Code of Conduct Bureau vs Tinubu: US, UK banks release accounts details •Ex-gov may be declared wanted •He lied on oath -Bureau •SRLN, US group react Written by Lanre Adewole, Abuja Sunday, 11 September 2011 Pieces of evidence needed by the Federal Government to prosecute the alleged illegal operation of foreign accounts by the former Lagos State governor, Bola Ahmed Tinubu, have been reportedly released by the banks where the 16 accounts are said to be domiciled in the United Kingdom (UK) and the United States of America (USA). The charge filed against him by the office of the Attorney General of the Federation (AGF) and Minister of Justice would be prosecuted by the Code of Conduct Bureau which is directly under the Presidency and empowered under the 1999 Constitution (As Amended) to prosecute public officers who run afoul of the assets declaration law. The 1999 Constitution forbids public office holders from operating foreign accounts while in office, while those they have in operation before assumption of office are to be closed for the duration of the tenure of office. Code of Conduct Bureau, while charging Tinubu before the Code of Conduct Tribunal, claimed that Tinubu operated and maintained 16 foreign accounts in the USA and UK while in office between 1999 and 2007 and lied on oath while filling the mandatory asset declaration form for public officers before being sworn-in into office, by not disclosing the said accounts in his forms. Operation of foreign accounts by public officials was banned by the law to forestall money laundering, though the chairman of the Code of Conduct Bureau, Sam Saba, had disclosed a new discovery which showed that public officials now open foreign accounts in the names of their family members and relatives and use left hands to sign, in order to disguise the real identity of the owners. Some of the foreign accounts allegedly traced to Tinubu by the bureau are in the names of his wife and children. All the accounts in his wife and children names, according to the charge, are domiciled in the UK, while all the USA accounts bears his name as well as a few ones in the UK. A source within the system noted that the proof of evidence against him had been packaged, following the release of evidential documents from the banks, which reportedly revealed dates of transactions that fell within his time in office, as well as the movement of monies in and out of the accounts. Nigeria has a working understanding with both the USA and UK on the issue of money laundering. A number of witnesses were also said to have been lined up, with the source refusing to disclose their identities for security reasons. The source added that the new proof of evidence was more loaded than the previous one attached to the charge brought against him in 2007, noting that the amended charge was made to include allegation of maintaining the accounts while in office, in order to pre-empt him from using the excuse that he had been operating them before becoming governor. It was also gathered that the excuse that the accounts pre-dated his coming to office would not avail him, because he did not list them in his asset declaration form. Unlike the usual practice of lawyers from the office of the AGF prosecuting, it was learnt that an experienced Senior Advocate of Nigeria (SAN) had been hired by the prosecution to lead the legal team. The proof of evidence had been previously filed before the tribunal by the bureau with a source revealing that a more detailed proof of evidence might be added to the case this week. It was also gathered that the former governor might be declared wanted if he failed to heed the summons of the tribunal, with a source saying that he might not show up on the trial date and bring preliminary objection. “Just like they did in (Nuhu) Ribadu’s case and shielded him from appearing before the tribunal until they applied the political solution and those who did that are very much around this person too, but we are waiting,” said the source. The source added that in the likely scenario that he brought a preliminary objection, his application would be treated first by the tribunal before the consideration for a bench warrant, if he still failed to appear in an event of his objection not succeeding. Issuance of a fresh summons by the tribunal was confirmed by the Sunday Tribune source, who explained that the case was taken to be fresh because of the amendment to the charge and re-packaged proof of evidence, despite that it was initiated in 2007, which informed the decision of the tribunal to serve a fresh summons on him for appearance on the trial date. The tribunal, on Friday, disclosed that it had fixed the commencement of the trial for September 21, in Abuja. A statement signed by Special Adviser/Director, Abdulazeez Moh. Badisha, on