He said the suspension was to show a good fate to all those who claimed to have come into the state without knowing there is Open Grazing Prohibition and Ranches Establishment Law of 2017 that is solely anti-grazing.
Lol, they're not aware of a 6 year old law. It's these soft on crime policies that encourage criminality in the country. They should be building prisons and handing out death sentences but they're cowardly.

though i cant find any sources that graph the percentage of oil and gas contribution to GDP prior to 2018, i believe that it has for a long while not occupied that large a portion of the GDP.

Oil contributes less than 10% of our Gross Domestic Product today, and oil used to contribute about 90%.
I don't think oil ever contributed to 90% of GDP. It was how ever 90% of exports. I haven't looked in awhile to see if that's changed.

The spokesperson said other states of the country had been returning some indigenes of Delta State who were in similar conditions for assistance, pointing out that such action centres "on serious humanitarian service."

The Anambra government had earlier claimed the woman was 'repatriated' from Delta State to Anambra State for engaging in street begging.

The Delta State Government has reacted to the report that it "deported" a beggar in the state to Anambra State.

An aide to the Anambra State Commissioner for Women and Social Welfare, Ify Obinabo, had said, in a statement on Friday, that the beggar was "repatriated" to the state from Delta State, south-south Nigeria.

The beggar, Ogochukwu Nwabude, a 32-year-old mother of one, was "repatriated" for allegedly constituting a nuisance in the state, the aide said in the statement.

Mrs Obinabo, the commissioner, was said to have assisted the woman with a "little token" to help start her start up a business, according to the statement.

Ms Nwabude hails from Nnewi, a community in Anambra State, south-east Nigeria.

Delta govt reacts

But the Delta State Government has refuted the report that it deported the woman from the state.

Olisa Ifeajika, the spokesperson to Governor Ifeanyi Okowa of Delta State, in a statement on Sunday, said the woman, who had a child with her, was begging for alms at Inter Bau Roundabout in Asaba, the state capital for two weeks.

Mr Ifeajika explained that some officials of the State's Ministry of Women Affairs and Social Development, after observing her for a period, conducted a check on her.

He said the check revealed that she was "stable and of sound mind", but only needed financial help.

He added that the officials were moved by her condition which prompted the ministry to offer her some assistance, especially as she was with a baby, in line with standard procedure in handling such matters.

The ministry, consequently, "returned her" to its counterpart - Ministry of Women Affairs and Social Development in Anambra State -- "for necessary support," according to the governor's spokesperson.

The measure was a "routine activity" on such cases, and often transpired among states in the country and the Federal Capital Territory, he said.


"Anambra State Government was grateful to its Delta counterpart for the effort and promptly began the process of assistance to the woman.

"The insinuations in some quarters that the woman was deported by Governor Ifeanyi Okowa of Delta State Government are, therefore, uncharitable," Mr Ifeajika said.

"The Delta State Government acted in good faith and within the ambits of regulations, which Anambra State Government acknowledged with gratitude," he stated.

The spokesperson said other states of the country had been returning some indigenes of Delta State who were in similar conditions for assistance, pointing out that such action centres "on serious humanitarian service."

"What Delta State Government did was the routine procedure in rehabilitating persons of that nature and it is the standard practice among states in the country.


"We provided her with some assistance and returned her to her state of origin to ensure that she is properly re-integrated into the society," he said of the Anambra woman.

You are off the mark because most of the healthcare professionals who leave immediately after training do not go several thousands of kilometres away from their parents because of what you stated above. That is the point you have not addressed but this law will address.

Let us stop the lies, the parents are failing their children who in turn are failing their parents, tax payers and the nation.

are no solutions just trade off. The doctors fundamental issues aren't addressed by the law change. The government will need to address their various grievances but that begs another question on how it should be paid for. We can expect less doctors and more strikes if this isn't addressed..

This thread should spark curiosity about. Why are the tax payers subsidizing everyone's education especially the wealthy. How much tuition should students be expected to pay? It's been argued the universities suck because the lack funding and fact they're not allowed to charge their "supposed" customers the students. Right now their real customers are the government and by extension tax payers.

The next factor to consider is that many medical students will still have the means and opportunity to proceed abroad to wealthy countries where they can train and qualify, except now they can simply rule out ever returning to Nigeria. The bill therefore shrinks the pool of possible medical practitioners, particularly in fields where the necessary expertise can only be acquired abroad. How many world-class surgeons from places like America's Mayo Clinic are going to leave behind their cushy careers to work as mere trainees in Nigeria, no matter how much they might wish to return home?

The final thing to note is the impact this will have on the number of students who will opt for medicine in the future. Anyone intelligent enough to consider medicine is also smart enough to realize that to the extent this bill actually works, it makes becoming a doctor a much less attractive prospect, and they'd be better off switching to fields where no such restrictions are in place, and qualifications are equally portable (e.g. computer science or engineering).

