the only airline that goes to Kebbi is azman. It will be a connective flight to abuja then Kebbi. But taking other airlines to sokoto then road to Kebbi just like the poster above said might be cheaper

There is nothing wrong with Kebbi State. That's where I am serving presently. The camp (Dakingari) is not up to 10 years so it's relatively new. Stop fearing what does not exist.

I was posted to Zuru way back 2014 batch B. Kebbi state is one of the peaceful states in the country and the people are very hospitable and friendly. The cost of living is fairly okay and very very few cases of criminal activities like you mentioned. Fulani and Hausa are not the only tribes you can find in the state, you can also find Yoruba, Igbo, Nupe and other tribes mixed up among the indigenes. The NYSC camp is located in Dakingari and is one of the best in the country with steady electricity, well ventilated rooms and steady water supply and including security. If you prefer a neutral way of life and a good place to enjoy your service year I strongly recommend you work it out to Zuru, Zuru local government and maybe anyone of these; Alero, Jega, Argungu and the state capital Birnin Kebbi.