behalf of the tribunal’s chairman, claimed that Tinubu contravened Section 7 of the Code of Conduct Bureau and Tribunal Act, Cap 56 Law of the Federation of Nigeria 1990 (As Amended), which is punishable under Section 23 (2) thereof as incorporated under Paragraph 18, Part 1, Fifth Schedule of the 1999 Constitution. Some of the banks in the USA mentioned in the charge as holding Tinubu’s alleged illegal accounts are; First Heritage Bank, Country Club Hills, Citibank NA New York, where he allegedly kept six accounts both in his name and that of Compass Finance and Investment Company Ltd; and Citibank International New York, where he allegedly kept two accounts. In the UK, HSBC of 177 Great Portland Street, London, WIW 6QJ, is listed as his only bank of choice, with seven different accounts listed against his name, his wife’s and children’s, with Shade Oluremi Tinubu reportedly holding three different accounts; Bola, two; and his kids, one each. The bureau claimed in a seven-paragraph affidavit supporting the charge, deposed to by Ikechi Iwuagwu, a deputy director, that “on 4th of March, 2003, before the expiration of the first term in office of Governor Bola Tinubu, an asset declaration form CCB-1 was sent to the accused person as a public officer. The accused person declared his assets and liabilities in the said form and returned the form to our office on 6th January, 2004. A copy of the said form is hereby attached and marked as Exhibit “A.”All the assets declared by the accused person are as indicated in the assets declaration from CCB-1. The accused person did not declare any other things/assets or the operation of several foreign bank accounts in the said assets declaration form CCB-1 submitted by the accused person marked as Exhibit A. I was informed by Mr. O. T. Olatigbe, counsel handling this matter, and I verily believe him that the accused person is still operating several foreign bank accounts which he did not declare before the Code of Conduct Bureau.” The accounts, as listed in the charge, with the account names, numbers and sort codes, are as follows: . . . Reactions Meanwhile, an Abuja based Non-Governmental Organisation (NGO), the Society for Rule of Law in Nigeria (SRLN), has hailed the Code of Conduct Tribunal over the planned commencement of the criminal trial of Tinubu. The group described the trial already scheduled to begin on September 21 as a welcome development, adding that; “Nigerians, irrespective of their political affiliations, must begin to speak with one voice against corruption, because it (corruption) has no political party.” The SRLN said in a statement issued on Saturday by its Coordinator, Comrade Chima Ubeku, that with the impending trial of Tinubu, those thinking that they were sacred cows ought to begin to have a rethink. The group also urged the Federal Government to prosecute Tinubu for alleged perjury, saying; “he lied on oath by refusing to declare the operation of many foreign bank accounts in the assets declaration form CCB-1 he submitted to the Code of Conduct Bureau on 6th January, 2004. “This is a kind of news that gladdens our hearts and we hope that the Code of Conduct Tribunal will pursue the case to a logical conclusion. “We are also waiting to hear from those bread and butter groups to make the kind of noise that they used to make whenever a Peoples Democratic Party (PDP) member is on trial for alleged corruption. “We want to read editorials in the newspapers against Tinubu as it was done against people like Chief Bode George; former Speaker, Dimeji Bankole; former Delta State governor, Chies James Ibori; among others,” the group said. While calling on the Economic and Financial Crimes Commission (EFCC) to also clear the air on the allegations of corruption against Tinubu, which its former chairman, Ribadu, said the commission investigated and that it had ‘international dimension.’ SRLN asked; “has the international dimension of the case ended with Tinubu and Ribadu holding hands at campaign rallies?” In a similar vein, the Justice For All Nations (JFAN), a US-based NGO, called for the trial of Tinubu for perjury, just as it commended the will to start his trial for illegal operation of foreign accounts. The group noted that since Tinubu lied on oath to the Code of Conduct Bureau on the accounts, he ought to face the music separately. “Most importantly too, the EFCC must tell Nigerians what has happened to the case against Tinubu, which its former chairman, Malam Nuhu Ribadu, said had international dimension,” the group said. In the statement signed by its Coordinator, Dr. Dada Popoola, the group charged President Goodluck Jonathan to demonstrate to Nigerians that he had the will to tackle corruption, saying, “we are happy that the Code of Conduct Tribunal has woken up to its responsibilities and