In the quest to curb corruption and to make the system work in Nigeria, The Nigeria National Petroleum Corporation (NNPC), has been scraped by the Senate. This is following the passage of the controversial Petroleum Industry Governance Bill (PIGB). The Senate had on Thursday, considered and passed the much talked about PIGB, after its clause by clause consideration. In place of NNPC, the Senate recommended the establishment of three new agencies to effectively manage the largely troubled oil and gas sector. Among the agencies established in the bill, is the Nigerian Petroleum Regulatory Commission (NPRC), which shall be headed by a Chairman. The commission will also consist of Commissioners, whose appointments and removal shall be subject to Senate approval. The Petroleum Product Pricing Regulatory Agency (PPPRA) is now under the new commission. The PIGB also established the Nigerian Petroleum Asset Management Company (NPAMC) and National Petroleum Company (NPC), to coordinate the activities of other existing agencies, including the Department of Petroleum Resources (DPR). The bill which consists of 132 clauses has taken time to come, having outlived the 5th to 7th Senate, making the Senate President, Bukola Saraki to describe its passage as “historical”. When signed into law, the document is expected to stimulate Nigeria’s oil and gas sector. It is also expected to help Nigeria reduce corruption and inefficiency in the sector. Chairman, Senate Committee on Petroleum (Downstream), Senator Tayo Alasoadura said he was delighted that his committee could achieve much on the bill. “Today we have achieved what people believed was impossible to accomplish”, he told Journalists. It could be recalled that nine months ago, the Senate mandated its relevant committees to work on the old copy of the PIB, which was divided into different compartments. On his part, the Chairman, Senate Committee on Gas, Akpan Bassey, said, the “jinx has been broken”. He expressed optimism that the bill would create confidence on how the business of oil and gas was done in the country. “It will create the right signal to international community that Nigeria is ready for business”, he said. The state has always meddled in the affairs of the church but coming from an elite like Lagos State governor, Ambode is a thing that calls for concern. There is anger at the Chapel of Christ the Light, Alausa, Lagos State, after the Presiding Chaplain, Venerable Femi Taiwo, was sacked by the Governing Council allegedly on the order of the state Governor, Akinwunmi Ambode. According to reports, Taiwo got the sack on Monday, May 15, without any query or official reason stated in the sack letter. He was said to have been ordered out of his official quarters where he lived with his wife and two children within 24 hours of receiving the letter. Despite pleadings from church leaders and other reputable elders in the church, the government was said to have insisted that the cleric must leave the church. Some church members reportedly contributed money to buy gas cooker, and other household items for the family as they vacated the vicarage. Investigations showed that Taiwo had angered the Governor’s wife, Bolanle Ambode, who had visited the chapel on Sunday, May 14, when the church held an anointing service. The church is under the Lagos State Ministry of Home Affairs, while the Office of the Lagos State First Lady supervises church. Church members were said to have filed out to receive anointing oil during the May 14 service without any preference given to Bolanle, who waited endlessly with her entourage. She was said to have later moved to be anointed and moments later, stormed out of the church, as some of the women leaders ran after her. Bolanle, who was reported to be visibly angry, allegedly shunned entreaties from the women, which included the wife of the presiding chaplain. The cleric got the sack the following day. The directive was issued in a letter dated, May 15, 2017, and signed by the Chairman, Governing Council of CCTL, Mr. Olugbenga Solomon. The letter also ordered the Assistant Chaplain, Very Rev. Ayo Oyadotun, to take over with immediate effect. A church member, who witnessed the drama and begged not to be identified, said: "The church had declared seven-day fasting after we lost two prominent members. “The Sunday service, which was declared as anointing service, was supposed to end the fasting. “The First Lady, Mrs. Bolanle Ambode, was present with her entourage. She comes to the church once in a while. “When it was time to be anointed, the cleric asked people to come forward, adding that it was optional. Three people stood at the stage to anoint people. They included the chaplain, the presiding chaplain and one other person. “People started stepping out one after another. The governor’s wife, after some time, also stepped out and was anointed.” The source said within a few minutes of taking the oil, Bolanle, who felt disrespected, stepped out with her entourage. Another member of the church said: “As she stepped out, it was obvious that she was angry. “The president of the women’s fellowship and the pastor’s wife ran after her. She shunned them, entered her car and zoomed off. “When we came to the church on Tuesday, we heard that Venerable Taiwo had been sacked. We were told that he was sacked because the governor’s wife didn’t get the anointing oil first and she felt disrespected. “The man that signed the letter is also a civil servant,” the source said. The governing council is said to be made up of members of the church and some appointees of the government. Taiwo still had two years to spend as