This is just another example of ignorant Nigerian politicians passing populist legislation that restricts trade, not caring about the inevitable consequences which will result. This mentality is why a petroleum-exporting country has no working refineries and suffers perennial fuel shortages, and it is why power supply has languished at the same capacity for decades even as brand-new power-generating stations lie idle. Passing laws restricting the options of private citizens has never worked to increase the availability of any goods or services, whether we're talking food price controls or restraints on newly qualified doctors.

The right way to get Nigerian doctors to stick around is to make medical practice in Nigeria more attractive, by devoting more financial resources to health (and to primary care in particular), but Nigerians are so blinded by the "awuff" mentality that they would rather pass useless, economy-distorting restrictions rather than actually paying what the market demands for what they want, never mind decades of failure going down this route.

Lol the mumus wont answer the question. Judging by the story it is legal because she wasn't forced to leave. She was given the choice between leaving or being tried in court. I guess she took the deal and left. If they forced her to leave after the trial that would be unconstitutional.

As far as I can tell they both leftist parties with protectionist economics policies. They're both soft on crime hence why you see the explosion of kidnapping in multiple states. The difference come from how much protectionism they support generally. They both ride the wave of populism because it's pretty easy to bribe people with their own tax naira.

Tinubu can't create new states buy decree. There's a constitutional process to it. A new states being created is highly unlikely because it just means dividing the Allocation money further and disrupting current political balance. Both aren't in the interest of certain states.

Prisons should be for those convicted and their sentences be served in the respective state or federal prison based on the court of conviction .

This is how it is done in the US.

All bail monies go to the judiciary.

That same Court Sheriff will run the jail facility via subvention from the judiciary and will also be in charge of securing court premises and security of judges at the bench at in their respective private residences.
In the US jails are usually for inmates awaiting trial or serving sentences shorter than a year. If you owe tickets you can't be sent to jail if you refuse to pay them for example.

Sheriff's are usually elected positions. At least in Texas they are. They funds come from various sources. I don't care how any state wants to run the prison system. The 36 states can figure out what works best for them. It's only the federal government that we should agree on.

The state judiciary contributes the highest backlog of Awaiting Trial inmates . Once this happens , states will be forced to review their sentencing laws to simple fines or community service or probation sentences since the states will bear the cost in housing inmates .

Also, the respective state prosecutors office will be up on their feet since the judiciary that will be saddled with operating jails will not allow the ongoing police abuse of the judiciary process to get innocent individuals thrown in jail pending a bail application.
You'd be surprised how much these states are willing to spend to lock up people they don't. I do think certain offenses like alcohol intake in sharia will be gladly funded. Traffic crimes will ticketed more since it's revenue generation. I don't think the judiciary runs the prisons that will be the executive branch. Assuming states copy the federal structure.

Lol if the federal government transfers out all the state law offenders. The federal prisons will be practically emptied. It would be a good idea to slash their budget afterwards but that's probably not going to happen.

Prison decongestion in federal prisons will definitely happen. All that will happen is that the inmates will be transferred to the States. This won't be able to take place unless the federal government puts a date on not accepting state law offenders. Less than 10% of law offenders are there for federal crimes anyway. The federal government should transfer this burden to the respective states until they start building prisons.

Until the various states correct their issues with Bail, lack of judges, and sentencing guidelines, they will eventually run into the same issue. The good thing is that it will be a localized issue and not a national concern like dilapidated schools. It should be kept in mind even if most of the inmates are awaiting trial. If the average conviction rate in the state is 50%, that means half will stay. If states want to reduce their cost, they can introduce stuff like crediting time served while awaiting trial.

A fortnight ago President Muhammadu Buhari signed into law the Bill to amend the 1999 Constitution to move correctional centers from the Exclusive legislative list to the Concurrent legislative list.

Over the years, prison security and administration in the country has been a matter of debate and criticism, particularly since the breach of security at Kuje Maximum Custodial Centre in July 2022.

Issues of dilapidated prison structures, congestion, high number of awaiting trial inmates and other related matters, have been of concern to many.

For decades, there has been a steady rise in the Nigerian prison population. The prison population in the country comprises of adult males and females and young persons. More than 60 percent of prison admissions are waiting trial or being remanded in custody.

Factors identified as causing overcrowding in prisons include delays in the administration of justice, overuse of prison sentences by judges, over-criminalisation, and lack of adequate resources to build new prisons.


One particular factor responsible for congestion of detention and custodial facilities is the difficult bail system and perceived reluctance of judicial officers to grant bail to inmates especially for offences that are ordinarily bailable.

In a report from the Ministry of Interior months ago, it was disclosed that the entire national custodial facilities have maximum capacity for 57,278 inmates, however, the total population of inmates all the facilities across the nation was given at 68,747 inmates.


The governmental data showed that the facilities were congested by 18 per cent.

The report noted that 50,992 inmates, representing 74 per cent of the total population of inmates are awaiting trial, while only 17,755 inmates had been tried and convicted.

This overcrowding has led to side effects that inmates experiences and they include damage to physical and mental health and human rights violations.