we urge that this case be diligently prosecuted. “It is also hoped that the EFCC will tell Nigerians where Tinubu’s corruption case files are being kept. “At least, we are aware that Ribadu said publicly that ‘Tinubu’s corruption has international dimension and there is no time for the EFCC to tell Nigerians what has happened to that corruption case and its international dimension. “Tinubu should also be made to face criminal charge for perjury because he lied on oath by refusing to declare the operation of several foreign bank accounts in the assets declaration form CCB-1 he submitted to the Code of Conduct Bureau on 6th January, 2004.” http://www.tribune.com.ng/sun/front-page-articles/5040-code-of-conduct-bureau-vs-tinubu-us-uk-banks-release-accounts-details-ex-gov-may-be-declared-wanted-he-lied-on-oath-bureau-srln-us-group-react |

What is Tinubu's real name? We don't know. Where did he go to school, if at all? We don't know. What state is he from? We don't know. Where is his village? We don't know. Where is his family from? We don't know. How did he make his stunning and sudden wealth? We don't know. . . .Yet Gbawe says he is a "necessary thief." I weep for Nigeria. But, regardless of your type (and your "necessary thieves" , Nigeria will force its way through, develop and make progress. |
Gbawe:"Keep picking useless personal battles while your ship piloted by a drug running thief is sinking, sinking, sinking, sinking, sinking, sinking. . ." This is damn funny! See how Gbawe is hanging over the cliff to defend that drug pushing THIEF. Do you have any morals at all? You even described gutter scum like Tinubu as "necessary." Necessary for what? How can a drug baron and thief be necessary, except to scum, thugs, drug users, drug pushers and fellow thieves? You can engage in your silly personal war, fact is, it just wouldn't save the sleazy frog, Tinubu. This is Tinubu's Toronto certificate (maybe the phucking criminal will be sent to the US in Ibori style): www.nairaland.com/attachments/139268_BolaTinubuHeroinforfeiture_jpgb084d334c74cec7150ee9588a3aed2fc |
^ My friend, save yourself and leave matters that are beyond you. kpogede77:You are very confused. What has the Ministry for Niger Delta Affairs got to do with Delta State? The FG is not run from Warri afterall. What is the reason for the silly Delta State arguments, if not to foment trouble and mischief? I wonder if you are even from Delta, what do you have to gain by creating trouble? Perhaps you are a politician with the shabby and worthless ACN that will never take root in Delta or any oil producing area. |
Gbawe:So here you are back defending a thief? Lolzzz!!! Keep picking useless personal battles while your ship piloted by a drug running thief is sinking, sinking, sinking, sinking, sinking, sinking. . . Lol. |
In the end that clown, Schumacher gives way for Lewis to go through. He had been breaking the rules deliberately by chopping across, even Ross Brawn had to keep calling to warn him about it. If Lewis had done that even a quarter of that dangerous shiit, the FIA would have penalised him. |
^ Your thieving god is on his way to the cooler. Live with that or kill yourself. Lol! |
Gbawe:So, some thieves are necessary? Stop making a fool of yourself, you are either with the thief or against the thief. There are no grey areas. Gbawe:All this hot air for a thief? Lol! |
kpogede77: @ BeafIt is funny that you can agree about Agbassa, Ogunu, Igbudu, but not Ekurede. Agbarha (Agbassa) is made up of 7 clans including Ekurede, even during the Itsekiri Urhobo crisis the struggles centred mostly around Agbassa; that matter has all been settled in court and with some unnecessary bloodshed, Agbassa's now have their own king and there is no dispute over their lands. As for speaking Uwie. Lol, dude my roots from around Warri are Itsekiri (Ogbuwanghe, Pesu and Odion) and Urhobo (Otovwodo - Agbassa, Effururun and Adagbrassa - Uwvie). So bruv, wheel and come again! I'm am Warri from all directions, I strongly suspect there must be some Ijaw in my blood somewhere as well. I wonder what you as an Uvwie man would be doing talking about going off to Ondo state? Aside from troublemaking, what part of Uvwie is even remortely close to Ondo? kpogede77:Warri South is on the outskirts and in many cases quite far from Warri proper; most of it is only accessible by boat. No? Ukpokiti you mentioned is one of the 7 Agbassa clans. Itsekiri and Ijaw people are both riverine and have their settlements in the creeks on the outskirts of Warri (as well as the Southern parts of the town). Dude, I don't know why you are trying hard to forment problems between the Itsekiri and Ijaw, but from experience, those who always try very hard to cause inter-ethnic problems in Warri are people without roots in the place. People just like yourself, sir. It is wholly unnecessary. Last couple of weeks, it was some paid agents claiming to be "Urhobo graduates" taking aim at Uduaghan, now you are attempting to turn common sense on its head with making an FG matter into a Delta state issue. I will repeat, Ijaw and Itsekiri lands are so mixed that it would take a crazy person to talk about splitting them. The problem exists to a smaller extent with the Urhobo's as well. |