the presiding chaplain when he was fired. The source said some church members quickly bought household items for his family as they vacated the church premises on Thursday. He said, “The children went to school on Thursday without knowing that they would not be staying in the vicarage that evening. Church members bought bed and other household items for them because they did not have their own property. “The members said their pastor did not offend them, and protested the sacking. The governing council members, however, said they should forget it because whatever came from Alausa was final. Most of the church members are civil servants who can’t talk too much.” One of those that confirmed the incident, begged not to be named. He said the reason Taiwo got the sack was not stated in the letter, adding that the action was not unconnected from the visit of the wife of the governor. “Let me be straight with you, in the letter there was no reason for the sack. Whatever you are hearing are what members of the church believed could have happened. And there was indeed a protest by the church and the governing council assuaged them on the sacking. “There was nothing official in that sacking. No investigation, no query, nothing. We had an anointing service on that Sunday. The following day, the venerable was served the sack letter.” Taiwo himself declined to comment on the issue He said, “If you have any enquiry, direct it to the church. But one thing I can say is that I have tried as a pastor to live above board. It will not be right engaging the church or the government on the pages of a newspaper.” The state Commissioner for Information and Strategy, Steve Ayorinde, said, “The former chaplain had been queried a number of times in the past for conducts unbecoming of his office. The culmination of various indiscretions led to the Governing Council of the church issuing yet another query that led to his being relieved of his post. “This has got nothing to do with the First Lady. The Chaplain is looking for an excuse to cover his insouciance. Rivers State Police Command has confirmed the arrest of a man for setting his girlfriend on fire with a kerosene over accusations of infidelity. The man, identified simply as David who set his lover ablaze over accusations of infidelity, has been apprehended by the operatives of the Rivers State Police Command. In a statement released to the press, the spokesman of the command, Nnamdi Omoni, alleged that David emptied a keg of kerosene on his lover, Uchechi Okorie and set her ablaze. He said Uchechi was badly burnt, adding that she was currently being treated at a private hospital. Wife of former Vice President of Nigeria Titi Atiku, on Tuesday told an Ikeja High Court that she trusted a business partner who allegedly defrauded her of N918 million because of his status as a pastor. “I thought that the first defendant, being a pastor, he will not defraud me. “I thought that he was being genuine with me during our business dealings,” Mrs Abubakar said while being cross examined in the ongoing fraud trial against a pastor, Nsikakabasi Akpan-Jacobs, Abdulmalik Ibrahim and Dana Motors Ltd. The Economic and Financial Crimes Commission (EFCC) had slammed the accused with a 15- count charge bordering on conspiracy, stealing and fraudulent conversion of property worth N918 million belonging to THA Shipping Maritime Services Ltd. Amos Ibe, the defence counsel to Mr. Akpan-Jacobs, while cross examining Mrs Abubakar, questioned why she used different monikers in company documents relating to the fraud. “Before I start cross examining you Ma, should I refer to you as Your Excellency? “Why was the name Florence Doregos used in the petition from the EFCC which is exhibit one, as well as other fake names in documents you used to transact business with the first defendant?,” Mr. Ibe queried. Titi said: “I am Her Excellency forever, it was under my instruction and direction that the petition was written. "My name is Florence Doregos, my name is Titi Amina Atiku Abubakar, the Mrs in the petition is a mistake made by my Lawyer. “Florence is my name and it was easy for me to use Doregos while I was in state service. “The name of my biological father is Dorego Albert, we are from Ilesha but I have cousins who are from the Republic of Benin. “I can choose Doregos, I can choose Albert as my surname, they are all my names, even Dino Melaye, his name is Daniel but he calls himself Dino. “I can twist my name anyhow I want.” Responding to Mr. Ibe’s questions about her identity when she married the former Vice-President, she said “I married my husband at the Ikoyi Registry in 1971. “I was a Christian before I married my husband, Angelina is my baptismal name, Florence is my confirmation name. “When I got married to my husband, I converted to Islam and I have been called Amina Titilayo, Titilayo was what I was called at home,” she said. Mr. Ibe, however, still questioning Mrs Atiku’s real identity, told her that a book written in honour of her husband titled ‘Atiku: The Story of Atiku Abubakar,’ claimed that she was from a Local Government Area in Adamawa. “I am from my husband’s Local Government Area by virtue of marriage. "Whether I’m from the moon o, that’s not the matter on ground,” she said. Mr. Ibe sought to tender the book written in honour of the former Vice-President to the court but it was rejected by Justice Oluwatoyin Ipaye. “The document does not fall under the definition of a public document under the Evidence Act, it is a private document, it is therefore rejected,” Justice Ipaye said. According to NAN, THA Shipping Maritime Services Ltd, a company created