The West is really going down fast. Desperate times call for desperate measures. |
“The Land Use Act needs to be reviewed to ensure that land is made accessible to farmers. We may have to remove it from the Constitution so that land can be freed for large scale agriculture. This is by far the most powerful statement in the article. ND intellectuals especially, will immediately appreciate the force and power of that innocuous statement; if only Saro Wiwa could have seen this day. We don't need a lion, tiger or general! Lolz! |
jason123:You noticed that too? But the revolution would bring about the decentralisation of the Ministry of Agriculture and the creation of six regional directorates to ensure that agricultural development was built from the grassroots. Before we know it, true federalism would have hit us. Its creeping in by stealth everyday, very clever tactics. Lol! |
OAM4J:How can you have results without plans, maybe without even working? Where are these results supposed to come from? |
It is simply the behaviour of the average Nigerian on display. A man is being tried for embezzling 58billion and the very people he is alleged to have defrauded go and pay him a solidarity visit. Something similar happened in Delta state, when after the elders had worked so hard to send Ibori where he belongs, some misguided youth decided to pick up arms in his support. That is Nigeria for you. |
FG Unfolds Blueprint on Agricultural Revolution 21 Oct 2011 Minister of Agriculture, Dr. Akinwumi Adesina By Kunle Akogun The Federal Government, Thursday, unfolded a blueprint for the transformation of the nation’s agricultural sector, projecting that it would realise over N410 billion from rice and cassava flour production by the year 2015. But the revolution would bring about the decentralisation of the Ministry of Agriculture and the creation of six regional directorates to ensure that agricultural development was built from the grassroots. In addition, about N2 billion would be provided in the 2012 budget for young commercial farmers to encourage them to grow food for the nation. Minister of Agriculture, Dr. Akinwumi Adesina, made these declarations when he appeared before the Senate Committee on Agriculture. He said if fully implemented, the programme was expected to create about 3.5 million jobs in the sector. In order to ensure a success of the programme, he said a National Agriculture Transformation Council, has been set up with President Goodluck Jonathan as Chairman. Adesina stated that about N350 billion would accrue to the nation's economy by the end of 2015 following the import substitution policy for rice, while over N60 billion would be generated from substituting 20 per cent of bread, wheat flour with cassava flour. According to him, the strategies needed to ensure the actualisation of the goals include passing legislation that would make it mandatory for flour mills to utilise 10 per cent of cassava flour as substitute for bread wheat, blending of 10 per cent of ethanol made from cassava with petrol, ensure zero tariff for import of agricultural equipment and provide tax holidays for investors in the agriculture sector. “The Land Use Act needs to be reviewed to ensure that land is made accessible to farmers. We may have to remove it from the Constitution so that land can be freed for large scale agriculture. The Nigeria Agricultural Insurance Corporation has been a monopoly, we are liberalising the agricultural insurance market so that private companies can go in and compete in order to ensure that farmers pay lower premiums,” he said. Adesina stated that for the programme to achieve its targets on rice, government must increase the current tariffs on brown rice from five per cent to 35 per cent to discourage further import and protect local farmers for the objectives to be realised. Adesina also noted that with the decentralisation of the ministry, collaboration with states in agricultural development would be effective and evaluation of results would now be easier. Under the new policy, government would no longer be involved in the distribution of fertilisers. He urged the National Assembly to ensure the voting of 10 per cent of the national budget to agriculture instead of the current three per cent. However, Senator Bukola Saraki, expressed fears over the implementation of the programme, stressing that rice importers could sabotage the project because of the huge gains they make from importation of the commodity. http://www.thisdaylive.com/articles/fg-unfolds-blueprint-on-agricultural-revolution/101014/ |

^ Stop talking crap. Everywhere I go in Lagos, they call me "omo Igbo." Those with a bit more sense call me omo Bendel. Please go and cut tree's and grow towns all over the place along the Benin-Lagos road; just like you see in Delta state. That way, your jealousy will be better spent. mathskill:Would you rather trust an ECA that was Obj's whim than a vehicle that is fully backed by law with checks and balances about what goes in, where, when and how it went in? And the same about what comes out, to who, why, when and where? All signed and stamped. The SWF will not be there for governors to demand for as it was in the past with the illegal ECA. It also won't be there for anyone to dip their fingers into without records, this time we have a properly set up financial vehicle with the i's dotted and the t's crossed. Of course, it might be possible for a smart guy to defraud the system, but it will be a one off, not the everyday "oil money is free" nonsense we have become used to. |
