A committee set up by the Sokoto State Government to verify the actual number of students entitled to its scholarship says it has uncovered 706 “ghost” students. Its Chairman, Mr Shehu Wurno, announced this on Tuesday in Sokoto, when he presented the committee’s report to Gov. Aminu Tambuwal. Wurno said that the committee visited 40 tertiary institutions within and outside the country where it verified and confirmed 14,532 students as qualified for the scholarship. “We have also confirmed that N544,613,724 is the total cost of students registration for the year 2016/2017 academic session, while N143,560,855 is the allowances to the verified students. “We have also verified and confirmed that N688,174,579 is the actual amount owed as students registration and allowances for the current 2016/2017 session,” he said. Tambuwal, who thanked the committee for its efforts, restated his administration’s resolve to give top priority to the education sector. “To boost funding for the sector, we have introduced an education levy where civil servants and political office holders are being taxed to complement other sources of funding. “We have so far realised N260 million from that levy. We hope to liaise with the state consultative committee on revitalisation of education, headed by Sultan Muhammad Sa’ad, to intensify our work in the education sector,” Tambuwal said. The governor assured the committee that its recommendations would be implemented, and declared that no investment would be too much for the education sector. The Federal Government says it has taken steps to amend the Nigeria Broadcasting Code to discourage the production of Nigerian movies and music outside the shore of the country. The Minister of Information and Culture, Alhaji Lai Mohammed, made this known on Saturday in Lagos when he paid a visit to the headquarters of the Copyright Society of Nigeria (COSON). The Minister decried the situation whereby films, reality TV shows and music, were made outside Nigeria, for consumption by Nigerians. He said the situation had hampered empowerment of practitioners in the industry, the development of the sector and the nation’s economy in general. “This government has agreed that henceforth, whatever we consume in Nigeria in terms of music and films, must be made in Nigeria. “We cannot continue to go to South Africa or any other country to produce our films and then send them back to be consumed in Nigeria. “The Broadcasting Code and the Advertising Code are very clear on this. “For you to classify a product as a Nigerian product, it must have a certain percentage of Nigerian content,” he said. The Minister noted that what was happening today was that Nigerian artists were often flown out of this country to go and make their recordings. “When they get there, they will patronise the economy of that country and then bring the products back to Nigeria for us to consume. “It is like somebody going to China or Japan to make a product that looks like palm wine and bring it back home to label it Nigerian palm wine”. He stressed that “as long as we are not able to implement our own code to ensure local production of Nigerian music and movies, , our young talents will not get jobs”. “It is Nigerians that pay for the consumption of these products and therefore they must be allowed and encouraged to participate in their production. “I am going to meet with the relevant stakeholders over this, to see that whatever amendment that is needed to be made to our Broadcasting Code in this regard, is done urgently, ” he said. To encourage local production of films and music, the Minister said that Nigeria Investment Promotion Commission had put forward a proposal to classify the Creative Industry and grant it a pioneer status. He said that with the pioneer status, the creative industry would be entitled to certain incentives and tax holiday. The Minister said that there would also be waivers for shipment of imported music and films production equipment. He stressed that the federal government was committed to making the creative industry viable, dynamic and sustainable. Mohammed said that as one of the key areas for diversification of the economy, the creative industry would be private sector-driven, while government would create the enabling environment for its growth. The Minister lauded COSON and its management team for achieving a lot in seven years of existence. “I am very proud of COSON because in terms of excellence and competence, COSON can compete with any known international brand. “COSON is operating in a tough environment where people believe that intellectual property of people belong to no one and is meant for the use of all, without compensation. “The body has however done a lot in copyright royalty collection and distribution since its inception in 2010,.” he said. Earlier, Chairman of COSON, Chief Tony Okoroji said that the Society was an umbrella body to fight copyright infringements. He recalled that for many decades, music was broadcast freely on radio and TV stations across Nigeria, and dished out in hotels, as