in 2000 belonged to Mrs Atiku, Akpan-Jacobs and Fred Holmes. She was allegedly to be the majority shareholder with 49 per cent shares, while Holmes and Akpan-Jacobs each had 25 per cent shares. Mr. Akpan-Jacobs, who also doubled as the company’s Managing Director and Secretary, was accused to have gone to the Corporate Affairs Commission (CAC) and altered the share holding in his favour and forging the company’s board resolution. He allegedly under the new share arrangement allotted 70 per cent shares to himself and 15 per cent shares each to Titi and Holmes. According to the EFCC, welding a fraudulent shareholding power, Mr. Akpan-Jacobs sold a property belonging to the company to Dana Motors Nigeria Ltd for N918 million. The property is located at Plot C63 A, Amuwo-Odofin Commercial Layout along Oshodi-Apapa Expressway, Lagos. During Tuesday’s proceedings, the defence disputed Mrs Abubakar’s claims that she invested over N1.2billion in the business transactions with the defendants. “Your petition stated that you invested over N200 million and in another document it stated that you invested over N1.2billion, which fact is correct? “Do you have accounting reports, did you hire an auditor to look at the accounts, how did you arrive at N1.2billion? “N200 million is the money I spent in building the bonded terminal, by the time it was ready, it was worth N1.2billion. “Akpan-Jacobs never gave me any records, I was in the state service, I did not get any auditor, Akpan-Jacobs has the evidence of the money I spent, I didn’t know that our business transactions will become a court case,” she said. Mrs Abubakar, while in the witness box, accused Mr. Akpan-Jacobs of using her company property as a collateral for a bank loan that he sought when he wanted to run for the Akwa-Ibom governorship election. “He used my bonded terminal as a collateral for a loan when he wanted to run for governorship of Akwa-Ibom, when he couldn’t refund the money the bank wanted to acquire the bonded terminal, he sold it to Dana Motors Ltd, “I was the largest shareholder of THA Shipping Company with 49% of shares, my German partner Fred Holmes had 26% and Akpan-Jacobs has 25%. “Akpan-Jacobs never contributed a dime to the company, I couldn’t be involved in all the documentation because I was in service. “He did the registration and promotion of the company, he brought all the papers to me at the villa to sign, he later fraudulently changed the shareholding powers of my shipping company to favour himself. “He gave me 15 percent, Holmes 15 percent and he took 70 percent shareholding power for himself. “I never entered into a Memorandum of Understanding with him to sell the company, that is why I’m in court, when he couldn’t repay the loan, he sold the company to Dana Motors Ltd. “When the fraud happened, we initially agreed to settle out of court, but instead of settling, he went to sell the cranes and the company, giving the EFCC N16 million which I received, “ she said. Mr. Akpan-Jacobs’ lawyer asked the court to cancel the next court date slated for May 24 for continuation of the trial on the grounds of his Ill health. “My Lord, I ask for the previously adjourned date of May 24 to be vacated because I am currently battling ill health,” Mr. Ibe said. Babatunde Sonoiki, the EFCC counsel however, opposed Mr. Ibe’s request. “There have been four adjournments at the cost of the plaintiff, she flies in at great risk to her safety from Abuja for every court date and she is supposed to be helping to take care of a newborn of one of her children. “We have another witness who has travelled on four occasions for 15 hours by road from Yola and the case keeps being adjourned, I will like to request for a cost of N750,000 from the defendants to cover the financial expenses of the plaintiff,” he said. Almost everybody in Nigeria knows the saying "everyday for the thief, one day for the owner" and yet it doesn't deter this cruel fellow from doing what they know how to do best. Well guess what; you are going to be caught sooner than later. Two kidnap suspects were killed by men of the Special Anti-Robbery Squad (SARS) in Anambra State on Monday, May 22. Parading the suspect alongside the bodies of the dead ones at the headquarters of the Anambra State Police Command, Amawbia, the State Commissioner of Police, Mr Sam Okaula said the suspects stormed the popular Lounge 24 Night Club and kidnapped the manager, one Chidi Ojukwu. On receiving reports on the kidnap, the police team trailed the suspects to Urum area of the state where they engaged them in a gun duel, killing two while a third suspect, who was seriously wounded fled into the bush. One of the suspects said to be a special motorcyclist responsible for the collection of ransom was also arrested. The victim was rescued safely. Mr. Okaula said some of the gang members who are at large would be arrested while information has been given on where they hid their arms. He, therefore, warned criminals to exit the state as it would be made uncomfortable for them and their nefarious activities. Angry protesters under the aegis of Egbeyin Congress and Ogbia Brotherhood Council, have kicked against what they described as the humiliation of Mr George Turnah, a former special adviser to erstwhile managing director of the Niger Delta Development Commission (NDDC), Dan Abia, at the hands of the EFCC. The protesters led by one Comrade Dan Igbe, on Monday, May 22, converged at the EFCC office in Port Harcourt, Rivers state, over the prosecution of George Turnah by the commission. The group said that they were protesting in support of Turnah, who they alleged "was being