It's not a new law, FO237 have been in place for quite long. He only reiterated that police officers, like other citizens have rights to life. And their actions or inactions in situations would be only judged by FO237. If I were to be a policeman, and be in a situation where hoodlums are attacking policemen like we saw recently, I won't hesitate to shoot and kill as many as I can before I go down.