CyberG:You didn't vote. In fact you are not even in Nigeria, so why insult the millions who did their civic duty? |
2mch:My friend, stop yarning dust. GEJ has declared his assets (he just didn't provide you a copy); he is entirely within the law. . . .Tinubu on the other hand, is a criminal whose arse is in the unfortunate process of being smoked. |
2mch:He is the brains behind the 7 bombs in Jos. It might sadden some, but these people will all be caught. Lol! The guy responsible for the Suleja bombing has also been caught for your info (might make you even sadder). |
2mch:Lol! You surely don't know the law. |
2mch:The process of catching crooks has to start somewhere and it has started with Tinubu. Your argument, by the way holds no water at all, its merely clutching at straws. Tinubu committed an offence according to the constitution. Ok? At the end of a long process of arrests, trials and re-trials, Tinubu should very likely spend years in Kirikiri maximum prison or shark infested Ita Oko island. |
2mch:You are sad that the man was caught. No? |
Gbawe:. . .And Gbawe finally agrees that his beloved Tinubu is a thief. Lol! |
Pukkah:Attached to those foreign accounts is the money that went in. And all na for jand! So there is no covering anything; Tinubu is baked. --Crystal ball-- His first seemingly innocuous trial will trigger a chain of increasingly dire tribulations. First, he will be banned from public office for ten years. Govt will also try to investigate the sources of the funds and then attempt to retrieve them from abroad; in that process, Pandora's box will be opened. No be small tin awa eye wan see o! ![]() That criminal is going down. |
kpogede77:Believe me, you really don't know anything about Warri and masking as Urhobo really doesn't help you either. I know the sound of every ethnic group in Delta state with my eyes closed, bruv. All Itsekiri and Ijaw villages in Warri are on the outskirts. The only villages in the town proper are Urhobo, we have Otowvodo (Agbassa), Okere-Urhobo, Igbudu, Edjeba, Ogunu, Okurode (Okurode Urhobo), Oteghele, Ukpokiti, Ugborikoko. The areas mentioned generally cover from Enerhen junction to Ogbe-Ijaw (bordered by Odion which is Itsekiri) through Deco, Ukumagba layout, Okere, right up to Shell BP and sweeping down all the way through airport road. Is that not the whole of Warri township? The above are physical Urhobo villages I have mentioned, I can name the Itsekiri and Ijaw ones too. Ijaw land begins at Ogbe-Ijaw and Itsekiri land begins at Pesu and Odion through to Ogbu wanghwen. These are all riverine places on the outskirts or along waterways of Warri. Maybe you are just trying to stoke crisis, but to what end? |
“Fortunately, a big break came last Tuesday after the arrest of some Boko Haram suspects in Suleija. Jos bomber in SSS net On September 11, 2011 · In News , By JIDE AJANI, DEPUTY EDITOR https://vml1.s3.amazonaws.com/wp-content/uploads/2011/09/Suspected_attackers_of_Jos.jpg The man suspected to be behind last Christmas Eve bombings in Jos, the Plateau State capital, has been arrested by operatives of the Department of State Security Service (SSS), Sunday Vanguard can reveal. He was arrested in Jos on Wednesday. Coincidentally, Wednesday, September 7, 2011, marked the tenth year anniversary of the commencement of hostilities in Jos, a development that has become the negative hallmark of the once peaceful town. The hostilities have claimed hundreds of lives, the latest being the two attacks allegedly carried out by Fulani herdsmen on two Christian communities in the state last Sunday and Thursday respectively which left more than 20 dead. The suspected bomber’s arrest, it was learnt, came following what competent security sources in the Federal Capital Territory, FCT, Abuja, and Jos, described as “some very useful information”. According to the security sources, “whereas the intelligence community had been getting signals about the whereabouts of the mastermind of the Christmas Eve bombings in Jos, he kept eluding the operatives. “Fortunately, a big break came last Tuesday after the arrest of some Boko Haram suspects in Suleija. The arrested suspects provided useful information which led to the arrest of the alleged mastermind of the Christmas Eve bombings in Jos”. Attempts to get the name of the suspect proved abortive as the sources maintained that investigations