humiliated by the EFCC". The protesters alleged that George Turnah is being humiliated by the EFCC. The group said they were protesting in support of Turnah. They urged the EFCC to allow Turnah go free. According to Igbe: "We will not allow George Turnah to be killed like the former CSO to former president Goodluck Jonathan. “Will never again allow its leaders to be humiliated by the EFCC.” He alleged that EFCC’s investigation is one-sided because it is only investigating Niger Delta leaders. The group said that Turnah was their hope and that the EFCC should him go. Speaking to the protesters, the south-south zonal head of the EFCC, Mr Ishaq Salihu, appealed to group not to take laws into their hands. Salihu urged the group to allow justice to take its course in the investigation and imminent prosecution of Turnah. Meanwhile, the acting chairman of the EFCC Ibrahim Magu is currently leading hundreds of Nigerians in an anti-corruption walk in Nigeria. Magu is leading the walk which commenced from the headquarters of the anti-graft agency in Abuja. The anti-corruption walk themed; "Walk Against Corruption" is also being held in Lagos. One would wonder if this is another campaign strategy for President Buhari come 2019 because as far as many Nigerians are concerned, there has been no infrastructure in place or being put in place that will be capable of refining for the whole country. However, the minister of state for petroleum resources, Dr. Ibe Kachikwu, has said that if fuel importation continues in Nigeria till 2019, he will throw in the towel. Kachikwu stated this during an interview on BBC World Service programme, HardTalk, on Monday, May 22. He promised to deliver on the refineries and said he was committed to also delivering a future for oil for Nigeria. In reaction to a question about when the country was going to be self-sufficient in terms of refining petroleum, Kachikwu said 2019 is the target. He stressed that the government has put a date to fix the issues within the sector, and working towards the set date. The minister also said that he has been able to get refineries back to produce 7million litres of petroleum product, since he assumed office one-and-half year ago. He said: “I have delivered on everything since I came to office. First, I took NNPC and moved them into a profit making organization first time in history and reshaped the organization. “I removed cash call deficit of over $6bn, negotiated it. Everything that I have promised since coming into office, I have delivered. I will deliver on the refineries and I am committed to that and I will also deliver a future for oil that makes sense for Nigeria.” The federal government may have lost over N3.8 trillion to shortfall in oil production in 2016 due to militants’ attacks and oil theft in the Niger Delta. This was disclosed by the minister of petroleum, Dr Ibe Kachikwu in Lagos on Wednesday, May 17, at the Rainoil 20th anniversary lecture. According to the minister, Nigeria lost about 700,000 barrels daily throughout last year, for which at the oil price of $50 per barrel, the country would have lost $35 million (N10.6 billion) daily, amounting to N3.8 trillion. According to Naij.com, Kachikwu was represented at the event by the chief operating officer, downstream, Nigerian National Petroleum Corporation, (NNPC), Henry Ikem-Obih. He spoke on the topic: "The Nigerian Oil and Gas Industry, Opportunities, Challenges and Prospects of the Downstream Sector." With regard to refined petroleum products, he noted that due to the rising cost of Premium Motor Spirit (PMS), also known as petrol, a number of oil marketers stopped importing the commodity, leaving the NNPC as the major importer of majority of the products. His words: “The environment has since changed. Chelsea FC has already won the English Premier League after beating West Brom 1-0 with three matches to go on Friday 12th May, 2017 but today, the crowning of the defiant champions was something spectacular as they roared past Sunderland at Stamford Bridge to kick off their Premier League title celebrations in fine style. The players, fans, staff, and supporters were in a party mood as the Blues raised aloft the trophy they’ve worked so hard to achieve all season. A 5-1 demolition of the Black Cats was a fitting conclusion on the pitch and after the final whistle the celebrations were also befitting of champions. A House of Representatives member representing Enugu State, Hon. Patrick Asadu, on Tuesday said the worst Peoples Democratic Party, PDP, government is better than the current administration of the All Progressives Congress, APC. According to Daily Post, the lawmaker made the statement while accepting to head an ad hoc committee set up by the former ruling party to find a solution to the party’s leadership crisis. Speaking in Abuja, Asadu accused the current ruling party of plunging Nigerian into “an avoidable recession”. In his words: “The PDP government was not and could never have been perfect, and few human endeavours are totally perfect, but the worst of the PDP government is 100 times better than the best of the present APC government. “We are all witnesses to a party under which the government has not only impoverished our people by leading us into an avoidable recession, without a single clue as to how to get us out of it but also runs a government under which all truly democratic institutions are under siege. “The PDP cannot and will not be allowed to die just like that while this rot continues. We shall stand shoulder to shoulder with all members of this very important house of reps PDP caucus under the able leadership of Rt. Hon.
