The truth is getting Canadian visa is competitive, so many requirements to meet ( but it worth it sha). Now, since Canada government have seen that many immigrants are not willing to come to some unpopular cities in the country. They make requirements to those unpopular area less and create more opportunities in those area to attract Immigrants. The goodnews is that after working/studying for a while in those unpopular cities you can easily move to other popular cities like Ontario, Quebec, Atlanta etc.

No!! It won't be enough! Even though the lost of living in the North is low, you can't rule out the fact that the cost of commodities is high/expensive
Since you intend to explore Nigeria, especially the North, you need to calculate the cost of accomodation, feeding and other necessities.