The situation is so bad that the right which grants that those awaiting to be accommodated in separate units should be kept apart from convicted prisoners, is not possible due to the level of congestion in the correctional centres.

The congestion problem got to a terrifying point that in 2021, the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, disclosed that the Federal Government, through the Presidential Committee on Correctional Reforms and Decongestion, had freed over 10,000 inmates in the past four years.

Also in 2020, in outbreak of COVID-19, the Nigerian Correctional Service (NCS) in a bid to curb the disease spread released 3,751 inmates consisting of convicts and persons awaiting trial.

This was in response first to the order by President Muhammadu Buhari and second, a subsequent instruction by the then Chief Justice of Nigeria (CJN), Justice Tanko Muhammad to the chief judges of the states and the Federal Capital Territory to decongest the correctional facilities under their respective jurisdictions.

While Buhari hinged his order on the expediency imposed by the danger of COVID-19, the former CJN on his part, was prompted by a charge from the United Nations to, consciously reduce the population of inmates since physical distancing and self-isolation in such conditions are practically impossible.

Similarly, last year, the Minister of Interior, Rauf Aregbesola, said he will meet with state governors to agree on the mass release of at least 30 per cent of inmates from custodial centres across the country.

Aregbesola who made this known when he appeared on the News Agency of Nigeria Forum in Abuja said that the interface was necessary as more than 90 per cent of the inmates were being held for contravening various state laws.

Aregbesola also said that over 70 per cent of the 75,635 inmates at present were awaiting trial.


The minister said that the federal offenders in the system were far less than 10 per cent, adding that the bulk of people in custody were those who had run foul of state laws.

He said that they were therefore being kept under the legal jurisdiction of their respective states.

The minister added that the decongestion of the 253 custodial centres nationwide was necessary as some of the inmates have no reason to remain in custody.

He said, "I have written the Nigerian Governors Forum to allow me to come and address them on how they can support the process of decongestion. Because the governors must buy into this system for us to do a massive decongestion especially of Awaiting Trial Inmates. If we get the buy in of state judicial authorities and the government of the states, we can pull out 30 per cent of those who are there."

While the federal government in response to these issues has in one way or another initiated holistic prison reforms, including the modernisation of custodial centres to ensure the reformation and rehabilitation of inmates, stakeholders have stressed the need to build new facilities and redesign the bail system.

This need for the improvement of custodial facilities in the country, led the House of Representatives Spokesman, Hon. Benjamin Kalu to sponsor a constitutional amendment bill which seeks to move Correctional Services from Exclusive list to Concurrent legislative List.

The Bill which was listed among the 16 bills assented to by Mr. President on March 17th, 2023 was first read on the 24th of November, 2020, and passed for second reading on the 23rd of February, 2021.

Kalu who represents Bende Federal Constituency, Abia State had in his lead debate lamented that the problem of prison congestion in the country is huge.

He stated that the bill also seeks to enable states to share in the responsibility of prison funding and management which would help check indiscriminate imprisonment of people for minor offenses created by state laws.

According to him, "For instance, the March 2019 edition of the Lagos State Criminal Information System revealed that though the five prisons in Lagos State have a combined holding capacity of 4,087, they were holding 9,044 inmates. A former Comptroller of Prisons in Lagos State, Mr. Tunde Ladipo, said the Badagry Prison, which was built to house only a little over 100 inmates, was at a time holding over 700 inmates. In fact, there are 240 prisons in Nigeria with an official capacity of 50,153 inmates but currently holding over 74,000 inmates. This is an obstacle to the implementation of the Standard Minimum Rules for the Treatment of Prisoners (a.k.a. Mandela Rules) adopted by the United Nations in 2015.

"Of course, there are also Covid-19 concerns,, especially in the context of social distancing protocols.

Concerns have also been raised about the practicability of Section 12(cool of the new Nigerian Correctional Service Act empowering the State Comptroller of Correctional Service to reject additional inmates when the facility under his watch is full. The question that easily comes to mind includes: where will the inmates be taken to? Will such an inmate be released, particularly where he has been alleged to have committed heinous crimes?

"More prisons must be built. Achieving total reform of the reformatory institutions in Nigeria won't be possible until we take deliberate & bold steps to encourage our federating units to be part of the establishment & running of correctional facilities in their respective domains. Once this is done, the federating units can cater for many of the inmates in prisons and correctional centers who committed state offenses and that of course will lessen the burden of the Federal Government."


Following President Buhari's assent to the bill, the House Spokesman expressed delight that states will now have the power to establish Correctional and Custodial facilities, and State Assemblies will have the power to legislate over it.

The lawmaker while commending the President noted that it will significantly reduce the current congestion of correctional centers in Nigeria while enhancing the human rights of inmates who are entitled to basic living space.

He added this is another milestone for him as a legislator as this is his third bill being signed by the President in his first tenure as a Representative.

most of the oil field are not in delta state but they are in ondo state. but delta state is been paid for it.
Why don't you send this information to Delta State? Their free to sue ondo like Akwa Ibom sued Cross River.