were still on-going. Sunday Vanguard was nonetheless told that “the suspect is already providing useful information that would assist in the investigations of some other dastardly acts”. Once the investigations are completed, the security sources stated, “the bombing mastermind would be arraigned along with his collaborators in the aw court”. Seven explosives 32 people were confirmed dead and 74 hospitalized in the blasts which rocked two parts of Jos, last Christmas Eve. Giving details of the bombings, Plateau State commissioner of police, Mr. Abdulrahman Akano, said a total of seven explosives were planted in the two parts of the state capital. According to him, five of the explosives went off at the Kabong area while two were detonated at the Angwan Rukuba area. One of the bombs was planted in a busy market at Kabong where people were making last-minute purchases for Christmas while another was planted at a relaxation spot in Angwan Rukuba. He said dynamites and about 100 match boxes were recovered from one of the places combed by men of the bomb unit of the police and were being analyzed. Akano described the incident as more political than religious or ethnic, saying, “Honestly, my own estimation of this is that it is political. Explosives have been introduced for the first time. When you understand that the problem on the Plateau is more political than religious, when the dust settles, people will know that this is not religious.” http://www.vanguardngr.com/2011/09/jos-bomber-in-sss-net/ |
A port at Lekki? Lagosians will resist it very strongly. If the state govt agrees to the plan, then something very curious is afoot. |
Why Boko Haram is elusive – Col Kachako (rtd) On September 11, 2011 · In Politics , By BASHIR ADEFAKA Colonel Isa Kachako (rtd), a former senator and former acting military governor of Katsina State, is a native of Kachako town in Tarki Local Government Area of Kano State. Born on January 15, 1940, he started out in life a teacher, then a headmaster and then moved to join the Nigerian AirForce before he enlisted into the Nigerian Army in 1968. He commanded many army formations before retiring and venturing into politics. Kachako spoke to Sunday Vanguard at his Isa Kachako Road, GRA, Kano residence, recently. Excerpts: WITH your background as a combatant-soldier and defence adviser in India to Chief Olusegun Obasanjo, when he was military head of state, how do you think the many security challenges facing the country at the moment can be resolved? From 1979 till today, about 32 years ago, there has been a lot of developments security-wise, politically and socially. That being the case, nobody can match what really transpired at that time with what is happening now. So, if you are talking about security at that time, the military was in government for the larger part and they ruled by decrees while the Constitution was sidelined. You can’t compare that time with now because we are now in democracy. The military in our days had a say, no more no less but, today, it has no say other than to protect, prevent and secure the territorial integrity of this nation by all means when, how and where the president of the country asks them to move in or enter to safeguard situations as they may arise. You are talking about the Niger Delta issue and Boko Haram in Borno State. These are happening only when democracy is playing its role of the mighty and so, in this kind of situation, military has nothing to worry about. Do you mean the security problems thrive simply because we are in civilian era? If so, what do you suggest? Nobody can do that with the military in power. Even in Kano where Maitasine reared their heads and I was next to the commander, Three Brigade then, the man responsible for the Maitasine offensive could not be challenged by anybody and, mark it; it was a civilian regime during the time of President Shehu Shagari and Governor Abubakar Rimi. It was motivated by politics. Kano was ruled by Peoples Redemption Party,PRP, government at that time while the National Party of Nigeria, NPN, was the ruling party at the federal level. So, there was a lot of problem as you have now in Borno. It’s the same. Rimi couldn’t do otherwise than to ask the commander of the army to intervene and the commander couldn’t do anything unless the president of the country gave the order. Colonel Kure was the commander then and I was next to him. What we did really was to send a message to the president that all was not well in Kano. The following day, we were given order to clear the way and it took us just five hours to finish with the Maitasine issue. We killed the leader and many of his people were thrown into disarray. Some fled to Kaduna, some to Adamawa and regrouped there. The second operation was in Adamawa. So, you can see the historical antecedents