Toaskarity:These explanations are really out there, but GEJ has a very quiet nature, so nothing is screamed from the rooftops. Also, it has taken him time to bed into full power after the extremely divisive electioneering tactics of his opponents. IMHO, Nigeria will begin to see a flurry of policies aimed at the common man in the next few months. I hope govt can make their explanations more public friendly and understandable, especially with a highly vocal Okonjo Iweala. I genuinely believe that GEJ has the greatest potential (and by a damn long shot) than anybody that has ever sat at the helm of our affairs. The only things his opponents have against him are that he is not eloquent and he is an introvert (but 60% of the smartest people are introverts). |
rizeze1:Bros, don't mind the foolish ACN people here. They all come from states where you can catch monkeys in the middle of the state capital and they are shocked that even the backyard of "omo Igbo" state is better than their governors zinc roofed lodge. Let jealousy kill them. |
hercules07:Rasputin is 100% correct. Ogboru's attempts have always failed because he is in the wrong party and is inflexible about it. Politics is about sheer presence on the ground and carrying the people along. Ogboru should have been able to team up easily with his fellow revolutionary, Saliba Mukoro in PDP (they were both key players in the Orkah coup that chased IBB out of Lagos) where he would have easily obtained the blessing of EK Clark and GEJ, but he chose to remain in DPP to fight what became a wretchedly ethnicised battle he could only lose. Delta is an oil producing state, so nobody will let it go without a fight. Ogboru will have to get his sums right, DPP is not it. |
Damn! ![]() I like the name of that missile. "Hellfire!" |
1luvkipsus:Don't mind them, they are only behaving as they learnt from their sorry example of master. They are well on their way to slapping people (women included). |
Gaddafi was beaten to death by the very people he ordered jet fighters to attack when they were mere unarmed protesters. No death could be more deserved. In fact, he should have been beaten from town to town for a month before being filled with bullets and thrown in the bin. |
Election Petition: Buhari in Surprise Visit to Tribunal 21 Oct 2011 By Tobi Soniyi Contrary to his earlier position, the presidential candidate of the Congress for Progressive Change (CPC), Maj-Gen. Muhammadu Buhari (rtd.), Thursday made a u-turn, appeared in court and eulogised his party’s challenge of the declaration of President Goodluck Jonathan as winner of the April 16 presidential election. Buhari had publicly declared that he would not challenge the results of the election in court, but that his party could. So in the spirit of his threat, when the CPC went to court, it did not list his name in its petition as one of the challengers of the results. He had kept his distance from the premises of the tribunal and his appearance in court Thursday was not only a surprise to many political observers, but a political u-turn by the CPC flag bearer. He came with his running mate, Pastor Tunde Bakare, Chairman of CPC, Prince Tony Momoh, and the party’s National Secretary, Alhaji Buba Galadima, among other party faithful. But when he was spotted in court among his party loyalists, journalists confronted him with the issue and he replied that he was in court like any other member of CPC. He said: “I have never distanced myself from the CPC petition. I am part of the party and subscribed to the petition. I have confidence in the judiciary. I have never said I don’t have confidence in the judiciary.” Also speaking to journalists, the Acting National Publicity Secretary of the Peoples Democratic Party (PDP), Dr. Musa Babayo, said he had been so happy with the proceedings at the tribunal “except that the opponent overdramatized the situation”. “Quite a number of times our opponent has overdramatized the situation in an attempt to achieve a predetermined political objective,” Babayo said. Continuing, he noted that the presiding justice “reminded everybody in court that we do not have any other country except Nigeria. Each and every citizen of this country has a responsibility to pursue goals and actions and other strategies to protect our institutions. If you destroy our institutions, you are invariably destroying our country”. In the same vein, the National Publicity Secretary of PDP, Prof. Rufai Ahmed Alkali, said after the court session: “We are confident that with the submissions of our counsel, who asked the court to dismiss the petition of CPC, that we would win the case.” Meanwhile, the Presidential Election Tribunal has reserved judgment in the petition. Chairman of the tribunal, Justice Kumai Akaahs, said the judgment would be delivered on a date to be communicated to the counsel. Justice Akaahs thanked all the lawyers for their cooperation. He also advised politicians and journalists to be very cautious. He said: “We must remember that there is no other country we can call our home other than Nigeria.” The tribunal also pardoned CPC’s spokesman, Mr. Rotimi Fashakin, who was alleged to have issued a contemptuous statement that maligned the integrity of the tribunal’s members. “If money is what we are looking for, none of us will be here sitting as judge,” he said. Before he was pardoned, Fashakin, through his lawyer, Mr. Femi Falana, had apologised to the members of the tribunal. While adopting his brief, counsel to Jonathan and Vice-President Namadi Sambo, Chief Wole Olanipekun (SAN), said: “We have referred to earlier ruling of this court on July 14, 2011, where the court struck out relief number six.” Olanipekun said the tribunal had refused to grant relief six which asked for a conduct