Kaduna, Kano, etc and start aiding the development of the SOUTH EASTERN STATES. Fine, make your money there but THINK HOME BIKO.

I've studied the report and I consider it as biased. If poverty headcount is actualy based on household living on less than 137,000 Naira annually then that of Rivers State which I am very familiar with should be 0% for sure. This report does not deserve much attention but all the same let Igbos think home.

this is very faulty. I, an economist can not accept this. Poverty is not measure on this basis.

Kaduna State achieved the highest number of results (nine) and got the highest share with N3. 960 billion, while Katsina and Benue got the lowest amount of N540 million each as Federal Government disbursed the sum of N43,416,000,000.00 ($120.6 million) to 24 states. The fund is through a performance-based grant under the World Bank-Assisted States Fiscal Transparency, Accountability and Sustainability (SFTAS) Programme-for-Results.

SFTAS is wholly-financed with a loan of $750 million from the International Development Association (IDA), a member of the World Bank Group.

On the Eligibility Criteria (EC), the minister said that States had to meet in order to be eligible to receive any grants included: the online publication of the approved annual budget and audited financial statement for the previous year.

The 24 states were said to have achieved: improved financial reporting and budget reliability; increased openness and citizens’ engagement in the budget process; improved cash management and reduced revenue leakages through the implementation of State Treasury Single Account (TSA); strengthened Internally Generated Revenue (IGR) collection; biometric registration and Bank Verification Number (BVN) used to reduce payroll fraud.

The 24 beneficiary states who were: Abia, Adamawa, Bauchi, Benue, Delta, Edo, Ekiti, Enugu, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kogi, Kwara, Niger, Ondo, Ogun, Oyo, Osun, Sokoto, Taraba and Yobe states.
