I didn't even need to see this law to know that NDLEA calling him a criminal already means they would sentence him upon which someone serving term can't go and serve concurrently in another country

That will make it even harder for the man. If he is successfully prosecuted in Nigeria, it does not nullify his alleged offence in the USA. The extradition will remain and can be used to get him over to the USA after serving jail in Nigeria. Do not forget that the two offences are not related.

Mandatory Grounds for Refusal of extradition under the Nigeria law.

Section 3 subsection 11, No 9 of the Nigerian extradition law states as follows:

“Extradition application will be rejected where the fugitive criminal has been charged with an offence, under Nigerian law, other than the offence for which his surrender is sought, but has neither been discharged nor acquitted of the charge.”

"Former Osun Governor, Ogbeni Rauf Aregbesola on Monday, invaded Osogbo, the Osun capital with armed thugs and NSCDC personnel, who were shooting sporadically and in the process two persons were alleged to have been shot dead.

Trouble started when Aregbesola was said to have brought out his head from an open roof, as though he was running for election and the shout of “ole, ole, “ rented the air.

Anger by the attitude of some of the residents, the interior minister was said to have ordered his thugs and the NSCDC personnel attached to him to open fire. It was in the process that two persons were said to have been shot dead.

As at the time of filing this report, the identities of those who were allegedly fell by the bullets are yet to be ascertained.

It will be recalled that last year, a right group had petitioned the Presidency over the misuse of NSCDC personnel by the Interior minister to harass and intimidate perceived political enemies".