if they belonged to no one. He said COSON was set up to manage the collection and distribution of royalties arising from the public and commercial use of musical works and sound recordings He said COSON was being managed in transparent manner by professionals, and had distributed over half a billion Naira in royalties since its inception in 2010. Newsmen report that Okoroji, along with COSON management team, conducted the Minister and his entourage round the facilities at the headquarters of the organisation. Internet users in Nigeria has hit 91 million, according to the Nigerian Communications Commission (NCC). The NCC said internet users increased from 90,124,428 in April to 91,565,010 in May, an increase of 1,440,582. The telecommunications industry regulator made the disclosure in its Monthly Internet Subscribers Data obtained by newsmen on Saturday in Lagos. The data indicates that internet users on both Global System for Mobile (GSM) communications and Code Division Multiple Access (CDMA) networks increased from 90,154,737 in April to 91,565,319 in May. It said that out of the 91,595,319 internet users in May, 91,565,010 were on GSM networks, while 30,309 users were on CDMA networks. Also, the GSM service providers gained 1,440,582 internet customers after recording 91,565,010 users in May, as against 90,124,428 it recorded in April. The CDMA operators had retained 30,309 internet subscribers in May as recorded in April. The data also shows that MTN had 31,406,441 subscribers browsing the internet on its network in the month under review and also recorded an increase of 600,464 internet subscribers in May after recording 30,805,977 in April. According to the NCC, Globacom has 27,402,484 customers surfing the net on its network in May, revealing an increase of 211,713 users from the 27,190,771 that surfed the internet on the network in April. Airtel had 19,912,661 internet users in May, showing an increase of 504,811 customers from 19,407,850 recorded in April. The data also showed that Etisalat had 12,843,424 customers who browsed the internet in May, an increase of 123,594 users from the 12,719,830 users recorded in April. CDMA operators, Multi-Links and Visafone had a total of 30,309 internet users on their networks in May, maintaining the same record of April. Visafone has 30,305 customers surfing the internet in May, while Multi-Links has only four internet users. A man went into a hotel and asked to see the boss. When the boss came, the story began. -The client: is room 39 empty? -The boss: yes, sir. -The client: can I book it? -The boss: of course you can. -The client: thank you. Before going to the room, the client asked the boss to provide him with a black knife, a white thread 39 cm and an orange 73g. The boss agreed though he was surprized at the weird things the client asked to have. The client went into his room, he didn't ask for food or anything else. Unfortunately for the boss, his room was next to room 39. After midnight, the boss heard strange voices and noise in that client's room. Voices of wild animals and of utensils and dishes being thrown on the floor. The boss didn't sleep that night. He kept thinking and wondering what might be the source of the noise. In the morning, when the client handed the keys to the boss, the latter asked to see the room first. He went to the room and found everything alright. Nothing unusual. He even found the thread, the black knife and the orange on the table. The client paid the bill and gave the bellboys a very good tip and left the hotel smiling. The boss was in a shock but he didn't reveal what he heard to the bellboys. In fact, he started to doubt himself. After one year, the client showed up again. He asked to see the boss again. The boss was in a puzzle. The client asked the same things: room 39, black knife, white thread 39cm and an orange 79g. This time, the boss wanted to know the truth by all means possible. He spent a sleepless night, waiting for something to happen. After midnight, the same voices and noises started, this time louder and more indecipherable than the year before. Again, before leaving, the client paid his bill and left a large tip on the table for the bellboys. The smile didn't leave his face. The boss started searching for the meaning of everything the client asked to have. Why did he ask room 39? why the white thread? why the black knife In fact, the boss didn't arrive to any convincing answer to all these questions.The boss now was eagerly waiting for the month of March, the month in which the client showed up. To his surprise, on the first day of March, the same client showed up. He asked the same questions. Wanted to book the same room, wanted to have the same things as before. The boss again heard the same noises, this time more louder than before. In the morning, when the client was leaving the hotel, the boss apologized politely to the client and asked to know the secret behind the noises in the room. -''If I tell you the secret, do you promise to never reveal it to anyone else?'' -''I promise I will never