of what you call Boko Haram which has now become a major threat to national security! And, if you compare it with what is happening in Borno now and in the Niger Delta, you will discover it is all politics. There is nothing like Boko Haram. I am telling you quite frankly; I’m a politician and I know what is happening. Politicians are messing up the polity like they did in 1981, 1982 and 1983; exactly the same thing is what they are doing now and, I pray they behave responsibly. I am talking historically because these were things that happened in my eyes but history is never learned in this country. Nigerians have always failed to understand, learn and respect history. If we do, the better. Whereas Nigerians and Nigeria are good, we, the politicians who have always been operators of the system behave as if we don’t know our left from right. I’m sorry to say it loud that errand boys are at the helms of affairs. People who don’t know governance are put in positions and so what do you expect? Things will never be straight that way! It is just so. As a retired military top brass, don’t you feel challenged by the attacks of Boko Haram on the people? If I’m in military, nobody can challenge me because, if you put me there, it’s either I die or the person or people responsible for the problems die. I will take one person for 10 people to survive. If you call the military, they don’t understand anything else than shoot on sight. Otherwise, don’t put them there. I was an adviser on defence in India for three years to the head of state and I know what I’m talking about. If you don’t like the military to act, don’t send them there at all! Once they go there, theirs is to fight the enemies of the land. Even if a lizard acts in a way inimical to the progress of the country, kill it! Not to talk of anybody who doesn’t want anything for Nigeria but failure, chaos and disintegration. Even in spite of our differences we have been able to live together since time immemorial. Our ancestors lived together: Zik of Africa! Awolowo of blessed memory! Sardauna the greatest! They argued on issues affecting their respective constituencies. Constituency is an area demarcated for your people and you are excelled to speak on their behalf. And, when you go there, you give your life to the service of your people doing what Zik of Africa, Awolowo and Sardauna did. They did well and at the end of the day they laughed over arguments and jointly challenged any foreign intervention, which was colonial-oriented at that time. Not to talk of now that we are an independent nation and yet we don’t know our left from right as politicians. We are now the colonialists colonising ourselves. We challenge ourselves, we challenge our country. What if these security challenges are real and they are tailored towards Nigeria’s break-up? What will be the implication in our individual lives as a people? It’s only a pity that some groups of people are looking for the break-up of this nation. I can tell you that Nigeria will never break up, no matter what anybody does because God is not a man! You seem to stand for unbreakable Nigeria because of your military background. Others, aggrieved by the threats to national unity, may not see it the way you do. It’s not because of my military background. It’s that our type of unity in Nigeria is God-made but we fail to understand. We have more than 300 languages and more than 250 tribes and within a single tribe you get five, six languages. Go to Kaduna, Plateau and other places. http://www.vanguardngr.com/2011/09/why-boko-haram-is-elusive-col-kachako-rtd/ |
The Ekiti people abroad did very very well, but IMHO next time they should buy books instead. NL peeps, this is a challenge to you. Why not gather together to donate things of value to the poor in Nigeria? Little things can go a long way and change the destinies of the downtrodden. God blesses a generous heart. |
^ Poor sod from the bush still seeking attention. Go ride goats in your jungle state or do some gorilla catching in your state capital. ![]() jason123:The bolded shows you the futility of breaking Delta up into more states (perhaps, aside from creating Anioma, but that would still cause issues between Igbo, Isoko and Urhobo). The wisdom we need to learn in Delta is that it is much better for us to live together in ethnic harmony than ask for new states and whatnot. The proposed Ijaw states on the map you provided are a pipe IMHO. We need to stop the ethnic nonsense in Delta and leave that to the primitives from outside the state. We are doing very well, thank you. How can the Itsekiri be marginalised in Delta when the governor is Itsekiri? Perhaps, you mean to say that there is an ethnic imbalance in some FG parastatals that needs addressing, but that has nothing at all to do with Delta state. |