of a fresh presidential election between the CPC candidate, Buhari, and President Jonathan on the ground that Buhari was not a party to the petition. He said that notwithstanding that the evidence had been taken on the petition, the hearing amounts to a mere academic exercise. He consequently urged the court to dismiss the petition which he noted had been abandoned against President Jonathan and his deputy. In his submission before adopting his address, counsel to the Independent National Electoral Commission (INEC), Chief Adegboyega Awomolo (SAN), said: “A party is supposed to rely on evidence presented before the court and also authorities cited. But in this case, the petitioners tendered evidence and documents that belong to INEC. “These are documents that are meant to support INEC and its Chairman, Professor Attahiru Jega’s position that the election was conducted in full compliance with the Electoral Act 2010.” Against this backdrop, he asked the court to dismiss the petition. Counsel to PDP, Chief Amaechi Nwaiwu (SAN), said outside the criminal allegation made, what was left could not sustain the petition and that the criminal allegation was on the basis of non-compliance with the Electoral Act. He asked the court to dismiss both the petition and the preliminary objection filed by CPC. CPC’s counsel, Dipo Opeseyi (SAN), in his address asked the court to declare that the party won the April 16 presidential election because INEC failed to prove that Jonathan won the election. He said that INEC did not lead evidence to disprove its (CPC) claim that Jonathan did not win the presidential election in 21 states. CPC said that the implication of INEC not leading evidence in rebuttal of the allegation that Jonathan did not win the presidential election is that INEC had admitted the allegation. The party said that if the votes for the 21 unchallenged states were aggregated, the result would show that the PDP scored 8,047,188, while CPC polled 9,611,215 and other political parties scored 7,233,117. The party consequently “invited the tribunal to find in favour of the petitioner”. CPC also said that INEC had woefully failed to discharge the burden of proof placed on it to show that its non-compliance with the provisions of the Electoral Act did not substantially affect the result of the election. The party also said that Jonathan and PDP who were the beneficiaries of the conduct of the election in violation of the provisions of the Electoral Act by INEC had equally failed to establish by credible evidence that the election in which they were victorious was conducted in accordance with law. CPC went to court in May, asking the court to nullify the election of Jonathan on the grounds of substantial non-compliance with the provisions of the Electoral Act 2010. It also asked the court to set aside the presidential election of April 16, 2011 and organise a fresh election between the CPC and PDP. The CPC also wanted the court to hold that Jonathan and Sambo of the PDP were not duly elected by majority of lawful votes cast in the election. The CPC stated that it would prove at the hearing that there was substantial variation in the voters’ register used by INEC for the conduct of the presidential and governorship elections respectively and to that extent, INEC and its chairman, Jega, unlawfully manipulated the register to the advantage of Jonathan and Sambo. It also said that in effect, INEC used different voters’ register containing different number of voters for different elections held in Nigeria. The party claimed, too, that ballot papers meant for certain polling units were illegally diverted to other units and were used for ballot stuffing. CPC alleged that there were a significant number of ballot papers missing in some polling units that were never accounted for and that affected the result of the presidential election. http://www.thisdaylive.com/articles/election-petition-buhari-in-surprise-visit-to-tribunal/101010/ |

Jonathan orders awareness campaign on FOI Law Workshops are to be held to sensitise the media, civil society, and other interested persons on the law Article | October 21, 2011 - 4:50am | By Bennie Iferi https://dailytimes.com.ng/sites/default/files/imagecache/400xY/FOI_0.jpg President Goodluck Jonathan has ordered that awareness campaigns and workshops be held on the implementation of the Freedom of Information Law, the Secretary to the Government of the Federation, Mr. Pius Anyim, said Thursday. The talks are to hold between the government, civil society, the National Assembly, the media and other concerned parties. Anyim, the Head of Service of the federation, and a representative of the National Security Adviser, on Thursday met with lawmakers to discuss the implementation of the new law. He said the president had personally ordered that the terms and models of implementation of the law be made public at the workshops, in demonstration of the administration commitment to transparency. "We are to discuss the modalities for the workshop and get all to abide by that law," he said. "That, we believe shows the seriousness of this government to operate open government.” The bill, a long-standing legislation that was passed by the National Assembly after nearly a decade, was one of the bills signed into law by Jonathan just before the end of his last term in May 2011. The bill mandates government offices to make available necessary information to the public on request. Part of the law requires a committee of the National Assembly to liaise with a similar body from the executive to implement the law. http://dailytimes.com.ng/article/jonathan-orders-awareness-campaign-foi-law |