let anyone know''. -''Swear'' -''I swear I won't reveal your secret'' So finally, the client revealed his secret to the boss Unfortunately, the boss was a sincere person. A Federal High Court sitting in Lagos has ordered the President Muhammadu Buhari’s government to list names of suspected looters. The court enjoined the government to immediately release names of high-ranking public officials from whom public funds were recovered. The order was made on Wednesday, July 4, by Hon Justice Hadiza Rabiu Shagari after a freedom of information suit number: FHC/ CS/964/2016 brought by Socio-Economic Rights and Accountability Project (SERAP). Daily Sun reports that joined as defendants in the suit are Alhaji Lai Muhammed, the minister of information and and the federal ministry of information and culture. A declaration that by virtue of the provisions of Section 4 (a) of the Freedom of Information Act 2011, the Defendants are under a binding legal obligation to provide the Plaintiff with up to date information relating to the following: 1. To widely disseminate including on a dedicated website information about the names of high ranking public officials from whom public funds were recovered since May 2015 2. The circumstances under which stolen public funds were returned Timothy Adewale, SERAP deputy director who argued the case on behalf of SERAP and was in court this morning when the judgment was delivered said “This is a victory for justice, rule of law, transparency and accountability in this country. ''The judgment shows the way forward in the fight against corruption and impunity of perpetrators. ''We will do everything within the law to ensure full compliance by President Mohammadu Buhari and Acting President Osinbajo with this landmark judgment. ''It would be recalled that the Ministry of Information last year published details of the recoveries, which showed that the Nigerian government successfully retrieved total cash amount N78,325,354,631.82, $185,119,584.61, £3,508,355.46 and €11, 250 between May 29, 2015 and May 25, 2016. ''Also released were recoveries under interim forfeiture, which were a combination of cash and assets, during the same period: N126,563,481,095.43, $9,090,243,920.15, £2,484,447.55 and €303,399.17. ''Anticipated repatriation from foreign countries totalled: $321,316,726.1, £6,900,000 and €11,826.11. ''The ministry also announced that 239 non-cash recoveries were made during the one-year period. ''The non-cash recoveries are farmlands, plots of land, uncompleted buildings, completed buildings, vehicles and maritime vessels. ''Subsequently, SERAP was issued an FOI request and gave the Minister of Information, Alhaji Lai Muhammed 14 days to disclose the names of all suspected looters. Senator Dino Melaye has pleaded with his colleagues to stop the recall process initiated against him by his constituents. The controversial senator while delivering his appeal accused the Kogi state governor, Yahaya Bello of masterminding the recall process. Melaye also accused that even dead bodies signed the recall registers while some of his legitimate constituents were deceived into singing the register. Here is a transcript of what Mr. Melaye told his Senate colleagues: "Mr President, my colleagues, the election that brought me to office, the total score of both valid and invalid votes for nine candidates, Mr. President, is 118,000; but my governor and his appointees in four days claimed they got a signature of over 188,000. Nowhere in my constituency did they see to receive people’s signature. They got INEC data base for registered voters and copied in one writing into a report register to forge all the signatures. "Mr. President, as I speak to you, I have over 120 dead certificates issued by the National Population Commission and these people’s relations and families have sworn to affidavit and these certificates have been deposited and as I speak to you, the names of all these dead people has been submitted in the recall register sent to INEC. "Mr President, a 116 of my colleagues, my constituents I meant to say, also have sworn to affidavit that their names and signatures appeared in the recall register and they were not the ones that signed it. "Mr. President, 86 of my constituents have also sworn to affidavit to state that they were approached that the government want to carry out a fertilizer empowerment program and requested for their PVCs and thereby deceived into putting their names on the recall register. All these affidavits sworn to by these people have been submitted to INEC and the court. "Mr. President, I am alerting this chamber on a situation that whereby a senator or a legislator will call for collective and enumerative measure in their state. My only sin is that I asked my governor to pay 17 months salary and pension to workers because the holy books says a labourer is worthy of wage. I am not going to belabour us, but they have been spending our money on pages of newspapers, spending money that they want to recall Dino Melaye. "The reason for recall is clearly stated is either… (pause) Mr. President it’s either you have been absent or you have underperformed or you are a sleeping senator, so for that reason you may initiate a recall. But this recall is not initiated by my constituents, it is by my state government and I want to bring the attention of my colleagues that this orchestration and injustice and lies of malicious manifestation of my governor should not be entertained in any democratic setting. "I want to call on this Senate that this should not be allowed anywhere and not because it is Dino Melaye, it can be any member of the House of Assembly tomorrow and House of Representative. - Nigeria is set to export roasted cashew nuts to Japan, as the Minister of Agriculture reveals - This is coming 5 days after about 72 tonnes of yam were exported to various countries - Minister of Agriculture and Rural Development, Chief Audu Ogbeh, who made this disclosure in Lagos Once again, the federal government of Nigeria has revealed plans to export another popular farm produce. According to the announcement, processed yam products and roasted cashew nuts are to be exported to Japan, Britain, the United States of America (USA) and the European Union (EU). Chief Audu Ogbeh, the minister of Agriculture and Rural Development, made this disclosure in Lagos, on Tuesday, July 4. He also said the exportation of fresh yam tubers had already started. He said: “The target markets are millions of Africans, especially Nigerians in the diaspora, who want to buy and eat fresh yam. “For those who will prefer yam flour and pounded yam, the ministry has identified five companies to process yam tubers into those products. “We will get the UK certified standards for the exportation of those yam value chains. ABUJA – The Independent National Electoral Commission INEC has released the time table for the verification of signatures of constituents in the Kogi West Senatorial District who had indicated their interest to recall their senator, Dino Melaye. In the time-table issued by the commission’s secretary, Augusta Ogakwu, the ‘Notice of Verification’ would be issued on July 10 and pasted at the INEC local government office in Lokoja, the state capital. Interested observers have July 31 as the last day for the submission of their applications to the commission’s headquarters in Abuja, while the last day for the submission of names of verification agents for both Melaye and his accusers is August 10. INEC would on August 15 have a stakeholders’ meeting while the actual verification would be conducted on August 19 in all Polling Units in the constituency. Nnamdi Kanu, the leader of Indigenous People of Biafra (IPOB), has said that there no is no deadline for the actualization of Biafra. Kanu has also said that IPOB never declared that there won't be elections in Anambra state. The pro-Biafra leader stressed that the media is being manipulated by the government. According to Vanguard, Kanu said the government is using the media to spread false information about him. The IPOB leader said it was the people of Biafra who said they did not want the November 18, 2017 election in Anambra state and not himself. Kanu told Sahara Reporters in an interview that the people in power were employing all means to make him lose the support of his people. He said Nigeria cannot continue to exist only to make the thieves get fatter, hence the media must shed its interest in maintaining one Nigeria. Kanu further stressed that Nigerians and "Biafrans" alike, must do some fact checking before believing everything they see in the news. Reacting to the demagogue status he seem to have acquired and claims that he is playing God, spokesman of IPOB, Emma Powerful, alleged that security agencies have perfected plans to disparage its leader by accusing him of allegedly playing God. Powerful said this alleged ploy is in a bid to cause misunderstanding and confusion between the IPOB leader and Christians in Biafra land. According to Emma Powerful, Nnamdi Kanu is a Christian and will never challenge the authority of God. "Those using his name as saviour, messiah and Jesus are misinformed and uneducated because he never asked them to do so," stressed the IPOB spokesman. In a similar vein, Nnamdi Kanu has lambasted National leader of the All Progressives Congress, APC, Bola Ahmed Tinubu. He accused Tinubu of bowing out of his once agitation for a national sovereign conference during President Goodluck Jonathan's administration. The leader of IPOB allegedly said this while speaking when he played host to both foreign and local journalists at his home in Umuahia, the Abia state capital. He said: “There was once agitation for a national sovereign conference. If you listen to Bola Ahmed Tinubu today, you won’t know that Bola Ahmed Tinubu was a leading figure asking for sovereign national conference. Once they get into power, they forget because they are not principled. “They have no honour, unfortunately, integrity. They tell one thing in the morning and another in the evening. “Anybody asking you to support one Nigeria doesn’t love you.
